2006年第2期的《中小学英语教学与研究》上登载了赵金东的“Quality Time是什么时间?”一文,读起来饶有趣味。但是文章中认为“quality education”是“素质教育”,笔者认为值得商榷,特提出个人见解,以求教于大家。

Cultivating an Inclusive Individuality:Critical Reflections on the Idea of Quality Education in Contemporary China

Quality education reform in China gives high importance to developing the individual's full potential.However,the education system is dominated by a kind of exclusive competitiveness in which high stakes examinations shape the learning process.This paper seeks to bring a philosophical perspective regarding the disjunction between the intent of reform and the reality of an exam-oriented system by proposing a conception of inclusive individuality.I argue that the conception of inclusive individuality pays particular attention to the inner strength of every unique student and is crucial to realizing the individual's full potential.The ideas of three philosophers,John Dewey,Liang Shuming,and Albert Camus,are drawn upon in formulating this conception of inclusive individuality.At the practical level,the paper suggests the use of narrative approach as a way of developing students'inner strength to bring their lives into the classroom and empowering them to interact with the formal curriculum and develop their own inclusive individuality.

This essay illustrates some aspects of quality-education of would-be teachers,involving psycho-logical quality,self-study ability,application of CAI(computer-aided instruction),teaching practice,and evaluation of classroom teaching.These aspects should be emphasised in teachers’ training programs.

Education Voucher Scheme in India: Would Lead to School Choice and Universal Education?

To remove obstacles in the path of‘Education for All’,the government of India launched several programs,Sarva Shiksha Abhiyan(SSA)being one of them.Despite several attempts,the government has failed to be successful in providing education to all students and the impact of such schemes has not been very good at the ground level.In India,children are not absent from school owing to a lack of demand;rather,low quality of government education delivery is a major cause for their absence.There is a need to redefine the Indian education system or policy to a new level as government schools are unable to fulfil the growing demand for high-quality education.Direct government funding to children or parents rather than schools can provide parents or children with the ability to select the school of their choice,whether it is a government or private school.This may be accomplished through the education voucher scheme.Governments do not need to spend any additional public funds on vouchers to implement this approach.The education voucher scheme deserves an effort among the several approaches that are being pursued to improve school education.

Improving Quality of Education by Evaluating the Capacity of Lecturers Using a Web Based System

Evaluating the capacity of lecturer is the key to improve quality of education by improving lecturer capacity in higher education institution. Lecturer’s capacity has been evaluated using different parameters in Assosa University, Ethiopia. Mandatorily, lecturers are evaluated using printed check list. For the last few years we observed that, the lecturer efficiency score is found on the shelf and not checked by anyone to know the gaps and to establish follow-up system. The use of intranet based web system is better to use lecturer’s efficiency result to monitor their performance and to establish follow-up mechanism. In this study, a prototype of web based yearbook efficiency management system for evaluating and monitoring the performance of lecturers was designed and developed. The evaluation process in the system was presented according to the university evaluation format. The output generated by the proposed system can be used by lecturers, HoD, HRM and academic managers to monitor teaching performance.

PISA 2018 Results:Where All Students Can Succeed analyzes students’academic performance and wellbeing from the social background of students and schools.It shows that the influence of socio-economic status on the academic performance of students in Beijing,Shanghai,Jiangsu and Zhejiang(China)(hereafter“B-S-J-Z[China]”)is relatively low,but disadvantaged students receive insufficient support from school;socio-economic segregation between schools in B-S-J-Z(China)affects students’academic performance and expectations for the future;the shortage of quality teachers in B-S-J-Z(China)is serious,but the teaching resources are sufficient.According to PISA 2018,China should promote balanced development among schools,strengthen teachers’education,adhere to curriculum and teaching reform,so as to promote education equity and improve education quality.

