SciCN:A Scientific Dataset for Chinese Named Entity Recognition

Named entity recognition(NER)is a fundamental task of information extraction(IE),and it has attracted considerable research attention in recent years.The abundant annotated English NER datasets have significantly promoted the NER research in the English field.By contrast,much fewer efforts are made to the Chinese NER research,especially in the scientific domain,due to the scarcity of Chinese NER datasets.To alleviate this problem,we present aChinese scientificNER dataset–SciCN,which contains entity annotations of titles and abstracts derived from 3,500 scientific papers.We manually annotate a total of 62,059 entities,and these entities are classified into six types.Compared to English scientific NER datasets,SciCN has a larger scale and is more diverse,for it not only contains more paper abstracts but these abstracts are derived from more research fields.To investigate the properties of SciCN and provide baselines for future research,we adapt a number of previous state-of-theart Chinese NER models to evaluate SciCN.Experimental results show that SciCN is more challenging than other Chinese NER datasets.In addition,previous studies have proven the effectiveness of using lexicons to enhance Chinese NER models.Motivated by this fact,we provide a scientific domain-specific lexicon.Validation results demonstrate that our lexicon delivers better performance gains than lexicons of other domains.We hope that the SciCN dataset and the lexicon will enable us to benchmark the NER task regarding the Chinese scientific domain and make progress for future research.The dataset and lexicon are available at:https://github.com/yangjingla/SciCN.git.

An empowerment evaluation framework for national scientific and technical information governance

‘Empowerment’is the result of pursuing special capabilities under a specific value orientation.The changes in related object capabilities triggered by scientific and technical information activities in the new environment are important to the national scientific and technical(S&T)information governance.Based on the empowerment theories and evaluation practices,this study attempts to construct an empowerment evaluation framework for national S&T information governance and takes the participatory technology assessment and Altmetrics methods as examples to demonstrate its advantages:1)The capability changes and development potential are regarded as important basis for evaluation;2)The multi-person participation and multi-indicator comprehensive evaluation method is conducive to the democratic and objective nature of science and technology information governance policy formulation.

Journal of Arid Land was included in Abstract Journal,All-Russian Institute of Scientific and Technical Information(VINITI) Database

On December 22, 2010, an E-mail by Dr. Elena Raevskaya, the manager of Asia and Africa Section, All-Russian Institute of Scientific and Technical Information （V1NITI）, was sent to Journal Publishing Center, Xinjiang Insti- tute of Ecology and Geography, CAS and said “Here is some new information about the Chinese journals evaluated by our experts. Ten journals have been found informative and useful in our work and have been included in VINITI database for regular abstraction （some of these journals were reexamined by expertise）.”

Information in the Structure of Reality:the Scientific Worldview and the Fundamental Question of Philosophy

We offer a new understanding of the scientific world and the contents of the basic question of philosophy,which is based on an analysis of the phenomenon of the specific information in the various components of the structure of reality.It is shown that,in addition to material objects,processes,and events,in the real world are also intangible objects,processes and conditions that are in its information content.So the basic question of philosophy is proposed to treat the relationship as a tangible and intangible component of reality.More succinctly it can be formulated as the ratio of matter and information.This allows you to point to some new challenges studying the phenomenon of information in various components of the structure of reality.

Survey of Data Value Evaluation Methods Based on Open Source Scientific and Technological Information

It is important to effectively identify the data value of open source scientific and technological information and to help intelligence analysts select high-value data from a large number of open-source scientific and technological information. The data value evaluation methods of scientific and technological information is proposed in the open source environment. According to the characteristics of the methods, the data value evaluation methods were divided into the following three aspects: research on data value evaluation methods based on information metrology, research on data value evaluation methods based on economic perspective and research on data value assessment methods based on text analysis. For each method, it indicated the main ideas, application scenarios, advantages and disadvantages.

Clustering approach based on hierarchical expansion for community detection of scientific collaboration network

This study presents a clustering algorithm based on hierarchical expansion to solve the problem of community detection in scientific collaboration network. The characteristics of achievements information related to scientific and technological domains are analyzed,and then an ontology that represents their latent collaborative relations is built to detect clusters from the collaboration network. A case study is conducted to collect a data set of research achievements in the electric vehicle field and better clustering results are obtained. A hierarchical recommendation framework that enriches the domain ontologies and retrieves more relevant information resources is proposed in the last part of this paper. This work also lays out a novel insight into the exploitation of scientific collaboration network to better classify achievements information.

