The urban-rural networking is a reality and an inexorable trend of development. As a physical existence, the urban-rural networking reflects a result of the interaction between cities and rural areas; it is a necessary and sufficient condition for sustaining progress of cities and rural areas. As an objective developmental tendency, it reflects an urban-rural regional economic process. The author briefly analyzes two contradictory urban-rural developmental views, and puts forward a concept of the mode of urban-rural networking development. To solve the problems, the interval algorithm was used to modify the initial search method of uncertainty load mathematics model in rural network planning. Meanwhile, the genetic/tabu search combination algorithm was adopted to optimize the initialized network. The sample analysis results showed that compared with the certainty planning, the improved method was suitable for urban medium-voltage distribution network planning with consideration of uncertainty load and the planning results conformed to the reality.展开更多

IEEE 802.11 based wireless mesh networks with directional antennas are expected to be a new promising technology and an economic approach for providing wireless broadband services in rural areas.In this paper,we discu...IEEE 802.11 based wireless mesh networks with directional antennas are expected to be a new promising technology and an economic approach for providing wireless broadband services in rural areas.In this paper,we discuss interference models and address how they can affect the design of channel assignment in rural mesh networks.We present a new channel assignment framework based on graph coloring for rural wireless mesh networks.The goal of the framework is to allow synchronously transmitting or receiving data from multiple neighbor links at the same time,and continuously doing full-duplex data transfer on every link,creating an efficient rural mesh network without interference.Channel assignment is shown to be NP-hard.We frame this channel allocation problem in terms of Adjacent Vertex Distinguishing Edge Coloring(AVDEC).Detailed assignment results on grid topology are presented and discussed.Furthermore,we design an algorithm.Finally,we evaluate the performance of the proposed algorithm through extensive simulations and show the algorithm is effective to the regular grid topologies,and the number of colors used by the algorithm is upper bounded by+1.Hence the algorithm guarantees that the number of channels available in standards such as IEEE802.11a is sufficient to have a valid AVDEC for many grid topologies.We also evaluate the proposed algorithm for arbitrary graphs.The algorithm provides a lower upper bound on the minimum number of channels to the AVDEC index channel assignment problem.展开更多

In Hekou Village at the border area between China and North Korea, the roles and effects of heterogeneous actors during the MFL actor-network construction were analyzed by means of the analytic network process(ANP), which verified the Groundings-Entrepreneurship-Markets(GEM) theoretical framework of the MFL actor-network that assumed tourism experiences were core actors, and economic, social, and ecological landscape actors acted as support. Research results showed that in the MFL actornetwork construction, social and economic functions of landscapes were strong, while ecological and tourism experience functions were weak and that folk customs and land utilization were key actors of the MFL actor-network construction. In the MFL actor-network construction, actors played different roles and had different effects on the network. Intelligence facilities and rurality were critical to drive the MFL actor network translation process and pass through "obligatory passage point". To accelerate implementation and ensure quality of the constructed network, it is of great significance to conduct comprehensive and scientific evaluation of the network status. In this paper, we present the evaluation of the broadband network constructed in rural China with several key indicators. It shows that with steppedup efforts of the telecom industry, broadband networks have been introduced into more and more villages. The average network speed reaches 60 Mbps, which is far exceeding 12 Mbps’ obligation.展开更多