Quality of Papers Stems from Authors and Quality of Teaching Stems from Professors

On the web it is very frequently found that good papers are published only in“Peer Reviewed Trusted Journals(PRTJ)”,while low quality papers are published in the“Predatory Publishing Journals”.Here we show that this is not true,because the quality of papers depends on the quality of the authors in the same manner that quality of teaching depends on the quality of professors.Since generally the authors are professors it is important to see the two sides of the“publishing medal”:authors and professors.We will use the SPQR Principle[《Semper Paratus ad Qualitatem et Rationem(Always Ready for Quality and Rationality)》]as the way to analyse papers,books and teaching;it seems that very few people have taken care of Quality of Methods(Deming,Juran,Gell-Mann,Shewhart,Einstein,Galilei).The cases analysed here are from PRT Journals and teaching documents.

Management of College Students under the Ideaof Morality Education

Morality education is not only the foundation of education, but also the foundation of life, colleges and universities should keeppace with the times, innovate the concept of education, and integrate the concept of morality education into the management andideological and political education of colleges and universities. Based on this, in order to provide data support for this study, aquestionnaire survey was adopted to sample the teachers and students of Sichuan University to understand the current situation ofthe concept of "morality education" in colleges and universities, and the importance of the concept of "morality education" in themanagement of college students and the difficulties it faces were expounded, then pertinent suggestions were put forward for thecurrent problems. Implementing the concept of "morality education" in the management of colleges and universities caneffectively improve the quality of students, and guide students to establish correct political beliefs and promote their all-rounddevelopment.

A Research on the Path to Strengthen Legal Education for International Students in China

With the deepening of China’s new measures for opening-up,China has emerged as the“target country”for students from many countries around the world seeking to study abroad.In China,legal education for international students is closely linked to the overall improvement of international students’training quality,which is conducive to improving the international education supply level for international students in colleges and universities,as well as maintaining the order of education for these students in China.In order to strengthen legal education for international students in China,it is necessary to set up public compulsory courses for legal education,form full-time teaching faculties,and explore the new cooperative teaching mode between the first classroom and the second classroom.

A Feature Learning-Based Model for Analyzing Students’ Performance in Supportive Learning

Supportive learning plays a substantial role in providing a quality edu-cation system.The evaluation of students’performance impacts their deeper insight into the subject knowledge.Specifically,it is essential to maintain the baseline foundation for building a broader understanding of their careers.This research concentrates on establishing the students’knowledge relationship even in reduced samples.Here,Synthetic Minority Oversampling TEchnique(SMOTE)technique is used for pre-processing the missing value in the provided input dataset to enhance the prediction accuracy.When the initial processing is not done substantially,it leads to misleading prediction accuracy.This research concentrates on modelling an efficient classifier model to predict students’perfor-mance.Generally,the online available student dataset comprises a lesser amount of sample,and k-fold cross-validation is performed to balance the dataset.Then,the relationship among the students’performance(features)is measured using the auto-encoder.The stacked Long Short Term Memory(s-LSTM)is used to learn the previous feedback connection.The stacked model handles the provided data and the data sequence for understanding the long-term dependencies.The simula-tion is done in the MATLAB 2020a environment,and the proposed model shows a better trade-off than the existing approaches.Some evaluation metrics like pre-diction accuracy,sensitivity,specificity,AUROC,F1-score and recall are evalu-ated using the proposed model.The performance of the s?LSTM model is compared with existing approaches.The proposed model gives 89% accuracy,83% precision,86%recall,and 87%F-score.The proposed model outperforms the existing systems in terms of the earlier metrics.

What Constitutes Quality in Minority Education?A Multiple Embedded Case Study of Stakeholder Perspectives on Minority Linguistic and Cultural Content in School-Based Curriculum in Sunan Yughur Autonomous County,Gansu

While quality in education has long been a significant issue,definitions of quality are often taken for granted rather than argued for,allowing the possibility that the criteria used by researchers and planners to judge quality may differ from local stakeholders’perspectives,particularly regarding the place within quality education of the knowledge,culture and language of non-dominant groups.However,there is an accumulating convergence of research that calls for assessments of quality in education of non-dominant linguistic and cultural groups that engage local stakeholders’understandings.This paper presents a recent study that attempts to do this,investigating the perspectives of students,parents,teachers,and administrators in Sunan Yughur Autonomous County,a multiethnic,multilingual district in rural Gansu,inhabited by several nationalities.Over one hundred participants in three schools were asked what was important for children to learn in school;including what aspects of local(minority)knowledge,culture and language should be taught as part of school-based curriculum.The study found three educational visions in local schools:regular urban education;Chinese-medium,multicultural education;and bilingual,multicultural education.The study also found that stakeholders support the latter vision,which reflects society’s actual cultural and linguistic pluralism,as well as much research on quality education for non-dominant groups.The paper concludes with a call for a comparative approach,both domestic and international,towards the investigation of quality education of non-dominant groups in China.

