The reform of rural land system is vital to integrating urban and rural development. We must allow farmers to gain their due share of value-added revenues from land, and share in the dividends of urbanization. Based on household operations, we should enhance the basic rural operation system, foster new agricultural operators, and develop modern agriculture as the foundation for revitalizing countryside industries. We must deepen agricultural supply-side structural reforms to ensure sufficient supply and security of main agricultural products. We must reform the rural collective ownership system to implement property rights to farmers and protect their interests in the context of urban and rural integration. We must promote green development and revitalize countryside ecological environment. We must enhance rural governance to revitalize rural organizations. 展开更多

Revitalizing Old Industrial Base of Northeast China:Process, Policy and Challenge 被引量:8

This region has lost its leading place since the reform and opening up, and became a ba... Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement. 展开更多

In addition, land subsidence of 5 to 10 centimetres per year is taking place. The climate change phenomenon provokes land areas that are lower than sea water level from time to time. This makes the situation with respect to flooding increasingly risky. Semarang Old City (heritage) as part of principal Semarang area is suffering also from regular flooding and pollution that hamper the revitalisation of the old city. These areas used to be productive lands, but flooding make the existing public infrastructure does no longer function, and residential areas have changed into unhealthy slams. To overcome these problems, the Government of Semarang chooses a polder drainage system to address the flooding in Semarang. In the framework of the cooperation between Indonesia and the Netherlands, these activities consist of research and workshops on Urban Heritage. The scope consists basically of five components: experiences with urban drainage and flood protection in Semarang with a focus on Semarang Old City, field visit to relevant places with respect to urban drainage and flood protection of Semarang Old City, lectures on the relevant aspects of urban drainage and flood protection, exercises to get an insight in the processes that can take place under normal and extreme conditions, formulation of a preliminary plan to improve the situation with respect to urban drainage and flood protection of Semarang Old City. In this paper, the various relevant points are described, such as scenarios analysis as well as the findings and recommendations for improvement of the urban drainage system and flood protection of Semarang Heritage City. 展开更多

Historic urban areas are a crucial component of urban heritage,embodying the collective memory of urban development and possessing distinctive urban textures and cultural attributes.However,the growing impact of globalization on the urban environment poses challenges to historic urban areas,including diminishing social recognition,aging infrastructure,loss of vitality,and cultural erosion.To address these challenges,this study proposes a novel approach to revitalizing historic urban areas by employing space syntax methodology.The study focuses on Yushan Historic District in China as a case study and uses spatial models within space syntax to describe,analyze,and interpret its urban morphology.The objective is to enhance urban vitality while preserving the heritage fabric of historic urban areas.Additionally,it aims to contribute to the advancement of space syntax research,specifically in the context of urban renewal and revitalization of historic districts.The findings reveal the spatial factors that contribute to the generation of vitality within the district,identify areas requiring intervention,and provide strategies for revitalizing historic urban areas.This study demonstrates the potential of utilizing a space syntax approach in urban revitalization,providing valuable guidance for effectively conserving urban heritage within the context of urban renewal. 展开更多

随着双碳计划的提出,建筑行业作为能源消耗量与污染排放量的一大主体,与国家发展总目标之间的矛盾不断加剧,亟待新兴技术改革。BIM技术所具有的信息携带量大、交互效率性高等特点可应用于解决这一问题。但以往的研究普遍过程相对繁琐,... 随着双碳计划的提出,建筑行业作为能源消耗量与污染排放量的一大主体,与国家发展总目标之间的矛盾不断加剧,亟待新兴技术改革。BIM技术所具有的信息携带量大、交互效率性高等特点可应用于解决这一问题。但以往的研究普遍过程相对繁琐,容易丢失大量的信息,所得结果不够精确。本文旨在使用C#编程语言,通过Revit API接口对Revit软件二次开发,研究出一款高效的物化阶段建筑碳排放计量软件。通过建立建筑材料与施工机械信息编码库,结合已有碳排放因子数据库,对建筑物化阶段所产生的碳排放量展开深入分析。结果表明,物化阶段中建材生产阶段所产生的碳排放量最高,施工阶段几乎可以忽略不计。研发的建筑碳排放计量软件操作简单且功能较为完善,是对当下国家绿色发展方向的积极探索。 展开更多

为解决传统模板工程量计量复杂繁琐等问题、满足快速提取BIM模型工程量的需求,提出基于Revit API二次开发的混凝土模板工程量提取方法,将模板计量统计流程结合BIM可视化优势实现模板统计的交互式操作,使模板工程量的提取过程可关联三维... 为解决传统模板工程量计量复杂繁琐等问题、满足快速提取BIM模型工程量的需求,提出基于Revit API二次开发的混凝土模板工程量提取方法,将模板计量统计流程结合BIM可视化优势实现模板统计的交互式操作,使模板工程量的提取过程可关联三维模型实现实时映射,并以水闸闸墩为实例进行验证。与传统计量方式进行对比,结果表明:该插件效率高、可视化程度好,有效避免了在工程量统计过程中因数据模糊而造成的返工,同时还通过创建参数标签,将工程量储存在模型中形成数字资产。该插件不仅提高了计量的准确性和时效性,同时为进一步扩展BIM造价全过程管理应用提供了一定的技术参照。 展开更多

随着隔震技术的推广应用以及建筑业信息化水平的持续提升,在隔震工程中对隔震层建筑信息模型(building information modeling, BIM)建模的需求逐渐增长,然而针对性的研究工作相对较少。为此,围绕隔震支座BIM模型的高效建模方法和应用模... 随着隔震技术的推广应用以及建筑业信息化水平的持续提升,在隔震工程中对隔震层建筑信息模型(building information modeling, BIM)建模的需求逐渐增长,然而针对性的研究工作相对较少。为此,围绕隔震支座BIM模型的高效建模方法和应用模块开展了研究。首先,综合隔震支座应用情况和力学特性,可将其分为橡胶隔震支座、滑移摩擦隔震支座和其他类型隔震支座,据此提出了隔震支座BIM快速建模模块基本架构;随后,基于Revit和Visual Studio平台开发了三类隔震支座BIM模型的快速建模功能,并实现了连接节点参数化建模和支座批量/手动布置的操作功能;最后,开展了某化工公司的库房隔震加固项目的隔震层BIM模型建模实践,结果表明:利用快速建模模块可将隔震层BIM建模操作从7个步骤降低至2个步骤,且使用过程中对隔震支座构造细节的认知要求相对较低。同时,建成后的BIM模型与实际工程在建筑信息的多个方面具有较好的一致性。相关研究可为建筑和桥梁隔震工程的BIM建模提供参考和借鉴。 展开更多
