Research on the origin and evolution of technical management regulations for railway

Purpose–To facilitate technical managers and field workers to master and understand the provisions of Technical Management Regulations for Railway more accurately,so as to better serve the comprehensive revision of the Regulations,this paper carries out the research on the traceability and evolution of the provisions of the Regulations.Design/methodology/approach–This paper studies and analyzes the evolution of the 11th edition of the Regulations by analyzing the relevance of clauses and summarizes the historical background of the development of calendar editions of the Regulations.The basic research on the traceability and evolution of the Regulations is carried out from four aspects:the continuity of the development of the Regulations,the authority of contents,the relevance of clauses and the richness of historical materials.Findings–From the first edition of the Regulations issued by the former Ministry of Railways in 1950 to the 11th edition,there have been ten comprehensive revisions.There is a strong correlation and continuity between the calendar editions of the Regulations in terms of chapter structure and clauses.Studying the context of the terms of the Regulations is an important way to understand and master the current clauses of the Regulations.Originality/value–Through the research on the traceability and evolution of the clauses of the Regulations,one is to explore the context of the development of railway technical equipment in China,the other is to clarify the historical background when the provisions were formulated and the third is to trace the development and evolution of the provisions.The revision of the Regulations is based on an accurate grasp of the context of the provisions,which can effectively judge the possible security risks caused by the revision of the provisions and avoid the possible risks in field implementation from the source.

Research on the Legal Framework of Content Regulations for Network Platforms

In the era of the Internet,various network platforms have evolved into new hubs for information dissemination.Currently,China has established a platform-centered content regulation framework,wherein platforms proactively enforce content regulations in accordance with legal censorship obligations.Additionally,platform policies and user agreements augment their authority in content regulation.The platforms can achieve cost-effective and highly efficient content regulation by leveraging their strategic advantages enabled by their own technical capabilities and extensive coverage.The platform self-regulation model,however,still faces challenges.First,accurately evaluating content remains a formidable task;second,ensuring effective platform publicity through self-regulation poses difficulties;third,users may potentially face disadvantages due to the platform’s right of self-regulation;and fourth,digital copyright owners face challenges when defending digital copyright disputes under the safe harbor rule.Therefore,it is imperative to establish,review,and revise the legal framework for content regulation of network platforms in order to enhance the efficiency of their governance systems.The formulation of the legal framework for content regulation of network platforms may encompass the following aspects:rationalizing obligations pertaining to platform content regulations,enhancing supervision over platform self-regulation,and establishing a dual-track responsibility system for digital copyright content regulation.This will ensure a harmonious balance among public interests,users’personal rights and interests,and commercial benefits through regulating the content on network platforms.

Primary and Secondary Microplastic and Nanoplastic Regulations: Perspectives on Water Industry Impacts

Plastic pollution, both primary and secondary, is an environmental challenge, prompting regulatory actions at global and regional levels. With increasing research about the impacts of micro- and nanoplastics on ecosystems and human health, governments worldwide have undertaken efforts to address this issue. The global community has advanced regulatory efforts that have led to the implementation of national laws or regulations in numerous countries. These measures ban or restrict the use of primary and secondary microplastics and nanoplastics. An overview of global and European regulatory frameworks is presented to provide context for the United States (US). In the endeavor to document plastics regulation development in the US, a description of regulatory agencies and their roles in advancing policy and rules as well as future direction and areas for improvement in regulating plastics are introduced. A discussion of what emerging regulations mean to utilities and industries is also provided along with a comparison of regulatory frameworks.

New food sources and production systems:a comparison of international regulations and China’s advancements in novel foods with synthetic biology

The global shift towards sustainable food systems has sparked innovations in food sources and production systems,including cell-based meat,plant-based food products,precision fermentation,and 3D food printing.These advancements pose regulatory challenges and opportunities,with China emerging as a critical player in adopting and regulating new food technologies.This review explores the international landscape of new food sources and production systems(NFPS),focusing on China’s role and regulatory approaches compared to global practices.Through this comparative analysis,we aim to contribute to the ongoing dialogue on food safety regulation,offering insights and recommendations for policymakers,industry stakeholders,and researchers engaged in the global food system’s evolution.This comprehensive overview underscores the dynamic nature of regulatory frameworks governing NFPS,highlighting the international efforts to ensure food safety,consumer protection,and the sustainable evolution of the food industry.

