Analysis on the Development of Low-Carbon Marine Economy

From the perspective of low-carbon economy,the paper analyzes the factors that influencing the development of low carbon economy.It is showed that the damage of marine ecological environment results in the low ability of oceans in absorbing green gas;environmental pollution leads to lowering capacity of ocean to deal with the wastes;development of related marine industries brings deterioration of marine environment;changes of climate threat the healthy development of marine economy.The paper points out the development routines of marine low carbon economy:accelerating the innovation of energy techniques,exploring marine renewable green energies;planning scientifically and strengthening the protection and repairmen of marine environment;developing marine recycle economy,upgrading resources using efficiency;adjusting marine industrial structures and exploring greatly the marine low carbon industries;guiding industries to chase chances and accelerating the development of low-carbon marine economy.

Discussion and Application of Planning EIA Index System in the Industrial Development Region Based on Low Carbon Economy

Aimed at the low carbon economy and the characteristics of planning EIA in the industrial development region,the planning EIA index system which merged with the low carbon economy concept in the industrial development region was established.The construction planning of national eco-industrial park in Hefei High-tech Industrial Development Zone was comprehensively evaluated by using the gray correlation method.The evaluation results of considering and without considering the low carbon index were contrasted and were verified by using the improved entropy method.The results showed that the regional sustainable development index constantly rose,and the planning was reasonable.Moreover,the suggestions were also put forward to tackle the problems.

Approach and Strategy of Constructing Low-carbon Communities

The developing focus of low-carbon society is constructing low-carbon cities which are based on the construction of low-carbon communities.The main ways of constructing low-carbon communities conclude low carbonization of planning and designing,low carbonization of construction materials,low carbonization of community environment,low carbonization of energy system,low carbonization of energy use and low carbonization of life style.The basic strategies of constructing low-carbon communities contain enhancing propaganda and education,strengthening technical innovation,cultivating low-carbon culture,advocating public participation and consolidating leadership in organizations.

Innovation of China's Circular Agricultural Development in the Perspective of Low Carbon Economy

On the basis of the concept and characteristics of circular economy, this paper analyzes the restraining factors of China's circular agricultural development as follows: issues concerning agriculture, countryside and farmers are outstanding; the problems of agricultural resources and agricultural ecological environment are serious; the quality of agricultural products cannot meet the demand of domestic and international market for food. Based on the internal requirements of low carbon economic development, this paper advances four innovative models concerning China's circular agricultural development as follows: the model of combining planting and breeding of agriculture, the developmental model of leisure and sightseeing, ecological integration model, and the developmental model of reusing agricultural byproducts. Every region should choose or create different circular agricultural model in different domains, in order to better use agricultural resources, reduce the consumption of agricultural energy inputs, reduce the emission of agricultural greenhouse gas, develop low carbon agriculture, and make great contribution for meeting the international challenges and promoting China's agricultural development.

A Proposal on the Brand Strategy of the Development of Low Carbon Industry under the Legal Perspective

The sustainable development of the low carbon industry is depended on the brand strategy;brand strategy is the important part of low carbon industry.The brand strategy is the important support and the security of low carbon industry;it is also the part and parcel of the development of low carbon industry.Its spiritual connotation owns intellectual property legal attributes,the brand strategy of low carbon industry is a series of activities which is to use the intellectual property law to provide the powerful legal support and legal protection when the low carbon industry setting up and developing to realize the development and the perfection of low carbon industry.Our legal system about the low carbon industry still remains lots of defects and weakness,how to use the existing legal system to develop the brand strategy of the low carbon industry is as important as making up for the shortage of the law.

