Input to the model includes indexes of economic structure and development, water resource utilization, wastewater and pollutant discharge, and investment in wastewater treatment. The model, which consists of production structure and industrial structure optimization modules, was applied to the Guanzhong region in the middle reaches of the Huanghe (Yellow) River basin in China. By evaluating several alternative production and industrialization schemes, the modal indicate that water pollution will get worsen though wastewater treatment improves if the economy continues to develop at the planned speed without structural adjustment. However, the results also show that not only economic goals but also water resource protection and pollution control targets can be achieved under an alternative, recommended production and industrial structure. This example illustrates that economic development and environmental protection can be improved coordinately by the regional multiple objective water resource and economic optimization model. It provides an operable approach to the simultaneous sustained development of water resources and economic growth.展开更多

The purpose of this paper is to learn from the experience of Israel, Japan, Korea and Singapore, improve the low efficiency of agricultural water use in China, and solve the problem of water shortage, promote the development of agriculture. This article concludes that the experience of water-saving agriculture in Israel is advanced irrigation technology, sound laws and regulations, and emphasis on science and technology. Japan’s water-saving agriculture is characterized by an efficient irrigation program and a strict agricultural water management policy. Korea’s experience in water-saving agriculture is that it has a strict water management system, with the government subsidizing the cost of irrigation projects and integrating water into agricultural development planning. Singapore’s experience in water-saving agriculture is to raise awareness of water conservation and to use step water prices. In order to promote the sustainable development of water-saving agriculture in China, the research on water-saving agriculture in the future can be carried out from the aspects of agricultural production or related agricultural technology.展开更多

Water-saving agriculture in Europe started early, governments and farmers in various countries have a strong awareness of water-saving in agriculture and have achieved certain results. Due to the global spread of the COVID-19 pandemic, the lack of up-to-date field research, the complexity of various agricultural disciplines and categories, and the lack of information sharing, the current cognition of recent progress in the development of water-saving agriculture in Europe is not comprehensive enough. This paper selects four representative European countries: Spain, Germany, Italy, and Denmark as the research objects. Based on the existing research of Chinese and Western scholars, this paper analyzes and studies the current situation of water-saving agriculture in Europe. It has far-reaching significance for other countries in the world to have further development in water-saving agriculture and to protect water resources.展开更多

The Programme, implemented by Dorsch International Consultants GmbH and Community Development Initiatives has, among other activities, implemented groundwater protection methods. Nevertheless, groundwater protection remains a challenge in Kosovo. The water law describes that water source protection is similar to German rules, yet modelling-based planning of water source protection zones remains challenging. In the present study, the development of the hydrogeological and the mathematical groundwater model for the technical delineation of the well head protection area for the Ferizaj well fields under limited data availability is described in detail. With increasing in mining depth and drainage amount, the contradiction of drainage, water supply and environ-mental protection is becoming more and more serious. However, the contradiction can be solved by the scientific management of optimizing combination of drainage, water supply and environ-mental protection. The Philip multiple objectives simplex method used in this article has searched for a possible solution at the first step, and then it goes on searching to find out whether there is a weight number that can lead the solution to the biggest. It can reduce the randomness and diffi-culty of traditional weight method which determine the weight number artificially. Some beneficial coefficients are vague and the number is larger in the model of water resource dispatch. So the vague layer analysis method can consider these vague factors fully, combining the qualitative and quantitative analysis together. Especially, this method can quantify the experiential judge-ment of policy decider, and it will turn to be more suitable if the structure of objective factors is complex or the necessary data are absent. In the paper, the two methods above are used to solve the plans of drainage, water supply and optimizing distribution of water resource in the Zhengzhou mining district.展开更多

The subsided lands must be rehabilitated soon after mining to be agriculturally productive to minimize loss of farmland. Similarly, precious water resources must also be managed during and after mining to protect this natural resource. Toward these goals, the concept of "Concurrent mining and subsidence reclamation (CMR)" was proposed by Professor Hu of the China University of Mining and Technology, Beijing (CUMTB). Over the last two decades CMR concepts have evolved and successfully applied in the field in different parts of China. This innovative technology has increased available farmland during the mining process, and provided better land protection and food security in mining areas even with high groundwater table. The technology has been used in 5 of the 14 large coal bases in China. This paper describes the technology concepts, design and guiding principles for planning with two case studies from different regions to enhance its application both in China and in other countries.展开更多