Although we observe some deployments, to ensure usefulness and sustainability, there is still a need of concrete design process model and proper network planning approach for rural regions, especially in Sub-Saharan Africa. This paper presents a design methodology to provide network connectivity from a landline node in a rural region at very low cost. We propose a methodology composed of ten steps, starting by a deep analysis of the region in order to identify relevant constraints and useful applications to sustain local activities and communication. In this study, water quality of 18 rural area of Abarkouh was determined and compared the conventional monitoring method (According to ISIR (Institute of Standards and Industrial Research of Iran), 1053 and 4208) and use of electronic system method (Patent in industrial property general office of Iran, 77815). Free chlorine monitoring and pH test done by health workers in the conventional method and the results will be sent to the Health Network monthly. Sampling for microbiological testing is done monthly based on population (According to ISIR, 4208). On the electronic system, the procedure is also done by health workers, but the result will be sent to the receiver device by using a cell phone. According to the chlorine test results if the free chlorine residual reported zero, microbiological sampling was done by a health expert. Finally, the number of chlorine test and microbiological sampling and the results of these experiments collected in the both methods and recorded in SPSS 22 then were analyzed by using chi-square test and Fisher exact test. The result of microbiological experiments shows that the sampling rate decreased 29% in using of electronic system method in comparison to the conventional monitoring method while the number of microbial defect detection increased 19% in drinking water networks monitoring by electronic system. Using of electronic system monitoring can reduce the rate and cost of microbiological sampling and its experiments and increase accuracy of these tests, in this way it will increase the quality and safety of drinking water in distribution network in small and dispersed rural communities.展开更多
This research looks at the characteristics of social networks of rural people in different careers and income conditions.The study also investigates information exchange amongst rural people.The aim of this research i...This research looks at the characteristics of social networks of rural people in different careers and income conditions.The study also investigates information exchange amongst rural people.The aim of this research is to analyze social networks’implication in the information exchange of rural people in China.Design/methodology/approach:The field work investigation of this study is a questionnaire survey of the egocentric social networks of 660 rural people in China.The characteristics of social networks are revealed through social network analysis(SNA).Findings:Analysis of quantitative date indicates that the social networks of Chinese rural people are small sized,filled with very strong ties and characterized by high-homogeneity.These characteristics limit the exchange of useful and new information.Research limitations:This survey was taken on a small scale of respondents.It did not focus on the information poverty issue,though the results indicate that a strong information divide exists amongst rural people.Practical implications:The social networks of rural people are viewed as their main information exchange channel on the one hand;however on the other hand,they does play a negative role in ameliorating information poverty.Through these social networks,rural people with different educational backgrounds and income levels suffer the information divide.Originality/value:This research focuses on the seven kinds of information which are crucial in rural people’s living and productivity.The connection between the characteristics of social networks and information exchange are revealed.展开更多
Low-volume roads (LVRs) are an integral part of the rural transportation network providing access to remote rural areas and facilitating the movement of goods from farms to markets. These roads pose unique challenges ...Low-volume roads (LVRs) are an integral part of the rural transportation network providing access to remote rural areas and facilitating the movement of goods from farms to markets. These roads pose unique challenges for highway agencies including those related to safety management on the highway network. Specifically, traditional network screening methods using crash history can be effective in screening rural highways with higher traffic volumes and more frequent crashes. However, these traditional methods are often ineffective in screening LVR networks due to low traffic volumes and the sporadic nature of crash occurrence. Further, many of the LVRs are owned and operated by local agencies that may lack access to detailed crash, traffic and roadway data and the technical expertise within their staff. Therefore, there is a need for more efficient and practical network screening approaches to facilitate safety management programs on these roads. This study proposes one such approach which utilizes a heuristic scoring scheme in assessing the level of risk/safety for the purpose of network screening. The proposed scheme is developed based on the principles of US Highway Safety Manual (HSM) analysis procedures for rural highways and the fundamentals in safety science. The primary application of the proposed scheme is for ranking sites in network screening applications or for comparing multiple improvement alternatives at a specific site. The proposed approach does not require access to detailed databases, technical expertise, or exact information, making it an invaluable tool for small agencies and local governments (e.g. counties, townships, tribal governments, etc.).展开更多

The two case study areas were selected owing to their comparable agro ecological conditio...In this paper we assess the impact of road network on rural regions development using a case study of Chepyuk and Mitira wards. The two case study areas were selected owing to their comparable agro ecological conditions but different political orientation. The wards have identical agro economic activities due to their similarity in climatic and ecological conditions. Household incomes earned from agricultural enterprises and bid rent per unit area of land are used as indicators of development. The condition of road network is used as an indicator of accessing the rural regions in various seasons of the year. The study provides evidence of the economic advantages associated with better market access, primarily due to the good road infrastructure in Mitira compared to Chepyuk. The good road condition is advantageous to Mitira ward residents allowing them to access other markets hence improving the farm gate value of their products. On the other hand, the prices for Chepyuk products are cheap due to constrained market access necessitated by the poor road condition. For instance, the average price of a liter of milk in Chepyuk ward is Kshs.36.65 compared to Mitira where it goes at Kh.55.08. It therefore implies in Chepyuk milk has to be sold at lower price since access to alternative markets is constrained by poor road condition. The disparity in the road network quality has been occasioned by investment policy by both colonial and consecutive post-independence governments which have given preference to the region where Mitira region is located. This is against the constitutional requirement which proposes an equalization fund for infrastructure development to regions lagging behind in terms of development.展开更多

