Purpose The tensions and threats in historic urban landscapes brought about by heritage tourism are still regional,global,general,and dynamic issues.For Kulangsu,there is an obvious problem in the connection between t...Purpose The tensions and threats in historic urban landscapes brought about by heritage tourism are still regional,global,general,and dynamic issues.For Kulangsu,there is an obvious problem in the connection between the current conservation plan and public policy.To a large extent,public policy cannot effectively,specifically,and flexibly respond to the dynamic problems in the implementation of the conservation plan,which seems insufficient concerning the effect of these conservation plans and public policies on promoting the adaptive reuse and sustainable tourism of the historic urban in Kulangsu heritage sites.Thus,giving more consideration to the combination of public policies and conservation plans of historic urban landscapes under the heritage tourism milieu,ensuring a balanced,sustainable,and integrated development pattern still calls for new discussions in achieving good performance of sustainable heritage tourism.This study conceptually discusses the equilibrium model of historic urban landscapes with a range of strategies under a sustainable heritage tourism background and responds to the synthetic contradiction of the imbalances among public policy,conservation plans,and development practices.Design/methodology/approach The study is based on a range of prepared desktop studies(public policy studies,conservation plans),field surveys,participant observations,and randomised interviews to respond to the insufficiency of the current heritagepractices.Findings This study discusses the equilibrium model of sustainable heritage tourism at heritage sites.It takes Kulangsu Island,a UNESCO World Heritage site in Southeast China,as an example to discuss the equilibrium model,which encompasses a convergent parallel framework and three dimensions concerning heritage management and policymaking.The equilibrium model of historic urban landscapes is a dynamic framework that integrates social,economic,environmental,and cultural concerns into a holistic collaborative framework under a sustainable heritage tourism background.Originality/value In line with the requirements of the Historic Urban Landscape(HUL)approach and general principles in support of sustainable urban heritage management promoted by UNESCO and ICOMOS,the study points out the peculiarities and potential of the equilibrium mode in solving the current challenges of historic urban landscapes for sustainable heritage tourism.Finding ways of linking policymaking,conservation,development,heritage tourism,and different interest groups to a holistic framework can stimulate effective means and management mechanisms for the complicated and changeable issues of sustainable heritage tourism.展开更多

Sickle Cell Anemia(SCA)is a prevalent genetic condition in Saudi Arabia,particularly in the Jazan region.The study’s purpose was to assess the prevalence of de-pression among individuals with SCA in this area and to ...Sickle Cell Anemia(SCA)is a prevalent genetic condition in Saudi Arabia,particularly in the Jazan region.The study’s purpose was to assess the prevalence of de-pression among individuals with SCA in this area and to identify the factors associated with this condition.The study involved 391 adult participants,all patients in the hematology center of Prince Mohammed bin Nasser Hospital(PMNH).Data was collected through an anonymous interview questionnaire–the Arabic version of the Patient Health Questionnaire-9(PHQ-9)–between March–May 2022.The questionnaire covered socio-demographic information and variables related to the participant’s SCA history,such as pain levels,frequency of pain,hospitalization duration,and frequency of blood transfusions.These variables underwent Chi-square and One-way ANOVA testing,followed by multivariate regression.The study found a 42%prevalence of depression among the SCA patients.Factors significantly linked with heightened depression levels included being widowed or divorced,experiencing frequent and severe pain,and longer duration of hospital stays.An educational level of at least a bachelor’s degree was also a significant factor.The study reveals a high prevalence of depression among SCA patients in the Jazan region.It underscores the need for policymakers to educate both physicians and patients about the importance of mental health in SCA management.The study also highlights the need for more research into the specific causes and effects of depressive symptoms in SCA patients to inform the creation of effective management plans.展开更多

The COVID-19 pandemic highlighted the urgent need to strengthen public health systems.In response,the United Nations Disaster Risk Reduction(UNDRR) Public Health System Resilience Scorecard(Scorecard) was applied in w...The COVID-19 pandemic highlighted the urgent need to strengthen public health systems.In response,the United Nations Disaster Risk Reduction(UNDRR) Public Health System Resilience Scorecard(Scorecard) was applied in workshops across multiple countries.The aim of our research was to explore the workshop findings to develop priority strategies for strengthening public health system resilience.We conducted a workshop from 14 to 16 March 2023,at the UNDRR Global Education and Training Institute in Incheon,Republic of Korea.A sequential modified Delphi method was utilized to develop a set of prioritized resilience strategies.These were drawn from 70 strategies identified from 13 distinct workshops in eight countries.After two surveys,23 strategies were finalized.Ten received ratings of "High" or Very High" from89% of participants.These related to the inclusion of public health risks in emergency plans,integrating multidisciplinary teams into public health,enabling local transport mechanisms,and improving the ability to manage an influx of patients.The Scorecard provides an adaptable framework to identify and prioritize strategies for strengthening public health system resilience.By leveraging this methodology,our study demonstrated how resilience strategies could inform disaster risk reduction funding,policies,and actions.展开更多

