Evaluation on Tourism Ecological Security in Nature Heritage Sites——Case of Kanas Nature Reserve of Xinjiang,China

The nature heritages are the precious legacy of nature with outstanding scientific and aesthetic value. They are quite different from other common ecotourism areas, because of its original and unique system, sensitive and vulnerable landscape, and peripheral cultural features. Therefore, the tourism development in the nature heritage sites should be on the premise of ecological security. The evaluation index system of tourism ecological security in nature heritage sites was constructed in this article by AHP and Delphi methods, including nature ecological security, landscape visual security and local culture ecological security, and the security thresholds of indices were also established. In the indices' weights of the evaluation model, the nature ecological security ranked the highest, followed by tourist landscape visual security and culture ecological security, which reflected the influence degree of the limited factor to tourism ecological security. Then, this paper carried out an empirical study of Kanas of Xinjiang Uygur Autonomous Region, China, which has the potential to be the World Nature Heritage. On the basis of the data attained from survey and observation on the spot, as well as questionnaire answered by tourists and local communities, the ecological security status in Kanas was evaluated. The result showed that the status of Kanas tourism ecological security was better, but there had some limiting factors. Lastly, effective measures were put forward to ensure its ecological security.

The Optimizing of the Passenger Throughput at an Airport Security Checkpoint

In order to increase checkpoint throughput and reduce variance in waiting time, the current security process of an airport in the United States has been taken as an example. Depending on the survey data, we use the queuing model to review airport security checkpoints and staffing and to identify potential bottlenecks which disrupt passenger throughput. And the method of improving the traffic volume and reducing the waiting time is deduced by the mathematical formula. The influence of the cultural difference of the passenger security process is analyzed by sensitivity. Based on the security optimization model, the security system is put forward to a certain extent to adapt to different cultural differences. The model takes into account the impact of parameter changes on the airport security process.

Changes of China's Position in the World Food Trade Network

"Ensuring stability in foreign trade"and"ensuring food security"are essential parts of China's"six priorities"and"stability in six areas".Based on the data of bilateral food trade between countries during 1996-2018,using descriptive statistical analysis and social network analysis methods,this paper analyzed the changes of China's trade position in the world food trade network.It reached the following results.(i)China's position in the trade network has undergone a phased process of"remarkable improvement-continuous fluctuation-significant decline-steady growth".(ii)Export participation is better than import participation,the gap between trade export strength and import strength is widening,and the effective scale and constraint index gradually improve.(iii)The change of China's position in the food trade network is affected by geographical,economic,institutional and cultural factors.In view of these findings,it is recommended to improve node centrality,enhance network participation,improve network interconnection,and prevent international market risks,so as to better deal with the complex international environment.

Global Climate Change and National Security： Institutional Culture and Leadership Within Three Federal Departments

National security implications （The White House, 2015; CNA, 2014） of global climate change currently radiate throughout the U.S. government. These implications are critically acute for three federal departments most responsible for U.S. national security： the Department of Defense （DoD）, the Department of State （DOS）, and the Department of Homeland Security （DHS）. However, the effect on these federal departments is understudied and poorly specified. This research intends to rectify the dearth of academic studies. Comparative analysis （Collier, 1993） of the institutional cultures and leadership of the DoD, DoS, and DHS was conducted determining how these agencies are responding to multiple vulnerabilities created by climate change （The White House, 2013a）. Research revealed significant differences in how the DoD, DoS, and DHS are responding. The analysis discovered the DoD has institutionalized, or ＂mainstreamed＂ （Leggett, 2015, p. 16） planning for climate change and planning is driven mainly through hierarchical cultural organizations. The DoD bureaucratic leadership is multi-faceted with some transactional, transformational, and charismatic leadership elements. The DoS has also mainstreamed adaptation planning to a lesser extent and planning is driven primarily by an ad-hoc culture with a top-down/bottom-up, charismatic/transformational leadership emphasis. In contrast, the DHS has been unable to mainstream planning into their organizational culture due to the presence of several internal clans. The DHS bureaucratic leadership is somewhat chaotic with little top-down, transformational, or entrepreneurial direction. Overall, the knowledge gained from this comparative analysis provides valuable insights into how governmental institutions adapt to a multi-faceted national security threat.

