Risk management in public procurement is a critical aspect that needs to be addressed in the public sector.Several studies have been conducted to understand the challenges and factors influencing risk management in pu...Risk management in public procurement is a critical aspect that needs to be addressed in the public sector.Several studies have been conducted to understand the challenges and factors influencing risk management in public procurement.These studies have explored the importance of risk management principles,the role of political influence,and the need for effective risk assessment and anticipation.The research has also highlighted the need for specific risk management mechanisms and tools to be implemented in public procurement processes.Risk management reforms in the public sector are essential but often circumvented due to assorted reasons,such as political influence and the emergence of new risks.The research investigation employs a quantitative research design.A total of 380 questionnaires were recovered from respondents.The study showed that the public sector has a procurement risk management system that is effective,but there may be some areas for improvement in the prequalification process,onboarding process,and support provided to newly onboarded suppliers.Additionally,the public sector used some strategies to mitigate and control contract risks during the procurement process,but there were some areas for improvement in the review and lessons learned process,risk mitigation measures,contract monitoring and performance evaluation mechanisms,and communication and documentation process.Finally,the results suggest that there were constraints placed on the risk management strategies currently utilized by professionals working in the public sector.These constraints include insufficient support and buy-in from senior management and stakeholders,bureaucratic or administrative hurdles,inadequate policies and regulations,insufficient training and skill development opportunities,and insufficient resources.The study highlights the significance of tackling risk management in the realm of public procurement and offers valuable perspectives on avenues for enhancement,obstacles encountered by practitioners,and the necessity of thorough evaluation and revisions.Through the adoption of the suggestions originating from this study,governmental entities can improve their procurement risk management frameworks and guarantee improved adherence to risk management principles.展开更多

Design: This study follows a phenomenografic approach guided by Ference Marton’s philosophy. <strong>Methods:</strong> Semi-structured interviews were used to identify variations in RNs’ perceptions of TBPM. Between February and April 2019, 24 RNs from five Swedish public healthcare departments participated in the study. <strong>Results: </strong>The results show that none of the participants had previously heard about the work of the Swedish Delegation for TBPM. The study revealed perceptions those politicians and managers were absent from the workplace, that power had been displaced to HR, and that perceptions of trust in the leadership and of working to guidelines varied. Perceptions varied between RNs employed by the municipalities and by the hospitals concerning administration, the time allotted for work, cooperation, and education.展开更多

This approach provided a comprehensive assessment of VM at institutional, organization...A VM (value management) approach was developed that better suits the culture and the context of the SPS (Saudi Public Sector). This approach provided a comprehensive assessment of VM at institutional, organizational and project levels. This paper illustrates the procedures that were used to validate the developed VM approach. For the institutional and organizational levels, the VM approach was validated by conducting telephone interviews with three experts from three organizations that use VM and with two senior managers from the MOF (Ministry of Finance). Mainly, it was found that the MOF should be supported by experts to set up a centre of excellence that can set VM policy, guidelines and standards for the promotion of VM in the SPS, in order to ensure achieving value for money spent in SPS projects. The developed VM approach, as it would be applied at the project level, was presented to 11 experts, all of whom completed a validation questionnaire and presented their comments. Subsequently, the questionnaires were analyzed and the VM approach was amended to reflect the inputs provided by these experts. It was concluded that VM should be applied at least twice on SPS projects. Firstly, it is to review and structure strategic and project briefs to sort out soft issues, and secondly, it is to optimize project designs and sort out hard issues.展开更多

This research considers whether this perception is justified. This paper proposes a conceptual framework for assessing issues that influence procurement performance. The framework takes into account the organization's business goals, its procurement principles, the design of its procurement capability, the intellectual capital or knowledge that is used to support procurement operations, and the use of knowledge management methods. To represent these factors, the framework adapts the conceptual framework proposed by McElroy (2002), leverages Andriessen's (2005) characterization of intellectual capital, and adopts Bedford's (2012) description of the practice of knowledge management. The results, though preliminary and exploratory, suggest that factors which are more often practiced in the private sector than the public sector contribute to higher performance.展开更多

