Deterrence and coercion are two kinds of strategies,the latter being more aggressive than the former.The U.S.Asia-Pacific Rebalancing strategy is an important diplomatic legacy of Obama's administration.For the issues involving the Diaoyu Islands,the South China Sea,cyber security,DPRK's nuclear program,and Iran's nuclear program,the U.S.has carried out military deterrence and non-force coercion against China.But generally,these are low-level coercive measures and distinct from the severe economic sanction and diplomatic isolation imposed by the U.S.on Russia,Syria,DPRK and Iran in recent years.Concerning issues where the U.S.and China hold distinct views,there would be less strategic leeway for the two countries.If the U.S.is to strengthen deterrence and coercion towards China,China can respond more actively and effectively,but it will be more difficult to build a new model of China-U.S.major-country relationship. 展开更多

"大学-地方政府-中小学校(U-G-S)"三方协同合作,共同致力于卓越教师和未来教育家的培养,为我国构建灵活开放的教师教育体系开辟了新的实践范式。但通过对这一模式在实际推行过程中的现实考察,发现存在合作主体身份地位的不平等、合作主体间文化的不同质、政府统筹协调作用的不到位等问题,致使合作流于表面,实效甚微。通过对存在问题的原因进行深度剖析,将其归纳为发展理念的追求偏差致使合作貌合神离、合作机构的性质差异影响内部文化交融、管理与评价体制的不同导致合作实效甚微等方面,并提出秉持多元价值诉求,激发三方合作意愿;文化的重构与创生,增强合作组织活力;统筹深化管理机制,维护三方合作权力的具体优化策略。 展开更多

教学策略由学科知识、教学知识、学生心理引导和教学监控等条件性知识以及教师教学经验、反思、行为习惯等组成,具有理论与实践一体化特征。其中知识部分属于学科教学知识(PCK)范畴,具有情境性和多种知识融合的特征。学科教学知识的“... 教学策略由学科知识、教学知识、学生心理引导和教学监控等条件性知识以及教师教学经验、反思、行为习惯等组成,具有理论与实践一体化特征。其中知识部分属于学科教学知识(PCK)范畴,具有情境性和多种知识融合的特征。学科教学知识的“特殊整合”,不仅需要相应的学科知识和教学知识,还需要情境性教学经验。然而,中小学教师有经验缺理论、高校教师有理论没经验的问题普遍存在,形成教学策略与教学行为之间双向转化的瓶颈。为此,大学和中小学教师需要以外部利益驱动构建协同共创平台,在相同教学旨趣吸引下组成优势互补的研发团队,形成突破教学策略转化瓶颈的分层赋能与共创机制。“大学―中小学”(“U-S”)协同共创,应注重从教学策略理论知识传授到教师教学行为转变、从学习名师经验及其教学策略创新到新教学策略文本形成的转化与共创过程,形成特色鲜明的学科教学策略知识,将其以陈述性、程序性、策略性知识形式融入师范生实训教学,进而实现对现有学科教学知识的新突破。只有构建“U-S”共同体,协同实现教学策略的“理—实”双向共创,才能赋予教学策略以“内容、形式和旨趣”三个维度的理论和实践生命力,才能发挥双方优势,形成规模更大的教学策略创新平台。 展开更多

三螺旋理论下“S-U”共创教学策略研究

教学策略,既包括指导教师行为的理论知识策略,又包括教师的教学行为策略,具有“理—实”一体化特征。由于两种教学策略语言表征和思维方式的差异,造成非同一个体的转化障碍。需要借鉴“政府—企业—科研”协同创新的三螺旋理论,来组成... 教学策略,既包括指导教师行为的理论知识策略,又包括教师的教学行为策略,具有“理—实”一体化特征。由于两种教学策略语言表征和思维方式的差异,造成非同一个体的转化障碍。需要借鉴“政府—企业—科研”协同创新的三螺旋理论,来组成“中小学名师—教研员—高校教师”共创教学策略团队,以破解其相互转化障碍。根据三螺旋理论的自反机制,三者间形成了共创教学策略的利益旨趣动力,以个体作用于团队的创新机制,启发团队创新教学策略的思路。按照三螺旋的集成机制,团队异质成员间借助讲座、讨论等方式进行显隐知识交流,以集思广益方式生成团队共创的教学策略。根据非线性机制,三类主体间再以其具身经历为基础嵌入对方知识,生成特定情境中的教学策略新认知,形成各取所需的教学策略行为模式或理论体系。“S-U”三螺旋共创教学策略的知识生产方式,在深化知识生产模式Ⅱ的基础上,以三层网联组织创新和细分研究团队的方式,按照能力同构匹配的耦合机制,以多节点、多层次的知识生产模式Ⅲ进行教学策略共创。 展开更多

U.S.military bases in the Philippines has always been one of the most intriguing issues in the relationshs between the two countries.In 1934,the U.S.and the Philippines signed the Tydings-McDuffie Act,in which the U.S.promised to resolve the issue of U.S.bases in the Philippines through negotiations.However,after the outbreak of World War II,the U.S.changed its attitude as its strategic thinking changed.The Philippines was also in need for U.S.support after the war,so it wanted the U.S.troops to remain stationed in the Philippines.To this end,the two countries signed the Military Bases Agreement.The Philippines was thus integrated into the U.S.global strategic system,becoming a bridgehead and strategic pivot for the U.S.in the Asian region.To ensure the"special status"of its military bases in the Philippines,the U.S.government spared no effort in securing"privileges"for them and supporting pro-U.S.politicians to hold state power in order to continue"colonizing"the Philippines.This has caused serious damage to the sovereignty and independence as well as national development of the Philippines. 展开更多

Based on the observation of the Ryukyu ethnic group during the World WarⅡand the need for post-war military occupation,the United States formulated the rule of“pro-U.S.and separating from the Japan,strengthening the initiative of natives.”1 in the early days of the occupation of Ryukyu.In the field of culture,the United States has carried out activities such as the compilation of post-war textbooks,attempts to restore native language,protection of traditional art and historical sites,and they also revived the traditional culture of Ryukyu.Since then,due to the transformation of the U.S.Asia-Pacific strategy,the U.S.’s traditional culture policy for Ryukyu has gradually changed to allow Japanese culture to re-enter Ryukyu.The Ryukyu traditional cultural rejuvenation policy in the early postwar period led to the development and strengthening of the community awareness of the Ryukyu community,which had disappeared and been suppressed for a long time. 展开更多

In area of economics and trade, it pushes on the U.S.-Central Asian trade and investment framework agreement, focusing on developing trade in greater Central Asian region so as to encourage the regional countries to lower trade barriers and to advance reconfiguration of the regional countries and Afghanistan neighboring areas. In area of energy, it builds a greater Central Asian transportation network composed of highway, railway, natural gas-pipeline and electricity grid line to boom the regional trade and economy. In area of anti-terrorism, it strengthens security cooperation with the Central Asian countries.
