China’s Outward Foreign Direct Investment and Economic Growth in Developing Countries

The implementation of China’s open development strategy has unveiled a wave of outward foreign direct investment(OFDI)by Chinese companies,with global implications.Based on panel data from 146 developing countries from 2003 to 2017,we investigate the growth effects of China’s OFDI.We find that China’s OFDI has promoted significant economic growth in developing countries.Not only could China’s OFDI increase GDP per capita of a country in a short time but raise the country’s long-run equilibrium value as well.In addition,the growth effects of China’s OFDI were more significant for countries with weak governance,rich resource,and modest human capital,and were above the average level for Belt and Road Initiative(BRI)countries,African countries,and in the post-crisis era.Our research helps unravel the global significance of Chinese companies investing overseas and contributes to research on the growth effects of direct investment between developing countries.

Foreign Grain Security Mechanisms and Implications for China

With constant growth of China's population and increasingly serious situation of farmland protection,the grain security has become a hot issue of China.This study firstly elaborated grain security measures in grain exporters,such as the United States,Australia,and EU,and grain importers such as Japan,South Korea and India.In line with these security measures,it analyzed implementation background of these policies.Finally,combining social and economic development situations and natural resource endowment of China,it revealed the implications of these measures for China and came up with policy recommendations for China's grain security.

Gu Jiegang’s “Discussion of Ancient History” Movement and It Relationship with Developments in Western Sinology

The scholarship in modern China is closely related to Western sinology in terms of school ties.Gu Jiegang’s launching of the"Discussion of Ancient History"movement centered on the"theory of the accumulated creation of Chinese ancient history"was a representative example.At the beginning of the movement Hu Shi and Gu Jiegang proposed the notion that,"there was no history before the Eastern Zhou Dynasty"which was indebted to the historical skepticism by Philip Van Ness Myers(American scholar)and Friedrich Hirth(German sinologist)of the same period.The idea that"the Shang Dynasty is still in the late Stone Age"advocated by Hu and Gu was also directly influenced by J.G.Andersson’s An Early Chinese Culture.Conversely,American sinologist Arthur W.Hummel Sr played a key role in introducing and evaluating the first volume of Discussion of Ancient History to Western academia.Paradoxically,while Swedish sinologis Bernhard Karlgren wrote On the Authenticity and Nature of the Tso Chuan to refute Kang Youwei’s reinterpretation of Confucian Classics(The Forged Classics of the Wang Mang Period),his work however became of value for Chinese historic doubt scholars to reaffirm the value of New Text Confucianism and advance the"Discussion of Ancient History"movement.If we would like to choose a saying to describe the relationship between the"Discussion of Ancien History"movement and Western Sinology,the Chinese proverb,"Stones from other hills may serve to polish jade of this one,"may be an appropriate choice.

The Behavioral Logic behind India’s Tough Foreign Policy toward China

Conflict between India and China at the Galwan Valley has brought their bilateral relations to the lowest point since the border war in 1962.Although this conflict appeared incidental,it in fact was the inevitable result of India's tough foreign policy featuring"high risk,high yield"pursued by the Modi administration toward China.The subsequent measures of India's tough diplomacy toward China have become more frequent,reflecting both a desire to seek revenge and a deep level of India's logic.Such logic considers not only the policy inertia of India's long-term pursuit of absolute security and dominance in the regional order.but also the intention of Modi's government to overtake China by taking advantages of India's favorable external strategic environment.The existing structural contradictions in China-India relations and the right-leaning tendencies in India's domestic political ecology have laid the groundwork for this conflict to occur and for the Modi administration to pursue a tough foreign policy toward China.This conflict has once again shown the rapid decay of the existing operational mechanism and architecture of thei bilateral relations,which can no longer smooth over the complex interactions between the two major emerging neighbors.As a result,the moment has arrived for China and India to restructure their relations,otherwise their relationship can hardly be continued.