Solid Waste and/or waste in general is an artefact of human activities that can spring from individu...Managing waste has been an aged-old challenge, especially in developing cities, like the Freetown Metropolitan City. Solid Waste and/or waste in general is an artefact of human activities that can spring from individuals, families, community, commercial/industrial operations etc. This study is a qualitative investigation, and it is intended to gather an inclusive knowledge of solid wastes management for better public health in Freetown, the Capital City of Sierra Leone. Statistical analysis was employed to observe numerical representations on a wide range of selected data. In an attempt to achieve the aim of this research project, reviews of available online resources were exploited, and juxtaposed with everyday knowledge in the existing state of the Freetown’s municipality solid waste management. The study revealed that residents in Freetown produce an average 0.45 kg of solid waste per individual per day. It was further established that biodegradable/organic matters comprise approximately 75% to 85% of total waste stream along with assorted retired furniture, scarp metals and plastic bags as most important recyclable elements. The hitches connected with municipal solid waste management in Freetown have become palpable, spanning from the past decade to date. Among many other factors, an upsurge influx urbanisation after the 11 years brutal civil war that ended in 2001, combine up with insufficient approved dumping sites for waste disposal and institutional incapability stand out. In this project, the contemporary approach of solid waste disposal in Freetown was carefully assessed with efforts to bring out the most feasible alternatives of solid waste disposal and acclaim ways of refining its activities. It was concluded from the study that, solid wastes in the Freetown Municipality must be tackled in a synergetic approach. That is, government corroborating with private solid waste managing actors so as to enhance an excellent better-public health, sustainable environmental, urban economic development and a resourceful energy paradigm.展开更多

Upon the realization that urban areas can only achieve sustainable solid waste management systems through an interplay of partnerships and stakeholders,developing countries have geared themselves towards the privatiza...Upon the realization that urban areas can only achieve sustainable solid waste management systems through an interplay of partnerships and stakeholders,developing countries have geared themselves towards the privatization of waste management services in efforts to reduce costs and improve efficiency.Lobatse,a town located in the south of Botswana,faces the increasing challenges of poor waste management due to the lack of finances and resources available to the Lobatse Town Council,which hinders efforts towards a sustainable waste management system.This has negative implications for public health and the environment,as a result of solid waste pollution from littering and the illegal dumping of waste.This work examines the current state of solid waste management and its challenges in Lobatse,within the context of the interplay between public and private solid waste management.The study aims to perform a social exploration of the efficiency of waste management services,considering the political economy and households’perceptions towards these services.Key stakeholders were interviewed and a social survey of 222 households was conducted to generate primary data.The findings indicate that the involvement of the private sector yielded positive outcomes,as it increased the solid waste collection frequency and improved the quality of the waste management service.Most of the stakeholders were in favor of privatization,and the households were satisfied and willing to contribute towards the cost recovery of solid waste management.It is,therefore,recommended to promote and establish a private-public-community partnership in the town to improve the quality of the waste management system.展开更多

Even though public management never stops, it is imperative for the governance to delineate the appropriate development path of a region to guarantee the correct conditions for it to be promoted properly. Historical fecal indicator bacteria measurements (n = 125,000; 10 years) in Orange County coastal zone, an interface with urban watershed that is one of the most developed areas in the United States and source of hi...Historical fecal indicator bacteria measurements (n = 125,000; 10 years) in Orange County coastal zone, an interface with urban watershed that is one of the most developed areas in the United States and source of highly polluted runoff discharges, have been compiled and analyzed. During the period from 2000 to 2010, fecal indicator bacteria concentrations in Orange County Beaches progressively increased (poor water quality) in the first half of the decade and progressively decreased (improved water quality) during the last half of the decade. Among all physical, chemical and environmental factors, 59%-74% of the variability in the fecal indicator bacteria concentrations in the coastal zone records can be attributed to seasonal and interannual variability in local rainfall, implying that stormwater runoff from the surrounding urban watershed is a primary source of fecal pollution in Orange County Beaches. These results suggest that efforts to improve water quality in Orange County Beaches and protect beach-goers from pollution will likely have greater efficacy during wet weather periods than the rest of the year. In addition, this study identified the effect of alongshore surf zone current on fecal pollution caused by coastal waves. The data and analysis presented in this paper provide a framework for evaluating the longer period water quality trend in the coastal area, and elucidate Best-Management-Practices that can improve public health protection by managing coastal water quality compliance with standards.展开更多

