Strategic Layout and Typical Practice of Social Administration and Public Service Standardization in China

Promoting social administration and public service standardization vigorously is an important and effective measure to strengthen social administration and public service functions by Chinese government. This article studies the status of social administration and public service standardization in China from national, industrial and provincial (local) levels. And then, this article analyzes the development trend of social administration and public service standardization in China.

Japanese Social Mentality and the Change in the Approval Rates of the Abe Administration

From June to July of 2017, the approval rates of the Abe administration fell sharply, in stark contrast to the long-term stability since 2012. The stability of Abe＇ s approval rates originated from the people＇ s negative support for him and their opposition to the Security Laws and other important events as well as the scandals under his administration. The opposition and negative support originated from the people＇s ＂acquired helplessness＂, ＂Abenomics＂, the sharp drop in the opporttmity costs of voting and other conditions. The sudden fall of Abe＇ s approval rates was not due to the change in the aforementioned conditions, rather because of the collapse of his image including personality owing to Abe＇ s perceived arrogance and his estrangement with the people. In the context of the temporary stabilization of approval rates, Abe dissolved the House of Representatives ahead of schedule and held a general election, taking full advantage of the internal strife between the opposition parties, to achieve his goal of ruling until the 2020 Tokyo Olympics. His victory in the recent election does not accurately demonstrate that Abe is completely immune to negative impact, thus he will to use the Korean Peninsula crisis and other issues to demonstrate his ability of safeguarding Japan＇s security, seek reconstruction of his image, and further enhance his approval rate to stabilize his administration.

The cyber development of government service platform is just to integrate all the superiorities of the government to strengthen its roles such as service,performance and function to drive the social development actively.Hence,the social public administration will take this opportunity to optimize the cyber information service platform to make the civic administration oriented to the social development to maximize its functions of organization,coordination and service to protrude the ascendancy of the web era so as to lay a solid foundation for the leap development of the public administration.

Business Process Analysis and Simulation: The Contact Center of a Public Health and Social Information Office

This article proposes a framework, called BP-M* which includes: 1) a methodology to analyze, engineer, restructure and implement business processes, and 2) a process model that extends the process diagram with the specification of resources that execute the process activities, allocation policies, schedules, times of activities, management of queues in input to the activities and workloads so that the same model can be simulated by a discrete event simulator. The BP-M* framework has been applied to a real case study, a public Contact Center which provides different typologies of answers to users’ requests. The simulation allows to study different system operating scenarios (“What-If” analysis) providing useful information for analysts to evaluate restructuring actions.

Housing Policies in Turkey： Evolution of TOKI （Governmental Mass Housing Administration） as an Urban Design Tool

With the mission of absorption of the capital through urban renovation, AKP （the Justice and Welfare Party） took over the metropolitan municipality administrations in big cities in 1995, and the Government of the Republic of Turkey in 2002. Together with the 2003 Mass Housing Act, 14 legal regulations were enacted between 2002 and 2008 to expand the field of activity and increase the funds of TOKI （Governmental Mass Housing Administration） which was already established during ANAP （the Motherland Party） Government in 1980s. As a result of those regulations, TOKI, as the ＂latest goddess of the construction myth＂, became the only authorized organization in the field of housing and land production in AKP＇s cities. It acquired new duties from generating profit-oriented projects to protecting historical texture, and it was authorized to make and approve zoning plans for the lands and plots handed over to TOKI of the last government （the Justice and Welfare Party） created as an investor-entrepreneur-contractor-performer group. This paper＇s aim is to indicate the transformation of TOKI foundation during the last twenty years, and also to prove that TOKI, as a governmental profit-oriented design tool, has demolished the unique DNA/morphological textures of the contemporary Turkish big cities by producing low profiled similar architecture and urbanity in the recent past.