The latest released Lowy Poll 2019 shows Australia’s public opinion towards China has some negative shifts again.What does this mean for yet-to-be-repaired China-Australia relationship?Does Australian public opinion have an impact on its foreign policy?This article took an analysis of this issue.We found public opinion does have an influence on Australia’s China policy formation through influencing the“popular narrative”on China issue.Nevertheless,the economic ties with China are still fundamental.In the field of foreign policy,the government has a relatively high degree of freedom for direction leading.These facts make the prospect of China-Australia relationship more dependent on the will of current government.While taking care of public opinion is always a first task for them.

On the Strategic Relationship between China and Islamic Countries in the Middle East

The relationship between China and the Islamic countries has been of strategic significance;mutual understanding and mutual respect in their political ties has been the mainstream in the bilateral relationship.Since the founding of new China,their relationship has undergone two phases:from bilateral to multilateral relations and from mainly in the political field to comprehensive ties in the economic and trade,resources,security,culture and other fields.For future development of bilateral relationships,issues such as misjudgment and misunderstanding,trade imbalance and conflicts of interest must be resolved.To do so,strategic significance must be attached to bilateral relationships so as to uplift the strategic position of the Middle East in the overall Chinese diplomacy,establish a Middle East strategy with Chinese characteristics and strengthen China's cultural diplomacy including religious communication with the Islamic countries in the Middle East.

China’s foreign direct investment in BRICS countries:status,problems and prospects

The emerging economies,represented by the BRICS,have risen rapidly in post-crisis era in both economic development and national competitiveness.In order to ensure a stable and sustainable long-term development of national economy,the governments of BRICS countries have shown positive attitude to foreign direct investment.This is a great opportunity for China to increase its direct investment in these countries,which will not only provide strong support to China’s“going global”strategy,but also help avoid risks arising from intensive investment in its traditional investment regions.This article focuses on the status of Chinese outward direct investment in the BRICS countries by analyzing existing problems in investment process and providing forecast as well as future agenda on China’s direct investment in these countries.

中外体育人文交流现状与运行机制研究

运用文献资料法和逻辑分析法,对中外体育人文交流的现状与运行机制进行研究。研究认为:中外体育人文交流的机制化水平不断提高,但缺乏宏观性战略引领;交流主体日益多元化,但非政府组织力量发挥不足;交流内容不断丰富,但创新性不够。笔者从动力机制、决策机制、执行机制和保障机制4个方面探究了中外体育人文交流的运行机制,并提出推进策略:宏观层面加强顶层设计,增强交流的驱动力;中观层面加强协同性,提升交流的决策力;微观层面强调多元化,形成交流的合力;注重交流质量,保障交流的有效供给。

作为类型电影,科幻片的特点是以科技为参照系,爱情片的特点是围绕婚恋关系来构思,科幻爱情片是它们彼此渗透的产物。与其他类型的爱情片相比,科幻爱情片的特色是以科技为参照系放飞想象,设想各种跨越天体界限、物种界限和人机界限的爱情,审视其可能性与不可能性。与其他类型的科幻片相比,科幻爱情片的特点是围绕婚恋关系展开时间想象、空间想象和末日想象。中西方科幻爱情片都打上了各自文化背景烙印。西方作品比较重视社会观念的表达,我国作品比较重视道德理想的弘扬。无论中方还是西方,科幻爱情片都重视科技与爱情的互动,其要旨是将未来科技发展(或科技反常应用)当成引子,表现对人性、人情、人类命运的关怀。

中外医院绩效管理比较分析

目的对中外医院绩效管理进行比较分析,以期为我国医院绩效管理提供借鉴与参考。方法利用NVivo软件对CNKI、Web of Science数据库中国内外医院绩效管理相关文献分别进行内容质性比较分析。结果从“需求面-供给面-政策面”3个维度以及“宏观-中观-微观”3个层面分析我国与国外医院在绩效管理上的差异,发现国内外医院在绩效指标拟定、过程管理、外部评价、信息化程度、绩效工具应用等方面存在差异。结论我国医院绩效管理要关注患者的需求,适应卫生政策的变化,营造重视患者体验的绩效管理文化,完善以国考为导向的绩效评价体系,构建整合医院、科室和员工的绩效激励体系,不断推动公立医院绩效管理高质量发展。

