Building a Business and Strategic Intelligence Policy as a Strategy for Promoting Congolese Business Progress and Healthy Economic Development in Eastern DRC

The aim of this study was to verify the existence of business and strategic intelligence policies at the level of Congolese companies and at the state level, likely to foster progress and healthy development in the east of the DRC. The study was based on a mixed perspective consisting of objective analysis of quantitative data and interpretative analysis of qualitative data. The results showed that business and strategic intelligence policies have not been established at either company or state level, as this is an area of activity that is not known to the players in companies and public departments, and there are no units or offices in their organizational structures responsible for managing strategic information for competitiveness on the international market. In addition, there is a real need to establish strategic information management units within companies, upstream, and to set up a national strategic information management department or agency to help local companies compete in the marketplace, downstream. This reflects the importance and timeliness of building business and strategic intelligence policies to ensure economic progress and development in the eastern DRC. Business and strategic intelligence provides companies with an appropriate tool for researching, collecting, processing and disseminating information useful for decision-making among stakeholders, in order to cope with a crisis or competitive situation. The study suggests a number of key recommendations based on its findings. To the government, it is recommended to establish the national policy of business and strategic intelligence by setting up a national agency of strategic intelligence in favor of local companies;and to companies to establish business intelligence units in their organizational structures in favor of stakeholders to foster advantageous decision-making in the competitive market and achieve progress. Finally, the study suggests that studies be carried out to fully understand the opportunities and impact of business and strategic intelligence in African countries, particularly in the DRC.

Challenges and Opportunities for China-EU Comprehensive Strategic Partnership——from the Perspective of Different Ideas inside the EU on the China-EU Comprehensive Strategic Partnership

Although the EU President Van Rompuy expresses the belief that the EU-China strategic partnership and the people-to-people friendship will continue to flourish,more and more European intellectuals express their doubts about the strategic partnerships of EU-China relations.The reasons for the doubts are firstly European scholars place more emphasis on the differences between China and EU in ideology and political system;secondly,they believe that the establishment of the strategic partnership between China and EU was the result of EU and its Member States having implemented an "unconditional engagement" with China;thirdly,a series of differences between China and the EU on issues like trade,Africa,climate change in recent years.However the different ideas towards China EU strategic partnership have caused the partnership to face challenges as well as significant opportunities for development.

STRATEGIC ENVIRONMENTAL ASSESSMENT FOR SUSTAINABLE DEVELOPMENT IN URBANIZATION PROCESS IN CHINA

This paper reviewed the development of Strategic Environmental Assessment (SEA) in China, expounded its functions and regional characteristics, and discussed the targets of SEA in the process of urbanization,and the main assessment indicators, procedures, techniques and methodologies of SEA. It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. Therefore, SEA can be a supporting tool for decision-making toward achieving sustainable development.

Study on the partner selecting method of strategic alliance inhigh and new technology enterprises

A successful and effective strategic alliance involves many factors, of which selecting a proper partner is the most important factor to achieve the success of the alliance. In view of the characteristics of strategic alliance in high and new technology enterprises and according to the analysis on the standards of partner selecting and the factors of the success of alliance, this paper does some deeper research on the partner selecting and the alliance evaluation process from the perspective of different strategic levels by using a fuzzy comprehensive evaluating method, thus providing a method to select the alliance partner for high and new technology enterprises in China.

Application of Fuzzy Automata Decision-Making System in Target Control

In order to perform better in target control, this paper proposed a decision-making system method based on fuzzy automata. The decision-making system first preprocessed the signal and then performed a two-level decision on the target to achieve optimal control. The system consisted of four parts: signal preprocessing, contrast decision-making, comprehensive judgment of decision-making and decision-making result. These decision algorithms in target control were given. A concrete application of this decision-making system in target control was described. Being compared with other existing methods, this paper used both global features and local features of target, and used the decision-making system of fuzzy automata for the target control. Simulation results showed that the control effect based on the decision-making system was better than that of the other existing methods. Not only it was faster, but also its correct control rate was higher to be 95.18% for the target control. This research on the control system not only developed the FA theory, but also strengthened its application scope in the field of control engineering.