A Brief Introduction to the English Periodical of Contemporary Social Sciences

The English periodical of Contemporary Social Sciences is an English bimonthly periodical founded by Sichuan Academy of Social Sciences and approved by the State Press and Publication Administration of Radio, Film and Television in March, 2016. As the first English periodical sponsored by a local Academy of Social Sciences, it fills the lack of English periodicals by local Academies of Social Sciences nationwide. In accordance with the requirements of the State Press and Publication Administration of Radio, Film and Television, this periodical will “adhere to correct direction of operation, publish outstanding research achievements in the field of social sciences of China, ref lect the excellent research achievements in the development of Western China and China’s opening up by overseas media, promote the academic achievements in order to ‘go global’ and enhance China’s international discourse right in the field of social sciences.”

Analysis on the Problems of Agent Performance in Administrative Law

With the rapid development of modem social politics and economy,agent performance has been a need of the People's Republic of China's administrative law enforcement and the public.Its form is relatively mild,and it is the product formed in the field of modem administrative law enforcement.The contemporary agent performance system has been playing an important role in environmental protection and traffic safety,which can save administrative costs to a certain extent,improve the efficiency of law enforcement,as well as effectively protect the legitimate rights and interests of the obligee.In spite of this,agent performance in China's administrative law has gained a lot of space for development,but there are many aspects that still need continuous development and improvement such as the subject,procedure,and cost of agent performance.This article focuses on the issue of agent performance as well as analyzes the subject,procedure,and cost of agent performance in administrative law of the People's Republic of China in aiming to promote the development of agent performance in administrative compulsory law of the People's Republic of China.

我国社会保险经办服务体系的发展成就与转型升级

在对我国社会保险经办服务体系30年来的发展历程和取得的成就回顾与总结基础上,对经办服务体系存在的问题及其成因进行梳理:当前各级社会保险经办机构超编现象十分普遍;专业技术人员比例逐年下降;经办费用投入难以满足数字化转型的需求。鉴于此,提出加快社会保险经办服务体系高质量发展的改革思路:全国社会保险经办系统实行人员编制动态调整机制;全面提高人力资本水平;全面推进数字化转型;社会保险经办投入列入社会保险基金成本。

跨省横向府际应急协同机制的实践样态及制度保障

突破省域边界的突发事件具有复杂性、不确定性与突发性,灾害后果严重。实践中,各省级政府通过签订应急协同协议、新设应急协同组织、开展联席会议与会商应对跨省突发事件,形成了多元化的应急协同机制,契合中国特色应急管理制度的改革方向。但是,相关机制不仅面临合法性质疑,还存在效力薄弱、协同动力不足和未突破区域壁垒的弊病,需要完善相关合法性保障与实效保障。协同机制具备实质合宪性,《中华人民共和国地方各级人民代表大会和地方各级人民政府组织法》赋予其组织法依据,一些仅供协调而未涉及职权调整的协同机制不违反职权法定原则与组织法定原则,具备合法性。然而,应对跨省突发事件需要整合各省政府部门职权以形成区域性应急行政权,该权力源自政府的行政授权,可由《中华人民共和国突发事件应对法》完善相关法律依据。协同机制的实效保障需要多路并进:在协同协议层面,应当进一步提升协议的法律效力与可操作性;在协同组织层面,需要健全应急协同组织及其内部结构;在协同信息层面,完善应急协同信息平台建设有助于收集、共享常态化信息与突发事件预警和处置信息;在协同动力层面,可以通过夯实协同观念基础与信任基础、增加协同净收益和加强中央政府的高位推动增强协同动力。

“好”政策何以带来“好”服务?——基于政府购买社会工作服务政策的量化评估

政府购买社会工作服务政策实施已满10年,对其进行系统检视的关键在于回答“好”政策何以带来“好”服务。一个创新性的评估路径是引入PMC指数模型对样本政策进行质量评估,并结合服务效果评估揭示政策与服务之间的联动机制。研究发现,政策质量总体上达到了水平较高的“好”政策标准,无明显地域差异,但出现执行偏差,存在一定程度的逐级向下衰减问题。社会行政能力在“好”政策转化为“好”服务的过程中发挥了关键的催化作用,应将其作为重要政策工具和战略选择,在政策实施和评估研究中重视“过程-能力”视角。

