Regional Economic Types and Development Strategy of Small Towns in Suburb Beijing

The purpose of this article is to classify the regional economic types and development dynamics of small towns in suburb Beijing by applying the classification methods developed by Nelson's method and Location Quotient method into 183 small towns in Beijing.Four types of small towns are thus identified,including urban agriculture dominated towns,manufacturing dominated towns,service industry dominated towns and comprehensive type towns with balanced economic development.Within the environment of geographical information system,the spatial distribution pattern of four types of small towns with their evolution trend is analyzed.The results indicate that four types of small towns have obvious'core-periphery'spatial structure but with different functional orientations and evolution mechanisms.Based on this,the different development strategies for each type of small towns are summarized,providing a scientific reference for the differentiating planning and development strategies of these small towns.

Problems in the Development of Small Cities and Towns in West China and Countermeasures: A Case Study of Luzhou City, Sichuan Province

New urbanization targets at coordinated urban-rural development, and construction of ecological and livable environment, it is the foundation for breaking urban-rural dual structure of China and promoting the agricultural modernization. Small cities and towns as carriers of new urbanization have already become important paths of realizing new urbanization and solving problems concerning 300 million peasants in China. Considering the requirements of new urbanization, this paper took Luzhou City in Sichuan Province for example to explore development path suitable for small cities and towns in west China and gave pertinent suggestions.

Discussion on the Problems and Developing Trend of Construction of Sewage Treatment Plants in Small Towns

Existing problems of sewage treatment plants in small towns were summarized firstly,and then the developing trend of construction of sewage treatment plants in small towns was discussed from the aspects of project decision,site selection,design,processing technology and construction financing models. Finally,outlooks for its future development were proposed to provide reference for the construction of sewage treatment plants in small towns in future.

Small-medium sized enterprise cluster and small town economic development

The small-medium sized enterprise （SME） in China has made considerable progress and been the main power to promote the regional economic development. SME cluster at the small town in the developed areas along the east coast of China. This paper analyses the relationship between SME cluster and the economic development of small towns. The conclusion is that SME cluster is the direction of the small town＇s development. The special cultural tradition and value conception are the important location conditions to develop SME cluster. In the end, the author provides some countermeasures to develop SME clusters in the small towns.

Solidified Branding Function: How the Urban Brand Affects a Small Town’s Development? Case Study of Wangqingtuo, Tianjin, China

Chinese small towns are usually developed with single core industry,and the urban brand is the identity of a town that formed with the development of its industry.However,when the core industry representing its urban brand is facing a changing situation or market,will the brand be a motivation or an obstruction of the development of a town?The paper combined top-down and bottom-up research method to study the function of the urban brand in Wangqingtuo town in Tianjin,China.We studied over 400 samples(including government staff and town citizens)to make questionnaire investigation about the town’s branding.And we found that the solidified urban brand is a complicated emotional symbol for both government and citizens.The town has demand of exploring and developing new dominant industry,and it has the expectation to keep branding and upgrade its current core industry.

COMPREHENSMIVE PLANNING FOR WATER RESOURCES EXPLOITATION AND WATER POLLUTION CONTROL FOR CHANGLI COUNTY--A CASE STUDY FOR SMALL TOWNS OF CHINA

One of the major characteristics about the water resources and water pollution in China is that the southem part of the country is endowed with abundant water resources with serious water pollution occurring in some areas, whereas the northem part is endowed with limited water resources with relatively more serious water pollution existing in some areas. Urban areas have been mainiy affected by point source pollution while ecological damage is most serious in rural areas and small towns. With rapid development of socio-ecomony and urbanization, many new small towns have occurred in China, and the concemed ecological problems such as water pollution and soil erosion have been gradually changed into local point source pollution. Water envirormental problems are geding more and more serious. To resolve the above mentioned problems and to provide a mode for towns in North China, the Research Center of Water Problems of Chinese Academy of Sciences undertook the research project of comprehensive planning of urban environment of Changli County, Hebei Province. Conceming the limited financial strength of the county and its relatively low level of socio-economic development, the planning is aimed to protect and to improve Changli's environment with the least cost, to promote the suitable development of socio-economy of Changli County, and to carry out effective environmental regulations, control and managemeat.

Development and Planning of Small Towns in China:Speculation, Reassessment, and Prospect

Small town development has been one of the most remarkable features of urbanization in China: This paper systematically examines different definitions of small towns and critically assesses various interpretations of the functions performed by Chinese towns in national development. Prior to the- 1980s, small towns were enthusiastically portrayed as storage reservoirs that can dam the flux of the surplus rural labor force into large cities. Existing problems associated with the growth and planning of small towns have resulted in a sober reassessment of the role played by the towns. Despite the partial retreat of enthusiasm about the town-based urbanization strategy, small towns continue to flourish spontaneously in the grassroots level of the Chinese countryside. A new pattern of ’urbanizationfrom below’, motivated primarily by the growth of township and village enterprises and centeredaround small towns, is quickly taking shape in the country patticularly in the coastal extended metropolitan regions.

