Circulation of Development Factors Promoted by Innovation of Land Management Under Background of Rural Vitalization:A Case Study of Tengtou Village in Zhejiang Province,China

Land is the space carrier for the existence and flow of other development factors.Activating rural land and promoting the circulation of other development factors through land management innovation is necessary to realize rural vitalization.This paper identifies the connotation of factor flow in the rural vitalization context,the action mechanism of land management innovation to boost the flow of development factors,the issues and obstacles restricting factor circulation,and the realization mechanism of the flow of development factors in rural vitalization.Based on the analytic paradigm constructed in the paper,the successful practice of promoting the flow of development factors through innovative land management in a model village is examined.The results show that:1)the unreasonable systems characterized by the land use system in rural areas are the main obstacles causing circulation issues in development factors.It is essential to engage in comprehensive reform to break down these long-lasting obstacles to the smooth flow of development factors.2)The land should play a leading role in the circulation of development factors in the background of rural vitalization;the main purpose of land management innovation is to activate the land factor,thereby promoting the circulation of other factors.3)The activated land factor will act as a‘trigger’to promote capital and technology in rural settings and use capital and technology to attract the inflow of talents and the return of migrant workers,whereby the population factor will act as a‘catalyst’for the cultivation of rural culture,bringing about the integration of various development factors.4)The innovation of land use and management,increased funding,and new technologies have brought multiple talents to Tengtou Village.The high-frequency mutual feedback between the village’s own and the external development factors resulted in its successful integration of industrial development.

Classification and Spatial Pattern of Rural Multifunction from the Diversify of Construction Land Use:Taking Tongshan District of Jiangsu Province as a Case Study

The development of rural area in suburban(RAS)is comprehensively influenced by the mixed processes of non-farming,local urbanization and rural industrialization and has distinctive multifunctional features on the socioeconomic and resource utilization.Multifunctional reconstruction in the RAS is mainly manifested by changes in the quantity and structure of the construction land use(CLU).We took Tongshan District of Jiangsu Province as the study case.Following the logic of identifying,clustering,and diagnosing,we assessed the functional features of CLU and analyzed the differentiation of the scale and structure of CLU in RAS,with the aim of identifying the types and characteristics of multifunctional development in these regions.This study found that:1)typical RAS were experiencing multifunctional space reconstruction,and their multifunctional value was emerging and highlighted.The CLU was rapidly expanding,and the types of CLU were evolving from single to multiple uses;2)based on the dominant function of diverse rural CLU,we classified RAS into five types,dominated by the following functions,respectively:commercial services,industrial production,residential living,basic support and public service;3)according to the dominant function and spatial pattern,the development types of RAS were classified into agricultural service,comprehensive services,and integrated industries service,showing a circular spatial pattern from the suburbs to distant suburbs.The results can provide policy implication by creating new development impetus from rural multifunction perspective to promote the RAS revitalization.

Spatiotemporal Evolution and Influencing Factors of Urban-rural Construction Land in Rural Industrialized Areas in China:Case Studies in Changyuan City and Xinxiang County of Henan Province

Since China’s reform and opening up in 1978,the acceleration of industrialization and urbanization in China had led to dramatic changes in the pattern of urban-rural land use.In this paper,we focused on the rural industrialized areas in central China(Xinxiang County and Changyuan City of Henan Province).We used the average nearest neighbor index,spatial statistical analysis,and a structural equation model to analyze the spatiotemporal evolution and influencing factors of urban-rural construction land based on multisource spatial data and survey data.The results showed that:1)from 1975 to 2019,the spatial distribution of urban-rural construction land in rural industrialized areas had evolved from homogeneous distribution to local agglomeration.In terms of comparative analysis of cases,the spatial distribution of urban-rural construction land in Changyuan City had shown a trend from diffusion to agglomeration,and Xinxiang County had overall shown a spatial change from homogenization to agglomeration and then to regional integration development.2)The hot spots with increased urban-rural construction land significantly expanded,and they had a high degree of spatial overlap with industrial development.Among them,Xinxiang County was concentrated in central and marginal areas,and Changyuan was mainly concentrated in central urban areas.3)From the evolution of spatial proximity of urban-rural construction land,rural industrialized areas generally decline,showing the characteristics of internal differentiation in the rate of change.4)Industrial development,social economy,the policy environment,and urban development played a positive role in promoting the expansion of urban-rural construction land in rural industrialized areas.To promote the optimal use of regional land and the integrated development of urban-rural areas,we should combine the advantages of regional endowment,formulate development strategies according to local conditions,and adjust the way that land is used in a timely manner.

