The general goal of the management of communication and information technology (MCIT) in the health sector, is to accelerate collecting, achieving and supporting the health system processes, and effective decision-mak...The general goal of the management of communication and information technology (MCIT) in the health sector, is to accelerate collecting, achieving and supporting the health system processes, and effective decision-making for managing this system;because preparing and providing health care services for society is very complex, and highly dependent on the information system. The aim of this investigation is to determine the mean scores of the possibility of implementing the MCIT standards in Khorasan Razavi hospitals, from the perspective of managers. This was a cross sectional descriptive-analytic study conducted in two steps in all hospitals. In the first step, the applicability of the standards in hospitals was studied. In the second step, the current status of hospitals was compared with international standards MCIT. In order to determine the validity of the questionnaires, opinions of professors and experts were acquired. Regarding the reliability, the SPSS V. 12 calculated the value of Cronbach’s to be 0.95 for the first questionnaire and 0.86 for the second questionnaire. Data were analyzed using statistic tests of one way ANOVA and t-test. The level of significance was fixed at 0.5. In the 16 hospitals studied, the mean and standard deviation of MCIT were (57.25 ± 13.74). The MCIT standards are applicable in hospitals of Khorasan Razavi according to half (49.4%) of managers;nonetheless, their application requires greater efforts by the hospitals.展开更多

Nigeria which is a fast growing country has no existing standards to check the influx of renewable energy technologies into the country. This study stresses the need for the development of standards for renewable energy technologies in order to prevent the importation of substandard renewable energy technologies in Nigeria. Information technology (IT) was one of the most intensively studied and extensively applied technologies in the 20th century and its research and application will be even more accelerated in the 21st century. The im...Information technology (IT) was one of the most intensively studied and extensively applied technologies in the 20th century and its research and application will be even more accelerated in the 21st century. The impact of IT is more farreaching than any one may have had imagined, encompassing all facets and sectors of society. Economically, e-commerce generated more than $1.5 trillion in the US in 2004 and is projected to be 30, 15 and 2.6% of the total manufacturing, whole sales and retail sales in the US in 2006 respectively. IT research in agriculture has so far been particularly applied to such fields as precision farming and bioinformatics and in extension and farming practices. As such, its potential application in agricultural e-commerce has only begun to be explored. The United States Department of Agriculture has identified four different functions that e-commerce firms perform in the agricultural sector. They are: (1) information distribution, (2) input supply, (3) commodity trading floor, and (4) logistics/supply chain management. Unlike other industrial products, agricultural products are much more diverse and difficult to process and handle. For instance, fruits and vegetables are perishable and have to reach the market and the hands of consumers within a short period of time. One of the problems for IT applications in agriculture is the lack of standard measures in characteristics and quality of perishable produce and processing foods. Standards are pre-requisites for effective IT application and e-commerce. According to the Global Commerce Initiative, standards bring scalability, portability and affordability to the business process. Standards speed up the supply chain and reduce errors and protect technology investments and ensure system to system interaction and interoperability. Because the complexity of issues involved in standardization, the process of standardization must involve the input and discussion from all segments of the society. Being the largest agricultural country in the world and one of the most active trading partners in the international market, China must also be involved in determining the standards for both domestic and international trades. These measures are the necessary foundations for e-commerce in agriculture. In this paper, we provide a review of the technological development of standardization and coding that are prerequisites for IT application in e-commerce. This understanding is important for professionals in China to promote e- commerce in agriculture. Finally, we propose that a national committee to be formed in China, which includes IT experts from private sectors, academic professionals and governmental officials. This committee should consider the progress being made elsewhere in the world, the unique properties of Chinese commodities and appropriate business models to determine a set of standard measures that are transportable and communicable digitally in the world market for China's e- commerce in agriculture.展开更多
Aiming at the characteristics of modularity and reconfigurable in open architecture computer numerical control (CNC) system, the open architecture CNC system, Harbin Institute of Tech- nology computer numerical cont...Aiming at the characteristics of modularity and reconfigurable in open architecture computer numerical control (CNC) system, the open architecture CNC system, Harbin Institute of Tech- nology computer numerical control (HITCNC), is researched and manufactured based on the interface standards. The system's external interfaces are coincident with the corresponding international standards, and the internal interfaces follow the open modular architecture controller (OMAC) agreement. In the research and manufacturing process, object-oriented technology is used to ensure the openness of the HITCNC, and static programming is applied in the CNC system according to the idea of modularization disassembly. The HITCNC also actualizes real-time and unreal-time modules adopting real-time dynamical linked library (RTDLL) and component object model (COM). Finite state ma- chine (FSM) is adopted to do dynamically modeling of HITCNC. The complete separation between the software and the hardware is achieved in the HITCNC by applying the SoftSERCANS technique. The application of the above key techniques decreases the programming workload greatly, and uses software programs replacing hardware functions, which offers plenty technique ensures for the openness of HITCNC. Finally, based on the HITCNC, a three-dimensional milling system is established. On the system, series experiments are done to validate the expandability and interchangeability of HITCNC. The results of the experiments show that the established open architecture CNC system HITCNC is correct and feasible, and has good openness.展开更多
Distinct from the existing literature conforming to the Porter hypothesis which emphasizes the technological innovation mechanism,this paper examines the mechanism of technological transformation through which environ...Distinct from the existing literature conforming to the Porter hypothesis which emphasizes the technological innovation mechanism,this paper examines the mechanism of technological transformation through which environmental technical standards influence the manufacturing industry in reducing emissions and improving efficiency(i.e.green transition).Furthermore,drawing upon enterprise samples from the databases of Chinese Industrial Enterprises and Chinese Industrial Pollution Sources from Major Monitored Enterprises,it empirically validates the results of the theoretical analysis.Overall,our research reveals that environmental technical standards can propel manufacturing enterprises to reduce pollution and increase productivity by following an incremental path of technological transformation,thereby achieving a green transition.Moreover,environmental technical standards indirectly promote green technology innovation in the upstream equipment manufacturing enterprises.Heterogeneity analysis further shows that environmental technical standards have a stronger effect of green transition on those companies with higher pollution emission intensity,lower productivity,slower capital renewal and stronger financing capacity prior to implementing the environmental policies.展开更多

