Predicament and Countermeasures of County Economic Development in the Context of New Socialist Countryside Construction

From the perspective of building new socialist countryside, this paper analyses the interactive and mutually reinforcing internal relationship between construction of new socialist countryside and the development of county economy as follows: building new socialist countryside is a significant opportunity and a sturdy base for the development of county economy; the development of county economy is an effective approach and mighty support for construction of new socialist countryside. Then this paper researches the predicament of "big agricultural county, small industry county, county with weak economy, county with low revenue" confronted by the development of county economy at present. Finally corresponding countermeasures are put forward to address predicament in county economic development as follows: constantly promote the reform of "province administering county", enhance and reinforce the development initiative of county economy; vigorously develop modern agriculture, use modern agriculture to stabilize the county; make every effort to propel the development of modern industry, use emerging industry to rejuvenate the county; quicken the pace of urban construction, use charming cities to attract development elements; adhere to the people-oriented outlook, foster new farmers, to achieve harmonious development of county economy.

公平竞争审查、新质生产力与企业数字化转型

数字经济是新质生产力的综合质态。公平竞争审查制度作为高水平社会主义市场经济体制的重要组成部分,能够激发企业创新活力和数字化转型动力,从而推动新质生产力发展。采用双重差分法评估公平竞争审查制度对上市公司数字化转型的影响。研究发现,该制度能够显著提升行政垄断程度高地区的企业数字化转型水平,并且以促进“底层技术运用”为支点撬动了企业数字化转型,凸显了竞争政策的基础性作用。机制检验表明,公平竞争审查制度能够通过促进创新要素流动、优化信贷资源配给、完善数字发展制度环境打通束缚新质生产力发展的“堵点”和“卡点”,从而驱动企业数字化转型。围绕公平竞争审查标准、方式和目标的异质性分析发现,政策呈现出对民营企业、较小规模企业的所有制和规模“偏好”,并且对于制度性交易成本较高的企业作用更加明显;地区自我审查与外部监督机制较为完善时,政策能够更好发挥作用。最后产业政策的叠加效果检验显示,中央与省级产业政策均与公平竞争审查形成了制度合力,有效市场和有为政府协同推进了企业数字化进程。研究结论能够为公平竞争审查制度促进各类先进生产要素向发展新质生产力集聚提供理论支撑和实证依据。

An Optimal Model for Carbon Sinks of CDM Project to Build a New Countryside Based on Cyclic Economy under Uncertainty

Based on the status and characteristics of Clean Development Mechanism （CDM） renewable energy project and the mode of cyclic economy, aimed at achieving the maximum capacity of carbon sinks in the system, Lvjin Jiayuan—New Countryside Distripark CDM project in Wuchuan County was taken as an example for developing an interval linear programming （ILP） model to optimize the crops planting scheme and cows breeding scheme by using interval optimal method. The case showed that the optimized crops planting scheme and cows breeding scheme obtained from the optimal model was reasonable with relatively preferable overall performance. In the context of meeting economic benefits and fertilizer, electricity demand, [231 287.8, 273 312.7] t of CO2 could be absorbed and fixed, which had increased by [12.94, 33.46]% compared with the feasibility scheme of case project and provided technical support for making the decision in CDM project.

The Way of the Social and Economic Development of China An Attempt of Historical and Synthetic Representation

The issue of social and economic development is an important part of theoretical and empirical research of the contemporary economy. China is an example of an economy which in a short period of time achieved success within this scope. Therefore it seems to be justified to draw the reader＇s attention to the factors and determinants which may be regarded as the key ones for the economy of China, both in the period of 1949-1978, namely, in the period of real socialism, and in the period after 1978, so-called ＂socialist market economy＂ to date. On the basis of an analysis of Polish and foreign reference sources and source materials, the author tried to trace both similarities and differences in China＇s economic development over those two periods, first of all paying attention to the Chinese authorities＇ pragmatism of governing in the other period, accompanied by limiting ideological influences. Maintaining the socialist system, in that period China worked out its own, specific principles, and rules of internal activities and activities in the international arena, which enabled to it the creation of a model, especially for developing countries, the system of economic planning and programming, its constant modernization during the implementation of economic tasks, with the consideration given to changing conditionings in the world economy. It was pointed out that with maintaining the laboriousness of the Chinese and their loyalty to authority, they make up China＇s economic power. The aim of the article is to pay special attention to the circumstances, phenomena, conditionings, and factors which occurred on the way to the social and economic development of China, which enabled it to achieve the economic success in a relatively short period of time. This success can be expressed by such indicators as for instance the poverty rate, the unemployment rate, gross domestic product, the value of export, and the value of foreign direct investment as well as other factors.