Understanding the Impact of Economic Crisis on the Distribution of Organizational Decision-Making Authority

Understanding the dynamics of decision making in the right way is an important problem for the management of organizations.In today’s business life organizations are becoming more complex,and the environments they are operating in,are becoming increasingly uncertain.The aim of this paper is to contribute to the understanding of the dynamics of managerial decision-making process in complex internal and external environments by sharing the results of an empirical study(Onuk,2009).While taking the levels of the organizational structure as one of the important dimensions of complex internal environment,complex external environment is reflected within the study as economic crisis.Using the survey tool developed by Onuk(2009),the empirical study realized in the Turkish organization of a large global company investigated decision-making process to understand how decision-making authority for different types of decisions,identified as strategic,tactical,and operational level decisions,was distributed throughout the organization levels,and how this distribution was impacted by economic crisis.The results of the study confirmed the following common expectations:(1)Strategic decisions are mostly taken at upper hierarchical levels of the organizational structure;(2)during times of economic crisis strategic decision making is centralized;and(3)during times of economic crisis distribution of decision-making authority is concentrated at upper management levels.

Strategic Research on Vertical Industry B2B E-commerce

The strategic researches about vertical industry B2B E-commerce company are insufficient. The existing e-commerce strategic researches have many problems in practical application. Based on AHP and fuzzy evaluation, the paper studies strategic programming evaluation of vertical industry B2B E-commerce, establishes strategic ambiguity evaluation model of vertical industry B2B e-commerce company, selects the best strategic program from the altennative strategic programs, and makes empirical analysis. Lastly, based on summarizing the thesis, the paper proposes suggestions and prospection for the study in the future.

A Lesson Plan Incorporating Collaborative Strategic Reading

This essay is going to have an in-depth analysis of the Collaborative Strategic Reading, a four-step reading comprehension strategy popular in the Western classrooms. It will start with some brief introduction about this instructional approach in company with its theoretical rationale and research evidence for its effectiveness of improving learners' reading competence. Focused on the previewing skill, the first step of the reading instruction, a modified lesson plan is designed in the Chinese high school setting, followed by justification of the major elements of the plan, and some practical implications.

Comprehensive evaluation of multi-energy complementary ecosystem based on improved multicriteria decision-making method

The multi-energy complementary ecosystem is an important form of the modern energy system.However,standardized evaluation criteria and the corresponding method framework have not yet been formed,resulting in unclear standards and irregular processes of its construction.To cope with this issue,a novel comprehensive evaluation framework for multi-energy complementary ecosystems is proposed in this study.First,a 5D comprehensive evaluation criteria system,including environment,economy,technology,safety and systematicness,is constructed.Then,a novel multicriteria decision-making model integrating an analytic network process,entropy and preference-ranking organization method for enrichment evaluation under an intuitional fuzzy environment is proposed.Finally,four practical cases are used for model testing and empirical analysis.The results of the research show that the unit cost of the energy supply and the internal rate of return indexes have the highest weights of 0.142 and 0.010,respectively.It means that they are the focus in the construction of a multi-energy complementary ecosystem.The net flows of four cases are 0.015,0.123,-0.132 and-0.005,indicating that cases with a variety of energy supply forms and using intelligent management and control platforms to achieve cold,heat and electrical coupling have more advantages.

Tasks and Priorities for Comprehensively Deepening Reform of China’s State Sector of Economy

The Third Plenary Session of the 18th CPC Central Committee ushered in a new chapter of China＇s comprehensive deepening of reform. The basic objective of comprehensively deepening reform of the state sector of economy in the new chapter is to fully integrate this sector with a sophisticated market economic system with the market playing the decisive role in resource allocation. In order to achieve this objective, China is confronted with the four major priorities of adjusting the functions and layout of the state sector of economy according to national mandates, expediting the mixed ownership reform, creating a classified and multi- tiered new system for the administration of the sector, and developing a modern corporate system for SOEs to ensure an efficient micro-level governance mechanism for the sector. （1） The functions of the different types of SOEs should be accurately defined and SOEs should be divided into the three types of public policy SOEs, functional SOEs, and commercial SOEs. This classification forms the premises for reforming the state sector of economy. Based on the functions of the three types of SOEs, the directions and emphases for strategic adjustment should differ as well. （2） The mixed ownership reform should adhere to the methodological principles of combining top-down and bottom-up approaches, implementing pilot programs, and promoting coordinated progress. Practical implementation should ensure fair and standard reform procedures, reform programs consistent with laws and regulations, open and fair equity transfers, as well as fair and transparent internal distributions. The mixed ownership reform of SOEs should introduce the employee stock ownership system and adhere to the principles of compatible incentives, shared growth, and long-term development. Monopolistic sectors should be transformed into competitive market structures to create conditions for the implementation of mixed ownership for SOEs. （3） The new system for the administration of the state sector of economy should comprise three hierarchies： the Commission for the Administration of State Economy at the top level, state capital operation companies or state capital investment companies at the intermediate level and general for-profit enterprises at the bottom level, which administer public policy, functional SOEs, and commercial SOEs respectively. （4） Under the new system for the administration of the state sector of economy characterized by the three hierarchies and categories, the key for perfecting the modern corporate system of SOEs is to establish a differentiated, classified governance mechanism, i.e., different corporate governance mechanisms should be created for SOEs of different functions and roles.