Land use planning, sustainable food production and rural development: A literature analysis

In many countries agricultural land is a scarce resource, either due to natural conditions or because of competition over land. An increased need for food globally, changing environmental conditions and increased demand for environmentally sound agriculture and food systems, all require better integration of planning for rural land use and food production. A literature analysis was conducted including coding of 76 papers, to answer the question on how and to what extent, literature addresses the integration of land use policy and planning, and food system planning, in the context of sustainable rural development and agri-food production. The results indicate that land use and food system planning co-occur in literature, yet lacking the perspective of sustainable rural development, suggesting that integrated planning for sustainable rural land use and food systems needs to be strengthened. Food system research has largely focused on availability and access, or what can be associated with consumers, rather than rural land use. Likewise, the inclusion of food systems is neither common in rural land use planning nor in agricultural policies. Holistic planning for a sustainable food system may be suffering from a disjointed approach, e.g., planning for farmland may not have any links to planning for accessibility, consumer preferences or food marketing. Increased cooperation between stakeholders is necessary to break down the silos in the food system. Policies and plans for rural land use and agri-food production should be coordinated for the common goal of sustainability.

Spatiotemporal Interaction Between Rural Settlements and Cultivated Land in Karst Mountainous Area,China

Settlements and cultivated land are important production and living spaces in promoting rural revitalization.However,few studies have explored the relationship between rural settlements and cultivated land from spatiotemporal interaction perspective.This paper analyzed the spatiotemporal conversion and the interactive mechanism between rural settlements and cultivated land in a karst mountainous area(Qixingguan District of Guizhou Province)with fragile ecological environment in China during 2009–2018.The results showed that the expansion of rural settlements and the loss of cultivated land coexisted in Qixingguan District.Only 2.68%of the new cultivated land was reclaimed from rural settlements,whereas 85.45%of the new rural settlements occupied cultivated land.Six spatial expansion modes of rural settlements when occupying cultivated land were identified.Among these six modes,the area of the edge-expansion&along traffic roads(EA)mode accounted for 52.75%.The occupation by rural settlements made the cultivated land landscape more fragmented.The area ratio index of cultivated land to rural settlements(ARICR)of Qixingguan District averaged 18.75in 2009 and 17.21 in 2018,respectively.The ARICR reduced in all township administrative regions.Cultivated land with suitable slope condition for farming or without rocky desertification was more likely to be occupied by rural settlements.The probability of cultivated land occupied by rural settlements increased with the decrease of the distance to traffic roads,towns,and old rural settlements.The better the economic and social development of the township administrative regions,the more the ARICR decreased,while the richer the agricultural resources and the better the rural development of the township administrative regions,the less the ARICR decreased.The optimal reconstruction path of rural settlements,the comprehensive conservation path of cultivated land and the urban-rural integration development path in karst mountainous area were proposed.The findings would contribute to our understanding of the spatiotemporal interaction between rural settlements and cultivated land,and would provide a theoretical basis for promoting the coordinated development of rural man-land relationship and rural revitalization in karst areas.

Evaluating rural sustainable land use from a system perspective based on the ecosystem service value

