Implementation of a Comprehensive Information Management Platform for Public Security Based on Java Technology

Due to the rapid development of electronic information technology,the development of Internet technology and system software development technology has become more and more common.Especially,along with the development of public security,there are more and more provisions for standard administrative department management system,improving office efficiency and enhancing decision encouragement.Therefore,it is of great practical value to design and complete a comprehensive public security business information system.Based on java technology,this paper designs and builds a comprehensive information management platform for public security through the analysis of comprehensive public security business,and also gets good feedback during the actual test,which confirms the feasibility of the system.

Construction of Public Security Risk Governance System under the View of Risk Society Theory

With the development of economy,China has to fight against the increasing public security risk. The theory of risk society points out that the traditional system of hierarchical management should be transformed into the governance system led by government and participated in by multiple parties to avoid and reduce risk in modern society. In order to achieve modernization of the national governance system and capacity,we have to deal with these two important subjects,that is,what can we learn from the Western risk society theory and how to establish a scientific and efficient public security risk management system based on the characteristics of modern public security risk.

Exploration of Influencing Factors of Public Security

Taking 5 types of cases affecting public security in District B of City A as the main research objects,this study explored the significant differences in the factors that influence the occurrence of the cases in different cases.The paper collected cases from 2018 to 2020 in the study area,extracted effective information through BML,combined cluster analysis and OLS analysis,and analyzed the factors that generate cases according to environmental behaviors and criminal geography.It was concluded that case occurrence and influencing factors were correlated in District B of City A.

Research on the Analytical Efficiency of Public Security Intelligence Based on SEM

In the new era,the efficiency of public security intelligence analysis is one of the decisive factors for the reforms of public security work quality,efficiency as well as the impetus transforming,which also has a profound impact on the strategic decision-making of public security work,risk prevention and control,the prevention of illegal and criminal activities as well.This article,by constructing SEM(Structural Equation Model)which takes the organizational support,perceived behavioral control,the intelligence sharing,external constraint factors,and public security intelligence analysis efficiency as latent variables,explores the deep inner link among latent variables,in order to provide the public security intelligence analysis efficiency with scientific,objective,and reliable guidance theory and practice research efficaciously.

The COVID-19 and the“European Solution”of Data-based Approach to Governance:Public Security or Data Protection?

To cope with the challenges of CoViD-19,europe has adopted relevant measures of a data-based approach to governance,on which scholars have huge differences,and the related researches are conducive to further discussion on the differences.By sorting out the challenges posed by the pandemic to public security and data protection in europe,we can summarize the“european Solution”of the data-based approach to governance,including legislation,instruments,supervision,international cooperation,and continuity.The“Solution”has curbed the spread of the pandemic to a certain extent.However,due to the influence of the traditional values of the EU,the“Solution”is too idealistic in the balance between public security and data protection,which intensifies the dilemma and causes many problems,such as ambiguous legislation,inadequate effectiveness and security of instruments,an arduous endeavor in inter national cooperation,and imperfect regulations on digital green certificates.Therefore,in a major public health crisis,there is still a long way to go in exploring a balance between public security and data protection.

Public Security Penalties Law Respects, Protects Human Rights

On August 28, 2005, China＇s highest legislature adopted the Law on Penalties in Respect to Public Security Management （hereinafterrefen＇ed to as the Public Security Penalties Law for short）. The Law, adopted at the 17th meeting of the Standing Committee of the Tenth National People＇s Congress, shall become effective for implementation on March 1, 2006 to replace the Regulations on Penalties in Respect to Public： Security Management （Herein after referred to as the Public Security Penalties Regulations for short） that has been in practice for 18 years.

Monocular Distance Estimated Based on PTZ Camera

This paper introduces an intelligent computational approach for extracting salient objects fromimages and estimatingtheir distance information with PTZ (Pan-Tilt-Zoom) cameras. PTZ cameras have found wide applications innumerous public places, serving various purposes such as public securitymanagement, natural disastermonitoring,and crisis alarms, particularly with the rapid development of Artificial Intelligence and global infrastructuralprojects. In this paper, we combine Gauss optical principles with the PTZ camera’s capabilities of horizontal andpitch rotation, as well as optical zoom, to estimate the distance of the object.We present a novel monocular objectdistance estimation model based on the Focal Length-Target Pixel Size (FLTPS) relationship, achieving an accuracyrate of over 95% for objects within a 5 km range. The salient object extraction is achieved through a simplifiedconvolution kernel and the utilization of the object’s RGB features, which offer significantly faster computingspeeds compared to Convolutional Neural Networks (CNNs). Additionally, we introduce the dark channel beforethe fog removal algorithm, resulting in a 20 dB increase in image definition, which significantly benefits distanceestimation. Our system offers the advantages of stability and low device load, making it an asset for public securityaffairs and providing a reference point for future developments in surveillance hardware.

