This work builds an isobaric steady-state fluid analytical-physical model of the plasma conduction region in a conical target. The hydrodynamic instability in the double-cone ignition scheme^([21]) for inertial confinement fusion(ICF) proposed by Zhang is studied with the built model. With this idealized model, the relevant parameters, such as density, temperature,and length of the plasma in the conduction region of the conical target under long-pulse conditions are given. The solution of the proposed analytical model dovetails with the trend of the numerical simulation. The model and results in this paper are beneficial for discussing how to attenuate Rayleigh-Taylor instability in ICF processes with conical and spherical targets. 展开更多

In order to explore the differences of projects on linking newly-added cropland quotas with the amount of land used for construction in targeted poverty alleviation in different rural areas,this paper selects the social,economic,cultural and ecological evaluation indexes,and introduces the AHP method,to measure the benefits before and after the implementation of the four typical projects on linking newly-added cropland quotas with the amount of land used for construction in Xinjiang. The results show that after the implementation of the project,the social,economic,cultural,ecological and comprehensive benefits of each region have been improved,but the benefits of regions with different economic levels are significantly different. This paper holds that the projects on linking newly-added cropland quotas with the amount of land used for construction in different regions should be considered from the ultimate goal before the establishment and implementation of the project,so as to realize the win-win situation between the urban-rural requisition-compensation balance and the targeted poverty alleviation in rural areas. 展开更多

Land use regionalization is a strategic measure for the rational use,management and protection of land resources based on local conditions.Based on the needs of targeted poverty alleviation and rural revitalization strategy and the analysis on the natural and socioeconomic conditions,characteristics of land resources,and the current status of land use in Luquan County,corresponding regionalization indices were selected from four aspects:economic environment conditions,socioeconomic conditions,land resources and land use structure,and poverty alleviation and development level,a scientific and feasible index system for land use regionalization was constructed,and land use in Luquan County was regionalized by using systematic cluster analysis method.The results show that the 16 townships(towns)of Luquan County were divided into four land use regions,poverty alleviation region for development of new town and characteristic industries in the southwest(I),agricultural development and ecological poverty alleviation region in central mountainous area(II),poverty alleviation region for development of characteristic agriculture and tourism towns in eastern plateau mountainous area(III),and poverty alleviation region for development of characteristic industries and protection of land economy in the northern alpine valley area(IV).In addition,suggestions were put forward for the rational use of land in each region. 展开更多

Targeted poverty alleviation, aiming to tackle rural poverty, needs to be supported by corresponding rural human resource development. Currently, China's human resource development in impoverished rural regions is faced with some major problems; a huge population distributed over a vast area, a lack of technological and cultural attainment, obsolete concepts, obsolete technical resources, and a significant gap between rural and urban education attainment. Rural human resource development, which is geared to targeted poverty alleviation, includes a variety of impoverished rural population-oriented trainings, such as intelligence development, skills training, modern professionalism &work attitude cultivation, physical & mental health education, as well as modern lifestyle & civilized manners guidance. Targeted poverty alleviation should be equipped with mechanisms of comprehensive layout & planning, coordinated advancement of development content and implementation, and a mechanism of organization & input. The approaches to the advancement of rural human resource development are enhancing basic education, building a system of vocational education and training, raising the social security level and improving the supporting mechanisms. 展开更多

A new proportional navigation(PN) guidance law,called combined proportional navigation(CPN),is proposed.The guidance law is designed to intercept high-speed targets,which is a common case for ballistic targets.The range of target-to-interceptor speed ratio during target interception is derived when guidance laws are applied in high-speed targets interception,and the effectiveness of negative navigation ratio in the PN-based guidance law is proven analytically in some lemmas.Based on the lemmas,the lateral acceleration command of CPN is defined,and the solution to the appearance of singularity in time-varying navigation ratio is given.The simulation results show that CPN can determine headon engagement(as PN) or tail-chase engagement(as RPN) through initial path angle compared with PN and retro proportional navigation(RPN),and can adjust the value of navigation ratio for head-on engagement or tail-chase engagement.Therefore,the capture region of CPN is larger than that of other guidance laws using PN-based methods. 展开更多