Rural sustainable land use(RSLU) is important to China’s implementation of the UN 2030 Agenda for Sustainable Development Goals and the goals of rural revitalization strategy in China. Research on RSLU is key to understanding the impact of human activities on rural sustainability. This paper explored the evaluation method of RSLU from a system perspective based on the ecosystem service value(ESV). Three systems were proposed for consideration when conducting this evaluation method. One was the sustainability of the land system, the other was the sustainability of the ecoeconomic system, and the rest was the sustainability of the land-eco-economy system. Indicators including(1) land use intensity and land system stability,(2) gross domestic production(GDP), ESV, and the eco-economic harmony degree(EEHD), and(3) coupling degree and coupling coordination degree were used to analyze the sustainability of the land, eco-economic, and landeco-economic systems, respectively. An empirical research on Yanhe ecovillage was conducted and the study period extended from 2008 to 2020. The results showed that forest land had always accounted for more than 81.20% of the total area in Yanhe eco-village from 2008 to 2020, which greatly influenced land system stability and restricted economic development. This feature contrasted with RSLU. The total ESV of Yanhe eco-village declined by 1.60×106CNY during 2008–2020 because of land use changes. The EEHD was –0.01, which presented that there was a very slight unharmonious between ecology and economy. The coupling degree and coupling coordination degree showed that the development between the land and ecoeconomic systems exhibited a coupling coordination relationship. The results indicated that ecology and economy in Yanhe eco-village will change significantly in response to land use changes in rural areas, which further revealed the dynamic linkage between human beings and nature. Moreover, opposite variation tendencies in land system stability and ESV revealed that the contradiction between the high stability of the land system and well development of the eco-economic system. The results of this study implied that it is necessary and useful to integrate ESV into land management to achieve RSLU.

Dynamicity of Land Use/Land Cover(LULC):An analysis from peri-urban and rural neighbourhoods of Durgapur Municipal Corporation(DMC)in India

The availability of better economic possibilities and well-connected transportation networks has attracted people to migrate to peri-urban and rural neighbourhoods,changing the landscape of regions outside the city and fostering the growth of physical infrastructure.Using multi-temporal satellite images,the dynamics of Land Use/Land Cover(LULC)changes,the impact of urban growth on LULC changes,and regional environmental implications were investigated in the peri-urban and rural neighbourhoods of Durgapur Municipal Corporation in India.The study used different case studies to highlight the study area’s heterogeneity,as the phenomenon of change is not consistent.Landsat TM and OLI-TIRS satellite images in 1991,2001,2011,and 2021 were used to analyse the changes in LULC types.We used the relative deviation(RD),annual change intensity(ACI),uniform intensity(UI)to show the dynamicity of LULC types(agriculture land;built-up land;fallow land;vegetated land;mining area;and water bodies)during 1991-2021.This study also applied the Decision-Making Trial and Evaluation Laboratory(DEMATEL)to measure environmental sensitivity zones and find out the causes of LULC changes.According to LULC statistics,agriculture land,built-up land,and mining area increased by 51.7,95.46,and 24.79 km^(2),respectively,from 1991 to 2021.The results also suggested that built-up land and mining area had the greatest land surface temperature(LST),whereas water bodies and vegetated land showed the lowest LST.Moreover,this study looked at the relationships among LST,spectral indices(Normalized Differenced Built-up Index(NDBI),Normalized Difference Vegetation Index(NDVI),and Normalized Difference Water Index(NDWI)),and environmental sensitivity.The results showed that all of the spectral indices have the strongest association with LST,indicating that built-up land had a far stronger influence on the LST.The spectral indices indicated that the decreasing trends of vegetated land and water bodies were 4.26 and 0.43 km^(2)/a,respectively,during 1991-2021.In summary,this study can help the policy-makers to predict the increasing rate of temperature and the causes for the temperature increase with the rapid expansion of built-up land,thus making effective peri-urban planning decisions.

Impacts of Changes in Structure of Rural Land Property Rights on Agricultural Performance

In the reform process of the rural land property rights system,the incentive mechanism of the rural land property rights system has a crucial impact on the production activities of rural economic entities.Due to the different rights structures of the property rights system in different social and economic development stages,the land rights and interests enjoyed by rural economic subjects are different,and the degree of incentives for farmers is also different.This difference in incentives affects farmers investment in agricultural production factors,which in turn affects agricultural performance.This paper analyzes the incentive impacts of the structure of rural land property rights on the changes of farmers land rights and agricultural performance since the founding of the People s Republic of China,in order to further deepen the reform of the land system,protect the rights and interests of farmers,promote the modernization of agriculture and rural areas,and explore the realization form and operation mechanism of the rural collective land system in the new era.

