Current status and countermeasures of facility fishery development

According to the"National Modern Facility Agriculture Construction Plan(2023-2030)released by the Ministry of Agriculture and Rural Affairs,the"Special Implementation Plan for Modern Facility Fisheries Construction"emphasizes the development of circular aquaculture,active expansion of green aquaculture space in facility fisheries,multi-channel development of food sources,comprehensive improvement of the quality,efficiency,and competitiveness of facility fisheries,ensuring stable and safe supply of aquatic products,and better meeting people's needs for high-quality aquatic products and beautiful aquatic ecological environment.Since the implementation of the 14th Five Year Plan for fisheries,facility fisheries have made significant progress.In order to thoroughly implement General Secretary Xi Jinping's important discourse on new quality productivity,conduct in-depth research on the current situation and existing problems of the fishery industry,and put forward suggestions to meet the requirements of high-quality development of the fishery industry in the new era.Therefore,it is crucial to continue practicing the"revitalization of aquatic seed industry"and"big food concept",take multiple measures to"demand food from rivers,lakes,and seas",and expand aquaculture space.Through research,it has been found that research in the field of facility based fisheries is still in its developmental stage.Further exploration is needed on the current status,breeding models,and experimental demonstrations of land-based facility based fisheries,in order to provide a basis for fisheries regulatory authorities to formulate the"15th Five Year Plan"for facility based fisheries.

Planning and Countermeasures for the Safeguarding of World Heritage in Mount Longhu,Jiangxi Province of China

Aesthetic value,scientific research value and ecological protection value of world heritage in Mount Longhu,Jiangxi Province was analyzed.And the urgency of protecting Danxia landform was clarified from the perspective of influence brought by tourism development,population explosion,economic development and natural disasters.Planning and management agencies and relevant policy support for the safeguarding of world heritage in Mount Longhu,Jiangxi Province were expounded,as well as protective strategies for different zones and grades according to their scientific research value and protection value.Training for the protection and management of Mount Longhu,and local residents' participation in the training were introduced.Finally,suggestions for the heritage protection in Mount Longhu were given:project construction and management should be stressed,operation activities standardized,ticket management for the Longhu World Heritage improved,and the sustainable development persisted in.

Finally, its development models were proposed, as well as countermeasures, providing suggestions and countermeasures for Paeonia suffruticosa industry.

Analysis of Pollution Sources and Countermeasures against Water Pollution in a Small River Basin of Chaohu Lake——A Case Study of the Shiwulihe River

The Shiwulihe River, the inflow river of Chaohu Lake in Hefei City, was taken as an example. Based on the current status of water quali- ty and analysis of pollution sources in the Shiwulihe River, countermeasures and suggestions of controlling water pollution were proposed to provide effective ways for the control of water pollution and restoration of aquatic ecosystem in the Shiwulihe River and other similar rivers flowing into lakes.

Current Situation and Suggestions for Energy Utilization of Agricultural Waste in Hubei Province

Energy utilization is high-value use pattern of agricultural waste, and is main development direction of agricultural biomass energy industry in China. Planting and breeding industry in Hubei Province occupies important position in whole country. Agricultural waste resources are rich, and it has huge potential for developing agriculturel biomass energy. By statistical data during 2000 -2011, we analyzed current situation and problem for energy utilization of agricultural waste in Hubei Province, and put forward several countermeasures and suggestions, vigorously promoting energy utilization of agricultural waste.

Study on the Current Situation and Countermeasures of Rural Domestic Sewage Treatment in Beijing City

In recent years,the construction of rural sewage treatment in Beijing City has developed rapidly,but there are still many problems in some rural domestic sewage treatment. In this paper,the current situation of rural domestic sewage in Beijing City is combed,and its characteristics are summarized. Meanwhile,the current situation of rural domestic sewage treatment in Zhejiang Province,Hunan Province and Shandong Province is summarized by consulting relevant data. By comparing with current situation of rural domestic sewage treatment in Beijing City,it is found that there are some problems in the treatment of rural domestic sewage in Beijing City,such as unsuitable treatment mode,unreasonable discharge requirements and inadequate treatment technology. Therefore,some countermeasures and suggestions are proposed,such as strengthening the investigation,research and planning,and differential formulation of the sewage treatment discharge standards,and establishing modular treatment technology system. It is hoped that this paper will be helpful to the treatment of rural domestic sewage in Beijing City.

