In the period of the power tariff reform, attention should be fully given to possible demand growth, investment characteristics and environment pressure when taking transitional measures. In the stage, focal point of the reform is to establish a rational system of sales price to power network. Moreover, it is necessary to raise the electricity price for household consumption. The highly-centralized system of state-owned power enterprises is the root-cause of some basic problems in the power industry. The system would cause a great power overproduction, squeeze out private and foreign investment and constrain efficiency improvement. Effective energy strategy and security. Behaviours of Multi-Stakeholders under China’s Renewable Portfolio Standards:A Game Theory-Based Analysis

China has implemented both quantitative and policy incentives for renewable energy development since 2019 and is currently in the policy transition stage.The implementation of renewable portfolio standards(RPSs)is difficult due to the interests of multiple stakeholders,including power generation enterprises,power grid companies,power users,local governments,and the central government.Based on China’s RPS policy and power system reform documents,this research sorted out the core game decision problems of China’s renewable energy industry and established a conceptual game decision model of the renewable energy industry from the perspective of local governments,power generation enterprises and power grid companies.The results reveal that for local governments,the probability of meeting the earnings quota or punishments for not reaching quota completion are the major determinants for active participation in quota supervision.For power grid firms,the willingness to accept renewable electricity quotas depends on the additional cost of receiving renewable electricity and governmental incentives.It is reasonable,from the theoretical perspective,to implement the RPS policy on the power generation side.Electricity reform will help clarify the electricity price system and increase the transparency of the quota implementation process.Policy implications are suggested to achieve sustainable development of the renewable energy industry from price incentives and quantity delivery.

Cross-Subsidy in Electricity Tariffs in China

With the incessant development of power market reform,the existing cross-subsidy in electricity tariffs has become a critical problem in China's power industry development.On the basis of the theories of cross-subsidy and electricity universal service,the authors take foreign countries' experience as reference to design several solutions to cross-subsidies in electricity tariffs in different phases of China's power industry development.Furthermore,the application and implementation of these solutions are analyzed in this paper.

Review of Middle East energy interconnection development

In recent years,the Middle East region countries have experienced rapid population and economy growth,which has resulted in large increase of energy and power demand.Although the traditional fossil fuels remain the majority for supplying the domestic demand,additional generating capacity and fuel supply are necessary according to current situation and future demand forecast.The renewable energy provides an alternative resource for satisfying demand,especially in this region with high potential of solar and wind energy.Besides the development of renewable energy,interconnected electricity networks also enable the cross-border power exchange to fulfil electricity demand.Many Middle East countries have already started developing renewable energy and reforming the national power sector for regional electricityintegration.However,none of them has already implemented their targets and the challenges are still huge.This study reviews current conditions of electricity and energy interconnection development,and analyzes the process of regional electricity network integration and national power sector reforms and provides suggestion for regions’plan.Finally,the technology developments for future power grid interconnection and renewable energy integration are also reviewed.