The guidance law is designed to intercept high-speed targets with angular constraint, which can be used for ballistic target interception. BRPN guidance law is defined, and the exact time-varying bias for a required impact angle is derived. Furthermore, the simulation results(trajectory, variation of navigation ratio, capture region, etc) are compared with those of biased proportional navigation(BPN), proportional navigation and retro-proportional navigation. The results show that,at the cost of a higher intercept time, BRPN demands lower terminal lateral acceleration and has larger capture region compared to BPN. 展开更多

It is of great significance to rapidly detect targets in large-field remote sensing images,with limited computation resources.Employing relative achievements of visual attention in perception psychology,this paper proposes a hierarchical attention based model for target detection.Specifically,at the preattention stage,before getting salient regions,a fast computational approach is applied to build a saliency map.After that,the focus of attention(FOA) can be quickly obtained to indicate the salient objects.Then,at the attention stage,under the FOA guidance,the high-level visual features of the region of interest are extracted in parallel.Finally,at the post-attention stage,by integrating these parallel and independent visual attributes,a decision-template based classifier fusion strategy is proposed to discriminate the task-related targets from the other extracted salient objects.For comparison,experiments on ship detection are done for validating the effectiveness and feasibility of the proposed model. 展开更多

针对现有三维目标检测算法对存在遮挡及距离较远目标检测效果差的问题,以基于点云的三维目标检测算法(3D object proposal generation and detection from point cloud,PointRCNN)为基础,对网络进行改进,提高三维目标检测精度。对区域... 针对现有三维目标检测算法对存在遮挡及距离较远目标检测效果差的问题,以基于点云的三维目标检测算法(3D object proposal generation and detection from point cloud,PointRCNN)为基础,对网络进行改进,提高三维目标检测精度。对区域生成网络(region proposal network,RPN)获取的提议区域(region of interest,ROI)体素化处理,同时构建不同尺度的区域金字塔来捕获更加广泛的兴趣点;加入点云Transformer模块来增强对网格中心点局部特征的学习;在网络中加入球查询半径预测模块,使得模型可以根据点云密度自适应调整球查询的范围。最后,对所提算法的有效性进行了试验验证,在KITTI数据集下对模型的性能进行评估测试,同时设计相应的消融试验验证模型中各模块的有效性。 展开更多

地方政府“为增长而竞争”的发展模式是造成市场分割的重要因素,那么经济增长目标下调能否缓解这一局面、促进要素资源自由流通?为了回答这一问题,本文以上市公司在异地设立子公司的行为衡量资本要素的流动性,系统考察经济增长目标下调... 地方政府“为增长而竞争”的发展模式是造成市场分割的重要因素,那么经济增长目标下调能否缓解这一局面、促进要素资源自由流通?为了回答这一问题,本文以上市公司在异地设立子公司的行为衡量资本要素的流动性,系统考察经济增长目标下调对企业跨地区投资的影响。研究发现,经济增长目标下调能够促进资本流动,表现为经济增长目标下调显著提升了辖区内上市公司设立异地子公司的比例;影响机制分析表明,经济增长目标下调提高了政府放权意愿,降低了市场分割程度,进而促进了企业跨地区投资;进一步的异质性分析揭示,在地区行政壁垒较低、行业竞争程度较高及民营企业样本中,经济增长目标下调对企业跨地区投资的促进作用更加明显。本文丰富了制度性政府行为影响资源配置的相关研究,为当前推进全国统一大市场建设提供了直接的政策思路。 展开更多

