With the rapid development of the Internet,the network ideology of colleges and universities is facing severe challenges.This paper deeply analyzes the root of the risk of network ideology and makes a specific investigation of the status quo of network public opinion in colleges and universities.On this basis,the study explores and puts forward a series of targeted risk prevention and resolution strategies,aiming at providing a systematic solution for the network ideology security of colleges and universities.In this paper,with the combination of theory and practice as the path,we verify the effectiveness and applicability of the proposed strategy through the analysis of the implementation effect of the strategy.This study also provides theoretical support and practical guidance for the prevention and control of ideological risks and public opinion guidance in universities under the network environment,which has important practical significance.With the continuous progress of network technology,the threats to the network ideology of colleges and universities are increasing.For example,the spread of false information has become a serious problem affecting the security of college network ideology.

Internal Control Management and Risk Prevention Measures of State-Owned Enterprises

The Principle of Proportionality Toward Risk Prevention——Based on the Judgment Logic of European COVID-19 Derogation Measures

The COVID-19 pandemic has brought legal challenges to the containment measures adopted by European countries.During the outbreak and containment phase of the pandemic,most European countries adopted measures such as lockdowns and mandatory home quarantines based on the principle of risk prevention.However,Article 15 of the European Convention on Human Rights and judgments by the European Court of Human Rights require such measures to comply with the principle of proportionality.In view of this,this article examines the European Court of Justice’s loose judgments on the derogation measures during the pandemic,and the European Court of Human Rights’situational judgments in this regard.Based on the analysis of the legitimacy of the principle of risk prevention and the principle of proportionality in responding to public health emergencies,this article prudently examines and predicts the trend of applying the principle of proportionality of risk prevention for the European COVID-19 derogation measures from three perspectives of legitimacy,necessity,and feasibility.

Security Risk Prevention and Control Deployment for 5G Private Industrial Networks

In this paper,we investigate and analyze the network security risks faced by 5G private industrial networks.Based on current network security architecture and 3GPP requirements and considering the actual application of 5G private industrial networks,a comparative analysis is used to plan and design a private network security construction scheme.The network security construction model,network organization,and key processes of 5G private industrial networks at the current stage are investigated.In addition,the key direction for the next stage of construction is discussed.

Reason Analysis and Risk Prevention of Soaring Price of Traditional Chinese Medicinal Materials

In recent years,the price of traditional Chinese medicinal materials soars continuously,and the resulting price risk increasingly looms large,which has critically affected midstream and downstream industries and peoples' demand for drug,and imperiled healthy and orderly development of traditional Chinese medicinal industries.Based on the status quo of continuous skyrocketing price of traditional Chinese medicinal materials at present,we winkle out the root cause of soaring price as follows:the supply and demand lose balance;the production costs hike up;there are other factors responsible for soaring price.This paper further analyses the impact of sharp increase in price of traditional Chinese medicinal materials on all links of industry chain as follows:the medicinal herb growers never benefit from soaring price;the counterfeiters and forgers in midstream industry increase;the gross profit rate of Chinese medicine enterprises declines.In accordance with the risk arising from abnormal fluctuation in price of traditional Chinese medicinal materials,corresponding precautionary measures are put forward as follows:promote the quality of traditional Chinese medicinal materials through management of value chain;curtail the production and management cost of traditional Chinese medicinal materials through management of organization chain;stabilize price of traditional Chinese medicinal materials through management of information chain;reduce transaction cost of traditional Chinese medicinal materials through management of logistics chain.

Research of Risk Identification and Prevention of Underground Pressure Pipelines Damage Caused by External Disturbance

External disturbance is an important cause of underground pressure pipeline damage,which leads to accidents,and it is crucial to study the risk of damage caused by external disturbance and come up with proper prevention and control measures.We reviewed literature on risk identification of underground pressure pipelines damage due to external disturbance was conducted,and a list of risk factors was formed.Based on the list of risk factors,fault tree analysis was carried out on underground pressure pipelines damage caused by external disturbances,and risk prevention and control measures were proposed through the calculation of minimum cut sets,minimum path sets,and structural importance,in hopes of providing reference for the normal operation of underground pressure pipelines.

