Improving water use efficiency is the key solution to dealing with this issue. There are two basic mechanisms practiced in the world aiming to pursue water conservation, i.e. administrative and market-based management pattern. Water as an irreplaceable resource with many attributes, either public or market-based management mechanism has its disadvantages. In order to avoid the inherent "administrative failure" or "market failure", this paper emphasizes the importance of changing traditional water resource management mechanism to establish a mixed mechanism of public and market water management based on China’s conditions and experiences from developed countries. Three key aspects of this combined mechanism are identified in this paper, i.e. recognizing and managing water rights to promote efficiency, strengthening effectiveness of government management to lower transaction cost and encouraging water user participation to increase flexibility. Detailed information on implementing of this combined mechanism in China is given in the end.展开更多

Design: This study follows a phenomenografic approach guided by Ference Marton’s philosophy. <strong>Methods:</strong> Semi-structured interviews were used to identify variations in RNs’ perceptions of TBPM. Between February and April 2019, 24 RNs from five Swedish public healthcare departments participated in the study. <strong>Results: </strong>The results show that none of the participants had previously heard about the work of the Swedish Delegation for TBPM. The study revealed perceptions those politicians and managers were absent from the workplace, that power had been displaced to HR, and that perceptions of trust in the leadership and of working to guidelines varied. Perceptions varied between RNs employed by the municipalities and by the hospitals concerning administration, the time allotted for work, cooperation, and education.展开更多

By extension, the successful integration of the Lean Management leads to positive organizational results, such as higher quality, along with improved financial, environmental and business market performance. Although a lot of studies related to the effect of Lean production on the organizational performance have been conducted, empirical findings that examine the case of the public sector are absent. Additionally, there is no precise mechanism through which the Lean Management determines the organizational performance of the public utility companies. The above mentioned research gap is examined with this research, given that it investigates the influence of the Successful Lean Management on the Organizational Performance (Environmental Performance, Financial Performance, Business Performance) in public utilities in Greece. <b>Research Methodology: </b>The research method combin<span style="letter-spacing:-0.2pt;">es bibliographic research and empirical—with quantitative m</span>ethod—through a case study. More specifically, via quantitative approach, which was based on sample research with standardized questionnaire, performed in two of the biggest and most important public utilities in Greece, the Public Power Corporation S.A. (PPC S.A.) and the Athens Water Supply and Sewerage Company (EYDAP S.A). <b>Findings: </b>Quantitative findings from this illustrated that the successful transformation towards the Lean principles/saving resources affects positively the Business Market Performance, the Environmental and the Financial Performance. <b>Limitations: </b>Main restrictions of the current study are the capitalization of random sample and the strict focus on Greek public utilities that function under conditions of competition. Debt-to-GDP measures in major OECD countries are at historical highs and a considerable part of sovereign debt needs to be refinanced soon,while projections of real GDP growth are fairly weak and uncertain and assesse...Debt-to-GDP measures in major OECD countries are at historical highs and a considerable part of sovereign debt needs to be refinanced soon,while projections of real GDP growth are fairly weak and uncertain and assessed sovereign credit quality has declined.Against this,the OECD Committee on Financial Markets discussed proposals for sovereign debt managers to consider issuing GDP-linked sovereign bonds.The Committee considered proposals timely and the idea conceptually attractive,as additional insurance against economic downturns over the medium term would be available.It identified however also a number of issues that would complicate issuance in practise.Questions arise in particular as regards investor demand for such instruments and how an additional novelty,liquidity and indexation premium would compare to a potentially reduced default premium on more traditional debt.Debt management offices confirm and stress such practical difficulties and remain sceptical,quoting a lack of sustainable demand for such bonds.As a result,issuance of such bonds would be too costly.It is not clear however whether debt management offices take into account the full macroeconomic and financial stability risk-return trade-off that a broader perspective would take into account.Proposals for issuance of sovereign GDP-linked bonds among advanced economies,which had received increased attention after the German G20-presidency included the topic in the G20 finance track,may have lost some momentum,but there continues to be considerable support from both academics and some practitioners.展开更多
China’s public pension system is managed at the provincial level.In recent years,the development of public pension system in the provinces has become more unbalanced.The increase in the gap between the developed and ...China’s public pension system is managed at the provincial level.In recent years,the development of public pension system in the provinces has become more unbalanced.The increase in the gap between the developed and less developed regions of China has become increasingly evident.Based on an analysis of changes to population structure in each province during the 20 year period 1995-2015,combined with research focused on public pension policy,this paper finds that there are great differences in the structure of population in each province with respect to age,type(the ratio of local residents to migrants),and quality(the proportion of the population with higher education).All of these are important factors that help to explain the unbalanced development of the public pension system.China’s developed regions have cumulative advantages in these three areas,and this study found that the gap between developed and less developed regions was growing.Among the three factors,the influences of population age and quality structure were a reflection of normal social phenomenon,while variations of population type structure in the provinces were largely a result of the way in which China’s public pension transfer policy is designed.In this paper,the author argues that if barriers to migration were removed,greater population mobility would help realize national management of the public pension system.展开更多
World-Class Universities(WCUs)are nationally embedded comprehensive higher education institutions(HEIs)that are closely engaged in the global knowledge system.The article reviews the conditions of possibility and evol...World-Class Universities(WCUs)are nationally embedded comprehensive higher education institutions(HEIs)that are closely engaged in the global knowledge system.The article reviews the conditions of possibility and evolution of WCUs.Three interpretations are used to explain worldwide higher education:neoliberal theory,institutional theory,and critical political economy,which give greater recognition than the other theories to the role of the state and variations between states.World higher education is evolving under conditions of globalization,organizational modernization(the New Public Management),and in some countries,marketization.These larger conditions have become manifest in higher education in three widespread tendencies:massification,the WCU movement,and organizational expansion.The last includes the strengthening of the role of the large multi-disciplinary multi-purpose HEIs(“multiversities”),in the form of both research-intensive WCUs with significant global presence,and other HEIs.The role of binary sector and specialist HEIs has declined.Elite WCUs gain status and strategic advantage in both quantity and quality:through growth and the expansion of scope,and through selectivity and research concentration.The balance between quantity and quality is now resolved at larger average size and broader scope than before.The final section of the article reviews WCUs in China and considers whether they might constitute a distinctive university model.展开更多

This paper reviewed wastewater reuse practices in China, and the opportunities and challenges of expanding reclaimed water use were analyzed. Rapid urbanization with the increasing of water demand and wastewater discharge provides an opportunity for wastewater reuse. The vast amount of wastewater discharge and low reclaimed water production mean that wastewater reuse still has a great potential in China. Many environmental and economic benefits and successful reclamation technologies also provide opportunities for wastewater reuse. In addition, the overall strategy in China is also encouraging for wastewater reuse. In the beginning stage of wastewater reclamation and reuse, there are many significant challenges to expand wastewater reuse in China including slow pace in adopting urban wastewater reuse programs, the establishment of integrated water resources management framework and guidelines for wastewater reuse programs, incoherent water quality requirements, the limited commercial development of reclaimed water and the strengthening of public awareness and cooperation among stakeholders.展开更多