针对红外图像与可见光图像在不同场景的特征表达不同的问题,提出一种基于显著性的双鉴别器生成对抗网络方法,将红外与可见光的特征信息相融合。区别于传统的生成对抗网络,该算法采用双鉴别器方式分别鉴别源图像与融合图像中的显著性区域... 针对红外图像与可见光图像在不同场景的特征表达不同的问题,提出一种基于显著性的双鉴别器生成对抗网络方法,将红外与可见光的特征信息相融合。区别于传统的生成对抗网络,该算法采用双鉴别器方式分别鉴别源图像与融合图像中的显著性区域,以两幅源图像的显著性区域作为鉴别器的输入,使融合图像保留更多的显著特征;并将梯度约束引入其损失函数中,使显著对比度和丰富纹理信息保留在融合图像中。实验结果表明:本文方法在熵值(entropy,EN)、平均梯度(mean gradient,MG)、空间频率(spatial frequency,SF)及边缘强度(edge intensity,EI)4个评价指标中均优于其他对比算法。该研究实现了红外图像与可见光图像高效融合,有望在目标识别等领域中获得应用。 展开更多

目的:探讨靶向穿刺联合区域系统穿刺对前列腺影像和数据评分系统2.1版本(prostate imaging reporting and data system,PI-RADS v2.1)4~5分患者的前列腺癌(prostate cancer,PCa)诊断效能。方法:前瞻性收集2023年1—10月于北京大学第一... 目的:探讨靶向穿刺联合区域系统穿刺对前列腺影像和数据评分系统2.1版本(prostate imaging reporting and data system,PI-RADS v2.1)4~5分患者的前列腺癌(prostate cancer,PCa)诊断效能。方法:前瞻性收集2023年1—10月于北京大学第一医院初次行前列腺穿刺活检,总前列腺特异性抗原(total prostate specific antigen,tPSA)≤20 ng/mL且磁共振检查PI-RADS 4~5分的患者,行经直肠认知融合靶向穿刺(3针)和系统穿刺(12针),选取不同穿刺位点定义多种假设穿刺方案,比较靶向穿刺联合区域系统穿刺与其他穿刺方案对PCa检出效果的差异。结果:共纳入255例患者,其中检出前列腺腺癌204例(80.0%),临床有意义前列腺癌(clinically significant prostate cancer,csPCa)187例(73.3%)。靶向穿刺的PCa检出率显著低于靶向穿刺联合12针系统穿刺(77.3%vs.80.0%,P=0.016),漏诊患者中71.4%(5/7)为csPCa;靶向穿刺联合4针区域系统穿刺与联合12针系统穿刺相比,检出率差异无统计学意义(P>0.999),漏诊csPCa及临床无意义前列腺癌(clinically insignificant prostate can-cer,cisPCa)各1例。靶向穿刺联合区域系统穿刺与联合外侧或传统6分区系统穿刺相比具有更少穿刺针数及更高的阳性针数占比。靶向穿刺漏诊与病灶最大径相关(OR=0.086,95%CI:0.013~0.562,P=0.010)。对于PI-RADS 5分患者,单纯靶向穿刺在122例中仅漏诊1例PCa;对于PI-RADS 4分患者,单纯靶向穿刺在133例中漏诊6例PCa,靶向穿刺联合区域系统穿刺漏诊csPCa及cisPCa各1例。结论:靶向穿刺联合区域系统穿刺在PI-RADS评分为4~5分患者中具有较高诊断效能,可作为目前靶向穿刺联合12针系统穿刺的改良方案之一。对于PI-RADS 5分患者单纯靶向穿刺同样可行。 展开更多

针对小目标水漂垃圾形态多变、分辨率低且信息有限,导致检测效果不理想的问题,提出一种改进的Faster-RCNN(Faster Regions with Convolutional Neural Network)水漂垃圾检测算法MP-Faster-RCNN(Faster-RCNN with Multi-scale feature an... 针对小目标水漂垃圾形态多变、分辨率低且信息有限,导致检测效果不理想的问题,提出一种改进的Faster-RCNN(Faster Regions with Convolutional Neural Network)水漂垃圾检测算法MP-Faster-RCNN(Faster-RCNN with Multi-scale feature and Polarized self-attention)。首先,建立黄河兰州段小目标水漂垃圾数据集,将空洞卷积结合ResNet-50代替原来的VGG-16(Visual Geometry Group 16)作为主干特征提取网络,扩大感受野以提取更多小目标特征;其次,在区域生成网络(RPN)利用多尺度特征,设置3×3和1×1的两层卷积,补偿单一滑动窗口造成的特征丢失;最后,在RPN前加入极化自注意力,进一步利用多尺度和通道特征提取更细粒度的多尺度空间信息和通道间依赖关系,生成具有全局特征的特征图,实现更精确的目标框定位。实验结果表明,MP-Faster-RCNN能有效提高水漂垃圾检测精度,与原始Faster-RCNN相比,平均精度均值(mAP)提高了6.37个百分点,模型大小从521 MB降到了108 MB,且在同一训练批次下收敛更快。 展开更多