Research on the Current Characteristics and Countermeasures of Population Aging-A Case Study of Linyi City

The seventh national census data in 2020 showed that China's population aged 60 and above reached 264 million.It is projected that this number will exceed 300 million during the 14th Five-Year Plan period,which indicates that China will enter the stage of moderate aging from mild aging.As population aging will be the basic national context in China for a long time,coping with population aging has been elevated to a national strategy.With the deepening of population aging in China,how the elderly share the fruits of reform and development,enjoy their twilight years,and how to ensure the seniors’access to elderly care,medical services,productive aging,education,and elderly happiness is a realistic issue of common concern to the society.Linyi City is a typical case,as it is the most populous city in Shandong Province and one of the prefecture-level cities with the largest number of elderly people in the country.This paper analyzes the general pattern and current characteristics of population aging in Linyi based on the data of the seventh national census of the city.Besides,it explores the impact of population aging on economic and social development.In doing so,the paper will provide effective references and constructive recommendations to deal with a series of problems that arise along with population aging,and promote the sustainable development of the city’s population,economy,resources,and environment.

中德农业科技创新合作现状、问题及建议

国际农业科技合作不仅为世界各国创新发展积累经验,而且也推动了新知识与新技术的广泛传播和应用,并为经济增长和可持续发展寻找新动能,造福全人类。在中共二十大报告中,将扩大国际科技交流合作与加强国际化科研环境建设作为重点强调内容。德国作为农业科技强国,农业科技在许多领域都处于世界较为领先地位。中国作为世界农业大国,其农业科技发展水平与世界农业强国还存在一定差距。中德两国具有良好的农业科技合作基础,促进和加强两国不同创新主体之间的创新合作,既符合两国国际科技合作战略目标,又有利于共同应对和解决区域性和全球性重大农业挑战问题。为此,首先系统梳理了两国农业科技发展特点及合作基础,在此基础上,着重分析了促进和加强双方在农业科技创新领域合作的现实需求以及现有合作中存在的一些问题,最后,针对上述问题,从项目管理、合作成果考核评价、相关利益方参与度、资助模式以及中德农业科技创新平台功能挖掘等角度提出了双方在农业科技创新领域加强合作的对策建议,以其为两国未来农业科技创新合作机制的深入探索与思考提供借鉴与参考。

乡村振兴背景下辽宁县域农业经济高质量发展对策建议

目前辽宁县域经济综合实力不强,特别是县域农业经济发展中仍存在区域发展不平衡、特色优势产业不明显、产业聚集度不高、农业科技人才短缺等问题。该文总结了辽宁省县域农业经济发展现状,并提出相关建议,包括整合资源要素、培育特色农业产业和加快产业聚集等,以期为该省农业经济高质量发展提供参考。

广西设施蔬菜发展现状分析与对策

发展设施蔬菜种植,能有效提高蔬菜单位面积产量,增加农民种植收益,提升产品市场竞争力。但广西设施蔬菜播种面积占比仍不到3%,离我国设施蔬菜播种面积占比约18%的平均水平有较大差距,且存在产业布局不够合理、技术集成转化不够广泛、规模化效应受限等问题。本文通过分析广西设施蔬菜产业的基础与现状,研判产业发展存在的问题和挑战,提出加快设施蔬菜生产结构调整、提升科技支撑水平、创新经营管理模式等对策建议,拟为广西蔬菜产业转型升级和高质量发展提供支撑。

国内外一流环境工程专业本科人才培养方案的比较研究

随着新工科和工程教育认证的不断发展,我国高校的工科教育建设也在不断积极改革,力求培养一流的工程技术人才。该文通过对比国内(清华大学、同济大学)和美国、英国、澳大利亚等国的多所一流高校的环境工程专业本科培养方案和课程设置,调研各国对环境工程专业人才的培养理念与培养目标,总结国内外不同特色的培养模式,并从大类招生、专业内涵、培养体系、学科交叉等方面为提高国内环境工程专业人才培养质量提出合理建议和改革对策。

