Control Access Point of Devices for Delay Reduction in WBAN Systems with CSMA/CA

Due to the gathering of sickrooms and consultation rooms in almost all hospitals, the performance of wireless devices system is deteriorated by the increase of collision probability and waiting time. In order to improve the performance of wireless devices system, relay is added to control the access point and then the access of devices is distributed. The concentration of access point is avoided and then the performance of system is expected to be improved. The discrete time Markov chain (DTMC) is proposed to calculate the access probability of devices in a duration time slot. The collision probability, throughput, delay, bandwidth and so on are theoretically calculated based on the standard IEEE802.15.6 and the performance of the system with and without relay is compared. The numerical result indicates that the performance of the system with control access point is higher than that of the system without control access point when the number of devices and/or packet arrive rate are high. However, the system with control access point is more complicated. It is the trade-off between the performance and the complication.

Ethical Standards for Employers in the Local Administration Units： Republic of Macedonia

The extensive research on public ethics in the local administration is more than necessary. This paper identifies the basic values of and the challenges to Macedonian Legal System in this area, and explains the key ethical aspects, which should be implemented in practice by civil servants, who increasingly have to learn how to perform in accordance with ethical values. In this paper I will analyze the ethical values of civil servants laid down by the Organization for Economic Co-operation and Development （OECD） and the Civil Servants Agency in Macedonia, upon which the ethical principles for civil servants in the local administration units are intended to be set. This paper deals with the ethics of civil servants, assessment of best practices, and evaluation of positive and negative indicators. The paper concludes with a few recommendations for the next steps in this process; and some criteria for the consideration of future developments are suggested.

Assessment of the effectiveness of standardized infusion devices for healthcare management

Since standardization is an important safety measure in healthcare systems, it is essential to systematically assess the effects of introducing new and increasingly complex medical equip-ment, such as infusion devices. In this study, we compared the effects of standardized polyvinyl chloride (PVC)-free closed-system integrated infusion devices with conventional infusion de-vices. Specifically, we assessed the safety, work efficiency, user-friendliness, and cost effec-tiveness of these devices. Compared with con-ventional infusion devices, integrated PVC-free infusion devices were more expensive to pur-chase and dispose, but were safer and more user-friendly and efficient. Although it would be preferable to use standardized infusion devices in all hospital departments, their cost may limit their application to departments that use high-risk treatments, where they would be most beneficial.

Business Process Analysis and Simulation: The Contact Center of a Public Health and Social Information Office

This article proposes a framework, called BP-M* which includes: 1) a methodology to analyze, engineer, restructure and implement business processes, and 2) a process model that extends the process diagram with the specification of resources that execute the process activities, allocation policies, schedules, times of activities, management of queues in input to the activities and workloads so that the same model can be simulated by a discrete event simulator. The BP-M* framework has been applied to a real case study, a public Contact Center which provides different typologies of answers to users’ requests. The simulation allows to study different system operating scenarios (“What-If” analysis) providing useful information for analysts to evaluate restructuring actions.

地方体育行政执法及处罚裁量权基准的量化评价研究

作为一项基本制度,体育行政裁量权基准遵循权力界限明晰、运行机制融贯的总体逻辑,其聚焦深化改革中的主要矛盾,致力于从优化治理信息结构、创新协调合作机制、消弭治理风险3个方面创建“上下共治”的新格局。基于充分的理论依据,研究运用多种政策分析工具,构建了我国地方体育行政执法及处罚裁量权基准评价模型。通过对24个省级行政区体育行政执法和处罚裁量权基准量化分析发现,地方体育行政部门已经建设了初步的制度框架,其中有10个省级行政区的基准得分较高,达到了良好等级,这些为后续开展相关工作提供了依据。但是整体看,地方体育行政裁量权基准制度建设在总体设计、权力配置、举措创新等方面还存在不少问题,在进一步的行政治理改革中,体育行政部门应高度重视这些问题,切实转变观念,依托数字信息平台系统性开展建设工作。

论行政处罚裁量自动化中逸脱机制的适用

自动化行政处罚背景下的裁量发生了深刻的变化。行政处罚裁量自动化的应用提升了处罚的效率和客观性,但其“一刀切”的裁量模式导致了行政裁量僵化的现象,这违背了行政裁量的初衷。逸脱机制在破解裁量僵化的问题上发挥着积极作用,为在自动化裁量中探寻逸脱机制适用的路径提供了可能。构建逸脱机制需要在制度规则层面制定逸脱规范、划定逸脱范围、明确逸脱规则、公开逸脱规范,在实践运行层面规范启动主体和适用条件,在事后层面落实备案、更新数据、责任追究等保障手段。

基于改进S^(3)控制结构的批次过程控制系统架构研究

传统的连续过程控制系统不能很好地实现工艺与控制相分离,生产效率低下。针对此问题,提出了一种基于改进调度器、选择器和同步器(scheduler selector synchronizer,S^(3))控制结构的批次过程控制系统架构。该架构在调度层中建立了基于G描述语言的组件描述和基于改进S^(3)控制结构的调度器,使工艺与控制相分离;在数据层中建立了相逻辑接口表;在控制层中基于ISA S88标准和IEC 61499标准建立了离散化的控制功能块,并设计了S^(3)控制结构的选择器和同步器实现工艺的可重构。实验结果表明,所提批次过程控制系统架构在不改变控制程序的情况下完成了不同工艺流程的控制任务,实现了工艺与控制相分离,并缩短了工艺流程修改时间。

