The Enlightenment of International Science Park Experience to Innovation Park Development in China

Innovation has become the core driving force of economic development and the fundamental guarantee for all countries to keep a foothold among powerful countries.As an important part of the national innovation system,innovation park construction is also the innovation highland that supports regional development in China.This paper systematically summarizes the practical experience of innovation in Silicon Valley and Bangalore software base in India,and put forward such suggestions as combining efficient markets with effective government,strengthening industrial chain,gathering international high–end talents,improving the mechanism for transforming scientific and technological achievements,and accelerating venture capital investment,combined with the main problems existing in the development of innovation park in China.

Evaluation for Innovation Ability of National Agricultural Science and Technology Parks in Jiangxi Province

Innovative ability is an important indicator for judging the effectiveness of the national agricultural science and technology park construction. Based on the statistical data of four national agricultural science and technology parks built in Jiangxi Province, this paper constructs an evaluation system consisting of three first-level indicators, eight second-level indicators and 24 three-level indicators. Based on the combined weighting method, the comprehensive scores of the innovation capabilities of the parks are obtained. It is found that the gap in innovation capability of each park is wide, and the radiation-driven function has not yet appeared. It is necessary to promote the improvement of innovation capabilities by promoting the synergy and innovation of agricultural science and technology in the park, encouraging the park to construct agricultural technology business incubators, and building and improving innovation platforms.

On Innovation of Coordinative Development Mechanism of Science and Technology Park with Surrounding Areas under Promotion of the Government——Case Study on Three Science and Technology Park in Dongguan

Science and Technology Park, which plays a very important role in promoting rapid development of regional economy, has enjoyed various preferential policies in its unique development since China’s reform and opening up, which oppositely shows that the government has overlooked development outside the park and resulted in negative competition between the science and technology park and surrounding areas in resources and industry development, etc. Therefore, it is necessary and urgent to overcome the existing obstacles against coordinative development between the park and surrounding areas, to explore paths where the two can development coordinately and to achieve new breakthrough and innovation in coordinative development in subject, object, platform and mechanism.

Patent Propensity in Small Technologybased Firms:Evidence from Zhongguancun Science Park

Using a survey administered in Zhongguancun Science Park in Beijing, China, this paper investigates the impact of R ＆D personnel-related intellectual property management practices on the patent propensity of small technology-based firms. It is found that R＆D personnel- related management practices, including training and reward mechanisms, are effective in enhancing a firm ＇s willingness to patent. In particular, we find that reward mechanisms can negatively moderate the effect of size on a firm ＇s willingness to patent. One implication that emerged from the analysis is that a small firm can counteract its size disadvantage in patenting by introducing a well-developed reward mechanism.

An Innovative City： Impact of Innovations on City Development

The process of innovative development is stimulated by cities as centers of accumulated （regional） growth and innovative enterprises as elements of urban space. Cities stimulate innovations by creating a specific demand for innovations and innovative products as well as specific incentives such as preferable conditions for creation, accumulation, usage, and exchange of knowledge and information. Diffusion of ideas has an impact on changes in environment resulting in increase in dynamics of innovation, which means possibilities of innovative development for local firms. The paper highlights the idea of an innovative city with respect to the impact of innovations on city development. The concept of an innovative city is not clearly defined because the interpretation of innovation is differentiated and ambiguous except for common denominator of the novelty. The paper underlines the role of city＇s environment for innovations＇ creation acting as an incubator for clusters of firms, particularly those engaged in the process of high-tech involvement （technology parks）. The option of an innovative city approach presented here is the author＇s view on an innovative city＇s growth and it is based on the role of synergic interaction between innovative firms as elements of a city space and an innovative city itself.

Current Situations and Recommendations for Development of Agricultural Sci-Tech Park District of Luzhou City

The agricultural science and technology park is a demonstration carrier for the assembly and integration of agricultural technology,the transformation of scientific and technological achievements and the modern agricultural production. It is an inevitable choice and important way to realize the transformation from traditional agriculture to modern agriculture. This paper reviewed the construction background,functional characteristics and development history of agricultural science and technology parks. It analyzed the current development situations of the provincial agricultural science and technology parks in Jiangyang District,Luzhou City of Sichuan Province. Then,it summarized its experience in park construction and compared with surrounding national and provincial agricultural science and technology parks. It found existing problems including insufficient industry-university-research integration,low level of agricultural intensification,weak functions of public service platforms and brand effect,and insufficient exploration of tourism resources. In view of these problems,it came up with recommendations for development of agricultural Sci-Tech Park District of Luzhou City,including gathering scientific and technological resources,enhancing scientific and technological support,strengthening the high-quality development of the park economy,and building a national 4 A-level excellent scenic spot.