中国深层、超深层气藏开发关键技术与对策建议

中国在深层、超深层油气勘探开发方面已经取得了重要进展,中国石油天然气集团有限公司(以下简称中国石油)已在塔里木盆地和四川盆地建成两大深层、超深层天然气生产基地,但目前仍存在制约此类气藏高效开发的核心问题。为促进深层、超深层气藏实现高效开发,回顾了中国石油在不同类型深层、超深层典型气藏的开发实践历程,系统梳理了气藏开发过程中面临的问题与挑战,总结了气藏开发的关键技术,最后提出了深层、超深层气藏开发对策与建议。研究结果表明:①形成了深层、超深层岩溶型碳酸盐岩气藏小洞微缝储层量化表征技术和裂缝—孔隙型碎屑岩气藏多尺度裂缝动静态描述技术,实现了储层孔隙结构特征参数的量化表征和不同尺度裂缝的精细刻画与空间预测,提高了开发井的成功率,确保了储量高效动用;②形成了开发单元划分与水侵通道刻画技术和裂缝非均匀水侵动态评价技术,实现了不同开发阶段水侵动态评价和水侵状况准确预报,为不同开发单元制订差异化的开发技术政策奠定了基础;③建立了岩溶型碳酸盐岩气藏全生命周期递进式控水开发模式和裂缝—孔隙型碎屑岩气藏控排水协同提高采收率技术,实现了气藏均衡开发,整体提高了气藏采收率。结论认为,深层、超深层气藏地质、工程环境复杂,储层非均质性强,需进一步加强气藏前期评价、布井模式攻关、不同区块水侵规律等方面研究,且需做好气田群协同开发的整体研究。

化工园区合规化建设存在的问题及对策措施研究

通过对化工园区合规化的咨询工作总结和实践,分析了目前化工园区在认定及安全风险等级评估过程中存在的问题,并从选址规划与布局、准入和退出机制、配套功能设施、安全管理与应急救援体系、环保监管等方面提出了针对性的对策与建议,可为化工园区合规化建设提供指导。

城镇低效用地再开发实践与进展综述

城镇低效用地再开发是城市化发展到一定阶段后改善城镇生活居住环境、推动城镇化高质量发展的必然举措。本文在回顾城镇低效用地再开发政策沿革基础上,梳理低效用地再开发的相关概念,对低效用地的产生原因及再开发动因开展分析,对各地近年来的具体实践进行总结并提炼模式,分析目前城镇低效用地再开发所面临的困难挑战并给出了相关建议。研究认为,城镇低效用地的形成涉及城市发展阶段、资源禀赋、功能结构、土地权益以及城建管理等多方因素,目前各地低效用地再开发实践已形成多种改造模式、激励措施和补偿方式,低效用地再开发面临判别标准、产权类型、收益分配、价值显化等诸多难题,未来需要从法律、政府、标准、产权、资本和功能等多角度综合搭建实施路径。

Ecological Hidden Troubles and Countermeasures under Reform of Collective Forest Tenure

Three stages of reform of collective forest tenure after reform and opening up are reviewed.The reform of forest tenure brings sharp increase of economic benefit.However,due to forest farmers' subjective pursuit for economic benefit and objective lack of necessary economic,financial and technical support,ecological hidden troubles are created.Based on these,we put forward countermeasures,including strengthening forest farmers' awareness of ecological protection and solving ecological problems in accordance with actual conditions of the region.

新农科视域下植物病理学课程课堂教学改革与实践——以安徽农业大学为例

植物病理学课程是植物保护专业的重要课程,分为普通植物病理学课程和农业植物病理学课程,前者是专业基础课,后者是专业核心课。新农科建设对课堂教学提出了新标准和新要求。该课程课堂教学一直以来面临课前引导欠缺、思政融入不够,教学内容陈旧、教学情境构建不足,教学环节不合理、师生互动不够等突出问题。该文针对这些问题提出相应的对策与建议,逐渐提升课堂教学效果,为植物病理学课程教学改革研究提供一定的思路和借鉴。

全产业链视角下江苏省推进节粮减损的现实困境与纾解对策

粮食安全关乎国运民生,然而当前粮食损失和浪费问题严峻,维护粮食安全必须坚持开源与节流并重。在全产业链视角下,剖析了江苏省粮食产业存在着由于自然灾害和病虫害增加、绿色储粮标准化和物流现代化水平有待提高、粮食过度加工、节粮意识淡化等原因导致的粮食损失与浪费问题,探讨了生产源头、仓储物流、加工利用、宣传教育等各环节节粮减损的具体实施路径,提出加强标准体系建设、科技创新引领、强化应急管理、凝聚实施合力等对策建议。

丘陵山地花生播种机械化发展现状及对策

目前,丘陵山区花生播种生产机械化技术尚处于初级阶段,普及率不高,主要问题有机械化成本高昂、设备对复杂地形的适应性不足、农户缺乏机械操作知识及政策和财政支持不足等几个方面。为了推动丘陵山地花生播种机械化发展,建议采取加强对花生播种机械的科研投入,开发更适合丘陵山地地形的设备;提供针对性的培训,提高农户的操作技能和机械维护知识;增加财政支持和政策倾斜,降低农户播种机械采购和使用成本。通过这些措施,促进机械化播种技术在丘陵山地广泛应用。
