China＇s social security fund risk management and social supervision research

Social security fund is the key of social security system to run the important material. Policy implementation of social security funds, operation supervision of safety and risk prevention and control and management, is to perfect social security system, to realize the sustainable development of the social security system important link. This paper expounds the basic status quo of China＇s social security fund risk control, risk prevention and control, the necessity of fund risk management, and analyzed the social power supervision in the way and the important significance.

Research on the supervision system of social security fund ——based on the diversified supervision subject

Social security fund is the foundation of the social security to run, so to strengthen the supervision of social security fund, and promote the sustainable development of it is particularly important. However, the supervision of social security fund of China exists many difficulties at present. In this paper ,the author will be based on the angle of the diversity of regulation, and put forward some relevant suggestions to improve the system of supervision of social security fund.

In order to promote the sustainable development of social security funds, the effective supervision of social security funds become very important. This paper based on the aims to promote the sustainable development of the social security fund and analysis of social forces to participate in the supervision of social security fund situation, put forward to further improve the social security fund supervision and management of effective means.

Research on the sustainable development of social security fund

At present, the social security fund has a serious problem in all aspects. This paper introduces the social security fund related background, elaborated the social security fund and social security fund related to sustainable development concept and its significance： analyzes the current situation of the social security fund and the problems that can realize sustainable development, the key lies in the internal operation mechanism of social security funds, especially the social security fund raising mechanism capacity and investment capacity, ability to pay and supervision ability; finally puts forward some countermeasures for promoting the sustainable development of the social security fund, the balance of the social security fund is the social security system of sustainable development conditions.

Since 2001, China has witnessed several scandals involving embezzlement and inappropriate use of social security funds. A scare occurring in Shanghai in 2006 and a report by the China National Audit Office on social security funds have brought the issue of supervision and legislation of social security funds into the spotlight, attracting wide attention from the public.

社保基金管理人行业共同持股与上市公司财务报告质量

改善治理大环境,实现社保基金资产的安全增值一直是我国社会保障体系建设的核心。行业共同持股是社保基金作为特殊的机构投资者发挥对上市公司的治理作用的关键因素。本文选取2008—2019年中国A股上市公司为样本,研究发现,社保基金管理人行业共同持股能显著提升企业财务报告质量,发挥对上市公司的监督治理作用。在缓解了社保基金管理人行业共同持股与财务报告质量间关系的内生性问题后,结论依然成立。此外还发现,社保基金管理人行业共同持股的治理作用在非国有控股、内部治理较差、高管薪酬敏感性较高的企业中更为显著。机制检验表明,社保基金管理人行业共同持股作为市场的“风向标”,能通过吸引更多分析师关注,促进财务报告质量的提高。进一步研究发现,社保基金管理人行业共同持股具有协作效应和规模效应。考虑社保基金管理人其他投资策略的影响,发现社保基金管理人的投资规模和稳定性均与财务报告质量正相关。本文为社保基金管理人行业共同持股的监督治理效应提供了新的证据,也为监管部门实施更符合国情的措施以优化社保基金投资策略提供了参考。

Assessment for Social Security Pilot in Jilin and Hei Longjiang of China

The present paper reviews the social security pilot in Jilin and Hei Longjiang that was carried out between 2004 and 2005. The pilot in the two provinces has basically achieved its main objectives, but there are still some unsolved problems, the most severe being lack of effective investment of the funds accumulated by individual accounts. During periods of high economic growth and high growth in average wages, this problem might undermine the partially-funded security system. To this end, the paper makes some suggestions, one of which is to introduce the notional defined contribution system.

社保基金的投资管理模式及其困境摆脱

欧盟针对保险公司偿付能力实行的新政"Solvency Ⅱ"已经开始在欧盟范围内运行,由此掀起了全球商业保险与社会保险偿付能力风险的变革,以抵御国际金融危机给保险业带来的巨大威胁。我国社保基金管理由于在资金来源和运营管理上与欧盟国家存在很大区别,且国内学者还没有高度重视偿付能力风险问题。因此,从理论上对社保基金偿付能力风险进行概念界定,提出相关指标体系,并结合社保基金收入与支出的时间序列建立ARMA模型,对偿付能力风险进行预测具有重要意义。这对充实社保基金风险管理理论,为相关管理机构提供更加合理的偿付能力风险管理方法,保护全体参保人的权利,降低国家的财政压力有一定的帮助。

日本2001年社保基金投资体制与投资策略改革评述:问题与前途

在2001年改革之前,日本中央社保基金“年金积立金”始终是通过“财政投融资计画”这个机构对产业和基础设施等领域进行投资来实现其增值保值的目的,结果出现了大量的坏账损失。鉴于此,2001年4月日本开始对社保基金投资管理体制进行大幅度的改革,新成立的“年金资金运用基金”代之以原来的“财政投融资计画”负责基金的投资运营,开始实施市场化的投资策略改革,将投资开始向资本市场倾斜。本文对2001年以来的改革过程和绩效进行了实事求是的分析,在占有大量第一手资料的基础上,首次对新体制的运行和存在的问题进行了评价,对我国社保基金的投资管理不乏具有特殊的启发。

有限理性下的社保基金投资监管进化博弈研究

社保基金的投资监管是复杂的决策问题,无法满足主流博弈论“完全理性”的要求。因此从有限理性角度出发,分别建立了基金经理人之间、社保基金管理机构与基金经理人之间的进化博弈模型,求出模型的复制动态方程,研究不同情况下的进化稳定策略,并得到博弈群体的复制动态相位图。

网络经济对审计理论与审计实务产生了深远影响,在很大程度上促使了审计的创新。我国电子政务管理网络正在全方位建设,“金字工程”建设中的“金审工程”正在设想中.运用计算机技术、数据库技术、计算机网络互联技术和现代通信技术的方法和手段,实施对社会保障基金管理运营的审计监督,正是为我国“金审工程”中对社会保障基金管理运营网络实施审计监督构建平台,以便充分发挥审计机关的职能。因此,开展计算机网络审计对社会保障基金进行审计监督是刻不容缓的。

中国社会保障战略储备基金管理中存在的问题及对策分析

全国社会保障基金是中国社会保障战略储备基金,其安全性以及保值增值状况对中国社会保障的发展具有重要战略意义。我国社保基金不断发展壮大,同时,实行直接投资和间接投资相结合的管理模式,保证了较好的安全性和较高的收益率。但是,仍然存在着资金来源不稳定、保值增值能力不足以及信息披露机制不完善等问题,因此,应完善基金来源规划、壮大基金规模,增强基金保值增值、抗风险能力,并完善信息披露机制。

在我国社会保障基金管理中,日常监督和中、长期预警监督系统缺损问题比较严重。由于社会保障制度在发展中因刚性增长等因素影响而潜伏着很大的财务危机,这种财务危机会随着社会经济的发展而发展。因而迫切需要加快对社会保障基金管理中财务危机的预警性系统建设。审计具有预警、监督职能,能够在很大程度上起到防范作用。

社保基金医疗保险个人账户绩效研究

随着我国社会经济的发展,将绝大多数人纳入社会医疗保险的覆盖范围和"全民医保"成为社会医疗保险制度改革的新目标,个人账户的设置是否仍具有合理性,即个人账户的效率如何成为医保制度改革必须考虑的重要问题。本文基于医保个人账户对社保基金管理的贡献,通过建立计量统计模型,利用2008-2012社保年度微观数据,多维度地评估个人账户的制度绩效。研究结果显示,个人账户未能实现其制度设计初衷,未起到有利于社保基金管理的作用。因此,应逐渐弱化直至取消医保个人账户。