The Role of Information Security Development （ISD） in Effective Information Security Management （ISM） Implementation in the Banks： A Nigerian Case

This research discusses the role of information security development （ISD） using organizational factors such as information security plans, information security awareness, perceived quality training programs, information security policies and procedures, and organizational culture in effective information security management （ISM） implementation in the banks （a Nigerian case）. This paper explores the existing literature and a proposed framework that consists of ISD such as information security plans, information security awareness, perceived quality training programs, information security policies and procedures, and organizational culture in ISM implementation. ISD factors are found to be statistically significant, because it motivates an organization to implement effective ISM in the banks. Hence, it could be said that the role of ISD practices in an effective implementation of ISM among banks in Nigeria will be of great value.

Diversification of Security and Possibilities for“Cultural Security”:Focusing on the Cases of the EU and France

Security in international relations has been at a crossroads,especially after the end of the Cold War.National security has not been the only framework of security;human security has also occupied an important position.This“paradigm shift”of security occurred due to changes in the global security environment,such as the emergence of insecurity caused by poverty and ethnic conflict.It is obvious that national security based on a sovereign state and military forces are not enough to prevent war-fighting or to resolve its basic causes,so human security has attracted considerable attention,which complements national security.Human security needs the protection of communities in which people can find their identities and lead a peaceful life.For example,in Europe,a French riot by immigrant young people in 2005 indicated a lack of human security,where the shortage of protection of communities of immigrants under politics by the French government made the situation very serious.We present a new framework,“cultural security”,which complements human security in that the former protects communities based on each culture.It is ideal that all three dimensions of security work well as,if national security lacks,it may cause civil war or a failed state;if human security(in the narrow sense,focused on only individuals)lacks,it may lead to reinforced authoritarianism or a despotic regime;and if cultural security lacks,a civic nation would be developed but social life may be instable.

Study on security and protection of original ecotourism resources in the mountain areas of western Guangxi

Original ecotourism resources mainly refer to natural and human original ecotourism resources, and it＇s of fragility, rarity and irreversibility. As a valuable historic heritage and hnportant tourism resources, it plays a significant role in developing tourism and economy in such areas as the underdeveloped areas, the mountain areas and mimority areas. The tourism resources in the western mountain areas of Guangxi owe ,superiorities and characteristics ＇o their original ecology, Yet, western Guangxi is an ethnic region with fragile karst eco-environment, so it is specialto exploit the tourism resources. The paper defines original eeotourism and analyses the specialties and advantages of the original ecotourism resources as well as thefrailty of the ecotourism resources of the region. The ways of thinking are put forward for safe preservation and sustainable development of the original ecotourism resources, i.e. carrying out measures for the multi-grade protection of heritage resources, setting up a ethnic eco-museum/ ethnic culture eco-park and a gene pool of ethnic cultures, etc.

文化话语视角下的中、印、日国家安全观研究

国家安全观作为一个国家安全政策与战略的核心基础,不仅是一个复杂的观念系统,也是指导国家安全实践的指针,因此,厘清其特性以及这种特性所形成的跨国异同关系具有重要的现实意义与学术价值。然而,国家安全观的文化话语性质及其作用尚未得到充分的理解和重视,而且相关国家的安全观还没有得到系统、全面的分析。论文从文化话语研究视角出发,以中、印、日三国的国家安全战略话语为依据,揭示其国家安全观的特点和异同关系。文章指出,中、印更加坚持自主安全立场,印、日更加关注自身安全利益;中主全球视野,日站同盟圈子。印、日同中国之间存在权势张力,前两者呈利己、结盟态势,而后者则呈和平对话态势。基于此分析结果,文章进而提出构建中国国家安全对外话语体系的新策略。

国家文化安全视角下我国外语教育理论与实践反思——以英语课程思政文化教育为例

外语作为国际交流的语言工具,是社会领域之间的一种独特竞争手段,更是国家安全战略的重要需求。以英语课程思政文化教育为例,从理论与实践上反思国家文化安全下我国外语教育问题,并通过价值导向引领国家文化安全与外语课程思政教育的有机融合,提出中国文化本体性的人文价值需求与国家发展战略目标同向、跨文化交流中的国际视野培养与国家文化安全观构建同行以及课程思政教学与中华文化传承协同的新时代我国外语教育国家文化安全观。研究凸显了外语教育中国家文化安全意识,具有一定的研究价值与重要现实指导意义。