Exploration on the Path of Whole-region Comprehensive Land Consolidation under the Background of Rural Revitalization

Based on the specific concept of whole-region comprehensive land consolidation and the development history of land consolidation in China,the internal relationship between rural revitalization strategy and whole-region comprehensive land consolidation is clarified from the perspective of historical development,and the problems faced by whole-region comprehensive land consolidation,such as rural"hollowing out",weak linkage between execution departments and neglect of ecological restoration,are deeply analyzed.Furthermore,some new paths for whole-region land consolidation are put forward,such as strengthening the top-level system design,handling the relationship between stock and increment,evaluating the potential of rural land consolidation,coordinating the win-win cooperation between middle-level executive departments,encouraging the innovation at the bottom and enhancing the comprehensive management of ecological environment.

Relationship between Sustainable Land Use and Rural Economic Development:A Case Study of Meining Village,Pingma Town in Guangxi

For a long time,rural economic development has put economic benefits in the first place,ignoring the impact of unreasonable land use on local land resources and ecological environment,which is not conducive to the long-term high-quality development of local economy and sustainable land use.There is an urgent need to study the relationship between sustainable land use and rural economic development in order to achieve the coordinated development of the two.By using the methods of literature research and field investigation,this paper studies Meining Village,Tiandong County,Guangxi Zhuang Autonomous Region.The study found that farmers tend to plant pure eucalyptus forest,single land use structure,short-term rotation planting model and traditional afforestation and land preparation technology are not conducive to sustainable land use in forest areas,and affected by economic and educational factors,farmers livelihood is relatively simple,so the development of rural economy will be restricted.In view of the above problems,this paper puts forward the following solutions:changing the land use model of Meining Village to promote sustainable land use;introducing advanced science and technology and diversified livelihood ways to promote the sustainable development of rural economy;building a virtuous circle of sustainable land use and rural economic development.

Relationship between Rural Industry Revitalization and Land Resource Utilization and Its Practice in Ganning Town, Wanzhou District of Chongqing

[Objectives]To explore the relationship between rural industry revitalization and land resource utilization.[Methods]Starting from the connotation of rural industry revitalization and land resource utilization,this study explores the relationship between rural industry revitalization and land resource utilization,Taking Ganning Town with typical mountain industry as the research area,this paper analyzed the relationship between rural industry revitalization and land resource utilization through a combination of field research and literature analysis,found out the existing problems and came up with pertinent recommendations.[Results](i)Rural industry revitalization is both mutually reinforcing and mutually restrictive.(ii)In this study,the land use types of Ganning Town were divided into nine categories,including farmland,garden land,forest land and grassland,and their industrial functions and development models were identified,and the corresponding framework of land resource utilization and rural industry revitalization in Ganning Town was constructed.(iii)In view of the problems existing in Ganning Town,this paper proposed to change the ideological concept and enhance understanding,improve the utilization rate of idle land and promote rural industry revitalization,and accelerate land consolidation and restoration,and promote sustainable development.[Conclusions]It is necessary to correctly understand the two-way role and dynamic change relationship between rural industry revitalization and land resource utilization,solve the problem from the perspective of development,adopt development strategies according to local conditions,and take the road of sustainable development.

Reform Paths of Rural Land Property Rights System in the Context of Agricultural Modernization

The reform of rural land property rights system can promote large-scale and intensive agricultural production,improve the quality of laborers,improve agricultural production efficiency,increase farmers'income,and effectively promote the development of agricultural modernization.In the context of the reform of the"separation of three powers",the rural land property rights system still has problems in terms of ownership,use rights,disposal rights,and income rights,which affect the healthy development of agricultural modernization.In this situation,it is necessary to further clarify the subject of rural land ownership,thoroughly improve the right to use rural land,vigorously improve the right to dispose of rural land,effectively protect the right to benefit from rural land,and deeply promote the reform of the rural land property rights system in order to effectively promote the development of agricultural modernization.

