Analysis of Hidden Danger in Farmer's Rights and Interests during Farmland Transfer——An Evaluation of Rights Safeguarding Effect of Farmland Transfer Contract

Taking Shuangliu County,Chengdu City,China as an example,evaluation index system for the rights protection effects of farmland transfer is established contract from three aspects of basic information,transfer agreement and legal safeguards in the contracts.According to the investigation data,weight of evaluation index is determined by both entropy weight and Analytic Hierarchy Process.Comprehensive index method is used to evaluate the rights protection effects of farmland transfer contract in the flat dam,high hill and low hill in Shuangliu County,Chengdu,China.Result shows that the transfer agreement of farmland and the basic information of contract greatly affect the rights protection effects of farmland transfer contract.There are differences in the five indices of the information of the signature of contract,pricing for payment,time limit for farmland transfer,transfer mode of farmland,and use range of farmland transfer.During the farmland transfer in reality,there are three hidden dangers in farmer's land rights and interests,which are the ill-formed transfer behavior,the relatively low income of farmers from farmland transfer,and the quality decline of farmland and difficult full reclamation in transfer period.Based on the evaluation result and investigation data,countermeasures are put forward to improve the rights protection effects of farmland transfer contract.

Exploring Potential of REDD+ Readiness with Social Safeguard through Diverse Forest Use Practices in Gunung Palung National Park in West Kalimantan, Indonesia

Implementation is expected to be a measure for sustainable forest management by providing benefit for forest users based on their efforts. Without careful attention for the social safeguard, the mechanism of reducing greenhouse gas emissions from deforestation and forest degradation with forest management (REDD+) might cause negative impact such as depriving of customary forest use rights under unclear tenure and forest use rights typical in Indonesia. This study aimed to explore how REDD+ Safeguard can be applied in readiness activities by analyzing practical forest use situations in a conservation forest, the Gunung Palung National Park as study site. From the results of the questionnaire survey and interviews, characteristics of forest users were identified and compared. The households, mostly Malays, practicing traditional durian collection, were recognized as main forest users depending on on-farm income especially from non-timber forest product (NTFP). Since the income structure is relatively low and unstable, some of them practice farming in forest area or sell their forest use rights to other households. They are inclined to be lack in legal farm land and certain forest use rights. Based on the findings, consideration for diverse forest users and potential readiness activities were discussed and proposed. For achieving REDD+ implementation with sustainable forest management and social safeguard, it will be necessary to respect for customary rights and take comprehensive measures as readiness efforts.

Safeguard Measures for Implementation of New Round of Land Consolidation Planning

We conduct a comprehensive analysis of the current situation of security system for implementation of China's land consolidation planning. The prominent problems in the process of implementing safeguard measures for planning are summarized as follows: the guiding ideology for planning formulation is imperfect; the legal basis is weak, and administrative means are not sound; the economic security mechanism is not brought into full play, and the social security measures still need to be further deepened; the technical safeguard measures are short. From laws and regulations, administrative management, economic security, social supervision, technology management and other aspects, we establish the scientific security system for implementation of land consolidation planning; put forth the recommendations for guaranteeing the implementation of planning in China.

Study On Safeguard Measures for Implementing Overall Planning of Land Use

Based on minutely analysing the main problems existing in safeguard measures for implementing a new round of overall planning of land use,this paper constructs implementation security system of overall planning of land use,and puts forward the principles and basis of formulating safeguard measures for implementing overall planning of land use.Finally,this paper establishes the content system of safeguard measures:effectively strengthen social supervision;strengthen administrative management of land use planning;strengthen economic management of land use planning;reinforce the legal status of planning;establish incentive and constraint mechanism for reinforcing implementation;improve support system of planning.

Community Monitoring of Forest Carbon Stocks and Safeguards Tracking in Kenya: Design and Implementation Considerations

This paper investigates modalities required to design and implement community monitoring of forest carbon stock changes and safeguards implementation in Kenya. General principles and elements were drawn from the UNFCCC REDD+ policy frameworks for developing modalities and procedures for designing community forest monitoring system. The paper utilised policy analysis approach used to derive monitoring goals and objectives by assessing the compatibility of Kenya’s policy and legislative framework with monitoring elements provided in the UNFCCC REDD+ policy mechanism. The elements included monitoring goals, objectives, questions, indicators, and methods and tools. Two goals were identified which included, reduction of forest carbon emissions (ER) and monitoring of multiple social and environmental safeguards (SG). Five ER related objectives were identified to include: forest reference emission levels or forest reference levels, drivers of deforestation and forest degradation, Land use activities, eligible ER actions and estimation of forest emissions. Six objectives guiding SG were identified to include: policy, governance, human rights, socio-economic, biodiversity and environmental concerns. Corresponding questions to the goals and objectives were systematically designed. In turns, indicators, depicting quantitative and qualitative measurements, which best provided answers to questions were identified. The various methods and tools used by communities around the world in providing data and information required to satisfy the indictors were identified through literature review. The review identified four methods and tools that included: Remote Sensing and GIS, GPS survey, smartphone survey and Ground trothing. Smartphone and cloud-based server technology were found to be the recent emergent tools in aiding community monitoring of REDD+ projects. The paper argues that local communities and indigenous peoples have the capability and capacity to monitor and undertake forest carbon monitoring and tracking of implementation of safeguards if supported with relevant training;compensated for the time, labour and knowledge they contribute to the process;provided with feedback and involved decision making process.

