A Generic and Reliable Land Acquisition Protocol Implementation for Sub-Saharan Africa Countries

Land acquisition is subject of many frauds worldwide. In Africa countries, land acquisition frauds are a real curse. Main reasons of the high land acquisition frauds in Africa are a lack of a reliable land acquisition... Land acquisition is subject of many frauds worldwide. In Africa countries, land acquisition frauds are a real curse. Main reasons of the high land acquisition frauds in Africa are a lack of a reliable land acquisition protocol implementation, no centralized information system that records land transactions and integrates all actors, lack of education about the acquisition protocol and lack of applied sanctions in case of frauds. As of sanctions, the issue is bound to the corruption plague in Africa. Authorities that are supposed to rule the laws are not well paid and are part of the corruption scheme. Most frequent frauds are multiple sales of the same land, falsified land title, false owner identification. In Africa, a land belongs generally to the first residents of the area. To claim ownership of a land, an owner should be recognized by the rural or city authorities. To achieve this recognition, he must obtain from those authorities an attribution letter. The author proposed a complete and reliable land acquisition protocol named ACLAP (Africa Countries Land Acquisition Protocol). The purpose of this paper is to explain the main components of the protocol implementation and show its efficiency when confronting fraud threats. In this paper, a Generic and Reliable Land Acquisition Protocol Implementation in Sub-Saharan Africa countries context is proposed. The platform keeps relevant land transaction information for administrators, managers, buyers, sellers, or for people consultation purpose. In this paper, we have used two reliable approaches (theorems) to find the optimal solutions to transportation problems, using variations in costs. In real-life scenarios, transportation costs can fluctuate due to different factors. Finding optimal solutions to the transportation problem in the context of variations in cost is vital for ensuring cost efficiency, resource allocation, customer satisfaction, competitive advantage, environmental responsibility, risk mitigation, and operational fortitude in practical situations. This paper opens up new directions for the solution of transportation problems by introducing two key theorems. By using these theorems, we can develop an algorithm for identifying the optimal solution attributes and permitting accurate quantification of changes in overall transportation costs through the addition or subtraction of constants to specific rows or columns, as well as multiplication by constants inside the cost matrix. It is anticipated that the two reliable techniques presented in this study will provide theoretical insights and practical solutions to enhance the efficiency and cost-effectiveness of transportation systems. Finally, numerical illustrations are presented to verify the proposed approaches. 展开更多

We designed, assembled, and tested a reliable laser system for ^(87)Rb cold atom fountain clocks. The laser system is divided into four modules according to function, which are convenient for installing, adjusting, maintaining, and replacing of the modules. In each functional module, all optical components are fixed on a baseplate with glue and screws, ensuring the system's structural stability. Mechanical stability was verified in a 6.11g RMS randomvibration test, where the change in output power before and after vibration was less than 5%. Thermal stability was realized by optimizing of the structure and appropriate selection of component materials of the modules through thermal simulation. In the laser splitting and output module, the change in laser power was less than 20% for each fiber in thermal cycles from 5℃ to 43℃. Finally,the functionality of the laser system was verified for a rubidium fountain clock. 展开更多

Recently,various privacy-preserving schemes have been proposed to resolve privacy issues in federated learning(FL).However,most of them ignore the fact that anomalous users holding low-quality data may reduce the accuracy of trained models.Although some existing works manage to solve this problem,they either lack privacy protection for users’sensitive information or introduce a two-cloud model that is difficult to find in reality.A reliable and privacy-preserving FL scheme named reliable and privacy-preserving federated learning(RPPFL)based on a single-cloud model is proposed.Specifically,inspired by the truth discovery technique,we design an approach to identify the user’s reliability and thereby decrease the impact of anomalous users.In addition,an additively homomorphic cryptosystem is utilized to provide comprehensive privacy preservation(user’s local gradient privacy and reliability privacy).We give rigorous theoretical analysis to show the security of RPPFL.Based on open datasets,we conduct extensive experiments to demonstrate that RPPEL compares favorably with existing works in terms of efficiency and accuracy. 展开更多