文摘Managing waste has been an aged-old challenge, especially in developing cities, like the Freetown Metropolitan City. Solid Waste and/or waste in general is an artefact of human activities that can spring from individuals, families, community, commercial/industrial operations etc. This study is a qualitative investigation, and it is intended to gather an inclusive knowledge of solid wastes management for better public health in Freetown, the Capital City of Sierra Leone. Statistical analysis was employed to observe numerical representations on a wide range of selected data. In an attempt to achieve the aim of this research project, reviews of available online resources were exploited, and juxtaposed with everyday knowledge in the existing state of the Freetown’s municipality solid waste management. The study revealed that residents in Freetown produce an average 0.45 kg of solid waste per individual per day. It was further established that biodegradable/organic matters comprise approximately 75% to 85% of total waste stream along with assorted retired furniture, scarp metals and plastic bags as most important recyclable elements. The hitches connected with municipal solid waste management in Freetown have become palpable, spanning from the past decade to date. Among many other factors, an upsurge influx urbanisation after the 11 years brutal civil war that ended in 2001, combine up with insufficient approved dumping sites for waste disposal and institutional incapability stand out. In this project, the contemporary approach of solid waste disposal in Freetown was carefully assessed with efforts to bring out the most feasible alternatives of solid waste disposal and acclaim ways of refining its activities. It was concluded from the study that, solid wastes in the Freetown Municipality must be tackled in a synergetic approach. That is, government corroborating with private solid waste managing actors so as to enhance an excellent better-public health, sustainable environmental, urban economic development and a resourceful energy paradigm.
文摘Started with the discussions on the value orientation of urban water supply industry marketization,the article points out that the current urban water supply industry marketization reform is inconsistent with the goal of public water service equalization to some extent.The article also analyzes the problems emerged in urban water supply industry marketization reform and various rea-sons in view of efficiency and fairness.An efficiency and fairness oriented management model is built in this article to illustrate how the government should conciliate interests of various communities involved in the process of marketization reform of the urban water supply industry so as to actualize the coordination of efficiency and fairness.At the end,an assumption on urban water price is put forward to help achieve the public water service equalization.
文摘Upon the realization that urban areas can only achieve sustainable solid waste management systems through an interplay of partnerships and stakeholders,developing countries have geared themselves towards the privatization of waste management services in efforts to reduce costs and improve efficiency.Lobatse,a town located in the south of Botswana,faces the increasing challenges of poor waste management due to the lack of finances and resources available to the Lobatse Town Council,which hinders efforts towards a sustainable waste management system.This has negative implications for public health and the environment,as a result of solid waste pollution from littering and the illegal dumping of waste.This work examines the current state of solid waste management and its challenges in Lobatse,within the context of the interplay between public and private solid waste management.The study aims to perform a social exploration of the efficiency of waste management services,considering the political economy and households’perceptions towards these services.Key stakeholders were interviewed and a social survey of 222 households was conducted to generate primary data.The findings indicate that the involvement of the private sector yielded positive outcomes,as it increased the solid waste collection frequency and improved the quality of the waste management service.Most of the stakeholders were in favor of privatization,and the households were satisfied and willing to contribute towards the cost recovery of solid waste management.It is,therefore,recommended to promote and establish a private-public-community partnership in the town to improve the quality of the waste management system.
文摘Nowadays, the public sector plays an important role when it comes to economic development and growth of a country. The most important chapter is "the evaluation of public servants". The analysis for the evaluation and subsequently the personal development and career planning of human resources based on both academic theories and their practical implementation. The new model is based on proportionality and administrative Europeanization, which creates formal and informal rules, modern processes of public policy that will shape common beliefs and values incorporated in the specific national policies. Performance appraisal is the process by which organizations evaluate job performance. The aim of this paper is to provide a comprehensive narration for the performance management in modem public sector, to explain the uses of performance appraisals, to describe the methods of the evaluation and to analyze the role of evaluation.