数字政府建设成效测度与评价:理论、方法与应用

数字政府建设日益受到重视,但其建设成效有待评价和改进。文章围绕数字政府建设成效测度与评价问题展开研究,探讨如何构建理论模型、发展评估方法并加以应用。在综述已有文献基础上,提炼数字政府建设成效评价的理论框架,提出从人民高品质生活、企业高质量发展、政府高效能治理的“三高”视角进行评价,并讨论开展课题研究的思路与方法、重点难点和创新之处,以及本课题要实现的预期目标。

社区治理方式对居民垃圾分类行为的影响机制及分异效应

居民生活垃圾分类是生态文明建设的重要方式,也是实现碳达峰碳中和的重要途径之一。社区是推动居民垃圾分类和生活方式绿色转型的关键场域。基于“2019年上海居民垃圾分类行为”调查数据,运用结构方程模型,探究不同社区治理方式对居民垃圾分类行为的影响路径。研究发现:社会性治理方式对垃圾分类行为产生直接效应,并通过社区参与意愿、网络参与意愿对垃圾分类行为产生间接效应。房价和房龄调节了社会性治理方式对居民垃圾分类行为的影响效应,呈现了“熟人社区”“陌生人社区”和“半熟人社区”社区分异效应,形塑了“弱动员、强参与”“强动员、强参与”“强动员、弱参与”的多元主体行动逻辑。该研究能够为构建因地制宜、社区多元共建、共治、共享的垃圾分类实施政策,有效引导社区居民绿色低碳行为,促进社区生活垃圾减量化、资源化提供借鉴和政策参考。

我国药品管理立法的制度史演进

改革开放至今,《药品管理法》作为我国药品管理基本法,经历了从无到有、日臻完善的历程。改革开放初期,我国颁布了《药政管理条例(试行)》,这是我国药品管理立法的先声。随着1984年《药品管理法》的制定和实施,以及特殊药品管理、药品审评、药品生产质量管理等一系列相关法规规章相继发布,我国药品法治体系初具雏形。为适应改革开放以来药品管理领域的新变化,2001年对《药品管理法》进行修订,体现了确保药品安全有效的法律核心价值与现代行政法治的理念和精神,立法技术也日臻完备。2018年吉林长春长生公司问题疫苗案件引发了各界对药品安全的关注,同时,亟待通过完善法律体系以巩固药品审评审批改革成果。2019年对《药品管理法》的修订,是《药品管理法》颁布以来第二次系统性、结构性重大修订,本次修订引入风险管理、鼓励药物创新、深化药品监管体制机制改革等内容,设定更为严格的法律责任,标志着我国药品管理进入全新的现代化时代。本文概述了《药品管理法》的发展历程及我国药品管理的制度变迁,以期为进一步提升我国药品管理水平、保障公众用药安全提供参考。

高校专业课程的思政困境及价值观培育路径研究——以社会保险课程为例

课程思政建设的重要使命是大学生价值观培育。然而,价值观嵌入专业课程存在主客观方面的制约。利用由价值标准、价值知识、价值讲授和价值实践四个环节衔接构成的SKTP价值观培育框架,以社会保险课程为例实施课程思政改革,并对学生的价值塑造效果开展调查与评估。结果发现,导入SKTP价值观培育框架的课程思政在提升学生价值认知和价值实践方面取得良好效果。该研究证明可采取一套结构化的路径开展课程思政的价值观培育。

