This study analyzes the role of financial development(FD)on the impact of technologi-cal innovation(TI)on six environmental quality indicators for the 25 economies that are part of the Organization for Economic Cooper...This study analyzes the role of financial development(FD)on the impact of technologi-cal innovation(TI)on six environmental quality indicators for the 25 economies that are part of the Organization for Economic Cooperation and Development for the period from 2000 to 2019.We use a two-step dynamic generalized method of moments approach to understand this relationship.The results show that FD augments the posi-tive effects of TI on four of the six environmental indicators,namely ecological foot-print,adjusted net savings,pressure on nature,and environmental performance.However,no significant effects on environmental sustainability and environmental vulnerability indices were found.When considering all of the environmental quality indicators,TI appears to enhance environmental quality.We find evidence to support the existence of the environmental Kuznets curve in the context of each environmen-tal indicator and economic growth.Moreover,FD and energy consumption appear to accelerate environmental degradation.Based on these results,FD should be viewed as an important parameter in designing policies for innovation to achieve the goal of net-zero carbon emissions.Highlights.Technological innovation and environmental quality nexus is studied.The moderating role of financial development is analyzed.Six different environmental quality indicators are used for OECD countries.Financial development intensifies the environmental benefits of innovation.•The EKC hypothesis is confirmed for all six environmental indicators.展开更多

G...This paper discusses participatory processes in wildland fire management (WFM). Participation is an essential element of both the European Sustainable Development (SD) Strategy and the White Paper on Governance. Governance end SD have thus become an interconnected challenge to be applied to WFM (as a sub-area in forest policy), amongst other policies. An overspread weakness in WFM is lack of real participation of stakeholders. Absence of (or deficient) participation can seriously impair contribution of this group to WFM in high-risk areas and runs counter governance and the SDS. Further, this weakness might prevent an efficient use of fire as a land management tool (prescribed burning, PB) and as a technique for fighting wildfire (suppression fire, SF). Even though these fire practices have been well known in many different places, they have been increasingly neglected or Prohibited over time in Southern Europe. At present, forest and fire fighting administrations are turning their eyes back on them and analyzing the benefits of using fire in relation to preventive and suppressive actions. Therefore, participatory and diffusion mechanisms (the latter adopting the shape of national and international experts' networks) are required in order to solve the so- called fire paradox: that is, the need to move from a one-dimensinnal perception of the negative impacts of fire to a more sophisticated one that also stresses its positive effects. Governance, based on broad social participation, and diffusion, through fire networks, are of utmost importance in order, first, to diminish long-standing suspicion amongst different interests as to the use of fire and, secondly, to diffuse best practices associated with PB and SF. Most importantly, the ELI should exercise its environmental leadership so that these new fire practices and sustainable WFM are diffused across the international arena.展开更多

Since that time, socio economic development in Miyun Area has been slowing due to the restriction of severe environmental standards. More and more attention from the public and government has been paid to the regional sustainable development. And an effective planning for the local society management system is urgently desired. In this study, a regional sustainable development system dynamics model, named MiyunSD, is developed for supporting this planning task. MiyunSD consists of dynamic simulation models that explicitly consider information feedback that governs interactions in the system. Such models are capable of simulating the system′s behavior and predicting its developing situation of the future. For the study case, interactions among a number of system components within a time frame of fifteen years are examined dynamically. Three planning alternatives are carefully considered. The base run is based on an assumption that the existing pattern of human activities will prevail in the entire planning horizon, and the other alternatives are based on previous and present planning studies. The different alternatives will get different system′s environmental and socio economic results. Through analyzing these dynamic results, local authorities may find an optimal way to realize the objectives that the regional environment will be well protected and at the same time the economy will be rapidly developed.展开更多