Mapping the research on scientific collaboration

The aim of this paper was to identify the trends and hot topics in the study of scientific collaboration via scientometric analysis. Information visualization and knowledge domain visualization techniques were adopted to determine how the study of scientific collaboration has evolved. A total of 1,455 articles on scientific cooperation published between 1993 and 2007 were retrieved from the SCI, SSCI and A&HCI databases with a topic search of scientific collaboration or scientific cooperation for the analysis. By using CiteSpace, the knowledge bases, research foci, and research fronts in the field of scientific collaboration were studied. The results indicated that research fronts and research foci are highly consistent in terms of the concept, origin, measurement, and theory of scientific collaboration. It also revealed that research fronts included scientific collaboration networks, international scientific collaboration, social network analysis and techniques, and applications of bibliometrical indicators, webmetrics, and health care related areas.

The Knowledge Management Research of Agricultural Scientific Research Institution

Based on the perception of knowledge management from experts specializing in different fields,and experts at home and abroad,the knowledge management of agricultural scientific research institution can build new platform,offer new approach for realization of explicit or tacit knowledge,and promote resilience and innovative ability of scientific research institution.The thesis has introduced functions of knowledge management research of agricultural science.First,it can transform the tacit knowledge into explicit knowledge.Second,it can make all the scientific personnel share knowledge.Third,it is beneficial to the development of prototype system of knowledge management.Fourth,it mainly researches the realization of knowledge management system.Fifth,it can manage the external knowledge via competitive intelligence.Sixth,it can foster talents of knowledge management for agricultural scientific research institution.Seventh,it offers the decision-making service for leaders to manage scientific program.The thesis also discusses the content of knowledge management of agricultural scientific research institution as follows:production and innovation of knowledge;attainment and organizing of knowledge;dissemination and share of knowledge;management of human resources and the construction and management of infrastructure.We have put forward corresponding countermeasures to further reinforce the knowledge management research of agricultural scientific research institution.

Research and Development on the Visualization System for Official and Scientific Management in Enterprise

A visualization system for the official and scientific management has been designed on C++. By this system, the information of database has been shown to users intuitively, which makes it possible for users to be free from the data sea. The system can realize the information mining and the integrated display, at the same time, improve the information’s constructive level and integration degree.

Information literacy course design based on student survey: The practice of subject librarians at NSL, CAS

Purpose: This paper aims to explore best practices in academic and research libraries in providing information literacy(IL) instruction to science and engineering graduate students.Design/methodology/approach: Using the questionnaire survey method, we conducted an IL assessment study on 114 graduate students enrolling in graduate courses offered by College of Chemistry and Chemical Engineering, Graduate University of Chinese Academy of Sciences(GUCAS).Findings: The current situation of graduate students' IL competencies and the need to develop them are revealed. An IL course was designed by subject librarians of National Science Library(NSL), Chinese Academy of Sciences(CAS), with three patterns addressing the development of graduate students' IL competencies.Research limitations: It is only about the practice of subject librarians at NSL, CAS, in designing IL courses for graduate students enrolling in graduate courses offered by College of Chemistry and Chemical Engineering, GUCAS.Practical implications: The results can provide a lot of useful information for the improvement of IL competencies of graduate students in science and technology disciplines.Originality/value: It is significant for assisting future subject librarians in incorporating IL skills into their course, especially for academic and research librarians to prepare and develop IL courses for science and engineering graduate students.

作为人类社会进步决定性力量的生产力总是处在不断新质化的运动当中,它的每一次新质化都推动着人类社会向前迈进。其中,生产力的系统性新质化牵动着人类社会实现跨越式发展。人类社会诞生至今,已经发生过两次生产力的系统性新质化,分别推动人类社会步入农耕时代和工业时代。当前,第三次生产力系统性新质化正在发生,推动着人类社会由工业时代转向数字信息时代,而新质生产力正是这次生产力跃迁的科学写照。新质生产力的“新”展现为新要素、新技术、新产业,“质”体现为高质量、多质性、双质效,“力”表现为数字、协作、绿色、蓝色和开放五大生产力。新质生产力的运行机理,就是以科技创新为轴心,将要素系统革新的牵引力通过技术系统这一媒介传导至产业系统,最终实现对传统生产力三大系统的全面重塑。加快形成新质生产力,要从四个方面入手,包括全面塑强科技创新整体能力、积极促进新要素迅速成长、聚力推进核心技术研发应用和加快建设现代化产业体系。