民营经济高质量发展的现实障碍与破解路径

民营经济是社会主义市场经济的重要组成部分,是推动经济高质量发展的坚实基础。从历史与现实来看,民营经济显著增强社会主义市场经济的活力与韧性;民营经济积极参与科技创新,助力实现高水平科技自立自强;民营经济是共同富裕的关键力量,在促进发展中稳定就业和改善民生。当前民营经济高质量发展面临诸多现实障碍。就内部障碍而言,民营经济的治理机制与经营理念亟待转变,创新意愿不强。就外部障碍而言,一是以公平竞争为核心的市场机制亟待完善;二是促进民营经济发展与创新的制度体系亟待优化;三是当前社会各界对民营经济存在认知谬误。要破解上述障碍,必须完善中国特色现代企业制度,强化民营企业自身建设;必须优化民营经济发展的外部环境,为其提供坚实有力的法治保障;必须完善宏观经济治理体系,提升政府治理能力与服务水平;必须为民营经济发展营造良好的社会舆论环境。

关于破产保护法律制度的若干思考

面向“十五五”时期,充分发挥市场在资源配置中的决定性作用,应围绕社会经济活动、要素配置层次、社会主义经济制度三个维度,以及竞争性效率和帕累托效率两个效率视角,来理解其理论逻辑。要从“十五五”我国处于加快推进基本实现社会主义现代化的关键期,加快构建新发展格局着力推动高质量发展的攻坚期,推进国家治理体系和治理能力现代化的突破期,工业化、城镇化、信息化和农业现代化“四化同步”的加速期以及全面实施高水平制度型开放的窗口期几个层面,来把握充分发挥市场在资源配置中的决定性作用的重大意义。应通过重大改革举措和体制机制创新,充分发挥市场在资源配置中的决定性作用:以实现中国特色社会主义市场经济体制更加成熟更加定型为重点,加快优化市场经济基础制度;以破除传统要素自由流动堵点和建立新型要素市场规则为重点,全面推动要素市场化配置改革;以服务国家重大战略和破除发展的突出矛盾和明显短板为重点,积极健全重点领域的市场机制;以全面推进实现国家治理体系和治理能力现代化为重点,持续完善国家宏观经济治理体系;以对接高标准国际经贸规则和“边境后”规则适应性调整为重点,强化与制度型开放联动推进市场化改革。

稳定就业如何影响技能形成——基于我国企业雇佣制度的历史考察

技能,尤其是专有技能的形成,需要个体扎根某一岗位长时间的耕耘和摸索,这就需要为劳动者提供相对稳定的工作环境和就业保障。计划经济时期,我国国有企业执行统包统配的计划式就业,企业采取劳动竞赛、厂内师徒制、技术协作等方法促进个体的技能形成;社会主义市场经济时期,公有制企业以编制制度,为部分技术技能人才提供了就业稳定的制度保障,同时进一步延续和创新了技能竞赛、基于专家工作室的师徒制、职称评定等制度促进员工的技能形成,而非公有制企业则通过签订长期合同、竞业禁止等给予雇员稳定雇佣的可信承诺,并通过强化员工忠诚教育、建立内部人才上升和流动通道、建立内部人才培养体系和劳动力市场等措施,提升员工专有技能的形成效率。本质上,这是社会主义市场经济环境下,企业内劳动力商品化和去商品化之间的一次再平衡。企业以稳定的雇佣承诺尊重和保护劳动者作为人的特质和需求,并通过师徒传承、生涯发展、锦标赛和内培内招四大机制,发挥劳动力作为生产要素的价值。这一机制还受到国家经济体制以及规范有序的行业内部劳动力市场的宏观影响。未来我国的就业政策、教育政策、社会保障政策应重点促进社会群体的稳定就业,通过积极创设稳定就业的制度环境、提升中小微企业的人力资源开发与技能形成能力、提升职业院校校企合作人才培养的结构性与合规性,协助企业构筑健康稳定、可预期的劳资合作关系。

对新一轮财税体制改革中税制变革的理论分析与思考

在新一轮财税体制改革中推动税制改革创新,以改革促高质量发展,更加突出构建经济发展与税收制度的良性互动关系,深刻把握构建高水平社会主义市场经济体制与税收制度的理论逻辑。更加全面系统认识税收制度与产权制度的内在关系,更好发挥税收制度的产权保护功能;更加适应产业链分工细化深化特征,不断推动优化税制结构;更好顺应区域分工趋势,不断优化区域税收分配机制;更加适应于数字经济发展阶段,尝试推动税制创新。

深入理解指导中国市场经济实践的中国特色社会主义政治经济学的理论原则和立场,是准确把握中国资本政策的关键。坚持社会主义价值理性与市场经济工具理性相统一,是中国特色社会主义政治经济学的理论逻辑,从这一理论逻辑解读资本政策可以看出:两个“毫不动摇”作为中国特色社会主义基本经济制度被写入宪法,“所有民营企业和民营企业家完全可以吃下定心丸、安心谋发展”;对待资本的“两点论”“两手抓”是解读资本限制、划定资本“边界”的理论和政策依据;社会主义共同富裕战略为民营经济提供了超越资本主义限制、为社会主义文明赋能的广阔发展舞台;中国特色社会主义政商关系范式为民营经济提供了社会主义文明引领新路径。

非公有制经济领域意识形态:现状、问题、原因、对策

近年来,非公有制经济领域的意识形态问题备受关注。笔者带着课题组分别于2016年和2023年对北京、山东、江苏、河南、河北、内蒙古等省区市的统战部门、宣传部门、民主党派、工商联、商会等单位、部门以及非公有制经济领域的企业家、副总经理层级的高层管理人员进行了深入走访、调研,结合多年的研究积累,在对比7年来的变化并深入剖析依然存在的问题及其深层次原因的基础上,从七个方面对做好非公有制经济领域的意识形态工作提出了对策建议。
