物有所值(Value For Money,VFM)是判断是否采用政府和社会资本合作(Public-Private-Partnership,PPP)模式代替政府传统采购模式实施基础设施及公共服务项目的一种评估方法。公路基础设施PPP项目的服务性和公益属性决定其具有很强的社会...物有所值(Value For Money,VFM)是判断是否采用政府和社会资本合作(Public-Private-Partnership,PPP)模式代替政府传统采购模式实施基础设施及公共服务项目的一种评估方法。公路基础设施PPP项目的服务性和公益属性决定其具有很强的社会效益,因此,结合《PPP物有所值评价指引(试行)》和相关文献,在细化基本评价指标、补充评价指标的基础上,添加了社会效益综合指标,将交通功能效益、社会经济适应性、环境影响、资源利用4方面内容作为物有所值评价指标体系的内容。改进了以往物有所值评价指标过于粗放,及对PPP模式下社会效益的价值考虑不足的问题。在物有所值的评价过程中,专家评价信息往往具有模糊性,并且在其决策过程中存在犹豫度。将直觉模糊集理论引入物有所值评价中,建立了考虑社会效益基于直觉模糊集的物有所值评价决策模型。解决了评价过程中专家权重、指标权重的确定以及专家评价信息的综合得分问题,以确定是否采用PPP模式实施该项目。该方法可以解决传统的VFM评价方法中专家评价信息不能充分表达以及需要多次评价数据来确定评价指标权重和专家权重的问题,根据不同项目的具体情况,利用一次评价数据可同时确定评价指标权重和专家权重,使评价过程更为便捷、评价结果更加接近实际。展开更多