中国农业生态学与生态农业研究早期阶段的“燎原星火”——以1975年至2000年公开的部分资料为依据

20世纪的最后25年是中国内地的农业生态与生态农业理念推广、科研探索及人才队伍成长的早期阶段。本文基于中国知网系统、国家自然科学基金委员会大数据知识管理服务门户、中国生态学学会官网、中国科学院野外台站网,《中国生态农业学报》《农业环境科学学报》《农业资源与环境学报》《生态与农村环境学报》《农业现代化研究》《生态学杂志》等多种农业生态学与生态农业有关学术期刊网站及孔夫子旧书网,对1975—2000年期间,中国内地从事农业生态学与生态农业研究比较有影响力的学术平台(单位)和学者、公开出版的部分著作名录、国家自然科学基金生态学领域(C03)与农业生态相关的立项项目、中国知网系统内中文学术期刊发表的相关论文要素分析(发表年份、作者、所在单位、刊载期刊等)、被引次数及相关期刊创刊号特邀专论为依据的重要学术论文和学术论著题录进行了粗略的统计和分析,分析描述了早期阶段农业生态学及生态农业研究的热点及其变化过程。此外,本文还陈列和介绍了中国生态学学会农业生态专业委员会自成立至2000年期间组织和主办的十届全国农业生态学学术研讨会情况以及专业委员会的工作发展。本文为关心和支持中国农业生态学与生态农业建设的各界人士了解20世纪最后25年里中国农业生态学领域的大致概貌提供了一个粗略小结,也是对既往时代的认同、肯定和对现世同人的鼓励鞭策。

中国石油科技创新基金管理机制优化策略

“高端交流平台”内涵、构建思路与关键问题——国家科研论文和科技信息高端交流平台构建研究项目论证会综述

《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》部署了“构建国家科研论文和科技信息高端交流平台”这一与信息资源管理学科息息相关的战略任务。为进一步推动国家科研论文和科技信息高端交流平台构建的研究与实践,华中师范大学依托国家社科基金重点项目召开了学术研讨会议。会上,曾建勋教授依托课题研究作了专题报告,阐述了项目的研究背景、研究现状与内容框架,14位来自高校、馆所、科协和企业的专家进行了深入交流讨论,探讨了国家科研论文和科技信息高端交流平台的内涵及构建思路,提出了高端交流平台构建中需要突破的关键问题。

AI就绪的科技情报数据资源建设模式研究

[目的/意义]AI就绪建设是连接当前先进AI技术与应用场景之间发展间隔的重要举措,本研究旨在探讨和设计科技情报领域的AI就绪的科技情报数据资源建设方法,为情报领域的AI就绪建设提供参考。[方法/过程]本研究基于国内外各界AI就绪发展现状的调研结果,对AI就绪建设进行了初步定义,并从含义范畴、建设角度、建设对象、建设原则、控制维度和模式类型六大方面对科技情报领域的AI就绪建设模式进行系统地探讨和设计。[结果/结论]当前全球AI发展迅速,科技情报领域作为科学研究与先进技术应用的前沿观察与战略指导性学科,应当建立AI就绪的科技情报数据资源体系。研究提出了AI就绪的科技情报数据资源建设的总模式,并结合现有建设实践探讨并呈现科技情报数据资源AI就绪化建设的具体实践路径。

勒索软件对科技信息安全的影响研究

在国家促进数据安全产业发展的新环境下,科技信息在其数字化转型过程中面临勒索软件的威胁。从科技信息管理者的角度分析勒索软件攻击科技信息的成因,以及造成的区别于以往安全威胁的后果。依据数据安全与网络安全的相关理论和技术,分析被勒索软件Mallox攻击过程中产生的28597条相关日志数据和121539个被加密文件,从而了解Mallox的攻击及加密流程,提出预防勒索软件的方法:自查向互联网开放的服务和网络安全策略,评估服务器被入侵的风险;在日常监测中关注ID 4625的日志数量和安全设备日志,可识别攻击过程;采用异地存储备份、部署EDR服务、使用VPN等方式提高科技信息的安全性。

设定会议内容包含科技内容的就是科技领域合规管理会议,会议报告人即为合规管理推动者。根据此设定,收集确认2018—2023年55个中国本土举行的属于科技领域合规管理会议,并对确认的55个会议的高频次报告人、高频次报告人所在单位及属性、高频次报告人所在企业与行业、会议报告人报告内容主题等进行计量分析。研究聚焦科技领域,求解合规管理领域的领军人物、主要机构、主要研究成果与工作内容等问题,较为全面地展示目前中国国内聚焦科技领域的合规管理推动者、研究与服务工作现状和重点,为合规管理领域情报研究与服务提供参考。
