This paper applied the evaluation DEA （Data-embrasing Analysis） method to evaluate the effectiveness of financial support to agriculture from 1990 to 2005. It is found that the trend of the financial support to agricultural effectiveness in China presented a downward trend in recent years. The results showed that the overall trend of the financial support to agriculture in China wasn＇t high, and some corresponding proposals were put forward to optimized.展开更多

The purpose of this paper is to provide a comprehensive review of Japan＇s agricultural domestic policy since 1995 in the context of the current international negotiations in the WTO Doha Round, which has as one aim f...The purpose of this paper is to provide a comprehensive review of Japan＇s agricultural domestic policy since 1995 in the context of the current international negotiations in the WTO Doha Round, which has as one aim further reductions of trade-distorting support among member countries. Apparently, Japan＇s attitude towards agricultural domestic policy reform is one of compliance with the WTO, which requests member countries to reduce their Aggregate Measure of Support （AMS） through trimming trade-distorting （amber box） support and/or transforming traditional-type agricultural subsidies to decoupled-type ones. Japan reduced its amber box support by nearly 80 percent between 1995 and 2000. This drastic reduction is mainly attributable to Japan＇s removal of rice from the amber box in 1998. In addition, following the WTO＇s principle of decoupling, Japan launched an extensive agricultural subsidy reform in 2007. This paper, however, shows the ironical realities of Japanese agricultural policy. Neither a sharp reduction of amber box support nor Japan＇s 2007 reform necessarily means there will be a reduction of trade-distorting effects. On the basis of economic data from 1978 to 2006,the co-integration theory is applied to discuss the relation between agricultural financial investment and farmers' income.The statistic AR model is obtained.Then,it...On the basis of economic data from 1978 to 2006,the co-integration theory is applied to discuss the relation between agricultural financial investment and farmers' income.The statistic AR model is obtained.Then,it makes pulse response analysis in combination with principle of pulse response analysis.The regression results show that support in agricultural production,various agricultural operating expenses and three types of costs for agricultural science and technology are favorable to farmers' income,while expenditure in agricultural capital construction and rural relief costs hinder increase of farmers' income.The results of pulse response analysis indicate that the change in support of agricultural production and various agricultural operating expenses have positive impact on farmers' net income,and the impact is greater and greater from the second year;the response of expenditure in agricultural capital construction and rural relief cost is positive in the beginning and starts to fluctuate from the third year;the pulse response of three types of costs for agricultural science and technology is negative,lasts about five periods,and then turns to positive impact.Finally,combining characteristics of China's financial support for agriculture,it concludes that the scale,proportion and structure of financial support for agriculture are quite improper.展开更多
Grain security is one of the most important issues worldwide.Many developing countries,including China,have adopted the Agriculture Support Price(ASP)program to stimulate farmers’enthusiasm for growing grain,to ensur...Grain security is one of the most important issues worldwide.Many developing countries,including China,have adopted the Agriculture Support Price(ASP)program to stimulate farmers’enthusiasm for growing grain,to ensure self-sufficiency in grain and the stable development of the grain market.To propose decision support for the government in designing a more reasonable support price in the ASP program,we formulate an agent-based model to simulate the operation of the wheat market in the harvest period.To formulate the formation process of the market price influenced by farmers’expected sale price,processors’expected purchase price,and the ASP,the time series and regression methods are adopted.Based on the proposed market price model,to quantitatively analyze the grain transaction process and the ASP program’s impacts on market agents,we develop an agent-based simulation model to describe the adaptive evolution and interaction among market agents.Furthermore,we validate and implement the simulation model with public wheat market data.Finally,insights and suggestions about the decision of the ASP program are provided.展开更多