主要发达国家小城镇更新中政府干预方式的演变与启示

文章通过梳理主要发达国家小城镇的发展历程,以英国、美国、德国和日本四个国家小城镇为例,将小城镇的更新建设分为四个主要阶段。并从规划、法规、机制和经济四个方面分析政府干预方式在小城镇更新中的演变与启示,对我国的小城镇更新提出可借鉴的国际经验。

宜居宜业视角下宁夏小城镇发展评价与对策研究

小城镇是城乡发展的重要连接点,是我国推进新型城镇化和乡村振兴战略的重要载体,从宜居宜业视角探究宁夏小城镇发展评价及对策具有重要意义。文章以宁夏典型小城镇为例,基于居、业系统的指标体系、现状调研与协调耦合度评价,确定宁夏小城镇主要包括宜居宜业型与宜业偏向型,同时具有潜在的宜居偏向型小城镇。对宁夏小城镇进行问题诊断并设计针对性发展对策,有助于科学指导宁夏小城镇的未来发展,加快城乡融合进程。

农旅融合何以促进小城镇高质量发展——基于全国休闲农业与乡村旅游示范县评选的准自然实验

基于2005—2020年县级面板数据,采用多期双重差分方法及中介效应模型分析了农旅融合对小城镇高质量发展的影响效应及作用机制。研究表明:(1)示范县显著促进了小城镇高质量发展。(2)示范县对小城镇高质量发展的促进作用随区域经济环境、县离地级市距离、现有小城镇高质量发展水平的不同而呈现异质性。(3)劳动力转移与资本积累在示范县对小城镇高质量发展影响中起部分中介作用。根据实证分析结果,文章从加大示范县的评选力度、各级政府差异化施策、疏通劳动力市场和资本积累的传导机制等三个方面提出政策启示。

精英大学“小镇做题家”的生存状态与行动逻辑

新兴弱势阶层大学生代表“小镇做题家”群体进入高等教育场域之后的发展境况受到社会各界的广泛关注。在参考大学生发展理论的基础上,以国内两所顶尖大学作为样本选择场域,通过半结构访谈和实物资料分析的质性研究方法,对“小镇做题家”在精英大学中的学术性发展和社会性发展表现以及内在行动逻辑进行探究,呈现精英大学“小镇做题家”的生存状态。研究发现,在课堂上,“小镇做题家”认真专注,但不敢发言、不愿发言甚至不会发言,在小组合作中扮演着迎合他人意见的执行者角色;在课堂外,他们倾向于自我埋头苦干而不寻求帮助,导致自己在新的学习场域中疲惫不堪;在校园社会活动参与方面,由于对社会活动的意义与价值缺乏清晰的认知,他们误将自身文化资本的匮乏看作胜任力不足,因此拒绝参与社会活动;在人际交往方面,他们表现为行为上被动交往、心理上主动疏离的状态,习惯通过“同类人”标准人为框定一个社交安全区。不论是在学术性发展还是社会性发展方面,精英大学中的“小镇做题家”像是一个缩在套子里的青年,沉默、被动和社恐的表象背后实际上是他们内心的自卑和不自信。在这样的心理驱动下,他们更愿意以一种“逃避”的方式来进行自我保护,通过拒绝参与群体活动的方式来掩饰自我与他人的殊异,缩进自我编织的套子之中默默挣扎、艰难前行。因此,“小镇做题家”面临的困境突破不仅需要“小镇做题家”自身发挥最大的能动性实现与自我的和解,更需要高校管理者精准施策,助力“小镇做题家”在大学中的成长与发展。

走出“再生产”:“小镇做题家”在精英大学的突围之路

从文化再生产的逻辑出发说明弱势阶层大学生在高等教育场域中的劣势处境是已有研究的主流方向。立足中国的社会环境和文化背景,摆脱缺陷论视角,以“小镇做题家”群体为研究对象,通过访谈和实物资料分析的质性研究方法,对弱势阶层大学生在精英大学的突围之路进行探究发现,“小镇做题家”在大学中实现突围的基本思路为充分激活过往经历和大学场域连续性中的有利面向,借用高等教育场域内部资源弥补由于自身资源匮乏所造成的场域之间的断裂性。其中,“小镇做题家”对于自身特质的发现和认可是其实现突围的切入点,学业发展则是突破口,而大学中的资源和重要他人是借力点。在此基础之上,打破教育再生产的强势话语和支配性的理论迷思,进一步审视中国高等教育现实情境之下布迪厄的再生产理论,发现两者在优势阶层文化、校园文化等五个方面存在差异。

