Distance higher education is an important component of the Chinese higher education.How to enhance the quality of distance higher education is one of the key issues to be addressed in the research areas of distance ed...Distance higher education is an important component of the Chinese higher education.How to enhance the quality of distance higher education is one of the key issues to be addressed in the research areas of distance education and higher education.As a crucial step to quality improvement,the constitution of accreditation system in distance higher education balances the benefits of all parties involved.This paper explores the American accreditation system of higher education and distance education and concludes with suggestions for the constitution of the Chinese quality assurance system:1)establishing third-party institutions to share part of the government roles;2)constituting the accreditation system;3)setting up appropriate standards;4)publicizing results of quality assurance work;and 5)building internal quality assurance mechanism.This paper is aimed to provide some reference to the constitution of accreditation system of distance higher education in China,facilitate the solution of quality problems in distance education,and promote the continuous improvement and development of distance education in China.展开更多

The present situation of China's higher education and the improvements required were analyzed. Two modes of thinking (reductionism and holism) and the relationship between the mode of thinking and the mode of development were discussed. The change in the mode of thinking is the key point for Chinese higher education, and more intensive reform of teaching affairs is necessary. A proposal of the revision of China's Higher Education Act and University Constitutions was put forward.展开更多

Some special difficulties and problems rise in the course of economic transition, and exhort us that it has been of great urgency to carry out a reform of higher engineering education. Here are put forward six measures: to explore training patterns of such an education suited to China’s national conditions; to improve university system: to transform educational ideology, and reform educational contents and methods; to establish a system of cooperation of engineering universities and colleges with industries; to strengthen construction of teacher contingent in engineering universities and colleges; and to carry out testing work of continuing engineering education and training education.展开更多
The development of the higher education system in China has experienced huge changes alongside the transitions in the socio-economic milieu since the establishment of the People’s Republic of China in 1949.Among the ...The development of the higher education system in China has experienced huge changes alongside the transitions in the socio-economic milieu since the establishment of the People’s Republic of China in 1949.Among the major structural transformations of higher education,the reform during the 1950s and the one from 1998 to 2009 can be seen as two typical cases and manifestations of macro strategy modulation.Both reforms were driven by the need of strengthening and empowering the nation as a whole through the advancement of higher education.But the 1950s reforms featured the perpetuation of state control,highly centralized resource allocation,and authoritarian administration,while the 1998-2009 period reflected the transition from a planned to a market economy in higher education,manifested in an increased weight given to market forces,the enlarged autonomy of higher education institutions(HEIs)and expanded government guidance instead of mere state control.The paper will take the two periods as cases to show why and how the reforms were formulated and what directions they are leading towards.展开更多
In this paper,the authors explore the implementation of the government mandate in Hong Kong to move from three-year to four-year undergraduate degree programs which include studies in general education(GE),through an ...In this paper,the authors explore the implementation of the government mandate in Hong Kong to move from three-year to four-year undergraduate degree programs which include studies in general education(GE),through an analysis of policies and activities related to the curriculum reform.While the authors are interested in the substance of these reforms,the primary objective is to explore the relationships between policy initiatives and implementation approaches at different levels.Using Scott’s(2001)new institutional theory as a framework,the authors discuss the policy implementation at the governmental,institutional norms,and cultural levels.By focusing on the complex interrelationships among influences at different levels within the institution,this paper identifies challenges in the implementation of the new four-year curriculum,and using a case study of one institution,offers suggestions for facilitating that implementation.展开更多