Assessing the Impact of Regulations on Radiation Safety Culture and Practices in Radiology Departments

Background: The need to establish a strong culture around radiation safety is derived from the assertion that medical practitioners, patients, and third parties should not be exposed to unnecessary radiation. Authorities have endeavored to enact policies to protect all employers and patients in radiology departments. Objectives: To assess the impact of radiation safety practices and regulations on the ongoing improvements in radiation safety culture and practices in radiology departments. This will be achieved through a subjective assessment of national and international rules and regulations by healthcare professionals. Materials and Methods: We conducted a questionnaire survey in the radiology departments of three JCI-accredited hospitals in the Riyadh region to identify and assess the impact of national radiation regulations and the accompanying processes on the improvement of radiation safety culture and practices in radiology departments. Results: There were statistically significant differences in the grading system results among various groups of respondents, based on their educational level. Also, there are statistically significant differences between the assessments of safety level results in the answers provided by various groups of respondents according to education level in favor of the master’s degree. Conclusion: The study concludes that technicians with a diploma degree require stricter regulation. Furthermore, the results of this study suggest that an exposure tracking system and a regulatory action supporting it may be useful in the ongoing task of improving patients’ radiation safety.

Compartmentalized regulation of organelle integrity in neurodegenerative diseases:lessons from the Drosophila motor neuron

Neurons are highly polarized,morphologically asymmetric,and functionally compartmentalized cells that contain long axons extending from the cell body.For this reason,their maintenance relies on spatiotemporal regulation of organelle distribution between the somatodendritic and axonal domains.Although some organelles,such as mitochondria and smooth endoplasmic reticulum,are widely distributed throughout the neuron,others are segregated to either the somatodendritic or axonal compartment.For example,Golgi outposts and acidified lysosomes are predominantly present in the somatodendritic domain and rarely distributed along the axon,whereas newly formed autophagosomes and synaptic vesicles are mainly distributed in the distal axon(Britt et al.,2016).

Exploration and Practice of “Construction Engineering Regulations” Course Reform

Based on the analysis of the existing teaching situation of the“Construction Engineering Regulations”course,this paper divides the course content into three parts according to the course characteristics and content,and explores three corresponding teaching modes.The proportion of student-led relationships in the three teaching modes is 80%,60%,and 90%,respectively,realizing a teaching mechanism centered on students and stimulating students’interest in independent learning.Teaching methods such as problem-oriented learning,group discussion,student reporting,MOOC(massive open online course),case analysis,etc.,have been used to establish a variety of comprehensive examination mechanisms such as quiz games,follow-up tests,and work displays.Practice has shown that after adopting these three teaching modes,classroom teaching efficiency has significantly improved,and students’abilities in exploration,expression,innovation,and team cooperation have also been enhanced.

Pyroptosis,ferroptosis,and autophagy in spinal cord injury:regulatory mechanisms and therapeutic targets

Regulated cell death is a form of cell death that is actively controlled by biomolecules.Several studies have shown that regulated cell death plays a key role after spinal cord injury.Pyroptosis and ferroptosis are newly discovered types of regulated cell deaths that have been shown to exacerbate inflammation and lead to cell death in damaged spinal cords.Autophagy,a complex form of cell death that is interconnected with various regulated cell death mechanisms,has garnered significant attention in the study of spinal cord injury.This injury triggers not only cell death but also cellular survival responses.Multiple signaling pathways play pivotal roles in influencing the processes of both deterioration and repair in spinal cord injury by regulating pyroptosis,ferroptosis,and autophagy.Therefore,this review aims to comprehensively examine the mechanisms underlying regulated cell deaths,the signaling pathways that modulate these mechanisms,and the potential therapeutic targets for spinal cord injury.Our analysis suggests that targeting the common regulatory signaling pathways of different regulated cell deaths could be a promising strategy to promote cell survival and enhance the repair of spinal cord injury.Moreover,a holistic approach that incorporates multiple regulated cell deaths and their regulatory pathways presents a promising multi-target therapeutic strategy for the management of spinal cord injury.