Several major issues concerning the environmental transmission and risk prevention of SARS-CoV-2

Coronavirus disease 2019(COVID-19) is the most serious infectious disease pandemic in the world in a century, and has had a serious impact on the health, safety, and social and economic development of all mankind. Since the earth entered the“Anthropocene”, human activities have become the most important driving force of the evolution of the earth system. At the same time, the epidemic frequency of major human infectious diseases worldwide has been increasing, with more than 70% of novel diseases having zoonotic origins. The review of several major epidemics in human history shows that there is a common rule, i.e., changes in the natural environment have an important and profound impact on the occurrence and development of epidemics. Therefore, the impact of the natural environment on the current COVID-19 pandemic and its mechanisms have become scientific issues that need to be resolved urgently. From the perspective of the natural environment, this study systematically investigated several major issues concerning the environmental transmission and risk prevention of Severe Acute Respiratory Syndrome Coronavirus 2(SARS-CoV-2). From a macroscopic temporal and spatial scale, the research focus on understand the impact of the destruction of the natural environment and global changes on the outbreak of infectious diseases;the threat of zoonotic diseases to human health;the regularity for virus diffusion, migration and mutation in environmental media;the mechanisms of virus transmission from animals and environmental media to humans;and environmental safety, secondary risk prevention and control of major epidemics. Suggestions were made for future key research directions and issues that need attention, with a view to providing a reference for the prevention and control of the global coronavirus disease 2019, and to improving the ability of response to major public health emergencies.

Ecological Risks of Agricultural Land Capitalization and Their Prevention

The capitalization of agricultural land as an institutional innovation in land use is of great significance to revitalize China's land resources, change land use and improve land use efficiency. With the gradual implementation of the capitalization of agricultural land, however, environmental problems brought by capitalization have restricted the sustainable and efficient utilization of agricultural land. This study, from the perspective of ecology, discusses ecological risks of agricultural land capitalization, analyzes the ecological risks of agricultural land capitalization in terms of the amount of land and land quality as well as the formation mechanism of the ecological risks of agricultural land capitalization. It is found that the logic of the capital itself, the profitability of the subject and the fragility of the ecological environment are the internal and external factors of the ecological risks of agricultural land. Thereupon authors put forward policy suggestions to prevent the ecological risks of agricultural land capitalization in terms of large-scale agricultural operations in diverse forms, the development of green agriculture, the protection of agricultural land quality and green finance, with a view to resolving the ecological risks of agricultural land capitalization and realizing the benign operation of agricultural land capitalization.

Research on the Risk Management Issues of VAM Agreements in Private Equity Financing

Improving Interventions on Cardiovascular Disease and Diet: A Policy Incentive Analysis

Various Cardiovascular Diseases (CVDs) can be catastrophic and can lead to irreversible outcomes. Despite improved interventions for CVD prevention awareness, there continues to be discussion and research on diet-related CVD and mortality without addressing the problem. Instead of prioritizing public guidelines and policies, policymakers should understand CVD and address population barriers to adhering to a healthy diet that decreases CVD risk. Therefore, this project aims to analyze federal healthy food incentive policies to promote healthy diet behaviors that reduce CVD risk. The method used was existing data for a comparative policy analysis that included a policy proposal process: phases of progression, measures, and a policy model with data collection and requirements. This analysis compared a current federal food incentive program versus the proposed program. Results of the final analysis derived from the literature review and collected data stated consuming foods from the Mediterranean and other low-fat and low-salt diets reduced CVD risks that also reduced other risks secondary to CVD, such as obesity, diabetes, and Cerebrovascular Accident (CVA). Comparatively, combined healthy food incentives and disincentives were more effective for improving healthy behaviors than, in some cases, even after incentives were removed. Therefore, this policy analysis supports the indication for incentive policy change. However, the lack of federal stakeholders’ response to key policy changes upon proposal submission may require other methods of proposal dissemination. Nonetheless, focusing analysis on various Food Insecurity Nutrition Incentive (FINI) programs instead of one, multi-state program, which may have improved analysis outcomes, was the lesson learned.