Peri-urban Development:Discussion with Land Use Zoning,Statutory Provision,and Issues inside Katahari Rural Municipality,Nepal

The peri-urban area is a transitional zone between the city and its hinterlands characterized by mixed land use and intensive flows of resources,people,goods,and services from and to the city center.These zones are generally misguided and haphazardly developed without a proper planning framework.The peri-urban area at present will be the urban area in the future;therefore,it needs planning intervention in its initial stage of growth.Katahari,a peri-urban area of Biratnagar metropolitan city,is developing a spontaneous lack of land use plans.Recently,the Government of Nepal has encouraged the local government to implement land use plans in the provided framework,policy,and guidelines.This study,in this context,attempts to analyze and identify land use issues and potential zones for Katahari rural municipality that also supports planning urban development in the future.The study is based on primary and secondary data and information supported by maps and figures.It is concluded that Katahari has been developed as a multi-function center adjoining the Biratnagar metropolitan city,and future expansion of the city will cover a wide range of rural municipalities.The postal highway that passes through it has attracted a wide range of urban functions.Agriculture,residential,commercial,and industrial are the main land use category at present and needs development control through providing land use zoning and related planning instruments through the increasing role of the stakeholder and the government agencies in the decision-making processes and implementation of spatial development frameworks to regulate peri-urban development in the area which will guide the future planning for liability,economic viability,social inclusion,and environmental sustainability in the area.Spill-over development activities of Biratnagar,have increased the number of economic activities,population growth,and mixed-use development.

Shape Analysis of Agricultural Parcels for Land Consolidation Priorities in Tekirdag Province,Turkey

Shape irregularity,a sub-factor of parcel fragmentation is a problem that hinders sustainable agriculture and is solved using land consolidation projects.Determination of the parcel shape degree contributes significantly to spatial prioritization where there is also a high probability of achieving positive effects of consolidation projects.This study aims to determine the shape degree of the agricultural parcels both at singular and rural county scales in Tekirdag Province,Turkey in 2020 by combining the parcel shape index(PSI) with the minimum bounding geometry index(MBG) to improve parcel scores.Hot-spot zones of the highly irregular and near optimum parcels were also determined using Getis-Ord G_(i)^(*) statistic.The parcel degrees were classified into four categories,namely highly irregular,irregular,regular and near optimum.The obtained unweighted scores of the parameters exhibit deviations from the expected values.After weighting by pairwise comparison,the values approached ideal scores.Among 346 740 parcels,53% were highly irregular and irregular and 47% were regular and near optimum shapes after weighting whereas these were 70% and 30%,respectively before weighting.The average parcel degree of 63 rural counties was regular while the average parcel degree of the remaining 264 rural counties was irregular.The combined use of PSI and MBG index improved the correctness of the parcel shape score.It could be suggested to use as a tool in land consolidation prioritization.

Analyzing land use characteristics of rural settlements on the urban fringe of Liangjiang New Area, Chongqing, China

The objective of this paper is to analyze land use characteristics of rural settlements in urban fringe so as to provide references for optimizing the regional distribution of rural settlements, consolidating rural settlements, and coordinating urban-rural integrated development. The methods of spatial statistical analysis, buffer analysis, Ripley's K function, kernel density analysis based on GIS(Geographic Information System) were used to analyze the characteristics of scale, spatial differentiation and spatial patterns of the rural settlements in Liangjiang New Area in Chongqing Municipality of China. The fractal dimension formula was also developed to reflect fractal feature of the rural settlements. The results show that, the scale of rural settlements in Liangjang New Area takes on distinct characteristics of spatial differentiation along with changes in elevation, gradient, location, geohazards distribution, and the like. The fractal characteristic of rural settlements has obvious regional variations subject to the 6 factors of location in the Liangjiang New Area. Overall, the worse the terrain conditions are, the larger the fractal dimension values become. The better the locationconditions, the larger the fractal dimension values are. The spatial pattern in the township scale presents three kinds of distribution as being aggregated, uniform and random. In contract, the spatial pattern in the plaque scale displays a banding distribution from a general view with several aggregation zones centering on each town center. From the results, we can see that the characteristics of rural settlements in urban fringe are more complicated. For such kind of rural settlements in special regions, in the rural land consolidation more attention should be paid to improve the rural living environments and public services, as well as to promote the harmonious relationship between the urban and rural areas.

