Temperature-regulation liquid gating membrane with controllable gas/liquid separation

Membrane separation technology with the ability to regulate gas/liquid transport and separation is critical for environmental fields, such as sewerage treatment, multiphase separation, and desalination. Although numerous membranes can dynamically control liquid-phase fluids transport via external stimuli, the transport and separation of gas-phase fluids remains a challenge. Here, we show a temperature-regulation liquid gating membrane that allows in-situ dynamically controllable gas/liquid transfer and multiphase separation by integrating a thermo-wettability responsive porous membrane with functional gating liquid. Experiments and theoretical analysis have demonstrated the temperature-regulation mechanism of this liquid gating system, which is based on thermo-responsive changes of porous membrane surface polarity, leading to changes in affinity between the porous membrane and the gating liquid. In addition, the sandwich configuration with dense Au-coated surfaces and heterogeneous internal components by a bistable interface design enables the liquid gating system to enhance response sensitivity and maintain working stability. This temperature-regulation gas/liquid transfer strategy expands the application range of liquid gating membranes,which are promising in environmental governance, water treatment and multiphase separation.

Determined Reverberant Blind Source Separation of Audio Mixing Signals

Audio signal separation is an open and challenging issue in the classical“Cocktail Party Problem”.Especially in a reverberation environment,the separation of mixed signals is more difficult separated due to the influence of reverberation and echo.To solve the problem,we propose a determined reverberant blind source separation algorithm.The main innovation of the algorithm focuses on the estimation of the mixing matrix.A new cost function is built to obtain the accurate demixing matrix,which shows the gap between the prediction and the actual data.Then,the update rule of the demixing matrix is derived using Newton gradient descent method.The identity matrix is employed as the initial demixing matrix for avoiding local optima problem.Through the real-time iterative update of the demixing matrix,frequency-domain sources are obtained.Then,time-domain sources can be obtained using an inverse short-time Fourier transform.Experi-mental results based on a series of source separation of speech and music mixing signals demonstrate that the proposed algorithm achieves better separation performance than the state-of-the-art methods.In particular,it has much better superiority in the highly reverberant environment.

我国高校院系治理的演进、困境与进路探赜

院系治理是大学治理能否实现现代化的关键。在协调党政关系主基调下,我国高校院系治理大致历经了“探索初创期”、“调适定型期”和“提质增效期”等三个演进阶段。当前,我国院系治理面临领导体制不健全、制度体系不完备、运行机制不通畅、治理主体权责失衡、党组织功能“悬浮化”等瓶颈和困境。推动院系治理现代化,应在遮蔽与澄清、守正与创新的动态调适中科学规避“制度移植陷阱”,创造性地推进党委领导下的校长负责制向院系层面的制度移植。在实践中,明晰院系党政共同领导下的分工负责制、完善党政联席会议制度、构建党政学协商共治模式、充分发挥党组织功能作用,是加快推进院系治理现代化的应然路径。

党建引领如何破解中国基层治理的三重困境?——基于广州市南沙区的实践

中国基层治理存在资源、权限和激励三重困境,如何充分发挥党建引领的核心作用破解这些困境,是提升基层治理效能的关键。本研究借鉴组织变革理论搭建分析框架,基于广州市南沙区党建引领基层治理改革实践,发现党建引领利用信息化建设、流程再造、结构调整、机制设计和文化重塑的系列措施,形成组织建设、权威协同和激励驱动三条机制路径,有助于破除基层治理中普遍面临的三重困境,推动了中国基层治理格局的整体变革。未来推进基层社会治理改革,可以借鉴“创造性破坏”和整体性治理的基本逻辑,推进基层组织的服务流程与组织间协同,重塑中国基层治理的良好格局。

红色业委会创新实践、困境及进路

红色业委会是新时代以来我国广大城市住宅小区党建的创新性实践。红色业委会的核心特征是业委会中党员人数占绝对优势,为党建引领奠定组织基础。有制度合法性依据、从入口遴选和双向任职双重维度把握人员选择、规范业委会履职方式、合理设计考核标准及其奖惩机制是红色业委会得以推进的四个主要支撑性条件。当前红色业委会的创建虽具有重要实践价值,但仍面临诸多问题。要进一步深化红色业委会在小区党建中持续有效发挥积极作用,亟待从全面提升小区党员队伍建设水平并注重发掘与培育中青年党员、持续优化红色业委会运行机制以形成组织形式和工作效果同频共振、谨慎推行“一肩多职”以降低小区治理复杂化和一元化风险、有效填补制度罅隙以提升红色业委会的合法性水平、深化研究工作方法与沟通策略以不断提升业主对业委会党建的熟悉度和接纳度等方面着力。

健全全面从严治党体系的历史逻辑与现实路径

深入学习研究党的二十大报告提出的“健全全面从严治党体系”的新课题,需要从把握历史逻辑、梳理丰富成果和探索现实路径等维度,着力阐明我们党在加强自身建设的历史进程中始终坚持推进伟大工程与坚持管党治党方针并举,把党的建设作为一大法宝,以着力加强党的建设为党领导中国革命、建设和改革不断走向胜利所发挥的重要政治保证作用。从这个历史逻辑中,可以得出只有始终坚持党的领导,坚持全面从严治党,才能确保党永远不变质、不变色、不变味,始终成为强国复兴伟业的坚强领导核心的启示。新时代十年,我们党把加强党的领导作为全面从严治党的核心,把全面从严治党作为党的建设鲜明主题,不断深化对自我革命规律的认识,把全面从严治党贯穿于党的建设新布局,坚持以政治建党为统领,以思想建党凝心铸魂,以组织建党造形,以制度治党为保障,以正风、肃纪与反腐为党心民心所向,初步构建起全面从严治党体系。要把健全全面从严治党体系这个新时代加强党的建设的重大举措、重大任务落实好,必须深化对“坚持内容上全涵盖、对象上全覆盖、责任上全链条、制度上全贯通”的理解和把握,着力在党的建设各个方面内容上全涵盖,在管全党和治全党上全覆盖,在党的各级组织肩负主体责任、各级纪委承担监督责任上全链条,在把制度建设落实到全面从严治党全过程与各层级上全贯通,对健全全面从严治党体系的现实路径指向作出探讨。

治理有效是党建引领乡村治理的基本目标。本文从群众路线视角出发,对C村“党建引领美丽屋场建设”实践探索进行剖析,探讨党建引领与乡村治理有效之间的机制。党建引领乡村治理的实践路径在于,通过群众动员和组织建构两种策略,在过程层面促进党领共治的治理行动生成,在结构层面实现党领共治的治理网络重塑。党建引领乡村治理的关键要素在于,以政党力量融入为牵引、以群众路线回归为主线,实现农民群众主体性回归和村民自治的职能归位,进而以“政治引领自治、行政助推自治”的双向赋能,充分激活乡村社会自主治理效能,持续形塑乡村治理有效的韧性机制。