The evolution of mobile networks from the first generation (1G) to the 5th generation is still a long process. 2G networks have developed the messaging service, which complements the already operational voice service. 2G technology has rapidly progressed to the third generation (3G), incorporating multimedia data transmission techniques. It then progressed to fourth generation (4G) and LTE (Long Term Evolution), increasing the transmission speed to improve 3G. Currently, developed countries have already moved to 5G. In developing countries, including Burundi, a member of the East African Community (ECA) where more than 80% are connected to 2G technologies, 40% are connected to the 3G network and 25% to the 4G network and are not yet connected to the 5G network and then still a process. The objective of this article is to analyze the coverage of 2G, 3G and 4G networks in Burundi. This analysis will make it possible to identify possible deficits in order to reduce the digital divide between connected urban areas and remote rural areas. Furthermore, this analysis will draw the attention of decision-makers to the need to deploy networks and coverage to allow the population to access mobile and Internet services and thus enable the digitalization of the population. The primary application of the proposed scheme is for ranking sites in network screening applications or for comparing multiple improvement alternatives at a specific site. The proposed approach does not require access to detailed databases, technical expertise, or exact information, making it an invaluable tool for small agencies and local governments (e.g. counties, townships, tribal governments, etc.).
文摘In this paper we assess the impact of road network on rural regions development using a case study of Chepyuk and Mitira wards. The two case study areas were selected owing to their comparable agro ecological conditions but different political orientation. The wards have identical agro economic activities due to their similarity in climatic and ecological conditions. Household incomes earned from agricultural enterprises and bid rent per unit area of land are used as indicators of development. The condition of road network is used as an indicator of accessing the rural regions in various seasons of the year. The study provides evidence of the economic advantages associated with better market access, primarily due to the good road infrastructure in Mitira compared to Chepyuk. The good road condition is advantageous to Mitira ward residents allowing them to access other markets hence improving the farm gate value of their products. On the other hand, the prices for Chepyuk products are cheap due to constrained market access necessitated by the poor road condition. For instance, the average price of a liter of milk in Chepyuk ward is Kshs.36.65 compared to Mitira where it goes at Kh.55.08. It therefore implies in Chepyuk milk has to be sold at lower price since access to alternative markets is constrained by poor road condition. The disparity in the road network quality has been occasioned by investment policy by both colonial and consecutive post-independence governments which have given preference to the region where Mitira region is located. This is against the constitutional requirement which proposes an equalization fund for infrastructure development to regions lagging behind in terms of development.
文摘Mobile and Internet network coverage plays an important role in digital transformation and the exploitation of new services. The evolution of mobile networks from the first generation (1G) to the 5th generation is still a long process. 2G networks have developed the messaging service, which complements the already operational voice service. 2G technology has rapidly progressed to the third generation (3G), incorporating multimedia data transmission techniques. It then progressed to fourth generation (4G) and LTE (Long Term Evolution), increasing the transmission speed to improve 3G. Currently, developed countries have already moved to 5G. In developing countries, including Burundi, a member of the East African Community (ECA) where more than 80% are connected to 2G technologies, 40% are connected to the 3G network and 25% to the 4G network and are not yet connected to the 5G network and then still a process. The objective of this article is to analyze the coverage of 2G, 3G and 4G networks in Burundi. This analysis will make it possible to identify possible deficits in order to reduce the digital divide between connected urban areas and remote rural areas. Furthermore, this analysis will draw the attention of decision-makers to the need to deploy networks and coverage to allow the population to access mobile and Internet services and thus enable the digitalization of the population. Finally, this article shows the level of coverage, the digital divide and an overview of the deployment of base stations (BTS) throughout the country to promote the transformation and digital inclusion of services.