基于低碳经济优化调度的电-碳联合需求响应改进策略研究

随着中国双碳目标的提出以及全国碳市场的快速发展,探索碳市场环境下电力系统的发展和优化调度策略具有十分重要的意义。以电力系统最小化成本和碳排放量为目标,提出了一种基于低碳经济优化调度的电-碳联合需求响应改进策略,该策略将碳排放权交易市场中的碳成本引入到需求响应目标中,通过日前模拟优化调控的方法,获得系统各节点参与需求响应的最优策略。研究结果显示,所提改进策略能够在满足需求响应要求的条件下有效减少碳排放。

数字经济推动城市低碳发展的机理分析--以长三角地区为例

在数字经济蓬勃发展的时代背景下,推动城市低碳发展是实现碳达峰、碳中和目标的必要路径。基于2011—2019年长三角地区41个城市的面板数据,从互联网应用、互联网产出和数字金融发展三方面衡量数字经济发展水平,并探究数字经济对城市碳排放的影响效果和机理路径。研究发现:数字经济发展能够显著降低城市碳排放水平;绿色技术创新、产业结构升级和能源效率提升是数字经济促进地区实现碳减排的有效路径;数字经济发展对碳排放的影响存在明显的异质性。在大城市、人力资本水平较高城市以及非资源型城市,数字经济对碳排放具有显著的抑制作用,反之,则效果不显著。以上研究为深入理解数字经济发展对城市碳排放的影响提供了经验证据,并为促进城市实现低碳发展给出了政策启示。

基于改进熵权-TOPSIS法的资源枯竭型城市低碳转型策略研究--以铜川市为例

在“碳达峰、碳中和”目标提出的背景下,资源枯竭型城市迈向经济发展与绿色低碳转型共赢之路势在必行。文章在明晰铜川市低碳发展问题的前提下,构建城市低碳转型评价指标体系,运用改进熵权—TOPSIS法对铜川市近10年绿色低碳转型效果进行评价,以此提出铜川市应从产业调整升级、城市环境整治以及创新动能提升三个层面出发,推动铜川市低碳转型发展。

Implement of Low Carbon Logistics Park Based on Minimizing Carbon Emissions

Based on the development of modem logistics park in China, and with the thought of minimizing carbon emission, the development of Logistics Park was analyzed and the necessity of developing low carbon Logistics Park was proposed. Low carbon emission in Logistics Park was planned. In the end, operation and implementation strategies of low carbon parks were put forward so as to create favorable environment for the re- alization of low carbon emission in Logistics Park.

Analysis on the Choice of Economic Development Mode for an Area with Good Ecological Environment——A Case Study of Economically Coordinated Region of Wuling Mountain

[Objective] The study aimed at choosing a suitable economic development mode for an area with good ecological environment. [Method] Taking the economically coordinated region of Wuling Mountain as an object, two economic development ways existing in the region, namely the traditional and low-carbon economic development mode, were compared from development prospects, policy support and so forth. [Result] Given the development prospects and policy support, it is necessary to choose low-carbon development mode in an area with good ecological environment. Moreover, developing clean energy industry and tourism industry, and changing traditional ideas are the main measures to develop low-carbon economy. [Conclusion] The research could provide references for the selection of economic development mode for an area with good ecological environment.

数字经济赋能低碳发展:理论逻辑与实践路径

当前,数字经济已成为推动我国经济增长的关键力量,也将是我国低碳发展进程中的动力来源。本文对我国数字经济赋能低碳发展的理论逻辑进行深度剖析,并利用我国212个地级及以上城市2011—2019年的数据,对数字经济影响低碳发展的作用路径进行实证检验。研究结果表明,数字经济能够有效赋能低碳发展,且该结论经过稳健性检验之后依然成立。作用机制分析显示,数字经济能够通过提高资源配置效率和促进产业结构优化升级两条机制赋能城市低碳发展,但数字经济通过增强绿色低碳技术创新水平赋能低碳发展的机制仍需进一步畅通。异质性分析显示,数字经济的赋能效应在环渤海经济圈、长三角经济圈、珠三角经济圈以及大城市发挥得更为充分。空间效应分析显示,数字经济的空间溢出效应能够助力城市间形成低碳发展协同机制。本文为数字经济赋能低碳发展提供理论依据与实证支撑,也为我国从数字经济入手助力实现“双碳”目标提供政策启示。