Orientation and Function of Examination Evaluation in the Reform of College Entrance Examination

With the aim of deepening the college entrance examination reform,this paper analyzes the orientation and role of examination evaluation in the reform of college entrance examination.Firstly,the paper expounds the implementation of the college entrance examination reform and affirms the necessity of several related educational reforms.Secondly,it expoxmds the orientation of examination evaluation.Finally,it summarizes the function of examination evaluation from four aspects:guiding the development of students*comprehensive quality,supervising teaching work,promoting the progress of teaching work,and guiding examination propositions.The advantages of examination evaluation are emphasized to promote the reform of college entrance examination and further drive the progress of the education reform in China.

Assessing the Quality and Equality of Hong Kong Basic Education Results from PISA 2000+to PISA 2006

This paper seeks to examine the quality and equality of basic education of Hong Kong based on the first three cycles of the Program for International Student Assessment(PISA).Results from these three assessments suggested that the Hong Kong students have an outstanding performance in mathematics,science and reading.In particular,the performance of reading improves substantially in PISA 2006.As far as equality in education is concerned,the achievement gap of students from different socio-economic backgrounds in Hong Kong is relatively small compared with other countries.However,the academic performance variation between-schools suggest that,there is still academic segregation among secondary schools in Hong Kong although it has been reduced slightly in the PISA 2006.

The Assessment of Higher Education Quality from the Perspective of Students through a Case Study Analysis

The assessment of quality in higher education from the perspective of students has three dimensions:students’assessment of teaching,students’satisfaction and students’learning engagement.These differ in conceptions of quality,evaluation methods,evaluation content,evaluation purposes,traits and priorities.The authors conducted three rounds of empirical investigations to study higher education quality assessment from students’perspective and concluded that students play multiple roles in higher education evaluation and assessment,all of which can be improved by strengthening students’objectivity and participation,evaluating the added value of a college education oriented to student development and taking the students’perspective as an important way to contribute to higher education quality enhancement,assurance and control,and make proper use of higher education evaluations and assessments.

Education Quality Assessment in China: What We Learned From Official Reports Released in 2018 and 2019

Purpose:This article intended to introduce the recent Chinese compulsory education quality assessme nt.Design/Approach/Methods:The article summarized educatio n policy documents releva nt to the recent Chinese compulsory education quality assessment,especially from the three reports:The Chinese Compulsory Education Quality Monitoring Report,The Chinese Compulsory Education Quality Monitoring Report on Mathematical Learning,and The Chinese Compulsory Education Quality Monitoring Report on Physical Education and Health.Findings:The article examined the development of Chinese education quality assessment in the con text of the n ation*s pursuit of holistic educatio n.It first reviewed a brief history of the education quality monitoring work in China that bore the fruits of a few recent reports.Second,findings and the framework of the assessme nt are dem on strated.Fin ally,I discuss the significanee,limitations,and special issues of the assessment.Originality/Value:The article is among the earliest to present findings of the recent quality assessment in Chinese compulsory education in English critically.

Both Ireland and the European Union use a framework of qualifications as a means of charting and describing the level of ability demonstrated by individuals in specific domains.Europe's frameworks are outcome based,identifying individuals by the level of ability they have demonstrated to assessors,and as such provide a useful means of mapping pathways through education for students,across a whole career or lifetime.Additionally,the framework serves as a communication tool,whereby institutions,students,employers or indeed countries can use a common vocabulary to discuss the achievements and abilities of individuals.We describe in brief the qualifications frameworks used in both China and Europe,and ask whether the European Qualifications Framework could serve as a communication tool between China and Europe.