The problem of robust and reliable control design for linear uncertain impulsive systems with both timevarying norm-bounded parameter uncertainty and actuator failures was studied. The actuators are classified into two groups. One set of actuators susceptible to failures is possible to fail, the other set of actuators robust to failures is assumed never to fail. The outputs of the actuator failures are regarded as zero. The purpose is to design the state feedback controller such that, for all admissible uncertainties as well as actuator failures occurring among a prespecified subset of actuators, the plant remains asymptotically stable. A modified algebraic Riccati equation approach was developed to solve the problem addressed and a robust reliable control law was obtained. An numerical example was also offered to prove the effectiveness of the proposed method. 展开更多

First, basedon travelers' route choice behavior, the reliable travel timeconfidence level (RTTCL), which is the probability that a triparrives within the shortest average travel time plus theacceptable travel time difference, is defined. Then, areliability-based user equilibrium (RUE) model, whichhypothesizes that for each OD pair no traveler can improvehis/her RTTCL by unilaterally changing routes, is built.Since the traditional traffic assignment algorithms are notfeasible to solve the RUE model, a quasi method of successiveaverage (QMSA) is developed. Using Nguyen-Dupuis andSioux Falls networks, the model and the algorithm are tested.The results show that the QMSA algorithm can rapidlyconverge to a high accuracy for solving the proposed RUEmodel, and the RUE model can provide a good response totravelers' behavior in the stochastic network. 展开更多

The cooperation of multiple Unmanned Aerial Vehicles(UAVs) has become a promising scenario in Space-Air-Ground Integrated Networks(SAGINs) recently due to their widespread applications,where wireless communication is a basic necessity and is normally categorized into control and nonpayload communication(CNPC) as well as payload communication. In this paper, we attempt to tackle two challenges of UAV communication respectively on establishing reliable CNPC links against the high mobility of UAVs as well as changeable communication conditions, and on offering dynamic resource optimization for Quality-of-Service(QoS) guaranteed payload communication with variable link connectivity. Firstly, we propose the concept of air controlling center(ACC), a virtual application equipped on the infrastructure in SAGINs, which can collect global information for estimating UAV trajectory and communication channels. We then introduce the knapsack problem for modelling resource optimization of UAV communication in order to provide optimal access points for both CNPC and payload communication. Meanwhile, using the air controlling information, predictive decision algorithm and handover strategy are introduced for the reliable connection with multiple access points. Simulation results demonstrate that our proposal ensures an approximate always-on reliable accessing of communication links and outperforms the existing methods against high mobility,sparse distribution, and physical obstacles. 展开更多

This study deals with reliable control problems in data-driven cyber-physical systems(CPSs) with intermittent communication faults, where the faults may be caused by bad or broken communication devices and/or cyber attackers. To solve them, a watermark-based anomaly detector is proposed, where the faults are divided to be either detectable or undetectable.Secondly, the fault's intermittent characteristic is described by the average dwell-time(ADT)-like concept, and then the reliable control issues, under the undetectable faults to the detector, are converted into stabilization issues of switched systems. Furthermore,based on the identifier-critic-structure learning algorithm, a datadriven switched controller with a prescribed-performance-based switching law is proposed, and by the ADT approach, a tolerated fault set is given. Additionally, it is shown that the presented switching laws can improve the system performance degradation in asynchronous intervals, where the degradation is caused by the fault-maker-triggered switching rule, which is unknown for CPS operators. There is an increasing demand for supporting high-quality real-time audiovisual services for the next generation wired and wireless networks. However, due to variety of bandwidths of different networks, it is a great challenge for deployment. In this paper, a novel high-definition (HD) video transmission system was proposed which depends upon reliable compound multicast protocols and QoS control over the various kinds of networks. This system detects client's network condition and assigns it to a proper proxy. Each proxy is capable of detecting network parameters and adaptively tuning such transport parameters as bit rate, video resolution, frame rate and QoS mechanisms to this condition. It also provides FEC error recovery under consideration of characteristics of MPEG4 video codec. Our simulation demonstrates that different network clients such as ADSL, CERNET, and CERNET2 can receive more video reliability with less delay. 展开更多