This paper illustrates approaches to flooding risk governance in a territory where a high density of population corresponds to a high level of industrial activities and a significant development of transport infrastru...This paper illustrates approaches to flooding risk governance in a territory where a high density of population corresponds to a high level of industrial activities and a significant development of transport infrastructures in a transboundary context between France, Germany and Switzerland. In the last few years, some fundamental changes in European official instructions about risks and especially about flooding risks occurred. Substantial public policy challenges remain in order to promote a broad-based resilient territory twinned with local knowledge of sustainable land management and civic participation in local governance. The survey is based on a GIS study and questionnaires with a representative panel of 235 stakeholders from the studied territory. Our statistical results demonstrate that, in spite of a deep-rooted mindset as regards flooding hazards, local population awareness of the territorial vulnerability is not related to important challenges. A hierarchical analysis of the data shows that the awareness of stakeholders is less related to the importance of risks when the territorial level decreases. It also highlights the decline of solidarity among neighbouring communities when the distance from the industrial axis increases. Greatly impacted by flooding risks, industrial activities of the regional basin are paradoxically not really perceived as common challenges. Such a case study illustrates how public policies need to be relevant to the adapted levels. Awareness of common issues is a central target to develop acceptance in order to provide an efficient framework of resilience, including willingness to pay to reduce the risk and solidarity in local development compensations.展开更多

Georeferenced data were processed using a geographic information system, enabling the calculation of areas, analyses of superimpositions, localizations, and the obtainment of other information using spatial features manipulated in this system. A comparative analysis is done of the PABCs mapped in two periods (2003 and 2007) to ascertain the evolution of this public policy instrument in detecting environmental priorities in protected areas. The improved coverage of PABCs by protected areas in the more recent mapping indicates a good convergence of environmental policies, which are enhanced by technical improvements to mapping procedures and methods for identifying such areas. As a result, the priority areas for biodiversity conservation could become a protected area regulated and recognized by the federal government.展开更多
In the state of Sao Paulo, Brazil, public policies regarding the air quality aimed at the welfare of the population are strongly dependent on monitoring conducted by the Sao Paulo State Environmental Company (CETESB),...In the state of Sao Paulo, Brazil, public policies regarding the air quality aimed at the welfare of the population are strongly dependent on monitoring conducted by the Sao Paulo State Environmental Company (CETESB), which can be influenced by faulty monitors and equipment support and cuts in power supply, among others. A research conducted from 1998 to 2008 indicated that a significant portion of the air quality automatic stations in the state of Sao Paulo did not meet the criterion of representativeness of measurements of PM10, NO2, O3, CO and SO2 concentrations which resulted in the classification of some municipalities as the nonattainment area, a situation evidenced for PM10 and O3 parameters. The network unavailability for each parameter was estimated and compared with the monitoring networks operated in Canada and the UK. This paper discusses the implications of the lack of representativeness of measurements in the environmental licensing process of pollution sources from 2008, when by the effect of state law, municipalities have been qualified according to their air quality nonattainment level.展开更多
Purpose: This paper aims to assess if the extent of openness and the coverage of data sets released by European governments have a significant impact on citizen trust in public institutions.Design/methodology/approach...Purpose: This paper aims to assess if the extent of openness and the coverage of data sets released by European governments have a significant impact on citizen trust in public institutions.Design/methodology/approach: Data for openness and coverage have been collected from the Open Data Inventory 2018(ODIN), by Open Data Watch;institutional trust is built up as a formative construct based on the European Social Survey(ESS), Round 9. The relations between the open government data features and trust have been tested on the basis of structural equation modelling(SEM).Findings: The paper reveals that as European governments improve data openness, disaggregation, and time coverage, people tend to trust them more. However, the size of the effect is still small and, comparatively, data coverage effect on citizens' confidence is more than twice than the impact of openness.Research limitations: This paper analyzes the causal effect of Open Government Data(OGD) features captured in a certain moment of time. In upcoming years, as OGD is implemented and a more consistent effect on people is expected, time series analysis will provide with a deeper insight.Practical implications: Public officers should continue working in the development of a technological framework that contributes to make OGD truly open. They should improve the added value of the increasing amount of open data currently available in order to boost internal and external innovations valuable both for public agencies and citizens.Originality/value: In a field of knowledge with little quantitative empirical evidence, this paper provides updated support for the positive effect of OGD strategies and it also points out areas of improvement in terms of the value that citizens can get from OGD coverage and openness.展开更多

