Justifying a Study on Constructing a National Human Resource Development Model as Practiced in Malaysia

The globe has been confronting a new set of challenges. Such challenges are unique to each country context. The overarching challenge, all above other challenges is, to seek appropriate knowledge as a tool and mean to resolve such challenges. A critical such knowledge to be accumulated in all days is on how to develop people or human resources. However, with the existing knowledge claims in this regard, countries have been unable to resolve such challenges. Human Development, one such knowledge claim, is too broader, and therefore, no guided protocol is suggested in finding solutions. Human Resource Development, as another such knowledge claim is too limited in scope to address broader level challenges. National Human Resource Development （NHRD） has emerged to bridge this gap, emphasising people oriented solutions to resolve country level challenges. The NHRD literature encourages NHRD country case studies, and that, justifications for starting NHRD country case studies is needed. This study justifies such a research on NHRD practices in Malaysia＇s country context, using content analysis. As a result, this study has shown higher level country challenges, derived a need of people based approach in resolving such challenges, highlighted NHRD as capable as possible in guiding to establish people development knowledge claim, and finally justified an NHRD research to be done within Malaysia＇s context to see how Malaysia practices NHRD.

Fuzzy Comprehensive Evaluation of Training Effect on Human Resource Development

On the basis of the essential connotation of the training effect on human resource development and the basic principles of setting up a index system, the evaluation index system of the training effect on human resource development in enterprises has been established. It evaluates the training effect on human resource development with the method of fuzzy comprehensive evaluation and achieves better results. It also provides a scientific, practical and quantitative method for the systematic analysis and comprehensive evaluation of the training effect on human resource development.

A Critical Review of Healthcare Human Resource Development: A Saudization Perspective

Saudi Arabia is currently in a transformation phase, which has resulted in a significant demand for healthcare services in the country’s healthcare system to provide better healthcare facilities for the fast-growing population and the growing elderly population. The lack of trained healthcare professionals and strong dependence on foreign labour are important aspects for policymakers to address, thus requiring Human Resource Development (HRD) initiatives to provide adequate learning and competence to a huge reserve of healthcare professionals in Saudi Arabia. In this regard, this paper contributes to Saudi Arabian health care by reporting healthcare professionals’ experiences of working in the Saudi health sector under the newly proposed Vision 2030 and NTP 2020 interventions in the HRD sphere of healthcare. The Vision 2030 is a testimony to a revolutionary step taken by the Government to reform the Saudi healthcare sector and provide HRD opportunities.

Research on Resource Development Countermeasures and Environmental Governance of Cruise Tourism Enterprises in China

The development of tourism resources aims to process tourism raw materials into direct-consumption tourism products. The essence of this behavior is innovation. The theory of innovation in economics, management, sociology, oriental management, and related disciplines provided methodology for the development of tourism resources and pointed out the direction. With the development of tourism, the cruise economy has grown and the urban economy has been rapidly developed and improved. However, while cruise tourism brings economic benefits, the discharge of various waste water and exhaust gas from cruise ships of major cruise companies also brings about some environmental pollution problems. Therefore, the environmental protection issue of cruise tourism companies is a sustainable development issue. Persisting in sustainable development strategy, we attach importance to the environmental governance of the cruise tourism industry.

The Content and Approaches of Human Resource Development in Impoverished Rural Regions in the Context of Targeted Poverty Alleviation

Poverty alleviation requires knowledge support. Targeted poverty alleviation, aiming to tackle rural poverty, needs to be supported by corresponding rural human resource development. Currently, China's human resource development in impoverished rural regions is faced with some major problems; a huge population distributed over a vast area, a lack of technological and cultural attainment, obsolete concepts, obsolete technical resources, and a significant gap between rural and urban education attainment. Rural human resource development, which is geared to targeted poverty alleviation, includes a variety of impoverished rural population-oriented trainings, such as intelligence development, skills training, modern professionalism &work attitude cultivation, physical & mental health education, as well as modern lifestyle & civilized manners guidance. Targeted poverty alleviation should be equipped with mechanisms of comprehensive layout & planning, coordinated advancement of development content and implementation, and a mechanism of organization & input. The approaches to the advancement of rural human resource development are enhancing basic education, building a system of vocational education and training, raising the social security level and improving the supporting mechanisms.

Analysis of Human Resource Development and Management in Regional Economic Development

At present,China’s economic growth model has gradually shifted from high-speed growth to high-quality development.Under the era of digital economy,a steady and sustainable economic development has become the main goal of the country’s development.The practice of modern economic development has shown that human resource is not only the premise of regional economic development,but also one of the important sources of regional economic growth.The coordinated development of human resource and economy is not only an inevitable requirement for high-quality development,but also the first task to assume to solve the imbalance in regional economic development.Based on the interaction mechanism of human resource development and management and regional economic development,this paper selects data from the 2021 China Statistical Yearbook,takes the 2011-2020 national population census data as samples,analyzes the current status and existing problems of human resource development and management in China’s regional economic development from three dimensions(human resource quantity,quality,and structure),as well as explores the path of human resource development and management in regional economic development,such as increasing investment and improving the quality of human resource,allocating human resource in a reasonable manner and improving the human resource structure,allocating talents in different regions in a balanced manner,coordinating the shortage and saturation of talents,etc.,so as to promote a balanced development between regional economic development and human resource development and management.