石家庄市县域科技创新与经济发展耦合协调关系时空演变

选取石家庄市13个县域单元作为研究区域,构建科技创新能力和经济发展水平评价指标体系,计算评价指数,测算两者的耦合协调度,使用ArcGIS绘制空间分布图,深入剖析科技创新能力、经济发展水平以及两者耦合协调关系的时空演变特征。研究发现:全市县域科技创新能力和经济发展水平呈现较强的正相关性,且都在2010—2017年间提升速度较快,而在2019年之后提升速度呈减慢的趋势。2010—2021年经济发展水平指数均高于科技创新能力指数,但后者提升速度高于前者,表明石家庄市各县域科技创新能力滞后于经济发展水平,但科技创新能力的发展势头较好。2010年以来,全市县域耦合协调度呈现上升趋势,但耦合协调度与科技创新能力和经济发展水平的变化趋势相似,即2018年之前的提升速度要快于2018年之后。2021年,全市县域耦合协调度等级为“勉强协调发展”,协调发展水平较低,有待进一步提升。

科创园区协同创新绩效影响因素组态研究

基于创新生态理论,从组态视角探讨科创园区协同创新绩效与其影响因素间的复杂因果关系,为丰富科创园区协同创新绩效的研究和科创园区的创新活动提供实践参考。首先从创新生态系统理论出发,以8家位于江苏省的国家级科创园区作为典型案例,运用扎根理论的编码技术和文本分析法,识别出影响科创园区协同创新绩效的关键因素;然后基于组态视角,进一步选取69家江苏科创园区,采用fsQCA方法,通过案例间的比较探索影响其协同创新绩效的条件组态。研究发现:(1)单个要素不构成科创园区高协同创新绩效的必要条件;(2)驱动科创园区高协同创新绩效有4种条件组态,体现了科创园区协同创新绩效的多重实现模式,具体为校-政二元驱动型、园区主导-政府支持型、政-校-园协同联动型和政府主导-园区运作型;(3)组态中部分资源的投入存在替代效应,例如,在一定条件下,高层次人才和经费资源的投入在实现高协同创新绩效的过程中具有相同效果。

区域协同开放式创新机制探析——以日本关西文化学术研究都市为中心

成渝地区双城经济圈科技创新与科教融汇问题研究

成渝地区双城经济圈建设是以科技创新为引领的国家战略行动。科技创新在其中处于核心地位,科技创新指数在各系统中已位居第二。在现阶段该经济圈建设中科技创新以及作为科技创新重要内容的科教融汇方面仍然面临着诸多挑战与问题,主要表现为高等教育发展合力与科教融汇产出不足、战略科技人才队伍整体不强、科教融汇效果不明显。为了解决上述问题,建议大学城与科学城“联动”以建设培育成渝科技教育生态圈,促使“塔尖”“塔基”人才同频共振以建设培育成渝科技人才生态圈,助推企业主体、政校两翼协同驱动以建设培育成渝科技产业生态圈,推进成渝地区双城经济圈高等职业院校全面深度介入科技创新。

科技创新是构建“双循环”新发展格局的关键支撑。构建“双循环”新发展格局,为上海深入推进科创中心建设、加快提升科创中心策源功能提供了重大战略机遇。研究表明,构建“双循环”新发展格局有利于上海科创中心更好地汇聚配置高端优质要素、化解科技重大风险挑战、加快提升科创策源功能,进而促进创新价值实现。在构建“双循环”新发展格局中,上海科创中心发展也面临一些瓶颈制约,主要表现为缺乏引领卓越创新的领军企业、企业创新能力亟须提升,缺乏支撑全面创新的制度供给、创新体制机制亟须完善,缺乏包容草根创新的社会环境、创新文化氛围亟须营造。进一步加强科创中心建设要有全新的思路,应牢牢把握“强基、健体、提质、增效”4个关键词。

扬州产教融合型企业的建设现状与培育路径研究

在产业科创名城建设背景下,对扬州获批的48家省级产教融合型试点企业进行深入调研。针对获批企业的利益诉求实现困难、专业设置与地方产业群不匹配、人才培养与产业需求脱节等现实问题,构建了企业自主办学、校企合作办学、企业参与学校教学、校企共同开发产品等产教融合型企业培育类型。提出要加强政、行、企、校协同育人,打造产教深度融合的新型载体平台,建立市域产教融合新机制新生态等建设路径。多方共同培养服务支撑产业需求的高素质技术技能人才,增强产教融合型企业对地方经济社会的服务贡献。

甘肃省国家农业科技园区创新能力评价研究

针对目前甘肃省国家农业科技园区创新能力发展关键因素研究不足、园区创新能力发展路径较为模糊、缺少对应的理论决策依据等问题,选取甘肃省8家国家级农业科技园区2016—2022年的数据作为研究样本,建立园区创新能力评价指标体系,综合运用文献归纳法、熵权-TOPSIS模型对园区创新能力进行评价研究。利用障碍度模型探究园区创新发展的障碍因素,分析出农业园区创新发展存在的主要问题,包括农业科技创新不足、农业科技人才队伍建设滞后、农业产业链不够完善等,提出完善研发投入政策保障体系、优化资源配置集聚创新资源、强化体制机制创新等对策建议。

