Since the 1960s, most cities in developing countries have faced a high rate of urbanization, which in turn has caused more harm to low-income earners, in urban areas. A majority of low-income earners most often face d...Since the 1960s, most cities in developing countries have faced a high rate of urbanization, which in turn has caused more harm to low-income earners, in urban areas. A majority of low-income earners most often face difficulties in accessing land in planned areas, as a result they are forced to build houses in unplanned settlements that are vulnerable to natural hazards. The situation is worse to the extent that people encroach the most vulnerable areas (hazard lands). As concentration of people increases, these unplanned areas become more unsafe to live in. This is partly due to the risks associated with natural hazards particularly flooding. Further, vulnerability of unplanned settlements in developing countries is aggravated by hosts of problems caused by many factors, including inadequate Government involvement in: environmental protection especially managing hazard lands and helping the community to minimize risks associated with hazards. This paper addresses this issue. It argues that community and Government initiatives are vital to any strategy for flood risk reduction and environmental protection in general. The study employed both the primary and the secondary data sources. Data collection tools and techniques involved in this study included: Checklist to various leaders, interview using questionnaires, focus group discussion, analysis of aerial photographs and non participant observation. A total of 70 households from within Keko Machungwa were interviewed. The study revealed that flooding is largely contributed by construction done by a large scale developer on a water course;and when affected community initiated a strategy to solve the problem they partially succeed due to inadequate support from the Government and other stakeholders. These findings could be useful to strengthen policy and legislation in environmental protection, management and flood control as well as in intervening land use conflicts between local community and developers.展开更多

Upgrading Programs has been twice implemented in this area. However, those have the same aim, to improve street and drainage condition around the area. The different between of them is the using of material which are the first program used asphalt as street cover material and the second one used paving blok. Although the upgrading programs had done, the condition of the settlement did not improve significantly. The problems in settlement were not only leak in infrastructure condition and needs, but also lake of community welfare, unemployment, housing conditions, and the existence of the warehouses in the settlement. The flood problems also appeared in this area which closed with the water channel to the city disposal channel so when rainy season, the area is always flooded and enter into the entrance of the houses. The objective of this research was to find the root of the problems and find good solutions for the environment and how to meet the major needs of the settlement upgrading program into the local community point of view. Field research and questioners was conducted as research method to the research objectivities in the needs of community for good environment. Furthermore, the data from the field research was analyzed by making synchronization with the theory of environmental sustainability. Results from this research showed the comparison study between first and the last condition of the settlement area which had the upgrading program implementation. These findings could provide a new guideline for the government in policy related to slum upgrading.展开更多

Objective:This study aimed at exploring the attempters'perception of community social services included any barriers to seeking help and services.Method:The participants were patients with self-harming behavior ag...Objective:This study aimed at exploring the attempters'perception of community social services included any barriers to seeking help and services.Method:The participants were patients with self-harming behavior aged 15 years or above.A set of guiding questions were designed to explore the general barriers and accessibility to community social services.A voice recording was made,which was later converted into a text transcript and then preceded for content analysis with co-occurrence and similarity matrix interpretation.Two males and nine females with a history of self-harm aged between 24 and 58 years were recruited for the interviews.Result:The participants had diverse experiences and backgrounds,and attitudes toward community social services.However,there was a shared perception of the need to enhance community social services.There were four main themes and 12 sub themes identified.The main theme included the service availability,service accessibility,affordability and acceptability.For details,participants were unaware of the available types of care/social services in the community,and were unaware about the nearby social services.They also suggested extending service hours and focused services should be offered to help people with different backgrounds and needs.Actually,those with experience of service utilization had both positive and negative perspectives and they gave suggestions for service delivery,mainly extending service hours and offering focused services such as for gambling control and financial planning.In view of interaction with service providers,counseling skills and trust were highly appreciated by the participants.Conclusion:The results identified common circumstances of falling into financial hardship(gambling)and social fragmentation(divorce,poor family relationships,and poor marital relationships),which also suggested to enhance services on center location,service arrangement,and skill of caregivers.展开更多

In order to realize these ends, the Chinese government presents the ideal of a Community with a Shared Future for Human Beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. Over the past two decades,Taiwan’s welfare policies for the elderly have prepared for the arrival of an aged society with the aim of facilitating aging in place(AIP).The Long-Term Care Services Act passed by the Legi...Over the past two decades,Taiwan’s welfare policies for the elderly have prepared for the arrival of an aged society with the aim of facilitating aging in place(AIP).The Long-Term Care Services Act passed by the Legislative Yuan in 2015 set regulations for long-term care personnel,thereby improving the welfare system for the elderly.The government’s AIP policies focus on providing welfare institutions or service units and do not sufficiently explore key factors such as the relationship between care services and community governance models.Since the basic focus of elderly welfare policies is AIP,it is important to actively empower grassroots community organizations and consider the elderly as important subjects of community participation.AIP policies emphasize providing long-term care and nurturing the elderly until death;such policies will be more proactive and innovative if coproduction is incorporated.This study briefly discusses theories related to coproduction using the case study of Chiayi County’s Dingcaiyian Community Development Association,which links six communities in remote rural villages and establishes a community care network based on the coproduction concept.Follow-up issues related to community care are considered and potential practices and ideas to guide social welfare transformation and community governance in the future are discussed.展开更多