Conceptual frameworks for understanding the problem of climate change in China, the largest developing country and the largest greenhouse gas emitter, are of great significance to national and international efforts to address the problems of climate change. Chinese perceptions of climate change as a sustainable development problem have recently been in tension with an emerging Western perspective that frames climate change as a security issue. This paper explores Chinese perceptions of climate change as expressed in recent governmental policy statements, public opinion surveys, and academic scholarship with a focus on publications in Chinese-language journals, often unfamiliar in the West. It looks at the relationship between Chinese research and policy and finds that the Chinese policy frame of climate change as a sustainable development problem draws from the body of domestic research and is reflective of the perspectives and multidisciplinary approach of Chinese researchers in areas of climate change.展开更多
In 2018,a total of US$166 billion global economic losses and a new high of 55.3 Gt of CO_(2)equivalent emission were generated by 831 climate-related extreme events.As the world’s largest CO_(2)emitter,we reported Ch...In 2018,a total of US$166 billion global economic losses and a new high of 55.3 Gt of CO_(2)equivalent emission were generated by 831 climate-related extreme events.As the world’s largest CO_(2)emitter,we reported China’s recent progresses and pitfalls in climate actions to achieve climate mitigation targets(i.e.,limit warming to 1.5-2°C above the pre-industrial level).We first summarized China’s integrated actions(2015 onwards)that benefit both climate change mitigation and Sustainable Development Goals(SDGs).These projects include re-structuring organizations,establishing working goals and actions,amending laws and regulations at national level,as well as increasing social awareness at community level.We then pointed out the shortcomings in different regions and sectors.Based on these analyses,we proposed five recommendations to help China improving its climate policy strategies,which include:1)restructuring the economy to balance short-term and long-term conflicts;2)developing circular economy with recycling mechanism and infrastructure;3)building up unified national standards and more accurate indicators;4)completing market mechanism for green economy and encouraging green consumption;and 5)enhancing technology innovations and local incentives via bottom-up actions.展开更多

This study evaluates policy integration of human resource development (HRD) in agricultural sector within the context of multi-level governance (i.e., interdependence of administrative levels in decision making) and suggests means to enhance policy integration in Bangladesh. Conducting a critical review of major policy instruments, key informant interview and two case studies, this study concluded that HRD issue has fairly included and observed consistency (between the aim of HRD and policy) in all policies and strategies;majority of policy instruments have significantly addressed the significance of HRD and added plans for its development;reporting, monitoring and evaluation of policies and strategies are rather weak and there is no adequate flow of financial arrangement that is largely determined by the availability of government project. Based on the findings, the following means should be useful for improving HRD policy integration such as providing a handsome amount of development budget at the sub-district agricultural office, formulating coherent strategies to build effective cooperation, coordination and participation among stakeholders, initiating special capacity building programmes for rural women, young farmers and smallholders and mainstreaming HRD issue in governmental planning and programmes, and accordingly crafting policies and implementation.展开更多

This paper also addresses the impact of those policies in maintaining the social equilibrium of a population and economic stability of the country. Applied tax policies in Kosovo have been aimed more at maintaining a stable fiscal and budgetary policy. Based on the analysis of real cases of Kosovo tax laws and their impact on particular businesses, this paper will demonstrate how tax policies applied in Kosovo have given less attention to the need of economic development, which should have been reflected through promoting the development of domestic production, reduction of unemployment, and reduction of the high trade deficit. The UN's decade–long promotion of cultural diversity coincides with the advancement of China's cultural and creative industries; however, China's situation is different from the creative economy advocated by the UN in terms of developmental logic. The policy of cultural diversity provides a basis for the UN to push forward the development of cultural and creative industries in developing countries. It is derived from the developmental theories of developed countries, which regard creativity(innovation) as a "technique" and overlook its uniqueness. The digital revolution has never given fair play to developing countries which explains why the UN's promotion of cultural diversity has not yet helped developing countries to substantially increase their exports of cultural goods and services in the past ten years. Nevertheless, the development of the in ternet and digital technology may create an opportunity for developing countries to catch up with and surpass their developed neighbors. This study explores the Exposure at Default(EAD)emanating from credit events undertaken by listed banking corporations trading on emerging markets,such as Zimbabwe’s Stock Exchange(ZSE)or market in the dollarization ...This study explores the Exposure at Default(EAD)emanating from credit events undertaken by listed banking corporations trading on emerging markets,such as Zimbabwe’s Stock Exchange(ZSE)or market in the dollarization era,namely period 2010-2012.The dollarization of the Zimbabwean economy in 2009 coincided with the recovery of the global financial economy from the worst worldwide economic recession ever experienced in this world.The study used audited and published data drawn from financial statements of two banking corporations for the period 2010 to 2012 that were accessible on ZSE website.These data were presented and analyzed using Eviews7.The study revealed that there were a lot of non-performing loans drawn from EADs of banking corporations trading on the ZSE in the period under review.The study further noted that credit exposures issued by commercial banks in the period 2010-2012 were also exposed to risk from the nature of the borrowers,banks’internal and external market variables.The variables that impacted on banks’credit exposures include political,social,industrial,unemployment,technological challenges,state of financial markets,their capitalization and liquidity statuses.We therefore conclude that banks in emerging markets need to efficiently and effectively manage their credit portfolios in their desire to grow towards sustainable development.The study also concludes that banks in emerging markets that are into lending activities should adopt and implement financial econometric(EAD)models that are easy to apply,practical,pragmatic,and adjusted for market friction.The study recommends that listed banking corporations in emerging markets need to adhere to the requirements of the Basel Ⅱ and Ⅲ Capital Accords if they are to make meaningful business out of their credit exposure operations.It also recommends that banks should come up with capitalization and investment strategies that suit their economic conditions if they are to grow and develop sizeable market shares and wealth from their lending businesses.Finally the study recommends that banks in emerging economies should adapt to international business standards,strategies,ethics,and corporate governance parameters if they are to grow towards greater similarity with those in developed nations in their service delivery to the stakeholders and contribution to nation building and sustainable development.展开更多