基于NSGA-Ⅱ算法的分布式冷热电联产系统低碳经济运行策略

分布式冷热电联产(combined cooling,heating and power,CCHP)系统是综合能源系统实现“双碳”目标的有效途径,合理的运行策略是提高CCHP系统一次能源利用效率、降低碳排放与运行成本的关键。针对含燃气机组、可再生能源系统和外购能源的电气综合CCHP系统,研究并网且上网模式下的优化运行策略,提出考虑售电价格的规则控制策略以及基于非支配排序遗传算法Ⅱ(non-dominated sorting genetic algorithm-Ⅱ,NSGA-Ⅱ)的智能控制策略;在此基础上,进一步研究融合拥挤度算子和初始约束条件的改进型NAGA-Ⅱ算法。算例对比结果表明:相比于规则控制策略,采用改进型NSGA-Ⅱ控制策略的CCHP系统能源消耗量减少30%以上,运行成本降低6%以上,有效实现了系统的低碳经济运行;同时算法具有较好的收敛性,可推广应用至实际CCHP系统中。

数字基础设施绿色低碳发展中的关键科学问题与建议

数字基础设施是发展数字经济的重要载体,数字基础设施的深入推进促使数字技术与社会全方面深度融合,推动数字经济规模快速增长。千行百业的数字转型,将带来算力和通信需求激增,数字基础设施能源需求增长不可避免。如何使数字基础设施的能源需求增长与其碳排放增长脱钩,是“数字中国”与“碳中和目标”协同发展的关键。本文依据数字中国建设总体要求与全局部署,梳理目前数字基础设施绿色低碳发展现状与挑战,提炼数字基础设施绿色低碳发展中的关键科学问题,探讨数字经济发展与数字基础设施碳排放脱钩的技术路径,融合创新设计和推广应用的机制与制度保障,进而提出支撑国家数字基础设施绿色低碳发展路径和建议。

新质生产力、产业结构升级与低碳经济发展

文章基于2011—2022年中国30个省份的面板数据,选用空间杜宾模型考察新质生产力对低碳经济发展的影响效应与作用机制,并运用面板门槛模型探究绿色技术创新的门槛效应。结果表明:(1)新质生产力能够显著促进本省的低碳经济发展,但邻近省份新质生产力的提升会对本省低碳经济发展产生负向影响。(2)在东部地区,新质生产力的提升对本省和邻近省份均具有积极的促进作用;在中部地区,新质生产力的提升对邻近省份低碳经济发展的间接效应小于对本省的直接效应;在西部地区,新质生产力对低碳经济发展的直接推动作用较小。(3)新质生产力的发展对产业结构升级具有积极影响,并能够通过产业结构升级促进低碳经济发展。(4)新质生产力对低碳经济发展的影响存在显著的基于绿色技术创新的双重门槛效应,在绿色技术创新水平不同的省份,新质生产力对低碳经济发展的影响也不同。

海洋产业低碳化内涵及路径研究——以江苏省为例

在“双碳”目标下,推动海洋产业向绿色环保方向转型,探索实现海洋产业低碳化,对我国海洋经济高质量发展具有重要的理论和现实意义。海洋产业低碳化是低碳经济在海洋领域的践行,本质呈现“三低两高”的特点,即低能耗、低排放、低污染和高效益、高效率,主要通过减少碳排放和增加碳吸收的双重路径实现。文章以江苏省为例,从问题出发梳理海洋产业低碳化存在的不足,提出海洋产业低碳化路径和对策建议。如加强海洋产业低碳化发展的顶层设计,增加对海洋产业低碳化研究的资金投入,完善海洋产业低碳化相关制度支撑,同时以配套的组合拳政策吸引海洋产业低碳人才等。

