However, human being can make eco-systemsupply suit economic growth and its speed through systematical innovation and restriction of human economic activityand choice. Through technological innovation, efficiency satisfaction of unit resource can be increased; structure andfunction of eco-system can be perfected; supply capability of eco-system can be improved. To build the harmonioussociety, human should consider the reasonable distribution of limited resources from two sides. The first one is that theutilization of two functions of resource supply and pollution purification to nature should not exceed its special supplycapability formed under its special structure and function states, i.e. harmony between man and nature. The second sideis human being should think over the reasonable and effective distribution of limited resources in economic society, i.e.harmony between human beings and society. The reasonable economic activity of human being is the key to the harmo-nious development of man and nature.

Landslide disaster prevention and mitigation through works in Hong Kong

Hong Kong has a high concentration of developments on hilly terrain in close proximity to man-made slopes and natural hillsides.Because of the high seasonal rainfall,these man-made slopes and natural hillsides would pose a risk to the public as manifested by a death toll of 470 people due to landslides since the late 1940s.In 1977,the Government of the Hong Kong SAR embarked on a systematic programme,known as the Landslip Preventive Measure(LPM)Programme,to retroft substandard man-made slopes.From 1977 to 2010,about 4500 substandard government man-made slopes have been upgraded through engineering works.During the period,the Programme had evolved progressively in response to Government’s internal demand for continuous improvement and rising public expectation for slope safety.In 2010,the Government implemented the Landslip Prevention and Mitigation(LPMit)Programme to dovetail with the LPM Programme,with the focus on retroftting the remaining moderate-risk substandard man-made slopes and mitigating systematically the natural terrain landslide risk pursuant to the"react-to-known"hazard principle.This paper presents the evolution of the LPM and LPMit Programmes as well as the insight on landslide prevention and mitigation through engineering works.

Theory, technology and prospects of conventional and unconventional natural gas

The development of natural gas in China has entered a golden and leap-forward stage, which is a necessary bridge to clean energy. This in-depth study on the status quo, theory, technology and prospect of natural gas development shows:(1) The global remaining proven recoverable reserves of natural gas are 186×1012 m3, and the reserves-production ratio is 52.4, indicating a solid resource base for long-term and rapid development.(2) Ten formation and distribution laws of conventional and unconventional natural gas reservoirs have been proposed. In terms of exploration geology, the theory of conventional "monolithic" giant gas fields with different gas sources, and an unconventional gas accumulation theory with continuous distribution of "sweet areas" in different lithologic reservoirs have been established; in terms of development geology, a development theory of conventional structural gas reservoirs is oriented to "controlling water intrusion", while a development theory of unconventional gas is concentrated on man-made gas reservoirs.(3) With the geological resources(excluding hydrates) of 210×1012 m3 and the total proven rate of the resources less than 2% at present, the natural gas in China will see a constant increase in reserve and production; by 2030, the proven geological reserves of natural gas are expected to reach about(6 000-7 000)×108 m3, the production of conventional and unconventional natural gas each will reach about 1 000×108 m3, and the gas consumption will reach 5 500×108 m3. The dependence on imported natural gas may be 64% by 2030, and 70% by 2050.(4) Ten measures for future development of natural gas have been proposed, including strengthening exploration in large-scale resource areas, increasing the development benefits of unconventional gas, and enhancing the peak adjusting capacity of gas storage and scale construction of liquified natural gas.