Diagnosis and Prevention of Swine Influenza

Swine influenza （SI） is an acute, febrile, highly contagious, respiratory infectious disease caused by swine influenza virus （SIV）, which is a common disease in intensive pig farms, and prevalent throughout the world. Disease in affected pigs was characterized by burst, high fever, rapid epidemic spread. The mortality of SI with secondary or mixed infection could be increased. Moreover, more researches showed that the outbreaks of human influenza are associated with the outbreak of swine influenza, and there are a striking parallel nature and relevance. In the present article, the pathogen, epidemiology, diagnosis, treatment and public health aspects were elaborated, so as to provide a reference for scientific prevention and treatment of SI.

The Routine and Emergency Coordinated Management of Public Security

The paper presents a study based on the observation of public security programme situations.Nowadays, public security management is faced with challenges such as the increase in non-traditional safety threats, high occurrence probability, obvious complex chain reactions, high security demand, vulnerable bearing systems and world-wide influences. For the new adapted requirements of public security management, this paper puts forward the concept of the coordinated routine and emergency management, which combines the routine management at normal status and the emergency management at the abnormal status based on the whole process of public security management. This paper analyzes the coordinated management system and establishes the decision-making objectives, decision-making model and constraints. In addition, this paper proposes the basic strategy of achieving the coordinated management of public security.

on July 26, 2022, the 2022 Beijing Forum on Human Rights, co-organized by the China Society for Human Rights Studies and the China Foundation for Human Rights Development, was successfully held in Beijing, with the theme of “Working Together Towards Fairer, More Equitable, Reasonable and Inclusive Global Human Rights Governance”. About 200 senior officials, experts, and scholars from more than 70 countries and international organizations delivered fruitful results in five parallel sessions on Sustainable Development and Human Rights protection, Democracy and Human Rights protection, public Health Security and Human Rights protection, Multilateralism and Global Human Rights Governance, and open and Inclusive Development and Human Rights protection.

WARA-PS:a research arena for public safety demonstrations and autonomous collaborative rescue robotics experimentation

A research arena(WARA-PS)for sensing,data fusion,user interaction,planning and control of collaborative autonomous aerial and surface vehicles in public safety applications is presented.The objective is to demonstrate scientific discoveries and to generate new directions for future research on autonomous systems for societal challenges.The enabler is a computational infrastructure with a core system architecture for industrial and academic collaboration.This includes a control and command system together with a framework for planning and executing tasks for unmanned surface vehicles and aerial vehicles.The motivating application for the demonstration is marine search and rescue operations.A state-of-art delegation framework for the mission planning together with three specific applications is also presented.The first one concerns model predictive control for cooperative rendezvous of autonomous unmanned aerial and surface vehicles.The second project is about learning to make safe real-time decisions under uncertainty for autonomous vehicles,and the third one is on robust terrain-aided navigation through sensor fusion and virtual reality tele-operation to support a GPS-free positioning system in marine environments.The research results have been experimentally evaluated and demonstrated to industry and public sector audiences at a marine test facility.It would be most difficult to do experiments on this large scale without the WARA-PS research arena.Furthermore,these demonstrator activities have resulted in effective research dissemination with high public visibility,business impact and new research collaborations between academia and industry.

Visualized uranium rapid monitoring system based on self-enhanced electrochemiluminescence-imaging of amidoxime functionalized polymer nanoparticles

The development of uranyl ion detection technology has exhibited its significance in public security and environmental fields for the radioactivity and chemical toxicity of uranyl ion.The WHO standard of uranyl ion makes it necessary to develop highly sensitive uranyl rapid warning system in drinking water monitoring.Herein,a visualized rapid warning system for trace uranyl ion is carried out based on electrochemiluminescence(ECL) imaging technology to give an ultra-low limit of detection(LOD) and high selectivity.Amidoxime,a bi-functional group with both uranyl ion capturing and co-reactive functions,is modified on a conjugated polymer backbone with strong ECL signal to be prepared into three-in-one polymer nanoparticles(PNPs) with self-enhanced ECL property.The captured uranyl ion can enhance the ECL signal of PNPs via resonance energy transfer process to give the LOD as 0.5 ng/L,which is much lower than the known luminescent uranyl sensors.Furthermore,ECL imaging technology is introduced into realizing visualized uranyl rapid warning,and can be successfully applied on natural water samples.This study provides a novel strategy for uranyl rapid warning,and shows its potential meaning in public security and environmental fields.