Brief Analysis on Institution of Rural Collective Construction Land Transfer

From the viewpoint of strengthening the government management and control of rural collective construction land transfer,this paper gives relevant definitions and puts forward institution and policy of construction land for township enterprises and rural housing land. It is expected to provide institutional guarantee for standardizing the market order of rural collective construction land use right transfer.

The Major Problems and the Governmental Role in Chinese Rural Land Transfer

On the basis of clarifying and defining rural land transfer, the necessity of rural land transfer is analyzed. Land transfer is the necessity in terms of promoting agricultural scale operation and improving production efficiency; proving opportunities for narrowing urban and rural gap; realizing rural surplus labor transfer and facilitating urbanization. Major problems in the existing rural land transfer are analyzed:unclear laws and regulations and rural land transfer lacks relevant legal protection;rural social security system is imperfect and can not solve farmers' worries after land transfer; farmers and local governments are restricted by traditional ideas and it is hard to carry out the land transfer policies; rural system construction is relatively backward and the rural land transfer market is immature. Countermeasures on the governmental behaviors in rural land transfer are put forward: stipulating relevant administrative laws and regulations and perfecting the political system of rural land transfer; perfecting rural social security system and solving farmers' worries after land transfer; changing the ideas and working style of local officials and leading farmers to form the scientific land transfer outlook;and vigorously promoting the construction of system and positively cultivating rural land transfer market.

Research on the Circulation Problems of Contractual Management Right of Rural Land

Based on the judicial explanation of the contractual management right of land, the thesis elaborates the definition of main body of contractual management right of rural land; right of possession, use right, usufruct of contractual management right of land; autonomy of production and operation; disposition of the products; expropriation and occupation compensation authority of contractual land respectively, in order to demonstrate the connotation of land contractual management. The thesis also analyzes perspicaciously the phenomenon of non-agricultural-use land and proclaiming phenomenon of contractual management right of land. We should establish normalized rural land property rights register system to perfect contractual management right of land. Proclaiming of agriculture land right also should adopt registration effectiveness so as to guarantee the legality of transference of agricultural land to non-agricultural land in terms of system. We should perfect rural land circulation in terms of normalizing land circulation laws and normalizing contractual farmers fees: in terms of the movable agricultural land right, we should further perfect the types and content of circulation and lessen non-legal form restrictions of circulation; in terms of contractual fees, we should normalize contractual fees of land in order to preclude the contradiction between the contractees and contractors arising from blank space of laws.

Productive functional evolution of rural settlements:analysis of livelihood strategy and land use transition in eastern China

In China, rural settlements are usually multifunctional complex of natural societies and they also play important productive function. This study explored the spatiotemporal evolution of the productive function of three rural settlements, i.e.,Hetaoyuan, Dawengshan, and Gaoqiao, in the Yimeng Mountain in Shandong province of eastern China.Residents lived in this three types of rural settlements were all involved in agricultural production(i.e., grain threshing, drying and storage), which had remained dominant in Hetaoyuan. Dawengshan became an industrial-oriented settlement, while Gaoqiao became a commercial-oriented settlement. This evolution was reflected in the livelihood strategy changes of rural households and the transition of rural settlements changes. The choice of livelihood strategy was affected by the livelihood assets and policies, which resulted in the spatiotemporal evolution of the productive function of rural settlements. This study can provide references for the implementation and adjustment of rural residential land consolidation policies and the improvement of production and the quality of rural life in future.

Countermeasures for Intensive Use of Land from the Perspective of Urban-Rural Integration

This paper analyzes problems of excessive emphasis on expansion of urban land,improper village and town construction,and low land utilization efficiency in urban-rural integration construction.In line with characteristics and principle of intensive land use of urban-rural integration,it puts forward integration of urban-rural land layout,practically exploring connotation,and improving land intensification in many ways.Based on these,it presents countermeasures for intensive use of land from the perspective of urban-rural integration,including stressing function of overall planning of land use in integration and control of urban-rural regional development,raising population,ecological and economic bearing capacity of land on the condition of protecting arable land and focusing on intensive use of land,and promoting healthy,sustainable and coordinated development of industrialization,urbanization and urban-rural integration.