Previously, community participation was not considered pivotal but the rapid degradati...Mangrove management requires an all-inclusive community engagement for sustainability in protection and conservation of mangroves. Previously, community participation was not considered pivotal but the rapid degradation of mangroves has necessitated their participation. Despite much legislation enacted, there are still challenges hindering community participation in Lamu County and this paper seeks to highlight barriers perceived by the various stakeholders in mangrove management. The study used a mixed methods approach to answer both qualitative and quantitative research questions and a correlational research design to explore all variables. The study shows that only 60% of the respondents agreed that there is lack of enforcement in mangrove conservation through community participation. However, less than 50% agreed on the challenges of lack of good management in mangroves (46%), lack of implementation mechanisms on mangrove conservation (47%) and lack of consultation in decision-making processes for mangrove conservation (36%). This demonstrates that lack of enforcement is the greatest challenge to the implementation of standards for mangrove conservation.展开更多

文摘With the reform and opening up of the rural economy and society,the villagers'self-governance has been in a dilemma in the process.The difficulties are mainly in the insufficient functions of the village committee,the lack of financial resources and inadequate human resources.On the analysis of the situations,the paper gives some practical solutions for the villagers'self-governance to get out of the dilemma by strengthening the construction of rural communities,cultivating diversified village self-government organizations,broadening the village's financial sources and developing rural human resources to promote the formation of the rural civil society.
文摘This paper introduces the operation model of "rule by three committees", including the members of "three committees", functional constitution of "three committees", and relationship between restriction and coordination of "three committees". By referring to the villagers' self-governing system in China, and the relevant provisions in Constitution and Village Committee Organization Law, we take into account the legitimacy of "rule by three committees". In terms of the details of system design, we perfect the new model of "rule by three committees" as follows: make the conditions of holding office stringent and ensure the quality requirements of members of "three committees"; standardize the procedures of election, and guarantee the equitable election of members of "three committees"; perfect dismissal procedure, and strengthen the supervision on members of "three committees".

文摘Mangrove management requires an all-inclusive community engagement for sustainability in protection and conservation of mangroves. Previously, community participation was not considered pivotal but the rapid degradation of mangroves has necessitated their participation. Despite much legislation enacted, there are still challenges hindering community participation in Lamu County and this paper seeks to highlight barriers perceived by the various stakeholders in mangrove management. The study used a mixed methods approach to answer both qualitative and quantitative research questions and a correlational research design to explore all variables. The study shows that only 60% of the respondents agreed that there is lack of enforcement in mangrove conservation through community participation. However, less than 50% agreed on the challenges of lack of good management in mangroves (46%), lack of implementation mechanisms on mangrove conservation (47%) and lack of consultation in decision-making processes for mangrove conservation (36%). This demonstrates that lack of enforcement is the greatest challenge to the implementation of standards for mangrove conservation.
文摘In recent years,the thinking and research on the prevention and control of Covid-19 Variants Epidemic is not only the technical operation level discussion in the public health and disease prevention academic circles,there is also growing academic interest in comparative research on public health governance and different paradigms.Based on the experience of Shenzhen's epidemic prevention and control team at the community governance level in 2022,based on the observational perspective of medical anthropology,and through comparison with Hong Kong's anti-epidemic experience,this paper deeply analyzes the function and impact of traditional medical methods in epidemic prevention and control.Then the authors cite the paradigm of‘systems medicine’and research results in recent years,closely link the research topic with community governance in methodological sense,so as to promote public health and epidemic prevention research that aim at the combination of technology and humanities.

文摘Increasingly engaged in maritime governance,China has developed its distinct vision and gradually established a complete theoretical system surrounding it.In terms of discourse,China has proposed a collection of concepts and ideas including a maritime community with a shared future,the 2lst Century Maritime Silk Road,Blue Partnerships,and marine ecological civilization.In terms of connotations,China champions such values as lasting peace,common prosperity,openness and inclusiveness,and cleanness and beautifulness.Exteriorly and interiorly,we can observe the unique character of China's vision concerning maritime governance,which will continue to upgrade and bear fruit in future practices,boosting the development of Chinese maritime governance theories,multilateral maritime cooperation,and ocean-related international legislation.Guided by its vision,China is expected to contribute more to global maritime security and marine ecological civilization.