非洲阿拉伯国家长期整体医疗水平不高,每个国家面临的医疗卫生问题背后成因各不相同,深受各自社会状况的影响。医疗卫生情况具有多样性、复杂性和复合性的特点。在当前全球一体化深入发展的背景下,世界各国人民的命运紧密相连,医疗卫生问题越来越受到国际社会的重视。本文聚焦于以非洲阿拉伯十国为中心的中阿卫生发展合作,从非洲阿拉伯国家医疗卫生治理的问题与特点出发,深入探讨中国参与非洲阿拉伯国家卫生发展合作的理论基础与现实意义。文章系统性地回顾了中国与非洲阿拉伯国家60年卫生发展合作历程,并特别关注双方医疗合作中的重点领域——中医药在卫生发展合作中的实践情况,旨在积极探索双方卫生发展合作支持途径,为中阿卫生发展合作的现状和未来发展提供积极建议。

避免修昔底德陷阱的中国特色大国外交策略之我见

自中国成为世界第二大经济体以来,美国的对外政策愈发体现出加深与中国的对抗,以崛起国与守成国的冲突为主要表现形式的国际格局形成。同时,部分西方学者开始借修昔底德陷阱暗喻中美之间的大国博弈。经过分析认为,中美两国的关系并不符合修昔底德陷阱的各个要素,中美之间并未爆发直接冲突,在很多领域还存在着密切合作,形成了一种新竞争关系。基于此,中国应把握两国关系的实质,构建竞争与合作并进的中美关系,实施中国特色的大国外交政策,发挥国际组织在危机调解中的重要作用。

中美英政府数据授权运营的进展比较及启示:管理体系、运作模式和保障机制

政府数据授权运营是政府数据开放的有益补充,推动政府数据从共享开放到授权运营可以有效盘活数字政府公共数据资源要素,也是驱动经济社会高质量发展、探索政府数据市场化配置的可行路径。采用文献分析法、内容分析法和比较分析法,分别从管理体系、运作模式和保障机制3个方面对中美英政府数据授权运营的进展进行了调研梳理和分析比较。研究结果表明,美英国家在政府数据授权运营上较早开展了研究和实践,并积累了丰富经验,而我国相比之下还存在一些不足,具体表现为缺乏完善的管理体系、运作模式不够成熟、保障机制不够健全、尚未搭建统一的平台等。基于此,提出推进我国政府数据授权运营工作的若干建议。

公共艺术作为城市文化的重要载体,其建设机制受到世界各国的重视。由于历史背景、文化差异、经济发展水平和政治体制的不同,中外公共艺术建设机制在实际操作中呈现出不同的特征。在中国实施城市更新战略的背景下,本文从管理机构和政策、资金和赞助、作品征集和评审、实施和维护等方面,分析和比较了中外公共艺术建设机制的发展现状和各自特点。这对我们提升中国公共艺术建设管理水平,促进公共艺术持续健康发展,赋能城市更新战略具有重要的价值和意义。

20世纪50-80年代上海市参与国家援助巴基斯坦述论

20世纪50-80年代,随着中巴关系渐热,巴基斯坦向中国提出的援助请求渐多,作为我国“王牌”城市的上海市积极承担国家援巴任务。基于历史条件的变化,上海市参与国家对巴基斯坦的援助经历了三个阶段。通过援建成套项目与提供成套设备、为巴培训多种人才与巴方来沪考察、派遣援巴专家与技术人员、提供一般物资援助与“救灾援助”等方式,上海市向巴基斯坦提供了多方位的支援。这些援助立足于上海的优质、优势资源,以协作互助的形式实施,最终惠泽巴方政府和人民,得到受援国的高度认可,成为中国援助巴基斯坦有效性的重要例证。
