Through analysis, the reasons of influent transfer of forest land include peasant's subjective will, less type of transfer objects, dull information communication, big difference of expected price and imperfect development of intermediary organization. In order to promote a healthy development of forest land transfer, the paper puts forward proposals of strengthening policy publicity, improving system, identifying property right, pushing variety of transfer types, developing forest land market, cultivating subject of market and so on.展开更多

Based on the forest resources, we show how good identification and alloca...The objective of this paper is to propose a conceptual framework stimulating the sustainable management of natural resources in Central Africa. Based on the forest resources, we show how good identification and allocation of property rights strengthen the joint management of forest resources. Cameroon is selected as an example, since the country represents one of the most forest-intense areas in Africa. In doing so, we first evaluate the performance of institutions in fostering sustainable forest management. Second we show how good elaboration and allocation of property rights may contribute to improving efficiency in forest management. Using the New Institutional Economic (NIE) theory we provide an outline of the potential relationships between forest management and property rights allocated to stakeholders involved in forest exploitation. Finally we provide two forms of institutional structures that could improve forest management efficiency: public-private partnership and multi-stakeholder management approaches. Public-private partnerships are joint project management processes operated by both private businesses and public entities in order to combine public prescriptive mechanisms with private operational roles. Multi-stakeholder management approach is also a co-management initiative combining public entities, private actors and local population to increase the involvement of local dwellers living in forest areas in the decision process.展开更多

Fundamental principles of liberty and property found in the United States of America’s (“US”) legal system, from its origins to recent US Supreme Court decisions, continue to positively benefit holders of real estate in the Southern US, through a deep-rooted public policy of supporting private property rights and rural economic development. This stable rule of law enhances the long-term adaptability and sustainability of timberland as an asset class. This article is a commentary. It combines legal research methodology with the observations and conclusions of the authors. Its purpose is to demonstrate that the existence of alienable, documentable ownership, and related property rights create inherent stability and security. China "s state-owned banks have undergone radical changes over the past two decades, including partial privatization and listing in both the Hong Kong Stock Exchange and the Shanghai Stock Exchange. This paper evalua...China "s state-owned banks have undergone radical changes over the past two decades, including partial privatization and listing in both the Hong Kong Stock Exchange and the Shanghai Stock Exchange. This paper evaluates the effects of these changes by analyzing the efficiency of Chinese banks over the period 1998-2012 using two frontier techniques and comparative analysis. The findings suggest that the performance and technical efficiency of the Big Four banks improved considerably after property rights reform, but this improvement is not sufficient to keep the banks at the production frontier. Tobit regressions confirm that static ownership effects are negative but that the property rights reform has had significant and positive effects on the technical efficiency of state-owned commercial banks. GDP growth and the financial crisis have had positive effects on the efficiency of Chinese banks, which is more significant for joint stock commercial banks than state-owned commercial banks. The results indicate the value of ownership reforms of state-owned asset management companies and insurance companies and the establishment of a countercyclical capital buffer.展开更多

This study employed an innovative meth- odological framework that combines geomatics and conventional survey methods to monitor changes in forest conditions and examine their associations with local forest governance ...This study employed an innovative meth- odological framework that combines geomatics and conventional survey methods to monitor changes in forest conditions and examine their associations with local forest governance parameters in a mountain watershed covering 153.3 km2 in the middle moun- tains of Nepal. The study involved two spatial scales and analytical steps. First, geomatics techniques were used to map and detect changes in major land cover types in the watershed between 1976 and 2000 and to analyze relationships between forest cover changes and governance arrangements. This was followed by micro-level analysis of the relationships between the biological conditions of selected forests within the watershed and their governance arrangements, using conventional survey methods and analytical tools. The findings show that forest cover in the watershed in- creased by about 15 per cent during the period. The rate of increase in forest cover was highest in areas under a semi-government type of governance ar- rangement, while the community forests were gener- ally better in terms of current biological conditions compared to the semi-government forests. This in- consistency between the findings from the two analy- ses does not allow us to draw any firm conclusions regarding the role of property rights in determining forest condition, but it indicates that the outcomes of local forest management initiatives may be more de-pendent on local institutional arrangements regulat- ing forest use and maintenance of forest resources than on the type of property rights arrangements. The findings also provide evidence of the methodological suitability of the research approach adopted, which may be useful for addressing many other research questions related to forestry and natural resources management, particularly those involving multiple spatial scales.展开更多

The institutional design principles suggested by Ostrom are well accepted for applications to public, communal, and private lands. The analyses of countries as a whole suggest that problems of forest land loss and sustainable forest management are related to the amount of public lands owned, as well as the difference between developed and developing countries. Developed countries have largely achieved a stable level of land use and resource extraction after centuries of exploitation of forests and natural resources. Many developed countries do have greater amounts of private forest land than developing countries, which have occurred as the countries transfer lands to private owners in the course of development. Public lands and management approaches require diligence, but can be developed to meet the design criteria suggested by tenure rights theorists. Private or communal ownership is often considered superior, but also must meet the criteria suggested above in order to foster sustainable forest management in poor countries.展开更多