被缚的自主:地缘政治回归下的欧盟安全文化变迁

欧盟安全文化关乎欧盟安全角色,不仅影响到欧盟安全战略的调整和重塑,也关系到欧洲安全架构的建设与重组。欧盟安全文化是欧盟在应对安全威胁和进行安全治理过程中形成的行为逻辑,是长时段实践过程中的演变结果。欧盟安全文化既立足于一体化逻辑的地区安全共同体建设,也基于欧洲化逻辑的外部安全治理。在大国博弈和地缘政治回归背景下,欧盟安全文化正在经历重塑,并进一步带来安全战略的调整甚至安全角色的变化。从内部来看,欧盟加强制度建设,尤其是通过完善决策规则加强安全共同体建设,朝着更加统一的欧盟安全文化迈进。从外部来看,欧盟推进安全治理,尤其是强化地缘政治属性来重启扩大进程,希望更加有效地治理欧盟周边地区安全乃至应对全球安全秩序变迁。尽管欧盟战略自主诉求上升,尤其是努力提升其在地区安全乃至全球安全秩序重构中的自主性,但是地缘政治回归下的欧盟安全文化深受成员国安全战略差异、欧盟与北约安全防务关系的束缚,欧盟安全自主性仍将从属于欧盟成员国为主的安全格局和美国主导的安全秩序。

国家安全视阈下中国沿边地区人口最新实态及其类型化研究——基于140个边境县的人口样本考查

边疆地区是国家安全屏障的重要防线,边疆安全关乎国家安全。在边疆安全中,边境地区的人口安全又是重中之重。通过对我国陆地边疆9省区140个县的人口样本调查和研究发现,我国当前陆地边境人口呈现新的发展动态。从类型上看,东北边境地区人口总量最多且呈现连续下降的趋势,西南边境地区人口总量次之,西部边境地区人口总量最少,但呈现上升趋势,西部边境人口总量的上升幅度较西南边境小。分省区看,各省区边境人口增减呈不均衡的动态变化趋势。针对我国边境地区存在的人口安全问题,提出“戍边人口”“经济人口”“文化人口”的概念,以探寻中国边疆治理现代化的新思路和实践路径。

“数据要素×”赋能制造业:理论逻辑与实现路径

数据要素在工业制造领域具有很大的应用空间,《“数据要素×”三年行动计划(2024—2026年)》将工业制造作为发挥数据要素乘数效应的重点领域。从理论上看,数据要素在制造业领域的乘数效应发挥,其理论基础是数据化理论、工业互联网理论、数据生态理论、数据驱动决策理论、商业模式创新理论。数据要素赋能制造业,可以从制造业的研发、生产制造与服务能力等流程全面应用数据要素实现,也可以从数据要素为制造业提供模拟、仿真、优化、控制、预测等维度来实现。在政策上,要强化数据文化,推动数据互通、共享、复用;在制造业数据相关的底层技术方面加大研发投入,开发出适用制造业数据开发的通用工具;推动算力、算法、存储等相关配套设施与数据要素协同,支持数据要素相关的数据经纪人、数商、交易服务机构等协同发展,建立健全良好的数据生态;推动建设国家制造业数据中心,完善国家、地方、行业、团体的分级体系,对公共数据、企业数据、个人数据形成区别化的分级分类制度;强化制造业数据的安全保护标准,引导、推动行业协会等社会组织加强数据安全自律,完善数据安全体系建设。

中国传统价值观念的践行与社会保障制度建设是相辅相成、辩证统一的。传统社会保障制度的内容、形式及其功能构建是价值观认同的重要基础,其形成与发展以深厚的中华文明为底蕴。本文试图从传统文化与价值观的视角出发,揭示中国传统社会保障制度变迁的思想线索和内在机制,同时对其精神内核和价值向度进行深入的刻画,在此基础上,进一步探寻传统社会保障价值观与现代社会保障核心理念的相互推动与耦合,从而把握我国社会保障体系建构的内在逻辑,为下一步社会保障制度体系的高质量发展提供经验智慧和思想启示。

将“四史”教育融入公安院校忠诚文化建设的思考

公安院校的思想政治教育一直有其独到的特色,“忠诚教育”是其中的一个重要的组成部分。新中国成立以来的公安院校,“忠诚”养成在各个时期都有其独到的表现,但长久以来也普遍存在对该项教育的理解比较僵化,缺少与时代、与历史相互融合的问题,在一定程度上影响了忠诚文化在校园中的建设。结合时代特征,积极响应党的号召,紧密联系当代警校学员的思想现状,融入“四史”教育不仅是忠诚文化建设的要求,也符合公安院校文化建设的现实需要。

