Preliminary findings are presented from semi- structured qualitative interviews that were conducted with eleven directors and managers of local branches in the Knox County Public Library (KCPL) System that is located in the East Tennessee region in the United States. Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. Research findings help better understand the issues and concerns regarding the development of digital and non-digital health information services for PLWHA in local public library institutions.展开更多

The result shows that the disabled mainly take reading as a way of self-education and leisure. They have interest in reading but spend little time on it. Moreover, their age and education level have certain influence on their reading time and effect. Libraries play an important role in the reading activities of the disabled, who have a very strong interes in using libraries, but are limited by such factors as long distance between their home and the libraries, their misperception of libraries, and lack of barrier-free facilities in the libraries. Therefore, public libraries are highly recommended to improve their layout resources, and facilities to provide better services for the disabled.展开更多

Rates of developmental disorders vary. But in 2008 it was demonstrated that the rate of autism is higher near industries that emit heavy metals. Furthermore past research findings can be taken to show that where a pregnancy occurred may predict later autism likelihood in the offspring more than where diagnosis occurs. If mercury plays any role in developmental disabilities, the rate of disability should relate to any reliable direct measure of contamination. The current research focuses on one index of environmental mercury contamination. Specifically, mercury-related fish advisories are found to be a surprisingly strong predictor of a state’s autism rate, r = 0.48, p < 0.001. The relationship remains strong after controlling for student to teacher ratio and per pupil spending. It is argued that a secular increase in autism has been occurring and that prenatal exposure to heavy metal toxins may play a significant role. Because we suspect this finding may be of some interest, the full data set is provided in the appendix so that researchers can independently analyze the key findings which rely on CDC, EPA and IDEA data sets.展开更多

Clear cases of fraud, falsification by some authors, and unqualified review of papers by reviewers and editors were presented in: Analytical Methods in Quality Control of Scientific Publications, (2012) American Journal of Analytical Chemistry, Vol. 3, No. 6, pp. 443-447 DOI:10.4236/ajac.2012.36058. The place of authors, reviewers, editors, and publisher was discussed in: Editorial: Analytical Methods in Quality Control of Scientific Publications Part II: The Authors’, Reviewers’, Editors’ Responsibility, and the Publishers’ Authority, (2013) International Journal of Analytical Mass Spectrometry and Chromatography, Vol. 1, No. 2, pp. 81-89 http://dx.doi.org/10.4236/ijamsc.2013.12010, Analytical Methods in Quality Control of Scientific Publications Part III: Publishers’ Ethics and Editors’ Com- plicity, (2014) International Journal of Analytical Mass Spectrometry and Chromatography, Vol. 2, No. 3, pp. 77-102. Here, the corrupting influence of the pharmaceutical industry as a customer and employer of pseudoresearchers and corrupt editors and even to corrupt journal publishers for publication of fraudulent information and pseudoscientific data will be discussed by identifying the authors of pseudoscientific publications, the editors who gave the green light for the fraudulent publication, and the pharmaceutical companies involved. Documentation will be given to support the accusations of fabricated fraudulent “scientific” data, and the publication of such data without sufficient revision and sufficient background for publication of papers will be illustrated by discussing the content of papers: “Determination of Quinocide as Impurityin Primaquine Tablets by Capillary Zone Electrophoresis,” Abdalla A. China is currently experiencing a social and technological transformation of great magnitude in terms of metamorphosing itself from a traditional society to one that is driven by information technologies. Our research study, taking this proposition into account, did a questionnaire survey on 954 library information users at five major public libraries. This research study has discovered that the information needs of public library users today reflect some of the peculiar characteristics of their society in changing times which is driven largely by the rapid development and application of new information technologies. It shows that there is a newly added demand emphasis on certain categories of library resources and services by the Chinese reading public. Our research findings have identified such needs basically in the following five functional areas of public libraries, namely, 1) Increased demands for economic resources, 2) rising expectations for more effective and efficient library services, 3) a convenient location and an amicable environment congenial to learning, 4) a suitable place for engaging in intellectual dialogues and in socialization, and 5) a few other technological amenities and information technology-based digital resources and facilities in addition to a rich repository of library materials in print format. Finally, our paper concludes its discussion with a few observation remarks about the changing trend of public libraries' visions, missions and operations vis-à-vis a contextual background of the ever heightened public expectations for getting quality information services in a timely manner in order for them to function effectively in an information-oriented society such as that of ours today.展开更多

Bridge councils and free ferry services are non-profit and non-government public-interest institutions, whose members were elected by local communities. These councils were responsible for the fundraising, construction, and long-term maintenance and operation of public facilities and infrastructure at the grassroots level. They adopted open and transparent management procedures and could coordinate cross-jurisdictional affairs and mediate disputes. They possessed independent assets such as lands and fund reserves, and such exclusive legal-entity ownership received protection from the government and under the laws. Such form of legal-entity ownership provided the institutional foundation for the development of clans, temples, charitable groups, academies of classical learning, and various associations and societies. These self-organizing groups demonstrate remarkable mobilization and organizational capabilities and institutional creativity of civil society in traditional China. They served as a link between the government and communities and played a unique and active role in maintaining social order at the grassroots level.展开更多