全球升温1.5℃和2℃下中国群发性高温事件与人口暴露度预估

基于区域气候模式RegCM4对4个全球气候模式的动力降尺度模拟数据及未来人口预估数据,预估了SSP2-RCP4.5情景下全球升温1.5℃和2℃时,中国群发性高温事件(cluster high temperature events,CHTE)和CHTE人口暴露度的变化。结果表明:1.5℃... 基于区域气候模式RegCM4对4个全球气候模式的动力降尺度模拟数据及未来人口预估数据,预估了SSP2-RCP4.5情景下全球升温1.5℃和2℃时,中国群发性高温事件(cluster high temperature events,CHTE)和CHTE人口暴露度的变化。结果表明:1.5℃和2℃升温阈值下,多模式集合(MME)预估CHTE年均频次相对于基准期分别增加31%和44%。不同强度事件中,严重CHTE事件的频次在1.5℃和2℃升温阈值下可分别增加约4.2倍和6.8倍。事件强度、持续时间、频次等指标趋向高值的发生概率更大。相对于2℃,1.5℃温升阈值下CHTE年均频次、持续时间和累计强度在全国大范围呈降低趋势,且表现出明显的区域性差异,年均频次的降幅自北到南递增,新疆和长江以南地区持续时间年均减少6 d以上(全国平均降幅为0.2 d),我国中东部地区累计强度年均减少20℃以上、新疆东部减少50℃以上(全国平均降幅为0.6℃)。此外,在1.5℃和2℃升温阈值下,MME预估CHTE影响人口的变化均呈现南增北减的空间分布,内蒙古地区略有减少,中东部地区普遍增加,全国总影响人口分别增加1.4倍和1.8倍。高温事件对城市的影响人口增幅更大(分别增加2.9倍和3.8倍),尤其是京津冀、长三角、珠三角、中原地区增幅最明显。全国的CHTE强度暴露度(分别增加2.2倍和5.2倍)和综合暴露度(分别增加1.2倍和1.8倍)呈明显增加趋势,特别是2℃升温阈值下城市的CHTE强度暴露度和综合暴露度的增幅分别高达10倍和4倍。 展开更多

Nevertheless,in order to fully satisfy the growing needs of people in ethnic minority regions, China must continuously promote endogenous development, rural income growth, skills training,urbanization, poverty reduction effectiveness, social governance and the common values of the Chinese nation, and address the issues related to imbalanced and insufficient development. In light of China's goal to complete the building of a moderately prosperous society in all respects for people of all ethnic groups and regions, this paper raises policy recommendations to enhance skills training and vocational education, promote fair access to basic public services, enhance targeted poverty reduction in deeply poor regions, create a public cultural service system involving diverse stakeholders, increase the fairness of ethnic policy for people of different ethnic groups and regions, and balance the relationship between ecological protection and economic development in ethnic minority regions. 展开更多

建立支持图像和查询图像中目标对象的特征信息之间的联系是现有小样本语义分割的主流方法.然而这类方法大多没有通过挖掘背景信息辅助前景目标信息的预测,因此提出了一种前景与背景特征交互的小样本分割网络.具体来说,在传统的基于目标... 建立支持图像和查询图像中目标对象的特征信息之间的联系是现有小样本语义分割的主流方法.然而这类方法大多没有通过挖掘背景信息辅助前景目标信息的预测,因此提出了一种前景与背景特征交互的小样本分割网络.具体来说,在传统的基于目标信息的双分支小样本分割网络中添加一条新分支用于显式地预测查询图像的背景区域,之后预测出的背景区域被用于修正预测出的前景目标区域.同时,在K-shot情景下,通过自适应调整单张支持图像在支持原型中的贡献比例缓解支持偏置.最后,在标准小样本分割数据集上进行了实验:在PASCAL-5i数据集1-shot设置下的测试结果mIoU分别比NTRENet和MMNet提高了0.4%和2.8%. 展开更多