Strategic Decision-making,Action Planning,Flexible Creation:A Philosophic Thinking on Chinese City Development

Based on the rich experience in urban construction in China for decades,the author argues that urban planning is a process of flexible creation under the guidance of strategic decision-making and action planning and in accordance with local conditions in hope of creating better human settlements and a harmonious society at the same time.Efforts should be made to strengthen the general knowledge and universal truth on urban planning and transform them into public consensus.

Effects of the Pre-Task Planning Mode on the Listening Comprehension of Chinese EFL Learners

This study aims at investigating the effects of the pre-task planning mode on listening comprehension of Chinese EFL （English as a foreign language） learners as well as students＇ opinions towards the pre-task planning mode Three step~., namely, concept mapping, strategic planning, as well as rehearsal, are employed in the pre-task planning mode in the present study. There are altogether 40 second-year English majors participated in the present study, and they are randomly assigned into the experimental group and the control group. The instruments employed in the present study to achieve the research purposes include the listening comprehension test, the teacher＇s log, the students＇ opinion questionnaires, the students＇ open-ended questionnaires, and the semi-structured interviews. Research findings revealed that there were significant main effects on the listening comprehen,;ion of Chinese EFL learners after the training by the pre-task planning mode. 东北率先实现农业现代化的优势、困境及路径

习近平总书记在东北多次提出“率先实现农业现代化”的重要论断。农业现代化是随着生产力与生产关系变革,农业在供给保障、科技装备、经营体系、产业韧性和竞争能力五大方面不断向前、可持续发展的动态历史过程,而“率先实现农业现代化”则意味着一个地区在这五大方面具有深厚的现实基础并发挥重要引领性作用。东北地区作为我国重要商品粮基地,率先实现农业现代化具有重大战略意义和发展潜力,但目前也存在着亟待解决的问题,优势与困境并存。在新一轮东北振兴背景下,东北地区必须牢牢把握在国家发展大局中的战略定位,立足农业发展优势,着力解决现实困境,探索现代化大农业发展之路,担负起建设农业强国的历史使命。

权力与价值的博弈:国际传播战略模型研究

在国际交往日益频繁、国际竞争持续深入的当下,国际传播成为各国取得竞争优势的重要一极。与传统意义上以大众媒介为主要场域不同,广义国际传播包括主体和对象之间一切因为互动引发的信息交换行为,深刻作用于参与者的国际权力地位和文明影响能力。因此,国际传播战略制定的意义重大,必须反映国际竞争的全局性、系统性和长期性。基于此,从现实主义和建构主义出发,将国家综合实力与广义文化近似程度确定为国际传播战略模型(受众矩阵)的横纵坐标,从而区隔出四个象限,各自衍生出一种国际传播战略。首先是综合实力强、广义文化相近的“同源与责任战略”,强调和突出国际传播主体与对象同文同种的“自我认同”,渲染强大前者在同文化圈领导或核心的负责任国家形象;其次是综合实力强、广义文化相异的“标杆与说服战略”,即文化相异、综合实力较强的国际传播主体应努力跨越文化鸿沟,示范和说服国际传播对象明确认识和接受这一事实并开展建设性交流和实质性合作;再次是综合实力弱、广义文化相近的“共情与跟随战略”,也就是在“同文化、弱实力”比较条件下,主体通过国际传播强调双方广义文化近似程度并清晰表达“跟随”战略意图,引发受众共情效应,从而最大化保护国家安全和其他重要利益;最后是综合实力弱、广义文化相异的“互利与展演战略”,即以普世性利益为交流合作切入点、以不同文化共鸣之处为展演,弱势方通过国际传播使强势方认可其国家形象并接受合作诚意。