Our study aims to take a closer look at China's current information literacy(IL) program standards at secondary schools and to analyze their level of success and/or failures in a comparative way with those of the ...Our study aims to take a closer look at China's current information literacy(IL) program standards at secondary schools and to analyze their level of success and/or failures in a comparative way with those of the United States in terms of fulfilling their each other's mission-oriented mandates. Our research findings show that China's current IL standards of high schools contain a disproportionate emphasis on information technology(IT). Moreover, the stipulations of these IL standards are narrowly construed and without being solidly grounded on a broad and comprehensive educational perspective. We also suggest that there are two underlying causes for this set of unsound IL standards in China.Firstly, there is a lack of collaboration between two major competing forces engaged in the curricular development and research of IL in China: Those professionals in educational IT discipline vis-à-vis those in Library and Information Science. Secondly, library professionals have a very limited influence on major socio-cultural policies, even at their own institutions. As a result, this paper recommends the following three possible measures,which may help remedy this situation strategically: 1) Establishing a set of new IL curriculum standards based on an IL-centered educational perspective; 2) establishing a teacher-librarian's training program to promote school librarians' role in IL education; and 3) strengthening the research and development of an online IL education program and an accompanied evaluation mechanism.展开更多

文摘The challenges brought by broadband wireless access technologies to cellular mobile communication technologies speed up the study and standardization of 3G evolution technologies that support higher data rates. Both the 3GPP and the 3GPP2 have launched research programs on the study and standardization of the emerging 3G evolution technologies. The Long Term Evolution (LTE) program of 3GPP has made progress in key technical indexes of air interface, wireless network architecture and high-level protocols. At the same time, the Air Interface Evolution (AIE) program of 3GPP2 has made study achievements in the formulation of air interface standards for Layer 2 and upper layers, as well as for the physical layer.
文摘In order to ensure interoperability of basic mobile applications, the Open Mobile Association (OMA), from the perspective of mobile application, developed the mobile application layer technical standards for technology engines and carried out the interoperability test. From the perspective of fixed Internet, the World Wide Web Consortium (W3C) developed the technology standard based on basic Web applications, laying the foundation for Web-based mobile Internet applications. There are a number of important technology engines supporting mobile Internet services, including the engine for Internet access and download, the engine for providing status of mobile users and mobile terminals, the engine for community/group administration, the engine for mobile search, and the engine for classification-based content filtering.
文摘This article focuses on the current situation in technical research and development (R&D) and proprietary intellectual property rights (IPRs) in China. Based on the situation of Far East Cable Company, it analyzes the significance of strengthening the protection of proprietary IPRs and implementing a strategy for technology standards and then discusses the actual work and future arrangement of proprietary IPRs and technology standard strategies. It points out that the enhancement of proprietary IPRs protection and implementation of technology standard strategies is the only way for enterprises to remain competitive.