SafeGuard压迫止血装置与绷带包扎在肝癌TACE术后止血中的效果对比分析

目的对比分析SafeGuard压迫止血装置与绷带包扎在肝癌肝动脉化疗栓塞术(TACE)术后止血中的临床效果。方法回顾性分析行TACE治疗的肝癌患者病历资料,通过绷带包扎进行止血的患者为绷带包扎组(49例),通过SafeGuard压迫止血装置进行止血的患者为压迫止血装置组(49例)。比较两组患者止血操作时间、肢体制动时间、拆除包扎时间、卧床时间、血肿形成率、局部渗血率、皮肤瘀斑率、排尿困难率、假性动脉瘤率、皮肤受损率。结果压迫止血装置组止血操作时间(5.31±0.86)min、肢体制动时间(6.06±0.22)h、拆除包扎时间(6.19±0.41)h、卧床时间(12.07±1.23)h均短于绷带包扎组的(19.82±3.51)min、(7.85±0.56)h、(12.63±0.85)h、(23.31±1.89)h,差异均具有统计学意义(P<0.05)。压迫止血装置组血肿形成率2.04%、局部渗血率8.16%、皮肤瘀斑率2.04%均低于绷带包扎组的22.45%、30.61%、16.33%,差异具有统计学意义(P<0.05)。两组排尿困难率、假性动脉瘤率、皮肤受损率比较,差异无统计学意义(P>0.05)。结论与绷带包扎相比,在肝癌TACE术后采用SafeGuard压迫止血装置止血效果更好,可缩短止血操作时间、卧床时间等,减少血肿、局部渗血、皮肤瘀斑发生率,更加安全有效,临床使用价值高。

Managing Delivery of Safeguarding Substances as a Mitigation Against Outbreaks of Pandemics

The optimum delivery of safeguarding substances is a major part of supply chain management and a crucial issue in the mitigation against the outbreak of pandemics.A problem arises for a decision maker who wants to optimally choose a subset of candidate consumers to maximize the distributed quantities of the needed safeguarding substances within a specic time period.A nonlinear binary mathematical programming model for the problem is formulated.The decision variables are binary ones that represent whether to choose a specic consumer,and design constraints are formulated to keep track of the chosen route.To better illustrate the problem,objective,and problem constraints,a real application case study is presented.The case study involves the optimum delivery of safeguarding substances to several hospitals in the Al-Gharbia Governorate in Egypt.The hospitals are selected to represent the consumers of safeguarding substances,as they are the rst crucial frontline for mitigation against a pandemic outbreak.A distribution truck is used to distribute the substances from the main store to the hospitals in specied required quantities during a given working shift.The objective function is formulated in order to maximize the total amount of delivered quantities during the specied time period.The case study is solved using a novel Discrete Binary Gaining Sharing Knowledge-based Optimization algorithm(DBGSK),which involves two main stages:discrete binary junior and senior gaining and sharing stages.DBGSK has the ability of nding the solutions of the introduced problem,and the obtained results demonstrate robustness and convergence toward the optimal solutions.

“双循环”格局下适度进口已成为缓解国内饲料粮供需矛盾的现实选择。在有效利用国际饲料粮市场的同时,降低饲料粮进口的稳定性风险,既重要且必要。在对国内饲料粮供需形势精准判断的基础上,综合分析饲料粮进口的可获性与可供性,并采用香农熵指数法对饲料粮的进口来源稳定性进行评估。结果表明:国内饲料粮供需格局趋紧并呈现常态化发展趋势,供需缺口不断扩大,适度进口饲料粮是大势所需。总量上,世界饲料粮的供应潜力巨大;时点上,我国与国际饲料粮生产波动的相关性较弱。因此,利用国际市场弥补国内饲料粮的供需缺口是可行的。1992—2020年,我国饲料粮进口的稳定程度整体处于较低水平,其中,玉米、麦麸和大麦的变动幅度较大,大豆的波动幅度较小。在新一轮高水平开放格局下,亟须完善政策体系、优化进口结构、提高进口稳定性,构建“双循环”新发展格局下开放型的国家饲料粮安全保障体系。