“复合竞争”时代印太“中等强国”战略选择的分化

美国推出“印太战略”拉开了中美“复合竞争”的序幕。随着大国竞争烈度的增强,国际秩序分裂和集团化倾向的加剧,科技和供应链能力之争的凸显,印太域内的“中等强国”面临越来越大的“选边站”压力,在中美之间的战略选择上亦出现了分化。究其原因,首先,国内层面的官民认知偏好和身份认同两个因素决定了“中等强国”在中美之间的选择偏好;其次,国际体系层面的供应链依赖结构以及是否具有对冲大国压力的制度缓冲影响着选择偏好的极化程度。澳大利亚、韩国和印度尼西亚三国的政策印证了“中等强国”战略选择背后的逻辑。因此,中国应通过在印太“中等强国”国内营造对华友善的认知,推动“亚洲认同”在区域内的扩散,提供更多元化的供应链选择以及继续支持“以东盟为中心”的多边主义地区秩序,努力促使印太“中等强国”在中美之间保持战略中立甚至倾向中国,构建有利于我国的国际关系和战略环境。

镍资源找矿突破与综合开发利用

镍资源是国民经济发展的重要战略资源,也是重要的关键矿产;我国是全球最大的镍金属消费国,也是镍金属原料稀缺国,镍矿产原料对外依存度居高不下,亟需实现镍资源找矿突破、推动镍资源综合开发利用、拓宽镍资源进口渠道,保障镍资源安全稳定供给。本文在综合分析镍产业最新数据的基础上,梳理了全球和我国镍资源禀赋、供需现状,总结了国内外镍矿床成因类型、时空分布规律和找矿前景,分析了我国镍资源产业发展和供应保障面临的问题,提出了镍矿勘查开发的关键技术及综合利用途径。为保障稳定供应和安全发展,从国际和国内两方面提出了我国镍资源保障路径及对策。在国际方面,稳定以印度尼西亚、菲律宾为代表的重要镍资源进口市场,加大投资镍资源海外矿业项目,增强中资企业的国际竞争能力;加强国际合作,实现镍资源进口渠道的多元化。在国内方面,加大镍资源勘查力度;加强镍资源综合利用,提高再生镍资源利用率;优化传统技术工艺,调整产业结构;强化镍资源储备基地建设,保障有效增储;重视海底铁锰结核等潜在镍矿资源的开采技术研究。

全面深化改革与中国式现代化的战略定力

跨区域全域土地综合整治的逻辑解析与实施路径

探索跨区域全域整治的资源整合逻辑与协同发展路径,对缓解传统土地整治范围局限、城乡要素联动不足和治理机制不完善等问题具有重要意义。文章分析了全域整治要素构成及其跨区域流动的动力机制,明确了以资源优化配置和区域协作为核心的实践策略,并以浙江省宁波市为例,探讨跨区域全域整治在土地资源优化、农业产业提升、生态价值保障以及公共服务设施优化等的阶段性成效。研究表明:(1)乡镇内部的全域整治通过整合城乡资源要素和优化空间布局,促进城乡融合、社会进步和生态保护;乡镇间则通过区域功能互补、资源共享和产业协调,推动要素流动与优化配置,实现区域均衡发展和城乡高质量融合。(2)宁波市作为全国首个市域全域整治试点,通过实施子项目工程建设,激发了乡村活力,促进市—区县—镇域多元要素流动,实现了空间优化和功能提升。(3)跨区域全域整治不仅依赖资源配置,还需通过政策调控、市场协同和机制改革,打破行政区划限制,促进资源合理流动与高效配置,同时加强基层组织参与,确保整治工作的可持续性与区域协调发展。

全球政治趋势与我国的国家安全

当今,随着世界进入新的动荡变革期,大国博弈竞争升级,地缘政治局势持续紧张,全球经济复苏进展曲折缓慢,新一轮技术革命和产业链供应链转移带来的竞争空前激烈。与世界进入动荡变革期的政治、经济趋势同步发展的,是国际安全格局出现的重大变化。冷战结束后,美国和苏联的两极格局瓦解,国际安全格局走向多极化。作为当今世界上最强大的两个国家,中国和美国在国际安全格局中的作用,比其他国家和国家集团(如欧盟、东盟)要大得多。而与此时亦趋同步的是中国的国家安全面临着全方位、复合型、多层次的前所未有的严峻挑战。国际环境日趋复杂,需要构筑复合型的战略思维予以应对。在国际事务中,中国要继续高举和平发展的旗帜,牢固树立国内国际两个大局观,以做好国内的事情为重。应善于利用中美关系稳定、维持经贸领域对华合作的积极因素,扩大中国在金砖国家、上海合作组织等国际机制中的影响,发挥联合国的积极作用。扩大朋友圈,缩小对立面,是维护我国国家安全的重要途径。