Regulator of G protein signaling 6 mediates exercise-induced recovery of hippocampal neurogenesis,learning,and memory in a mouse model of Alzheimer’s disease

Hippocampal neuronal loss causes cognitive dysfunction in Alzheimer’s disease.Adult hippocampal neurogenesis is reduced in patients with Alzheimer’s disease.Exercise stimulates adult hippocampal neurogenesis in rodents and improves memory and slows cognitive decline in patients with Alzheimer’s disease.However,the molecular pathways for exercise-induced adult hippocampal neurogenesis and improved cognition in Alzheimer’s disease are poorly understood.Recently,regulator of G protein signaling 6(RGS6)was identified as the mediator of voluntary running-induced adult hippocampal neurogenesis in mice.Here,we generated novel RGS6fl/fl;APP_(SWE) mice and used retroviral approaches to examine the impact of RGS6 deletion from dentate gyrus neuronal progenitor cells on voluntary running-induced adult hippocampal neurogenesis and cognition in an amyloid-based Alzheimer’s disease mouse model.We found that voluntary running in APP_(SWE) mice restored their hippocampal cognitive impairments to that of control mice.This cognitive rescue was abolished by RGS6 deletion in dentate gyrus neuronal progenitor cells,which also abolished running-mediated increases in adult hippocampal neurogenesis.Adult hippocampal neurogenesis was reduced in sedentary APP_(SWE) mice versus control mice,with basal adult hippocampal neurogenesis reduced by RGS6 deletion in dentate gyrus neural precursor cells.RGS6 was expressed in neurons within the dentate gyrus of patients with Alzheimer’s disease with significant loss of these RGS6-expressing neurons.Thus,RGS6 mediated voluntary running-induced rescue of impaired cognition and adult hippocampal neurogenesis in APP_(SWE) mice,identifying RGS6 in dentate gyrus neural precursor cells as a possible therapeutic target in Alzheimer’s disease.

According to experiments in many years in Hebei Province, the research explored weed comprehensive control technology on millet fields in terms of application range, prevention rules, prevention object, agricultural control, physical control, and chemical control and proposed specific methods and technological indices in order to provide technological references for comprehensive control on weeds of millet fields.

An empirical analysis on the impact of environmental regulations on pork trade:evidence from China

This paper uses the gravity model to examine the effect of environmental regulations on pork trade flows between different regions within China.We apply a linear programming tool to estimate pork trade flows from 2000 to 2008,and discuss the environmental acts on livestock pollution and income level to proxy environmental regulations.We use OLS regression and panel data with dummy variable in the cross-sectional GLS estimation.Our results indicate that the gap of environmental regulations between trade partners has a positive relationship with pork trade flows,and the difference in environmental regulations changes the traditional comparative advantage pattern to some extent.This paper provides convincing evidence for the pollution haven effect on livestock in China.

An Assessment of Occupational Health and Safety Regulations in Ghana: A Study of the Construction Industry

Occupational health and safety continues to be a major component of the built environment. The study investigates the effectiveness of occupational health and safety laws and regulations in the construction industry in Ghana and identifies the influencing factors. Face-to-face interviews were conducted among 49 stakeholders from four relevant groups—regulatory institutions, consultants, contractors, artisans and labourers. The findings of the study suggest that the existing occupational health and safety legal and regulatory framework is barely effective. Stakeholders were aware of the existence of some laws and regulations but mostly could not identify the specific laws and their relevant contents. Consequently, compliance is found to be irregular. The key recurring factors affecting effectiveness of occupational health and safety laws and regulations include: negligence and lack of priority for occupational health and safety, lack of training, lack of funds for occupational health and safety, lack of capacity of regulatory and supervisory institutions, and lack of occupational health and safety education within construction firms. The findings of the study are foundational in strategic interventions aimed at improving compliance with occupational health and safety laws and regulations in the construction industry of Ghana.

