The two female monarchs had many similarities. First, in terms of cultur al policies, both implemented moderately flexible policies, which promoted cultural development. Second, in terms of heir prob lem, both did not determine their successors until old age so as that their heirs to the throne would not threaten their own politi cal status. Third, in terms of religion, both implemented religious tolerance policies, which helped avoid social unrest and strengthened centralization of authority. However, due to different historical era and environment where the two female mon archs lived, there still exist many differences between their policies. First, in matters of economy, Elizabeth I adopted mercantilist policies, while Empress Wu took agriculture into serious consideration and scorned commerce and trade. Second, in matters of military policies, under the leadership of Elizabeth I, the war between England and Spain took very long time and suffered tre mendous losses, while Empress Wu was more successful in solving the border problem of her country.展开更多

Methods We conducted qualitative interviews (17 focus groups discussions and 6 one-to-one in depth interviews) involving 103 health professionals from three target county-level hospitals. A combination of purposive and convenience sampling was used to recruit subjects and gain a broad range of perspectives on issues emerging from ongoing data-analysis until data saturation occurred. The transcripts were analyzed for themes and key points. Results The main themes that emerged suggested that both smokers and non-smokers viewed smoking very negatively. However, it was clear that, underlying this acceptance of the health risks of smoking, there was a wide range of beliefs. Most of the health professionals pointed out that, as smoking was legal, addictive, and influenced by social norms, currently it was almost unrealistic to expect all smokers to give up smoking or not to smoke in the hospitals. Furthermore, they were concerned about the potentially detrimental effects of providing counseling advice to all smokers on the interpersonal relationship among colleagues or between doctors and patients. In addition, low level of employee participation influenced the sustainable implementation of smoking policies. Conclusions Simply being aware of the health risks about smoking did not necessarily result in successful implementation of the smoking policies. Application of comprehensive intervention strategies such as implementing smoking policies in public places at the county level, creating supportive environments, promoting community participation, and conducting health education, may be more effective.展开更多

To further understand the human brain functions under MI, a more precise classification of the brain regions corresponding to each brain function is desired. In this study, a Bayesian trained radial basis function (RBF) neural network, which determines the weights and regularization parameters automatically by Bayesian learning, is applied to make a precise classification of the hemodynamic response to the tasks during the MI experiment. To illustrate the proposed method, data with MI task performance from 1 subject was used. The results demonstrate that this approach splits the hemodynamic response to different tasks successfully.展开更多

This paper collects relevant policies for China's MSW power generation. It also analyzes the overall environment of policies for the MSW power generation from three aspects---the basic principles for China to develop MSW power generation, the operating mechanism and the specific preferential policies. The analysis establishes foundation for further research toward policy integration.展开更多

For instance, China is estimated to take 48% of the world potential for CDM project activities. In reality, however, the share by China over the CDM projects registered and CDM projects in the pipeline is less than 10% as of Auguest 2005. This paper will examine the reasons behind, as reflected in China's CDM policies. Further investigation will be made into the use of these policies to boost the country's sustainable development, the sustainable development implications and effects of these policies. In addition, it is noted that incompatibility of some other Chinese laws and policies can be responsible for the low level and slow pace of CDM implementation in China and some suggestions are offered for promoting CDM project activities in China. There also exist barriers at the international level that impedes implementation of CDM project activities. A conclusion is drawn that CDM policies in a developing country like China aim mainly at promotion of sustainable development and to a lesser extent the generation of CERs.展开更多

It is estimated that 499 million new cases of curable STIs occur every year. The existence of more than one million reported cases of STIs annually in Iran shows that addressing this issue must be a priority for Iranian health authorities. While recognition of the importance of gender issues to reproductive health (RH) programs has grown significantly in the past several years, major challenges remain in implementing gender-sensitive programs. Gender mainstreaming in Iranian reproductive health program is a relatively new issue, so this study aims to explore gender sensitive STIs/HIV/AIDS prevention policies. Method: This study employed a qualitative research design. Participants were health managers, health policy makers and reproductive health providers. They were selected purposefully and then continued by snowball sampling method. 43 semi-structured in-depth interviews with 37 key informants were done. All the interviews were recorded and transcribed. The data were analyzed by content analysis method. Trustworthiness of the data was achieved by using credibility, trans-ferability and conformability. Results: Key informants clearly explained the gender sensitive STIs/ HIV/AIDS prevention policies in three main categories: 1) advocacy, 2) collaboration between different sectors and 3) community empowerment to gender sensitive STIs/HIV/AIDS prevention programs. Conclusion: Changing gender neural STIs/HIV/AIDS prevention policy to more complete gender sensitive policy needs advocacy, collaboration of sectors and community empowerment.展开更多

The background, concept and implementation of price policies, focused on wind power, biomass power and solar power, are summarized in the article. The experiences and lessons of implementation of these price policies are analyzed. It is concluded that reasonable price policy is quite effective for promoting re- newable power development. According to the requirement of China's renewable power development, the suggestions for improving renewable power pricing mechanism and price incentive policies are proposed.展开更多