总体国家安全观视域下数字技术对文化安全的风险应对

随着部分西方国家对数字技术发展的野蛮催化,我国国家主流意识形态话语权的稳定地位受到极大影响,数字文化殖民主义现象加剧,使用者个体精神异化风险增加,严重影响了国家文化安全。在此背景下,总体国家安全观被正式提出,文化安全和意识形态安全也得到了众多专家学者的关注。在总体国家安全观理论的指引下,本文从内涵意蕴、相互关系和数字重塑等三个维度构建分析框架,探讨国家文化安全基本样态。并提出以构建网络空间命运共同体、完善数字技术应用的管理机制、加强意识形态教育和引导、增进我国数字技术的发展创新和提升数字化传播能力等措施为路径,防范化解数字技术给国家文化安全带来的风险挑战。

滩涂养殖复垦地区不同种植年限和种植方式对土壤特性变化及小麦产量的影响

为研究不同种植年限和种植方式对沿海滩涂水产养殖复垦地区小麦种植的影响,明确滩涂小麦生长期间土壤盐分、pH和水分的动态变化规律。于2020年11月—2021年6月,在江苏省南通的野外基地试验田(32°16′16″N、121°25′8″E)开展试验,设置2个种植年限即小麦第1年种植(1Y)和第2年种植(2Y),2个种植方式即25 cm等行距条播常规种植方式(N)和30 cm+15 cm宽窄行种植方式(T),研究结果表明:(1)滩涂养殖复垦区小麦种植过程中1Y-T、1Y-N、2Y-T和2Y-N处理下0~20 cm和20~40 cm的土壤盐分动态变化均表现为12月—翌年2月盐分变化比较平稳,3月下旬出现盐分达到最低值,之后随着温度升高出现返盐现象;同时,整体上小麦生长过程中在T处理下0~40 cm的土层盐分均高于N处理,1Y处理下0~40 cm土层盐分均高于2Y处理;(2)小麦种植过程中各处理下0~20 cm和20~40 cm的土壤pH均具有相似的季节性变化特征;同时,整体上种植小麦过程中0~20 cm的土层pH均低于20~40 cm,0~20 cm的土层水分含量均高于20~40 cm;(3)整体上2Y相比1Y处理下小麦产量提高了2.68%,T处理相比N处理下小麦小区产量和理论产量分别降低了6.71%和8.03%(P<0.05);从产量构成因素分析,小麦2Y处理相比1Y处理的穗数增加了5.28%(P<0.05),小麦T处理相比N处理下小麦穗数降低了9.66%(P<0.05);然而,无论是不同种植年限还是种植方式处理下小麦穗粒数和千粒重均没有显著差异。研究发现,滩涂养殖复垦区小麦产量会随土壤盐分的降低而提高,可以在小麦种植期间进行生物秸秆覆盖等措施来控制土壤盐分变化。研究旨在为滩涂养殖复垦地区,发展稻茬麦种植合理控制土壤盐分及小麦生产管理提供理论依据。

西方传媒的渗透与我国边疆民族地区文化安全研究

国际格局变化是西方国家强化文化战略的重要原因,其目的在于从文化上解构竞争对手的主流政治文化,摧毁对手生存的文化根基。传播媒介是西方文化战略的主要手段。进入新世纪,我国迅速崛起,成为西方国家文化输出、文化渗透的最主要对象。西方国家凭借发达的传媒技术,控制着国际传媒的话语权,这势必严重威胁我国的文化安全,尤其是我国边疆民族地区的文化安全。因此,我国需要突破西方国家传媒对我国的议程设置,需要把握国内外传媒的舆论导向,需要符合国际传媒的受众心理,需要加强原创新闻的国际传播竞争力,还要构建符合时代特征的现代传媒。只有这样,才能维护我国边疆民族地区的文化安全。

乡土文化视角下农村治安治理共同体的建构路径

当前,学界注重对农村治安治理共同体制度构建研究,忽视由于农村社会结构变化而导致的各治理主体之间公共性式微。公共性式微的主要原因在于各主体之间未形成价值认同,乡土文化作为农村居民的精神家园,其体现了农村居民共同的价值认同。因此,以乡土文化为视角进行切入,剖析农村治安治理共同体运行困境,探寻软性之治中乡土文化的治理性。政府加强协商,善用同意权力,农村公共组织主导乡土治安文化发掘,发挥礼治秩序作用,政企合作打造治安文化,强化农村居民回流,通过时势权力带动同意权力以及发展文化产业,丰富农村公共文化等解决方式,强化农村治安治理共同体价值认同,帮助其顺利运行。