“双循环”新发展格局下产城融合国际范式及对东南科学城的启示

“双循环”新发展格局对福建省科技创新提出新要求,传统“重产轻城”、“产城分离”模式不可持续,需要构建产城融合发展的东南科学城新模式。通过比较国际典型科技园在不同资源禀赋、差异化的创新生态、传统与去中介化模式条件下的不同发展历程,总结产城融合经验,提出福建省推动东南科学城建设的启示和建议。福建省推动东南科学城融合发展应强化平台建设、优化政策供给、推进区域协同创新,以构建更加开放包容的创新生态系统。

城市近郊型科创城创新空间组织模式与实践

在解析城市近郊型科创城概念内涵的基础上,总结城市近郊型科创城的创新空间组织模式,以湖北省荆门市荆楚科创城为例,结合基地生态价值,让科技创新与自然嵌合生长,延续山水基因,链接产业生长路径,制定与生态环境、创新产业发展脉络相匹配的空间策略,构建“创新源—公共创新资源骨架—创新单元”的创新空间布局模型,归纳创新单元的空间组织模式,探索城市近郊型科创城有机生长的空间逻辑。

寒地产业园区韧性空间规划策略与实践

从韧性设计的系统性、弹性、冗余性、气候适应性、灾害抵抗性5个特征出发,结合寒地的常态气候与极端灾害情况,立足于工程实践提出寒地产业园区韧性空间规划策略。从系统性层面提出寒地产业园区韧性空间规划设计框架;从弹性层面构建适宜寒地产业园区的韧性规划结构;从冗余性层面构建功能可拓展、韧性流线的韧性园区;从气候适应性层面构建低碳、尺度宜人的韧性空间形态;从灾害抵抗性层面提高寒地产业园区的景观要素韧性。同时,将该策略应用到深圳(哈尔滨)产业园区科创总部项目规划中。

衡阳市科技创新与油茶产业发展的耦合机制研究

科技创新与油茶产业发展相互促进、相互影响,研究两者的耦合协调关系及其制约机制,对于正确处理两者的关系具有重要意义。本文研究科技创新与油茶产业发展的耦合协调关系,为优化油茶产业结构和生产要素的投入力度提供理论依据。本研究构建了衡阳市科技创新系统与油茶产业发展系统耦合评价指标体系,以耦合度和耦合协调度为基础,引入熵权-耦合模型,定量分析科技创新与油茶产业发展的综合发展水平、耦合协调程度及同步性等级。结果表明:2012—2021年衡阳市科技创新系统与油茶产业发展系统耦合协调发展水平经历了萌芽、磨合、稳定3个阶段。耦合度从0.1410上升到0.6548,耦合协调度从0.0908上升至0.7564,由极度失调发展到中级协调;虽未达到优质协调等级,但整体呈上升趋势。同步性等级从油茶产业严重滞后型发展成基本同步型。衡阳市科技创新与油茶产业发展协调程度逐步提高,关联程度逐步加深,处于良性耦合状态,并有向协调和优质方向发展的态势。油茶产业作为衡阳市传统优势产业,发展持续向好。科技创新作为油茶产业发展的驱动因素,是油茶产业发展的前置动力和重要保障。

天府新区规划设计的主要科技创新及其应用成效

规划设计是城市发展的依据,科学技术是规划设计的支撑。作为承载国家重大发展和改革开放战略使命的国家级新区,天府新区确立了“生态优先、科学理性”的规划设计理念,科学布局城市生产、生活、生态空间,探索出城市高质量发展的实践范式,取得了显著的经济社会和生态环境效益。文章总结归纳了天府新区在规划选址、城市规模预测、空间形态构建、产城融合布局、产城一体单元设置、规划平台管理等关键环节上取得的一系列原创性科技成果,阐释了规划设计在引领天府新区建设发展为公园城市“首提地”过程中的科技支撑作用,期望对其他国家级新区和类似区域的规划设计具有参考借鉴。

国家农业科技园区“一区多园”的现象研究

文章利用案例分析、比较研究等方法,对国家农业科技园区“一区多园”的现状、形成机理、管理体制和存在的优势与弊端等进行了分析。研究发现:国家农业科技园区“一区多园”模式在全国均有实践,该模式有助于解决农业资源空间分散性问题,能够调动县级政府积极参与园区建设,有利于增强园区辐射带动作用,有益于提升园区竞争力和影响力;然而,“一区多园”不利于园区集聚效应,容易带来市县政府及其园区管理部门之间的利益冲突,增加了园区的协调管理难度。对于国家农业科技园区“一区多园”的现象,需要辩证地看待,具体问题具体分析,建议从强化分园区建设激励、加强园区宏观管理和指导、推动园区管理机制创新等方面加强建设。