为研究以河南省为代表的受大气污染传输影响显著省份的大气环境容量,本文基于CMAQ模型,采用嵌套迭代模拟的方法,计算了在周边省份区域联防联控的前提下河南省PM_(2.5)浓度达标(GB 3095-2012《环境空气质量标准》二级标准限值)时17个地级... 为研究以河南省为代表的受大气污染传输影响显著省份的大气环境容量,本文基于CMAQ模型,采用嵌套迭代模拟的方法,计算了在周边省份区域联防联控的前提下河南省PM_(2.5)浓度达标(GB 3095-2012《环境空气质量标准》二级标准限值)时17个地级市SO_(2)、NO_(x)、一次PM_(2.5)和NH_(3)的大气环境容量.结果表明:①省外传输对河南省PM_(2.5)浓度的贡献率为50.29%,其中周边7个省份传输贡献率为36.19%,可见周边省份实施大气污染联防联控是河南省实现空气质量达标的必要条件.②在省级PM_(2.5)浓度达标时,河南省周边7个省份SO_(2)、NO_(x)、一次PM_(2.5)和NH_(3)的大气环境容量分别为279.07×10^(4)、465.61×10^(4)、172.67×10^(4)和182.96×10^(4)t,超载排放量分别为243.13×10^(4)、402.79×10^(4)、143.63×10^(4)和142.54×10^(4)t.③在区域联防联控的前提下,全省PM_(2.5)浓度达标时河南省17个地级市的SO_(2)、NO_(x)、一次PM_(2.5)和NH_(3)环境容量分别为23.48×10^(4)、52.40×10^(4)、22.74×10^(4)和32.17×10^(4)t,超载排放量分别为48.43×10^(4)、106.78×10^(4)、45.84×10^(4)和61.63×10^(4)t.④河南省东南部区域的SO_(2)和NO_(x)排放以及西北部区域的一次PM_(2.5)和NH_(3)排放会对全省PM_(2.5)浓度变化有显著贡献.研究显示,河南省PM_(2.5)浓度达标时,4种主要大气污染物的环境容量的最大值为52.40×10^(4)t,超载排放量的最大值为106.78×10^(4)t.为实现河南省PM_(2.5)浓度达标,河南省周边省份均需要实施大气污染联防联控,同时河南省需要加大对东南部区域的SO_(2)和NO_(x)排放以及西北部区域的一次PM_(2.5)和NH_(3)排放的管控. 展开更多

理解区域经济增长的互动关系及其背后的机制,对解决区域发展不平衡问题至关重要。本文基于地方政府每年年初制定的经济增长目标,将经济增长率分解为目标内增长和目标外增长,根据2009—2019年地级市政府工作报告的文本相似度及地级市之... 理解区域经济增长的互动关系及其背后的机制,对解决区域发展不平衡问题至关重要。本文基于地方政府每年年初制定的经济增长目标,将经济增长率分解为目标内增长和目标外增长,根据2009—2019年地级市政府工作报告的文本相似度及地级市之间的地理距离和经济距离构建空间权重矩阵,利用空间计量模型研究区域经济增长中的互动。结果表明:第一,区域经济增长互动背后的机制表现为竞争与协同两方面,目标内增长的互动主要来自竞争,而目标外增长的互动主要来自协同。第二,区域经济互动中竞争与协同存在此消彼长的趋势,地方政府促进创新和改善环境的长期举措会降低其在追求短期经济增速上的竞争。研究结果对于理解我国区域之间的互动关系、促进区域协调发展具有重要启示。 展开更多
