Organizational agility, the ability to sense and respond to changes quickly, has been regarded as an important index of organizational performance in rapidly changing environments. However, research on agility has largely overlooked the dynamics of the resource configuration process, which includes resource selection, acquisition, development, and management. Prior studies have mostly taken for granted a set of organizational resources deemed sufficient for developing agility, and overlooked the efforts required to render the resources ready for agility development. Adopting the resource-based view, this study aims to close such a theoretical gap by conceptualizing a dynamic resource configuration process. Based on a case study of the Shanghai Social Security Card System (SSSCS) project, we inductively develop a process model for resource configuration in agility development. This model demonstrates the configuration process of IT resources and institutional resources to create agility. Simultaneously, it stresses that IT resources may serve in initiating corresponding institutional resources, assist in the molding and shaping of new institutional resources, and also serve in sustaining institutional resources. Our research contributes to the organizational agility literature by elaborating on the dynamic resource configuration process embedded in the agility development process. Our findings offer suggestions to governments and guide them in configuring 1T and institutional resources to develop organizational agility. 展开更多

With the increasing number of resources provided by cloud environments, identifying which types of resources should be rent when deploying an application is often a difficult and error-prone process. Currently, most cloud environments offer a wide range of configurable resources, which can be combined in many different ways. Finding an appropriate configuration under cost constraints while meeting requirements is still a challenge. In this paper, software product line engineering is introduced to describe cloud environments, and configurable resources are abstracted as features with attributes. Then, a Self-Tuning Particle Swarm Optimization approach(called STPSO) is proposed to configure the cloud environment. STPSO can automatically adjust the arbitrary configuration to a valid configuration. To evaluate the performance of the proposed approach, we conduct a series of comprehensive experiments. The empirical experiment shows that our approach reduces time and provides a reliable way to find a correct and suitable cloud configuration when dealing with a significant number of resources. 展开更多

Before the dispatch of the carrier-based aircraft,a series of pre-flight preparation operations need to be completed on the flight deck.Flight deck fixed aviation support resource station configuration has an important impact on operation efficiency and sortie rate.However,the resource station configuration is determined during the aircraft carrier design phase and is rarely modified as required,which may not be suitable for some pre-flight preparation missions.In order to solve the above defects,the joint optimization of flight deck resource station configuration and aircraft carrier pre-flight preparation scheduling is studied in this paper,which is formulated as a two-tier optimization decision-making framework.An improved variable neighborhood search algorithm with four original neighborhood structures is presented.Dispatch mission experiment and algorithm performance comparison experiment are carried out in the computational experiment section.The correlation between the pre-flight preparation time(makespan)and flight deck cabin occupancy percentage is given,and advantages of the proposed algorithm in solving the mathematical model are verified. 展开更多