Therefore, participatory and diffusion mechanisms (the latter adopting the shape of national and international experts' networks) are required in order to solve the so- called fire paradox: that is, the need to move from a one-dimensinnal perception of the negative impacts of fire to a more sophisticated one that also stresses its positive effects. Governance, based on broad social participation, and diffusion, through fire networks, are of utmost importance in order, first, to diminish long-standing suspicion amongst different interests as to the use of fire and, secondly, to diffuse best practices associated with PB and SF. Most importantly, the ELI should exercise its environmental leadership so that these new fire practices and sustainable WFM are diffused across the international arena.
文摘Sub-prime lending crisis has become an international fi nancial crisis, which is evolving into an economic recession sweeping across the West. Financial crisis leads to the demand reduction in western countries, and as the largest manufacturing country, China must face overproduction. The role of China as "world factory" determines that fi nancial crisis will severely attack Chinese manufacturing industry. The unsustainable development of Chinese manufacturing industry is mainly reflected in the following aspects: heavy dependence on export, low-level manufacturing link, lack of modern service industry and high-tech industry, weak independent innovative ability, unsustainable exploration of heavy-pollution resources, and lack of international famous brands. How to transform crisis to opportunities is an urgent research topic. Under the circumstance of financial crisis, Chinese manufacturing industry has more external drives to change the current situation. Therefore, financial crisis becomes not only an opportunity for Chinese manufacturing industry to improve itself based on the existing accumulation but also a chance for China to transform from "world factory" into a powerful nation of manufacturing industry in the world.

Forest harvesting policy is one of the main criteria indicating how and how much the human beings open up and make use offorest. Whether the policy is reasonable or not has high relations with not only the increasing or decreasing of forest system,but also the development speed of human society. In this paper, the author analyzed the development of interaction between human society and forest ecosystem from ancient times to today. Then author stated that the rational harvesting policy should be the harvesting sequences of both harvesting density and harvesting time, which might result in the maximumcomprehensive benefit, including economical profit, social benefit and ecological benefit, of forest to human society. Atlast, according to the analysis of interaction bctween human-beings and her environment, the prediction analysis for humansociety development in forest regions in the future was prescnted using Entropy Growing Analysis.
文摘Public health in England developed during the first half of the nineteenth century with concern for sanitation in urban areas. Since that time environment, behaviour, social relationships, health services and genetic constitution are all recognized to contribute to health and disease in populations. Sustainable development is now of global concern, and its foundations—economy, environment and society—are similar to the determinants of health. However, while improved environment will have an important contribution to health, the broader social objectives are also needed to avoid the downward cycle of inequality and cultural deterioration that has occurred in some western cities. Epidemiological studies at University College London are particularly concerned with these social dimensions, and research opportunities exist for collaboration with environmental sciences in a number of areas, including intersectoral work, societies in social transition, collaboration with business, and research within through the European Union.
文摘Miyun Reservoir was designated as the water source of Beijing City in 1982. Since that time, socio economic development in Miyun Area has been slowing due to the restriction of severe environmental standards. More and more attention from the public and government has been paid to the regional sustainable development. And an effective planning for the local society management system is urgently desired. In this study, a regional sustainable development system dynamics model, named MiyunSD, is developed for supporting this planning task. MiyunSD consists of dynamic simulation models that explicitly consider information feedback that governs interactions in the system. Such models are capable of simulating the system′s behavior and predicting its developing situation of the future. For the study case, interactions among a number of system components within a time frame of fifteen years are examined dynamically. Three planning alternatives are carefully considered. The base run is based on an assumption that the existing pattern of human activities will prevail in the entire planning horizon, and the other alternatives are based on previous and present planning studies. The different alternatives will get different system′s environmental and socio economic results. Through analyzing these dynamic results, local authorities may find an optimal way to realize the objectives that the regional environment will be well protected and at the same time the economy will be rapidly developed.