文摘Information technology (IT) was one of the most intensively studied and extensively applied technologies in the 20th century and its research and application will be even more accelerated in the 21st century. The impact of IT is more farreaching than any one may have had imagined, encompassing all facets and sectors of society. Economically, e-commerce generated more than $1.5 trillion in the US in 2004 and is projected to be 30, 15 and 2.6% of the total manufacturing, whole sales and retail sales in the US in 2006 respectively. IT research in agriculture has so far been particularly applied to such fields as precision farming and bioinformatics and in extension and farming practices. As such, its potential application in agricultural e-commerce has only begun to be explored. The United States Department of Agriculture has identified four different functions that e-commerce firms perform in the agricultural sector. They are: (1) information distribution, (2) input supply, (3) commodity trading floor, and (4) logistics/supply chain management. Unlike other industrial products, agricultural products are much more diverse and difficult to process and handle. For instance, fruits and vegetables are perishable and have to reach the market and the hands of consumers within a short period of time. One of the problems for IT applications in agriculture is the lack of standard measures in characteristics and quality of perishable produce and processing foods. Standards are pre-requisites for effective IT application and e-commerce. According to the Global Commerce Initiative, standards bring scalability, portability and affordability to the business process. Standards speed up the supply chain and reduce errors and protect technology investments and ensure system to system interaction and interoperability. Because the complexity of issues involved in standardization, the process of standardization must involve the input and discussion from all segments of the society. Being the largest agricultural country in the world and one of the most active trading partners in the international market, China must also be involved in determining the standards for both domestic and international trades. These measures are the necessary foundations for e-commerce in agriculture. In this paper, we provide a review of the technological development of standardization and coding that are prerequisites for IT application in e-commerce. This understanding is important for professionals in China to promote e- commerce in agriculture. Finally, we propose that a national committee to be formed in China, which includes IT experts from private sectors, academic professionals and governmental officials. This committee should consider the progress being made elsewhere in the world, the unique properties of Chinese commodities and appropriate business models to determine a set of standard measures that are transportable and communicable digitally in the world market for China's e- commerce in agriculture.

文摘Aiming at the characteristics of modularity and reconfigurable in open architecture computer numerical control (CNC) system, the open architecture CNC system, Harbin Institute of Tech- nology computer numerical control (HITCNC), is researched and manufactured based on the interface standards. The system's external interfaces are coincident with the corresponding international standards, and the internal interfaces follow the open modular architecture controller (OMAC) agreement. In the research and manufacturing process, object-oriented technology is used to ensure the openness of the HITCNC, and static programming is applied in the CNC system according to the idea of modularization disassembly. The HITCNC also actualizes real-time and unreal-time modules adopting real-time dynamical linked library (RTDLL) and component object model (COM). Finite state ma- chine (FSM) is adopted to do dynamically modeling of HITCNC. The complete separation between the software and the hardware is achieved in the HITCNC by applying the SoftSERCANS technique. The application of the above key techniques decreases the programming workload greatly, and uses software programs replacing hardware functions, which offers plenty technique ensures for the openness of HITCNC. Finally, based on the HITCNC, a three-dimensional milling system is established. On the system, series experiments are done to validate the expandability and interchangeability of HITCNC. The results of the experiments show that the established open architecture CNC system HITCNC is correct and feasible, and has good openness.
文摘Distinct from the existing literature conforming to the Porter hypothesis which emphasizes the technological innovation mechanism,this paper examines the mechanism of technological transformation through which environmental technical standards influence the manufacturing industry in reducing emissions and improving efficiency(i.e.green transition).Furthermore,drawing upon enterprise samples from the databases of Chinese Industrial Enterprises and Chinese Industrial Pollution Sources from Major Monitored Enterprises,it empirically validates the results of the theoretical analysis.Overall,our research reveals that environmental technical standards can propel manufacturing enterprises to reduce pollution and increase productivity by following an incremental path of technological transformation,thereby achieving a green transition.Moreover,environmental technical standards indirectly promote green technology innovation in the upstream equipment manufacturing enterprises.Heterogeneity analysis further shows that environmental technical standards have a stronger effect of green transition on those companies with higher pollution emission intensity,lower productivity,slower capital renewal and stronger financing capacity prior to implementing the environmental policies.

文摘With the rapid development and application of cloud computing,big data,artificial intelligence,5G,satellite communication,blockchain and other emerging information technologies,conditions have been provided for the intelligent development of urban rail vehicles.With the development of smart urban rail vehicles,the standards system of traditional urban rail vehicle cannot meet the development requirements,so it is necessary to study and reconstruct the standards system.To embody the intelligent level of urban rail vehicles,the paper conducts the research on the standards for the urban rail vehicle train control system,monitoring and diagnosis system,passenger service system,and then proposes the overall architecture and standard list of smart city rail vehicle technical standards system,providing reference for the planning and establishment of China's smart city rail standards system.
文摘Our study aims to take a closer look at China's current information literacy(IL) program standards at secondary schools and to analyze their level of success and/or failures in a comparative way with those of the United States in terms of fulfilling their each other's mission-oriented mandates. Our research findings show that China's current IL standards of high schools contain a disproportionate emphasis on information technology(IT). Moreover, the stipulations of these IL standards are narrowly construed and without being solidly grounded on a broad and comprehensive educational perspective. We also suggest that there are two underlying causes for this set of unsound IL standards in China.Firstly, there is a lack of collaboration between two major competing forces engaged in the curricular development and research of IL in China: Those professionals in educational IT discipline vis-à-vis those in Library and Information Science. Secondly, library professionals have a very limited influence on major socio-cultural policies, even at their own institutions. As a result, this paper recommends the following three possible measures,which may help remedy this situation strategically: 1) Establishing a set of new IL curriculum standards based on an IL-centered educational perspective; 2) establishing a teacher-librarian's training program to promote school librarians' role in IL education; and 3) strengthening the research and development of an online IL education program and an accompanied evaluation mechanism.