The availability of automated evaluation methodologies that may reliably be used for determining students’ scholastic performance through assigning letter grades are of utmost practical importance to educators, students, and do invariably have pivotal values to all stakeholders of the academic process. In particular, educators use letter grades as quantification metrics to monitor students’ intellectual progress within a framework of clearly specified learning objectives of a course. To students grades may be used as predictive measures and motivating drives for success in a study field. However due to numerous objective and subjective variables that may by be accounted for in a methodological process of assigning students’ grades, and since such a process is often tainted with personal philosophy and human psychology factors, it is essential that educators exercise extra care in maximizing positive account of all objective factors and minimizing negative ramifications of subjectively fuzzy factors. To this end, and in an attempt to make assigning students’ grades more reliable for assessing true-level of mastering specified learning outcomes, this paper will: i) provide a literature review on previous works on the most common methods that have traditionally been in use for assigning students’ grades, and a short account of the virtues and/or vices of such methods, and ii) present a user-friendly computer code that may be easily adapted for the purpose of assigning students’ grades. This would relieve educators from the overwhelming concerns associated with mechanistic aspects of determining educational metrics, and it would allow them to have more time and focus to obtain reliable assessments of true-level of students’ mastery of learning outcomes by accounting for all possible evaluation components. 展开更多

In this paper, we propose an efficient loss recovery scheme for reliable multicast (CoreRM). Our basic idea is to apply the notion of cooperative communications to support local loss recovery in multicast. A receiver node experiencing a packet loss tries to recover the lost packet through progressively cooperating with neighboring nodes, upstream nodes or even source node. In order to reduce recovery latency and retransmission overhead, CoreRM caches not only data packets but also the path which could be used for future possible use to expedite the loss recovery process. Both analytical and simulation results reveal that CoreRM significantly improves the reliable multicast performance in terms of delivery ratio, throughput and recovery latency compared with UDP and PGM. 展开更多

In this paper, a new and improved communication system for communicating signals among different medical devices and a console is presented. Considering the need for very high degree of functional reliability of communication link in RF challenged environment (indoor), a novel algorithm called bi-directional “Soft Output Viterbi Algorithm (SOVA)” decoding for double-binary Circular Recursive Systematic Convolutional (CRSC) turbo codes is presented. The bi-directional SOVA is considered in view of its better performance and implementation complexity trade-off. The basic SOVA has been described for binary turbo code. We have extended it for double binary case, which is useful for high data rate healthcare applications using real time streaming data. Necessary changes in basic message passing equations for double-binary case have been introduced. Coding gain can be used to increase the robustness and immunity to interference. Decoding of CRSC codes requires a prologue decoder, prior to the actual trellis decoding, to estimate the initial state. Efficient determination of circulation state through prologue decoding has helped in achieving impressive error performance for CRSC codes. The issues related to digital implementation of turbo encoder/decoder and their effects on error performance have also been discussed. Adequate simulation results have been included. 展开更多

The proposed framework thus rests on these IoT to achieve such objectives without having to reinvent the wheel or resort to any complex cost-ridden devices and software to operate. The principle is to set up an activity framework that integrates necessary devices to support the designated functionality. This in turn runs on mobile network to serve the internet community. A case study on taxi service apps, having CCTV, GPS, and other monitoring devices and software, is conducted to gauge the viability of the proposed framework. The survey result shows that users are concerned with a few reliability and IoT connectivity factors, namely, cost, schedule, delay, number of vehicles and their proximity.