A Brief Discussion on the Construction of Practical Teaching System for the Traditional Chinese Medicine Resources and Development Major

China’s traditional medicine,science,and technology industry has great development potential.However,there is a problem of insufficient practitioners in the current industrial development.At the same time,the capabilities of existing practitioners do not match the demand standards.Therefore,it is necessary to actively promote the education of resources and development in Central Asia.As an institution for cultivating talents,colleges and universities must establish a practical teaching system for cultivating talents.Based on the requirements put forward by China in education,this article studies the development status of the traditional Chinese medicine resources and development major,determines the talent training goals,starts from the practical teaching aspect,and locates the industry’s requirements for the capabilities of personnel in the field of traditional Chinese medicine.It also puts forward the overall idea of the construction of the practical teaching system,summarizes the reform content of the practical teaching system,and lastly provides the specific path of the reform.

Development of Tourism Resources of Baimai Spring Park in Jinan City and Its Path Optimization

Tourism is gradually becoming one of the pillar industries of China s economy. Tourism resources are the premise and foundation of tourism development. It is of great significance to study the exploitation of tourism resources to promote the development of tourism. Jinan is famous for water, and Baimai Spring Park is a collection of springs in one place, with rich tourism resources. Coupled with the local government s attention to tourism, Baimai Spring Park, as a representative, has accumulated a rich tourism market foundation. In this study, the present situation and problems of development of tourism resources in Baimai Spring Park were analyzed by questionnaire survey method, and corresponding optimization suggestions were put forward.

The temporal and spatial patterns and potential evaluation of China＇s energy resources development

The issue of China＇s energy supply security is not only the key problem which af- fects China＇s rapid and sustainable development in the 21st century, but also the one which international attention focuses on. Based on the notable characteristic of spatial imbalance between energy production and consumption in China, this paper takes the evolution of China＇s primary energy resources development（excluding hydropower） from 1949 to 2007 as the study object, with the aim to sum up the evolutive characteristics and laws of China＇s energy resources development in the past nearly 60 years. Then, based on comprehensive considerations of coal＇s, oil＇s and natural gas＇s basic reserves, qualities, geological conditions production status, and ecological service function of every province, this paper adopts development potential index （DP）to evaluate the development potential of every province＇s en- ergy resources, and divide them into different ranks. Conclusions are drawn as follows： （1） Generally speaking, China＇s gross energy production was increasing in waves from 1949 to 2007. From the viewpoint of spatial patterns, China＇s energy resources development has shown a characteristic of ＂concentrating to the north and central areas, and evolving from linear-shaped to ＂T-shaped＂ pattern gradually since 1949. （2） The structure evolution of China＇s energy resources development in general has shown a trend of ＂coal proportion is dominant but decreasing, while oil and gas proportions are increasing＂ since 1949. （3） At the provincial scale, China＇s energy resources development potential could be divided into large, sub-large, general and small ranks, four in all. In the future, the spatial pattern of China＇s energy production will evolve from ＂T-shaped＂ to ＂R-shaped pattern＂. These conclusions will help to clarify the temporal and spatial characteristics and laws of China＇s energy resources development, and will be beneficial for China to design scientific and rational energy development strategies and plans, coordinate spatial imbalance of energy production and consumption, ensure national energy supply, avoid energy resources waste and disorderly development, and promote regional sustainable development under the globalization back-ground with changeful international energy market.

Priority-sequence of mineral resources' development and utilization based on grey relational analysis method

Generally, the sequence decision of the development and utilization of Chinese mineral resources is based on national and provincial overall plan of the mineral resources. Such plan usually cannot reflect the relative size of the suitability of the development and utilization of mineral resources. To solve the problem, the paper has selected the gift condition, the market condition, the technological condition,socio-economic condition and environmental condition as the starting-points to analyze the influential factors of the priority-sequence of mineral resources' development and utilization. The above 5 conditions are further specified into 9 evaluative indicators to establish an evaluation indicator system. At last,we propose a decision model of the priority sequence based on grey relational analysis method, and figure out the observation objects by the suitability index of development. Finally, the mineral resources of a certain province in China were analyzed as an example. The calculation results indicate that silver(2.0057), coal(1.9955), zinc(1.9442), cement limestone(1.9077), solvent limestone(1.5624) and other minerals in the province are suitable for development and utilization.

Cultivating New-type Farmers Based on the Theory of Human Resources Development
