LOCAL GOVERNMENT,ENTERPRISES AND INDIVIDUALS:ECONOMIC TRANSFORMATION IN THE PEARL RIVER DELTA—A Case Study in Beijiao Township,Shunde City

The Pearl River(Zhujiang)Delta(PRD)has been a focal point in reform era ac ademic circles not only for its dramatic industrial growth but a lso the simultaneous agricultural development.Unlike most of existing research on the PRDeconomic development and transformation fromthe whole region level,this paper explored this question f romthe perspec-tive of a township using Beijiao in Shunde City as a case study.Unlike the c onclusions of existing studies whic h attribute the regional economic transition to the macro factors,particularly the influence of external investment,t his research re-veals that at the level of township,t he local government,the town-villa ge owned enterprises and the individ uals have been playing remarkable roles in local economic transformation.In the early stage since the economic reform,Beijiao township government,replacing the central a nd provincial governments before,b egan to manipulate the development o f town-village owned enterprises and lead the local economic transformation from agricultural to industrial dominated.As the town-village owned enterprises grew during the later years,they gra dually acted as the main dominant pla yer leading the local agricultural and industrial growth.At the same time the individuals in Beijiao were playing more in dependent role to gain their most profits.While the local government changed to be t he real manager of local economies.S o the local economic transition was not entirely externally driven.In another word,the“driven from outsidemodel can not totally explain the economic fact in this specific region.

Economic Structure Transformation and Land Use Change of the Changjiang River Basin

Land, as a key factor of production, is an appropriate indicator of national and regional economic structure transformation. Land use in the Changjiang （Yangtze） River Basin （CRB） since the 1950s has experienced these changes. Industrialization has been the most powerful force of the change in the regional development of the CRB. Virtually all regional resources were put into this effort to modernize the industrial production and urban construction systems of the CRB whose industrialization and urbanization has been a success story, with impressive structural change in both production and land use. These changes are evident ih modem urban areas, but even more in traditionally rural areas. The regression analysis of regional development in the CRB over an extended period shows that the dominant factor in regional land use change is widespread industrialization in rural areas rather than the expansion of urban area. Thus, urbanization has had a limited influence on land use change in the CRB. A major task in realizing more sustainable land use in the future development of CRB is to relocate industrial activities from rural to urban areas.

Economic Transformation Capacities and Developmental Countermeasures of Coal-resource-based Counties of China

In China,the economic systems of many small-scale resource-based regions are confronted with realizing sustainable development through economic transformation. This paper,taking 37 coal-resource-based counties in China as objects,evaluates the economic transformation capacities of the counties by principal component analysis (PCA). Based on the comprehensive principal component values of >1,0–1 and <0,the economic transformation capacities of the counties are classified into strong,common and weak grades. Then,the paper proposes the developmental countermeasures according to different transformation capacities. For the counties with strong transformation capacities,it is crucial to make scientific positioning and rationally exploite resources in view of the developing characteristics and modes of those counties; as for the counties with common transformation capacities,the preparation and perfection of basic transformation conditions are still important aspects; as for the counties with weak transformation capacities,shifting from ″passive transfromation″ to ″active transformation″ in light of resources conditions is necessary.

The paper summarizes the main method to reduce the losses of power transformers and brings up the improved Total Owning Cost (TOC) algorithm, which applies to 220 kV power transformers’ comprehensive benefit analysis. Using the improved Total Owning Cost (TOC) algorithm, based on today 220 kV energy-saving power transformer manufacturing level, the economic benefits of new energy-saving power transformer and the return period of investment are analyzed. Finally, combined with energy-saving effect, the appropriate replacement proposal of 220 kV power transformers has been given.