文摘The discussion about the use of the bicycle as a means of transport has been gaining importance on a global scale,although countries like Brazil still have urban mobility difficulties caused by how urban densification occurs,the growing number of motor vehicles and the lack of space for the construction of cycle paths in cities.The general objective of this manuscript is to analyze the result of public policies aimed at the implementation of bicycle paths,with the“Passo Fundo Vai de Bici”Program created to investigate the variations in intensity in relation to the areas served by the current incentive for active cycling mobility in the city of Passo Fundo(South of Brazil).Methodologically,Google Earth Pro satellite images were used to map the existing bike paths in the city.Subsequently,geographic coordinate points and altitudes of specific locations on the bike paths and bike sharing stations were collected,generating a database,transferred to the Qgis 3.10 software for the preparation of heat maps.The results showed the lack of integration between the cycling systems analyzed by the distance factor,needing to encourage discussions about its expansion and functionality,consolidating it as an urban public policy of local functionality to foster sustainable transport.

文摘As far as China's enormous success in her economic reforms and development is concerned,Chinese rural migrant workers indeed have had their biggest share of contributions.Yet ironically in return,they have only received a disproportionate meager share of benefit rewards.These people represent a huge economically deprived group at the bottom of the social totem pole in China's metropolises.On the whole as a social group,their educational attainment is relatively low as compared to their average urban coworkers.As such being the case,their rights to access some of the cost-free cultural and educational enrichment programs in the society are limited and not always assured.Nevertheless and in general speaking,they manifest a strong and consistent desire to acquire all sorts of new and practical knowledge by means of accessing the resources and facilities of their local public libraries.It is suggested in this paper that public libraries are in a good position to give strong support to the central government's strategic planning for the development of a public culture service systema).In implementing such a government initiative with an unswerving purpose of advancing social justice and equality,public libraries should strife to provide as many as possible their library services at no cost to the public,especially to those socially deprived rural migrant workers.

文摘The COVID-19 pandemic highlighted the urgent need to strengthen public health systems.In response,the United Nations Disaster Risk Reduction(UNDRR) Public Health System Resilience Scorecard(Scorecard) was applied in workshops across multiple countries.The aim of our research was to explore the workshop findings to develop priority strategies for strengthening public health system resilience.We conducted a workshop from 14 to 16 March 2023,at the UNDRR Global Education and Training Institute in Incheon,Republic of Korea.A sequential modified Delphi method was utilized to develop a set of prioritized resilience strategies.These were drawn from 70 strategies identified from 13 distinct workshops in eight countries.After two surveys,23 strategies were finalized.Ten received ratings of "High" or Very High" from89% of participants.These related to the inclusion of public health risks in emergency plans,integrating multidisciplinary teams into public health,enabling local transport mechanisms,and improving the ability to manage an influx of patients.The Scorecard provides an adaptable framework to identify and prioritize strategies for strengthening public health system resilience.By leveraging this methodology,our study demonstrated how resilience strategies could inform disaster risk reduction funding,policies,and actions.