基于情景模拟的港口小城镇交通-空间耦合关系研究——以海南洋浦经济开发区为例

在大力推动港口建设和港产城融合发展的背景下,港口小城镇的交通-空间耦合关系亟待协同优化。首先,对交通-空间耦合的基本内涵进行解读,发现其普遍存在港城客货组织混杂、组团内部职住失衡、跨组团通道容量约束三方面问题。其次,应用情景模拟方法,从客货组织、职住平衡、交通方式三个维度构建十二项组合情景,并进行交通-空间耦合绩效的量化评价。分析表明,外引货运交通、改善职住平衡和提高跨组团公交服务水平均能实现耦合绩效改善。据此,提出通过分离货运要素、聚焦港区平衡、强化公交导向的综合施策来优化交通-空间耦合关系。研究可为港口小城镇空间布局、交通-空间一体化规划提供借鉴。

新中国小城镇发展与治理问题研究

新中国成立以来,小城镇发展经历过三个阶段的发展后取得巨大的成绩,但也存在经济发展动力不足、城镇治理思维滞后和人才匮乏的短板。小城镇发展的历史经验,对未来中国城市化发展具有借鉴意义。未来小城镇的发展要强化发展理念和发展模式的改变,吸引更多人才,培养以家庭农场主为主体的新型职业农民作为城镇发展治理的主体,创新基层社会治理方式,加强对小城镇社会治理共同体建设。

湖南省小城镇与乡村振兴协调发展分析

城乡发展的不平衡与乡村发展的不充分是新时代社会主义矛盾的主要表现之一。小城镇作为城乡发展的融合点,是推进城乡融合发展及全面乡村振兴的重要载体。本文运用相关分析法探究了湖南省小城镇与乡村振兴的相关性,得出以下结论:(1)在省级层面,小城镇对农民生活水平的提高均有一定的带动作用,但对乡村劳动力的吸引力有待加强。(2)在县级层面,小城镇发展与农民增收、乡村就业、农业生产的相关程度均呈中等水平,整体小城镇与乡村振兴的协调程度仍有很大的提升空间;县域小城镇规模差距较大,部分县城或建制镇规模较小,对其乡村发展有一定的制约作用。(3)湖南省小城镇与乡村振兴协调发展还存在小城镇规模效应发挥不明显、小城镇公共服务功能向乡村延伸不充分、小城镇与乡村产业发展“双弱”问题。

新型城镇化背景下小城镇体育旅游高质量发展研究

运用文献资料法,探究新型城镇化背景下小城镇体育旅游高质量发展的价值、困境与对策。结果表明,小城镇体育旅游高质量发展的价值:经济价值包括促进乡村振兴,巩固脱贫成果;促进全域旅游形成,带动周边经济发展;缩小城乡差距,赋能共同富裕。文化价值包括整合当地人文资源,丰富乡民精神财富;弘扬中华体育精神,构建体育文化叙事逻辑。社会价值包括丰富小城镇居民生活,助力“人的城镇化”;拓宽体育公共服务空间,推动健康中国建设。生态价值包括搭建协调共享机制,盘活生态资源;筹集保护生态环境必需资金,形成保护式开发;提高环境保护意识,促进新旧动能转换。当前小城镇体育旅游高质量发展还存在以下困境:体育旅游项目量化重复性建设,缺乏合理规划;体育旅游复合人才匮乏,从业人员福利待遇较差;景区宣传途径零碎,市场需求开发力度失衡;散装式的体育旅游分布,难以激活“点线面域”的连锁效应。据此提出小城镇体育旅游高质量发展的对策:提升资源开发与规划能力,打造特色体育旅游品牌形象;建立体育旅游复合人才库,提升从业人员福利;创新宣传途径,强化市场需求敏感度;打造精品项目的有机联系,推动体育旅游综合体建设。

基于华中8型数控系统的段差磨削软件开发

采用华中8型数控系统为开发平台,以段差磨削工艺为研究对象,开发了段差磨削软件系统。该软件在Qt Creator跨平台开发框架下进行UI应用程序的开发,基于华中HNC-808D数控系统的二次开发体系架构,利用API接口进行软件功能开发;同时以小线段的方式生成加工宏程序,以丝锥磨削削为载体,实现了段差精密磨削加工。结果表明:该软件加工精度达到实际需求,加工效率大大提升,在段差磨削领域中提供了一套国产系统应用实例。

Developing Rural Central Towns:A Logical Necessity of Urbanization in China

There are a great number of small towns that distribute widely in China.How to develop a group of medium-and small-sized cities through central town development has turned into a strategic issue in the urbanization process of China.The paper analyzes the development goal of medium-and small-sized cities and the advantages and limitation for current central town development.It is stressed that developing central towns is a necessary process for China's urbanization.