文摘Global climate change has evolved from a scientific problem into an economic and political problem oI worlOwloe rater- est. National perspectives play a crucial role in addressing climate change. Mutual understanding of perspectives is nec- essary to result in rational policies and a consensus among stakeholders with divergent interests. Conceptual frameworks for understanding the problem of climate change in China, the largest developing country and the largest greenhouse gas emitter, are of great significance to national and international efforts to address the problems of climate change. Chinese perceptions of climate change as a sustainable development problem have recently been in tension with an emerging Western perspective that frames climate change as a security issue. This paper explores Chinese perceptions of climate change as expressed in recent governmental policy statements, public opinion surveys, and academic scholarship with a focus on publications in Chinese-language journals, often unfamiliar in the West. It looks at the relationship between Chinese research and policy and finds that the Chinese policy frame of climate change as a sustainable development problem draws from the body of domestic research and is reflective of the perspectives and multidisciplinary approach of Chinese researchers in areas of climate change.
文摘In 2018,a total of US$166 billion global economic losses and a new high of 55.3 Gt of CO_(2)equivalent emission were generated by 831 climate-related extreme events.As the world’s largest CO_(2)emitter,we reported China’s recent progresses and pitfalls in climate actions to achieve climate mitigation targets(i.e.,limit warming to 1.5-2°C above the pre-industrial level).We first summarized China’s integrated actions(2015 onwards)that benefit both climate change mitigation and Sustainable Development Goals(SDGs).These projects include re-structuring organizations,establishing working goals and actions,amending laws and regulations at national level,as well as increasing social awareness at community level.We then pointed out the shortcomings in different regions and sectors.Based on these analyses,we proposed five recommendations to help China improving its climate policy strategies,which include:1)restructuring the economy to balance short-term and long-term conflicts;2)developing circular economy with recycling mechanism and infrastructure;3)building up unified national standards and more accurate indicators;4)completing market mechanism for green economy and encouraging green consumption;and 5)enhancing technology innovations and local incentives via bottom-up actions.
文摘Human resource development assumes as a golden key for a knowledge-based economy and competitiveness. This study evaluates policy integration of human resource development (HRD) in agricultural sector within the context of multi-level governance (i.e., interdependence of administrative levels in decision making) and suggests means to enhance policy integration in Bangladesh. Conducting a critical review of major policy instruments, key informant interview and two case studies, this study concluded that HRD issue has fairly included and observed consistency (between the aim of HRD and policy) in all policies and strategies;majority of policy instruments have significantly addressed the significance of HRD and added plans for its development;reporting, monitoring and evaluation of policies and strategies are rather weak and there is no adequate flow of financial arrangement that is largely determined by the availability of government project. Based on the findings, the following means should be useful for improving HRD policy integration such as providing a handsome amount of development budget at the sub-district agricultural office, formulating coherent strategies to build effective cooperation, coordination and participation among stakeholders, initiating special capacity building programmes for rural women, young farmers and smallholders and mainstreaming HRD issue in governmental planning and programmes, and accordingly crafting policies and implementation.

There are still many problems in the traditional rural finance, such as poor business conditions, imperfectly competitive financial markets, and credit information asymmetry; the phenomenon of farmers' loans difficulty has not been fundamentally changed. In order to improve the current situation of rural finance, the state proposes to develop new rural finance and innovate upon rural financial system. The new rural finance has many good development advantages, such as adequate information, flexible operation, and good potential quality of the assets. It is necessary to innovate upon financial products and services, establish the purpose of serving agriculture, countryside and farmers, strengthen the supervision of credit, and improve the financial infrastructure construction, so as to achieve sustainable developments.