Stability analysis of extended discrete-time BAMneural networks based on LMI approach

We propose a new approach for analyzing the global asymptotic stability of the extended discrete-time bidirectional associative memory （BAM） neural networks. By using the Euler rule, we discretize the continuous-time BAM neural networks as the extended discrete-time BAM neural networks with non-threshold activation functions. Here we present some conditions under which the neural networks have unique equilibrium points. To judge the global asymptotic stability of the equilibrium points, we introduce a new neural network model - standard neural network model （SNNM）. For the SNNMs, we derive the sufficient conditions for the global asymptotic stability of the equilibrium points, which are formulated as some linear matrix inequalities （LMIs）. We transform the discrete-time BAM into the SNNM and apply the general result about the SNNM to the determination of global asymptotic stability of the discrete-time BAM. The approach proposed extends the known stability results, has lower conservativeness, can be verified easily, and can also be applied to other forms of recurrent neural networks.

《抗肿瘤药物临床应用管理标准》制订与解析

抗肿瘤药物是指通过细胞杀伤、免疫调控、内分泌调节等途径,在细胞、分子水平进行作用,达到抑制肿瘤生长或消除肿瘤的药物,一般包括化学治疗药物、分子靶向治疗药物、免疫治疗药物、内分泌治疗药物等。医疗机构对抗肿瘤药物的管理及合理应用,关系到肿瘤患者的治疗安全。《抗肿瘤药物临床应用管理标准》由中国医院协会药事专业委员会牵头编制,对医疗机构抗肿瘤药物管理工作中涉及的组织管理与制度、用药管理、药品监测与评价三个环节中的18个关键要素进行了规范要求,适用于开展肿瘤诊疗的各级各类医疗机构。该文阐述了该标准制定方法和基本内容,以期为医疗机构开展相关工作提供参考和借鉴。

行政规范性文件不适当备案审查标准之重述

行政规范性文件不适当备案审查标准源于《宪法》的规定,因此,它具有根本法的地位,直接约束行政规范性文件备案审查权。《立法法》《监督法》等法律、法规以及地方立法之间对不适当审查标准进行具体化规定的内容不尽一致,影响了行政规范性文件备案审查标准的统一性与实效性,对此,应当适时启动修法程序解决。全国人大常委会的《备案审查工作办法》《备案审查决定》从合宪性审查、政治性审查和明显不当三个方面发展了《宪法》规定的不适当备案审查标准,对不适当标准具有重述性意义,旨在满足行政规范性文件的品质符合法治国家、法治政府和法治社会建设的要求。

《药房自动化与信息技术标准》制订与解析

医疗机构药学部门以患者为中心的药事管理与药学服务能力的提升,离不开自动化与信息化。《医疗机构药事管理与药学服务》第4-4部分:药房自动化与信息技术标准是中国医院协会团体标准之一,对医疗机构自动化建设的基本要求、自动化硬件设备建设、智慧化信息平台建设、质量管理与持续改进4个方面32个关键要素进行了规范,可用于指导各级各类医疗机构对药房自动化设备与信息平台的选型与优化。该文介绍了《药房自动化与信息技术标准》的构建方法和内容,以加深同行对该标准的理解,促进该标准的落地执行。进一步推动医疗机构药学服务现代化、信息化与智慧化,提高整体医疗药事管理与服务的质量和效率。

研究者发起的临床研究质量管理常见问题及提升对策

目的:分析研究者发起的临床研究(investigator-initiated clinical trials,IIT)在质量管理过程中的常见问题并探讨解决和提升策略。方法:通过归纳IIT的质量管理要点,分析IIT在质量管理过程中存在的常见问题,并针对这些问题提出解决建议。结果:IIT的质量控制要点主要包括流程规范性、受试者保护、数据管理和数据溯源、实施质量、样本管理等方面,通过汇总笔者所在医疗机构管理实践和监督检查中发现的问题可知,常见问题可分为研究者实施执行和主观认知2个层面。结合质量管理要点和常见问题,笔者建议通过设置科学统一的质控标准、落实分级质控、院内审查严格把关、建立完善培训体系等方法提高IIT管理质量。结论:质量控制对于提高IIT质量和规范性具有重要意义,医疗机构可结合质量管理要点和常见共性问题建立并优化内部质控管理体系,从而实现提升IIT规范化和质量的目标。

技术标准的刑法规范效应

补充技术标准、建构刑法规范内容的效应,具有法定化效应和常态化效应两种情形。作为特殊的行政立法种类,技术标准不是法规范,只是行政主体出于裁量权自我规制而制定的行政规则。但是,当前刑法理论否定技术标准规范效应的做法并不可取。技术标准具有科学性、专业性与政策性,值得刑事司法的信赖,而且对于犯罪判断中触及的科学技术问题具有便宜认定的作用,刑事司法适用技术标准也不会违反罪刑法定。所以,刑事司法中技术标准发挥的规范效应具有合理性基础。技术标准属于行政裁量的范畴,基于权力分立与行政自主、行政的专业技术性、避免司法负担过重的考虑,司法对行政裁量的审查是有限度的。刑事司法中法官也不必全面审查技术标准,不用对技术标准的实体内容作出评价。不过,刑事法官可以对技术标准的制定程序与射程范围进行审查判断以合理控制技术标准的规范效应;而对于实体内容显著不合理的技术标准,可以考虑在量刑层面予以一定“补偿”。