New regulations for medical devices: Rationale, advances and impact on research and patient care

A series of events relating to inferior medical devices has brought about changes in the legal requirements regarding quality control on the part of regulators. Apart from clinical studies, register and routine data will play an essential role in this context. To ensure adequate use of these data, adapted methodologies are required as register data in fact represent a new scientific entity. For the interpretation of register and routine data several limitations of published data should be taken into account. In many cases essential parameters of study cohorts- such as age, comorbidities, the patients' risk profiles or the hospital profile- are not presented. Required data and evaluation procedures differ significantly, for example, between hip and spine implants. A "one fits for all" methodology is quite unlikely to exist and vigorous efforts will be required to develop suitable standards in the next future. The new legislation will affect all high-risk products, besides joint implants also contact lenses, cardiac pacemakers or stents, for example, the new regulations can markedly enhance product quality monitoring. Register data and clinical studies should not be considered as competitors, they complement each other when used responsibly. In the future follow-up studies should increasingly focus on specific questions, while global follow-up investigations regarding product complication rates and surgical methods will increasingly be covered by registers.

Emerging two-dimensional metallenes:Recent advances in structural regulations and electrocatalytic applications

Benefiting from the ultrahigh specific surface areas,highly accessible surface atoms,and highly tunable microscopic structures,the two-dimensional metallenes as nanocatalysts have displayed promising performance for various electrocatalytic reactions.Herein,we reviewed recent advances on metallenes in structural regulations including defect,phase,strain,interface,doping,and alloying engineering strategies and their applications in energy electrocatalytic reactions involving oxygen reduction reaction,carbon dioxide reduction reaction,hydrogen evolution reaction,and small molecules oxidation reaction.Finally,we proposed the future challenges and directions in this emerging area.

STUDY ON REGULATIONS OF SULFUR OCCURRENCE AND PYRITE MAGNETISM OF LATE PERMIAN COALS IN SOUTHWEST CHINA

The Permian coal in southwest China contains highest sulfur among the Chinese coal .Compositional variations of sumir in coal are mainly controlled by palaogeographital environmentsduring peat accumulation. High organic sulfur coal is formed in peat swamp developing in tidal flat of limited carbonate platform, and it is provided with especial petrologital and geochemical characteristics, and its organoschr-containing compounds are mainly thiophene series. The macroscopitaland microscopical shapes or types of pyrites in Late Permisn coal are diversined. Bituminous coal and anthracite are diamagnetic, but the pyrites are paramagnetic. The magnetic susceptibility oftbe pyrites is depended on the content of paramagnatic elements associnted with pyrites.

The Impacts of Building Regulations on the Thermal Performance and Energy Consumption of Residential Buildings in Riyadh City-Saudi Arabia

Riyadh city is the fastest growing city in Saudi Arabia. The rapid urban growth that happened recently in Riyadh was not based on the traditional urban planning principles, which have been established and applied for the city development process. The imported building regulations have created a new urban structures and street patterns. The contemporary urban form in Riyadh city is based mainly on traffic and economic consideration with the neglect of environmental dimensions. This research aims to examine the impacts of building regulations on the thermal performance of residential buildings in Riyadh city, with the ultimate goal of establishing planning guidelines that consider the environmental conditions of the city. The methodology adopted for achieving the aim of this study consists of two phases. First, the literature related to building regulations development in Riyadh, as of 2018, was reviewed. Second, buildings energy simulation was conducted to examine the thermal performance of the typical current status of residential building blocks in Riyadh city, and then several changes to building regulations were made to investigate their impacts on the thermal performance of buildings. The results showed that the impacts of Riyadh building regulations on the thermal performance of residential buildings differ across the evaluated cases. The ratio of building height to street width, urban block street orientation, and building orientation are the main factors affecting thermal performance of buildings within urban block. The study also concludes that adjusting the ratio of building height to the distance between buildings could have a significant impact in reducing cooling loads. This study will help policy makers, planners and designers to investigate the shortcoming in the current building regulations.