Responsibility Distribution Between the Government and Society in Guaranteeing Basic Senior Care Services

The 20th National Congress of the Communist Party of China put forward the task to ensure all elderly people enjoy basic senior care services.In an aging society,basic senior care services are key to protecting the basic human rights of the elderly.The government-society partnership is an ideal model to guarantee basic senior care services.In terms of responsibility distribution,the government and social organizations should follow the principle of subsidiarity.On the one hand,social organizations undertake the responsibility to provide basic senior care services under public constraints with regard to service prices,service content,and service targets;On the other hand,the government is the responsible guarantor for minimum senior care services and the prevention of risks.The government’s responsibility of guaranteeing minimum senior care services lies in the government taking over relevant projects after the occurrence of risks.Constrained by the principle of subsidiarity,the government’s responsibility for risk prevention shifts from ex-ante prevention to interim and ex-post prevention.Emphasis should be placed on the principle of the government and society assuming shared responsibilities for risk prevention and achieving risk prevention through government spending.

A comprehensive multi‐hazard risk assessment model for an urban agglomeration with multiple factors

To assist the Department of Emergency Management in understanding the overall risk characteristics and situation of an urban agglomeration for a reasonable risk prevention and control strategy,this study developed a comprehensive multi-hazard risk assessment model for an urban agglomeration with multiple factors.The proposed model includes disaster probability and disaster loss sub-models.The model evaluated four types of disaster risk in urban agglomerations:natural disasters,accidental disasters,public health incidents,and social security incidents.In addition,a variety of factors were integrated into the model,including the socioeconomic foundation of urban agglomerations,the oligopoly effect of core cities,historical disaster losses,the effect of disaster chains,the ability of disaster prevention and mitigation,and intercity coordinated rescue capabilities.Finally,the risk assessment model was applied to the Beijing-Tianjin-Hebei urban agglomeration.The assessment results were compared to the distribution of the new coronavirus pneumonia epidemic in the target urban agglomeration.The results showed that after analyzing the risk characteristics and evaluating the risk levels,the model not only showed the comprehensive risk levels and distribution of urban agglomerations but also revealed the high-risk areas and the key points of risk prevention and control.More importantly,the results obtained through the model can facilitate the strategic planning of disaster prevention and mitigation for urban agglomerations.

Issues concerning Development of Consumer Credit Business in China's Agricultural Bank

This article introduces the status quo of consumer credit business in China's agricultural bank,indicating that the scale of China's consumer credit business is expanded year by year;the growth of consumer credit business slows down;housing loans grow rapidly.We analyze issues concerning development of consumer credit business in agricultural bank as follows:single variety of consumer credit business makes the operating scope narrow;the formality of consumer credit business is trivial,abating consumers' will to borrow;consumers' consumer attitudes are stale,yet to be further changed;the loan interest of consumer credit is beyond the majority of consumers' actual ability to pay;the existing regulations and systems are not sound;the risk prevention mechanism is not perfect.Based on this,we put forward the following countermeasures and proposals for further improving consumer credit business in China's agricultural bank:first,formulate reasonable marketing strategy of consumer credit business;second,establish and improve the internal management mechanism;third,establish and improve risk assessment system;fourth,improve consumer credit legal system.

Research on FDI Regulation Framework at the Background of “BRI” Implementation

Alongside "Belt and Road Initiative"(BRI) are mostly developing countries, with complicated geopolitical relationships and poor business environments. Therefore, how to promote Foreign Direct Investment(FDI) cooperation prudently is a critical issue faced by Chinese government and enterprises. On one hand "BRI" is an initiative and cannot establish new organization to coordinate investment disputes, and on the other hand FDI regulations are at crossroad: lacking multilateral mechanism, restructuring regional rules and requiring upgrade of Bilateral Investment Treaties(BITs). In order to protect Chinese overseas investment and prevent potential "BRI" risks, it's indispensable for China to take actions in FDI regulations: in multilateral level to propose global FDI rules and long-term mechanism, in regional level to innovate rules by methods of Regional Comprehensive Economic Partnership(RCEP) and Asian Infrastructure Investment Bank(AIIB), in bilateral level to upgrade BITs and promote liberalization and facilitation, and in unilateral level to deepen domestic reform and pilot new rules.