文摘The Road to Rio+20 is the journey of countries in the world pursuing the sustainable development.As the first country to release the national Agenda 21,China's experience and lessons are of great significance for both China itself and other countries.The paper reviews the progress made and problems remained in pursuing the sustainable development in China with regard to policy formulation,institutional arrangements,planning and management.In the past five years,the mandatory targets-driven approach,which focused on energy efficiency and key pollutants reduction,played a very important role and made China comprehensive outcomes for sustainability.In order to achieve the targets,China adopted an integrated policy package including legal,administrative,economic and technology instruments.During the 12th Five-Year Plan period(2011-2015),China will continue and strengthen the approach above and mainstream the transformation of economic development pattern through realizing the idea of green and low-carbon development.By summarizing policy trends in the world,the paper points out two directions,i.e.,integration approach and taking prioritized and concrete actions for a sustainable future beyond 2012.The paper also presents policy approaches and recommendations for sustainable development in the next 10 years in China.
文摘This paper analyzes and discusses the tax system applied in Kosovo during the period from 1999 until now. It demonstrates the effects of tax policies on the country's economic growth and development of businesses in general. This paper also addresses the impact of those policies in maintaining the social equilibrium of a population and economic stability of the country. Applied tax policies in Kosovo have been aimed more at maintaining a stable fiscal and budgetary policy. Based on the analysis of real cases of Kosovo tax laws and their impact on particular businesses, this paper will demonstrate how tax policies applied in Kosovo have given less attention to the need of economic development, which should have been reflected through promoting the development of domestic production, reduction of unemployment, and reduction of the high trade deficit. Empirical evidence from this analysis is discussed, conclusions are derived, and the recommendations of this paper are provided.
文摘Cultural diversity originates from modern cultural industries. The UN's decade–long promotion of cultural diversity coincides with the advancement of China's cultural and creative industries; however, China's situation is different from the creative economy advocated by the UN in terms of developmental logic. The policy of cultural diversity provides a basis for the UN to push forward the development of cultural and creative industries in developing countries. It is derived from the developmental theories of developed countries, which regard creativity(innovation) as a "technique" and overlook its uniqueness. The digital revolution has never given fair play to developing countries which explains why the UN's promotion of cultural diversity has not yet helped developing countries to substantially increase their exports of cultural goods and services in the past ten years. Nevertheless, the development of the in ternet and digital technology may create an opportunity for developing countries to catch up with and surpass their developed neighbors. China's unique approach to cultural and creative development may serve as a model for the international community to pursue sustainable development in the future.

文摘This study explores the Exposure at Default(EAD)emanating from credit events undertaken by listed banking corporations trading on emerging markets,such as Zimbabwe’s Stock Exchange(ZSE)or market in the dollarization era,namely period 2010-2012.The dollarization of the Zimbabwean economy in 2009 coincided with the recovery of the global financial economy from the worst worldwide economic recession ever experienced in this world.The study used audited and published data drawn from financial statements of two banking corporations for the period 2010 to 2012 that were accessible on ZSE website.These data were presented and analyzed using Eviews7.The study revealed that there were a lot of non-performing loans drawn from EADs of banking corporations trading on the ZSE in the period under review.The study further noted that credit exposures issued by commercial banks in the period 2010-2012 were also exposed to risk from the nature of the borrowers,banks’internal and external market variables.The variables that impacted on banks’credit exposures include political,social,industrial,unemployment,technological challenges,state of financial markets,their capitalization and liquidity statuses.We therefore conclude that banks in emerging markets need to efficiently and effectively manage their credit portfolios in their desire to grow towards sustainable development.The study also concludes that banks in emerging markets that are into lending activities should adopt and implement financial econometric(EAD)models that are easy to apply,practical,pragmatic,and adjusted for market friction.The study recommends that listed banking corporations in emerging markets need to adhere to the requirements of the Basel Ⅱ and Ⅲ Capital Accords if they are to make meaningful business out of their credit exposure operations.It also recommends that banks should come up with capitalization and investment strategies that suit their economic conditions if they are to grow and develop sizeable market shares and wealth from their lending businesses.Finally the study recommends that banks in emerging economies should adapt to international business standards,strategies,ethics,and corporate governance parameters if they are to grow towards greater similarity with those in developed nations in their service delivery to the stakeholders and contribution to nation building and sustainable development.