文摘The introduction and implementation of finansijsko upravljanje i kontrola(FUK,financial management and control[FMC])in Federation of Bosnia and Herzegovina(FBiH)aims to incorporate a modern public internal financial control(PIFC)system into traditional public resources management models.This area is one of the reform areas in which Bosnia and Herzegovina(BiH)is obliged to harmonize the legislative framework and practice with the good practices and regulations recommended by the European Commission.The establishment and development of the PIFC are also an obligation of Bosnia and Herzegovina established by the Stabilization and Association Agreement between the European Community and the member states,of the one part,and Bosnia and Herzegovina,of the other part.The public internal financial control(PIFC)system focuses on enhancing transparency,financial discipline,and dedicated use of public resources,that is,transparent,economical,efficient,and effective management of public resources,and control of the use of those resources.The topic of this paper is“financial management and control in the public sector”where the aim is to show,through the conducted theoretical research,the level of achievement of the establishment of this system in public sector institutions in BiH.The European Union wants to direct all potential member countries towards development of internal controls in the use of their own resources,but also to create a control environment that would ensure the dedicated use of EU funds.In Bosnia and Herzegovina,there is no single legal framework in terms of a single law governing public internal financial controls.The contents of the applicable legal provisions at all three levels(BiH,FBiH,and Republic of Srpska[RS])are largely congruent thanks to the Coordination Committee of Central Harmonization Units(CHJs)in Bosnia and Herzegovina,through which the harmonization of regulations and practices in the development of public internal financial controls is ensured.
文摘The theoretical discourse focuses on unscrambling the differences between public management and private management, while new tools and techniques have been provided by recent trends in public management. This paper centers on a critical analysis and what the purpose of the government's management is; which refers to consolidate the Gulf of Morrosquillo (Colombia) as a competitive tourism destination for it to be as relevant as any other tourism destinations. Even though public management never stops, it is imperative for the governance to delineate the appropriate development path of a region to guarantee the correct conditions for it to be promoted properly. Methodologically speaking, this paper was started with the revision of the literature about the macro-environment related to touristic activities and an instrument was used to collect the information, which was designed to gather data about the lodging establishments. It is necessary to raise the awareness of the public management of the different municipalities that form the Gulf of Morrosquillo for them to acknowledge their weaknesses so that they will be able to formulate the appropriate programs to improve the estate of the destination.
文摘Historical fecal indicator bacteria measurements (n = 125,000; 10 years) in Orange County coastal zone, an interface with urban watershed that is one of the most developed areas in the United States and source of highly polluted runoff discharges, have been compiled and analyzed. During the period from 2000 to 2010, fecal indicator bacteria concentrations in Orange County Beaches progressively increased (poor water quality) in the first half of the decade and progressively decreased (improved water quality) during the last half of the decade. Among all physical, chemical and environmental factors, 59%-74% of the variability in the fecal indicator bacteria concentrations in the coastal zone records can be attributed to seasonal and interannual variability in local rainfall, implying that stormwater runoff from the surrounding urban watershed is a primary source of fecal pollution in Orange County Beaches. These results suggest that efforts to improve water quality in Orange County Beaches and protect beach-goers from pollution will likely have greater efficacy during wet weather periods than the rest of the year. In addition, this study identified the effect of alongshore surf zone current on fecal pollution caused by coastal waves. The data and analysis presented in this paper provide a framework for evaluating the longer period water quality trend in the coastal area, and elucidate Best-Management-Practices that can improve public health protection by managing coastal water quality compliance with standards.
文摘In recent years, the application of Intemet technology in the public participation in environmental management has been developing continuously in China. From the case of Maoming PX Incident and the case of Chai's "Under the Dome," it can be seen that Internet technology has both advantages of promoting the public participation in environmental management and disadvantages of the lacks of normative guidance. Government departments should not only adapt to the "Internet+" era and guide the public use of Internet technology in environment management, but also strengthen the construction of laws and regulations and the construction of institutional mechanisms to standardize concrete links of the public participation in environmental management through the Intemet and finally establish a system of the public participation in environmental management in the era of"lnternet+."

文摘Public bicycle service has experienced 15 years of development in Chinese cities,and China's Mainland is the world's largest public bicycle market.Choosing to use public bicycles is becoming more and more a daily habit of residents.Broadly speaking,public bicycles in Chinese cities include both public bikes with service stations and shared bicycles without service stations.Based on historical review and years of accumulated data,this paper reviews the development of general public bicycles in Chinese cities in the past 15 years.And the role of general public bicycles in China’s urban transportation system is analyzed.Finally,from the perspective of urban construction and management,some suggestions for the future development of public bicycles are put forward.