There are 17 SDGs in all, these on the one hand, are based on the idea that economic development, social inclusion, and environmental sustainability are all essential for a healthy and sustainable world, and on the other hand, they provide a framework for governments, businesses, and civil society to work together to achieve common goals. And they are a reminder that we all have a responsibility to protect our planet and its people. One of the most pressing and urgent goals is SDG 13 - Climate Action. Climate change is a global challenge that affects the entire world, urgent action is needed to combat climate change and its impacts. The rapid rise of the fight against climate change reflects an increased interest among specialists. This research deals rigorously with a wide range of dilemmas, which have arisen over time. The research aims to reveal new actions, in order to combat current and future climate change obstacles. The main goal is to bring out the quality of policies and programs in the field of climate change. The results of this research should provide new directions in the development of new policies and programs, in order to help governments, businesses and civil society work together to achieve common goals. The results obtained by specialists, should be a reminder that we all have a responsibility to protect our planet and its people.
文摘In this paper, we develop a mathematical model of the COVID-19 pandemic in Burkina Faso. We use real data from Burkina Faso National Health Commission against COVID-19 to predict the dynamic of the disease and also the cumulative number of reported cases. We use public policies in model in order to reduce the contact rate, this allows to show how the reduction of the daily report of infectious cases goes, so we would like to draw the attention of decision makers for a rapid treatment of reported cases.
文摘Urbanization in Brazil is increasing,mainly in medium-sized cities.This expansion causes varying degrees of environmental impact.The general objective of this manuscript is to analyze the resultant impacts that urbanization has had on soil morphology in and around developing areas of the Brazilian city of Passo Fundo/RS.Implementation of the methodology laid out in the Leopold Matrix allowed the location of data for the analysis of the characteristics present in the use of the soil of the study area.Results showed high levels of vegetative loss around the City of Passo Fundo,due to a high degree of urban expansion driven by real estate speculation.The research suggests monitoring the degree of pollution of water resources in addition to regional air quality due to the marked intensity of vehicular flow.
文摘This paper illustrates approaches to flooding risk governance in a territory where a high density of population corresponds to a high level of industrial activities and a significant development of transport infrastructures in a transboundary context between France, Germany and Switzerland. In the last few years, some fundamental changes in European official instructions about risks and especially about flooding risks occurred. Substantial public policy challenges remain in order to promote a broad-based resilient territory twinned with local knowledge of sustainable land management and civic participation in local governance. The survey is based on a GIS study and questionnaires with a representative panel of 235 stakeholders from the studied territory. Our statistical results demonstrate that, in spite of a deep-rooted mindset as regards flooding hazards, local population awareness of the territorial vulnerability is not related to important challenges. A hierarchical analysis of the data shows that the awareness of stakeholders is less related to the importance of risks when the territorial level decreases. It also highlights the decline of solidarity among neighbouring communities when the distance from the industrial axis increases. Greatly impacted by flooding risks, industrial activities of the regional basin are paradoxically not really perceived as common challenges. Such a case study illustrates how public policies need to be relevant to the adapted levels. Awareness of common issues is a central target to develop acceptance in order to provide an efficient framework of resilience, including willingness to pay to reduce the risk and solidarity in local development compensations.
文摘This article reports the results is aimed at analyzing the evolution of the political discourse in Chile on Special Educational Needs,and also analyzes the relationship of speech with major public policy initiatives in terms of legislation,fiscal budget and direct action of the executive.You can see that they allow identifying important changes in the use of the main concepts,emphasis,and discussions associated with the promotion of inclusive education.Furthermore,there is a growing interest in the topic of diversity,both nationally and internationally,which is expressed in increasingly specific public policy initiatives to promote inclusive education.However,gaps and gaps persist between political discourse and policy initiatives,as well as between the approach of public policies in Chile and the state of the art of international discussion on the matter.
文摘This study presents a spatial analysis of priority areas for biodiversity conservation (PABCs) in Brazil and their coverage by federal protected areas as an indicator of the level of protection afforded to biodiversity in the country and the convergence of environmental protection policies in the sphere of federal government. Georeferenced data were processed using a geographic information system, enabling the calculation of areas, analyses of superimpositions, localizations, and the obtainment of other information using spatial features manipulated in this system. A comparative analysis is done of the PABCs mapped in two periods (2003 and 2007) to ascertain the evolution of this public policy instrument in detecting environmental priorities in protected areas. The improved coverage of PABCs by protected areas in the more recent mapping indicates a good convergence of environmental policies, which are enhanced by technical improvements to mapping procedures and methods for identifying such areas. As a result, the priority areas for biodiversity conservation could become a protected area regulated and recognized by the federal government.
文摘In the state of Sao Paulo, Brazil, public policies regarding the air quality aimed at the welfare of the population are strongly dependent on monitoring conducted by the Sao Paulo State Environmental Company (CETESB), which can be influenced by faulty monitors and equipment support and cuts in power supply, among others. A research conducted from 1998 to 2008 indicated that a significant portion of the air quality automatic stations in the state of Sao Paulo did not meet the criterion of representativeness of measurements of PM10, NO2, O3, CO and SO2 concentrations which resulted in the classification of some municipalities as the nonattainment area, a situation evidenced for PM10 and O3 parameters. The network unavailability for each parameter was estimated and compared with the monitoring networks operated in Canada and the UK. This paper discusses the implications of the lack of representativeness of measurements in the environmental licensing process of pollution sources from 2008, when by the effect of state law, municipalities have been qualified according to their air quality nonattainment level.
文摘Purpose: This paper aims to assess if the extent of openness and the coverage of data sets released by European governments have a significant impact on citizen trust in public institutions.Design/methodology/approach: Data for openness and coverage have been collected from the Open Data Inventory 2018(ODIN), by Open Data Watch;institutional trust is built up as a formative construct based on the European Social Survey(ESS), Round 9. The relations between the open government data features and trust have been tested on the basis of structural equation modelling(SEM).Findings: The paper reveals that as European governments improve data openness, disaggregation, and time coverage, people tend to trust them more. However, the size of the effect is still small and, comparatively, data coverage effect on citizens' confidence is more than twice than the impact of openness.Research limitations: This paper analyzes the causal effect of Open Government Data(OGD) features captured in a certain moment of time. In upcoming years, as OGD is implemented and a more consistent effect on people is expected, time series analysis will provide with a deeper insight.Practical implications: Public officers should continue working in the development of a technological framework that contributes to make OGD truly open. They should improve the added value of the increasing amount of open data currently available in order to boost internal and external innovations valuable both for public agencies and citizens.Originality/value: In a field of knowledge with little quantitative empirical evidence, this paper provides updated support for the positive effect of OGD strategies and it also points out areas of improvement in terms of the value that citizens can get from OGD coverage and openness.