南昌市数字经济与绿色低碳产业协同发展研究

数字经济与低碳产业有机结合,是积极拓展绿色低碳发展路径的有效方法。通过构建数字经济与绿色低碳产业耦合协调度模型,研究对南昌市2018—2022年的数字经济与绿色低碳产业协同发展水平进行评价,并探究数字经济发展和绿色低碳产业协调发展的耦合关系。研究表明:南昌市数字经济与绿色低碳产业发展呈现增长趋势,且数字经济发展与绿色低碳产业发展逐渐向好。但南昌市的绿色低碳产业滞后于数字经济发展水平。为促进南昌市数字经济与绿色低碳产业协同发展,应强化数字经济发展基础、加大绿色低碳产业的投入,最终实现南昌市数字经济与绿色低碳产业协调发展。

废旧塑料低碳经济发展与优化路径

全球经济规模持续扩张造就的以牺牲环境为代价换取发展的模式,会导致环境污染与资源短缺,废弃物资源化利用与可持续发展的低碳经济理念是各行各业转型升级的必然选择。废旧塑料资源化利用作为低碳经济必不可少的构成部分,不仅节能减排还蕴藏着经济效益与生态效益。本文主要对废旧塑料低碳经济发展模式价值及其优化路径进行了深度分析,以期挖掘废旧塑料低碳发展潜力,推进塑料相关行业健康稳定发展。

环境承载力紧缩成为威胁经济社会发展的重要问题,绿色金融将生态环境纳入金融发展决策,进而对经济高质量发展产生重大影响。本文围绕绿色金融进行文献梳理,从宏微观角度、地区层级角度,对绿色金融不同方面的影响及相关作用机制的研究现状进行分析评述,为后续研究提供参考。

数字经济对农业低碳发展的影响与机制研究

“双碳”目标背景下发展低碳农业具有重要意义。基于2011—2020年中国31个省份的面板数据,运用熵权法分别测算了省际层面的数字经济和农业低碳发展水平,构建基准回归模型和中介效应模型探讨了数字经济对农业低碳发展的影响和作用机制。研究结果表明,数字经济显著促进农业低碳发展,该结论在考虑稳健性和内生性之后依然成立;机制检验结果表明,数字经济通过提高人力资本投入水平而促进农业低碳发展,而技术创新的中介效应则不显著。因此,应当加快数字经济与农业产业深度融合,提高农户农业低碳生产和消费意识,加大农村人力资本投入,促进农业低碳发展。

气候变化背景下农业低碳发展:国际经验与中国策略

在全球共同应对气候变化的时代背景下,探索国际视野下农业温室气体减排的先进经验,对于中国践行气候变化国际合作倡议、推动自身农业可持续发展实现具有重要现实意义。以美国、欧盟和日本等国家为对象,分别梳理其农业低碳发展的主要做法、最新行动和取得成效,据此,结合中国特色农业发展的基本理念,提出农业低碳发展的中国策略。研究表明:1)较之于同为新兴经济体的印度,2020年中国在农业温室气体排放总量和人均排放量上与其相近,但中国的单位GDP排放量[44.52 t∙(106$)^(−1)]远低于印度[278.11 t∙(106$)^(−1)];较之于同作为人口大国的美国,中国在排放总量方面较高,但中国的人均排放量(0.46 t∙cap.−1)明显低于美国(1.15 t∙cap.^(−1))。中国必须充分考虑自身作为人口大国和发展中国家的现实,科学合理地展开农业温室气体减排目标规划。2)美国主要在法律法规完善、财政税收和减排补贴、清洁能源开发及推广、碳排放权和碳汇市场交易等方面做出积极探索,其2020年人均农业温室气体排放量较1990年下降19.58%;欧盟的先进做法主要体现在法律法规完善、财税支持和生态保护补偿、管理创新和技术创新等方面,其2020年人均排放量同比1990年下降29.03%;日本主要在可再生能源推广、管理创新和技术创新、粮食生产保障和气候适应等方面展开行动,其2020年人均排放量同比1990年下降29.17%。3)农业低碳发展的中国策略旨在保障粮食供给、减少温室效应和实现生态价值。据此,提出持续完善相关法律法规体系、加大财税扶持和绿色金融支持、加强管理创新和科技创新、加快能源结构调整和转型升级以及逐步完善碳交易市场机制5个方面的政策启示。