行政负担视角下数智化驱动社会救助对象精准识别研究

进入数智化时代,数智技术在社会救助对象识别中的应用发展十分迅速且极具前景,同时也引发了社会救助治理体系的深层次变革,如何审视数智技术的价值及其张力,推动技术向善、技术促善,成为兼具理论与实践意义的现实课题。文章从行政负担理论出发构建分析框架,首先,概述社会救助对象识别数智化应用的主要实践模式;其次,阐释数智化驱动社会救助对象精准识别的作用机理,并分析其制约条件、限度及其风险,比较社会救助对象识别的两种政策执行过程;最后,从数智化治理体系和治理能力现代化,提升困难群体安全感和获得感的目标出发,分别从匡正社会救助数智化治理的价值目标、提升平台建设质量和应用水平、完善适应数智化时代的治理体系和职责体系、加强数智化应用的规制体系建设方面提出政策建议。

基层治理中行政与自治耦合的路径——“场域—惯习”框架下J街道社会工作服务中心的实践分析

行政与自治在长期的博弈中走向耦合是基层治理现代化的应然选择,而实现行政与自治耦合的路径探析尚不充分。J街道社会工作服务中心的实践蕴含行政与自治耦合的行为逻辑,通过构建“场域—惯习”框架分析其作用逻辑发现:行政属性赋能、自治属性嵌入的社会工作服务中心,使社区治理场域中“规则”“利益”“关系”场域发生变化,形塑“行政任务对接居民需求”“规范议事协商”“多元联合共治”的惯习。与此同时,社会工作服务中心通过培育主体“认同归属”“契约责任”惯习,重塑“熟人社区”,形成全方位规范制度。社会工作服务中心的本体属性和工作机制为实现行政与自治耦合、推动我国基层治理现代化提供了有益参考。

双网互嵌:基层社会矛盾纠纷协同治理的逻辑理路和实践进路——以T市矛盾纠纷多元化解模式为例

基层社会矛盾纠纷的协同化解需要行政调解网络与社会调解网络的要素协作与功能耦合,双维网络的互嵌逻辑为破解矛盾纠纷调解障碍、实现协同治理增量提供新路径。矛盾纠纷协同治理的生成理路包括三大核心节点:重组协同治理理论要件,追踪挖掘矛盾纠纷化解多元模式的实践行动与运行机制,以及形成社会矛盾纠纷协同治理共同体。协同调解网络的互嵌融合有赖于共识塑造、制度设计、能力建构、条块结合等治理要素的共同作用,矛盾纠纷的多元调解机制及运行模式推动治理方式优化、网络关系重塑与多维空间缔结,激活并优化了全方位多层次的协同调解体系。互嵌化的思维和行动方式为重建协同秩序、畅通多元化纠纷解决模式与协同治理的融合通道提供了新的实践进路。

基于目标导向教育(OBE)教育理念的社会体育指导与管理专业课程体系优化是教育深化改革的必然结果.围绕OBE教育理念下的课程体系优化展开研究,能够为社会体育指导与管理专业的发展提供有益的理论参考价值.在解读OBE教育理念的基础上,通过分析社会体育指导与管理专业课程体系建设的现状,提出了课程体系优化策略:加强实践性课程的设置、增强课程设置的针对性和灵活性、根据就业市场需求调整课程设置、促进跨学科融合并构建完整的课程体系.

跨越公共服务数字化与公民使用的鸿沟:以工伤保险为例

长期以来,学术界普遍对数字化实际推动公民接受公共服务的效果持悲观看法,认为这只是一种“神话”或“乌托邦”。本文以工伤保险公共服务为例,通过连续双重差分法进行准实验设计和反事实评估,发现基于中国场景得出的结论是乐观的:公共服务数字化对于工伤保险覆盖面提升的解释力度显著(高达182%)。本文进一步地通过合成双重差分等方法发现,对于公民需求的重视是公民接受公共服务的决定性因素,公共服务数字化在其中更多起到了“助推器”、“催化剂”及“加速器”的作用。本文呼吁建设以公民需求为中心的数字政府并推动“互联网+公共服务”,在先进技术的引用及推广之外,更加重视公共价值的践行。
