社区尺度斜入射波场下场地-建筑群耦合作用模拟方法

场地-城市相互作用(site-city interaction,SCI)效应会显著改变场地地震波场分布及建筑反应,基于SCI效应理论计算研究方法的发展现状,发挥谱元(spectral element,SE)法可快速高效求解三维地震波场传播和多自由度(multi-degree of freedom,MDOF)模型计算量小且可同时模拟大量建筑的优势,同时,结合频率波数域(frequency wave number analysis,FK)方法,以等效地震荷载的方式施加地震波场,建立了FK-SE-MDOF耦合方法,实现了SE-MDOF耦合模型中多种波型(P波、SV波和SH波)的斜入射输入,解决了当前三维SCI效应研究方法中未能同时考虑建筑非线性、频谱特性、地震波波型及入射角度影响的问题。首先对方法原理进行了介绍;然后,通过与振动台试验的对比,验证了方法的正确性;进而,采用该方法建立理想场地-城市建筑群相互作用耦合模型,主要探讨了入射角度和地震波波型对SCI效应的影响,得到了一些有益结论。该方法较为真实地反映SCI效应影响的同时,可反映建筑基础轮廓对地震波场的影响,适用于需考虑建筑轮廓信息的社区尺度SCI效应研究,可为城市规划、抗震设计、风险评估以及震后救援等工作提供定量指导。

“实体-线上”商业节点与科创园区融合发展研究——以杭州蒋村和永福为例

商业节点是科创园区发展中必要的城市要素之一,正在向实体和线上方向分化。文章分别以蒋村和永福社区作为“实体-线上”功能混合和以线上服务为主的商业节点代表,归纳两类商业节点与科创园区的融合发展模式。结果表明,“实体-线上”功能混合的商业节点可以为科创园区提供多样化的商业服务,优质的商业氛围有利于吸引科创企业集聚。以线上服务为主的商业节点可以为科创园区提供基础商业服务,在科技城建设初期可以快速弥补实体商业功能的缺失。文章为未来科技城合理布局商业与产业功能提供参考。

Planning and Ecological Greening of Agricultural Sci-Tech Ecological Demonstration Park in Suning County,Hebei Province

Taking the control detailed planning of Suning Agricultural Sci-Tech Ecological Demonstration Park in Hebei Province for example,general methods for the planning of modern agricultural sci-tech parks were introduced from the perspective of general situation of the planning area,technical routes,guiding concepts and planning principles,ecological greening and plant confi guration of the parks was discussed.

我国科技期刊开放获取出版研究现状与趋势(2004-2023)

分析我国科技期刊开放获取出版研究的现状与趋势,为后续研究提供参考,为我国科技期刊应对开放科学浪潮提供借鉴。文章借助CiteSpace分析工具对2004-2023年发表的与我国科技期刊开放获取出版相关的304篇文献进行分析,梳理我国科技期刊开放获取出版研究的发文量趋势、发文作者与发文机构情况、研究热点、发展趋势和研究前沿。研究发现我国科技期刊开放获取出版研究主要经历了三个阶段,分别以科技期刊建设、开放获取运动和开放科学浪潮为脉络展开;从发文作者和发文机构分布来看,当前尚未形成高产作者群,开展这一主题研究的主要是高校、科研机构和出版社;从研究热点来看,开放获取、开放科学、数字出版等逐渐成为了研究热点,预印本、产业链、人工智能等一系列新的研究主题不断被提出,未来还将衍生出新的研究方向。

亚低温对SCI大鼠神经细胞凋亡、线粒体呼吸及TNF-α水平的影响

目的探究亚低温对脊髓损伤(SCI)大鼠神经细胞凋亡、线粒体呼吸及肿瘤坏死因子(TNF)-α水平的影响。方法将实验大鼠分为sham组(假手术)、SCI组和Mild组(SCI模型大鼠给予亚低温治疗干预)各20只。分别比较3组线粒体R3、R4、RCR及P/O比值;比较血清中各时间点TNF-α水平;比较3组大鼠脊髓损伤的行为学评分(BBB);苏木素-伊红(HE)染色观察3组大鼠脊髓组织形态变化;TUNEL检测3组大鼠神经细胞凋亡率。结果在损伤后6 h、12 h和24 h,SCI组线粒体R3、PCR和P/O比值较sham组明显降低,R4较sham组明显升高(P<0.05);与SCI组相比,Mild组大鼠线粒体R3、PCR和P/O比值显著升高,线粒体R4得到了明显的抑制(P<0.05)。与sham组相比,SCI组血清中各个时间点TNF-α水平均显著增加,且在观察时间点中术后24 h达到最高水平(P<0.05);和SCI组相比,干预后Mild组血清中各个时间点TNF-α水平均得到了明显的抑制(P<0.05)。与sham组BBB评分相比,SCI组明显降低(P<0.05);干预后的Mild组BBB评分较SCI组明显升高(P<0.05)。与sham组相比,SCI组大鼠脊髓组织形态明显恶化且大量炎细胞浸润,该组大鼠神经细胞凋亡率也显著增多(P<0.05);与SCI组相比,Mild组大鼠脊髓组织形态得到了明显改善,且大鼠的神经细胞凋亡率也得到了明显抑制(P<0.05)。结论亚低温可抑制脊髓损伤大鼠神经细胞凋亡,改善线粒体的呼吸作用,对血清中TNF-α水平表达也能进行有效抑制,进而对脊髓损伤大鼠进行保护。

数字治理跨界行动中的困境及优化策略--基于G60九城“跨省通办”的政务观测

数字治理下跨省域城市间的合作依托于地方政府的集体行动。在制度性集体行动理论视域下,G60九城市“跨省通办”既是横向地方政府自组织集体行动的过程,也是纵向国家战略在地方的先行先试。考量不同行动机制的交易成本与合作风险发现,在G60九城市政务合作过程中存在缺乏正式“协议”、目标偏好差异以及逐利倾向的横向自组织困境,以及上级政府的注意力弱分配和国家意志对地方目标强压制的纵向介入困境。G60九城“跨省通办”需要横向主体加强契约约束并权衡主体间的利益冲突,同时也要明晰纵向权威干预的限度。

Several Theoretical Issues on Agricultural Sci-tech Service and Management

In view of particularity and complexity of agricultural sci-tech service and management,this paper presents definition of basic concept of agricultural sci-tech service and management,sums up its basic characteristics,and discusses and analyzes its structural elements and functions. The agricultural sci-tech service and management plays an important role in speeding up rural construction and narrowing the gap between urban and rural areas. It ensures benign cycle of scientific and technological achievements and regional environment,and promotes development of agricultural industrialization.

Practice and Exploration of Rural Sci-tech Service Supermarket:A Case Study of Jurong Economic Forest and Fruit Industrial Branch

The rural sci-tech supermarket in Jiangsu Province is an innovative model of rural sci-tech service. With reference to the concept of modern commodity supermarket, this model integrates variety, technology and achievement information into the sci-tech supermarket platform, provides various agricultural sci-tech services, and improves farmers recognition and acceptance of science and technology, so as to accelerate conversion of scientific and technological achievements and demonstration and popularization of new varieties, new technologies and new models. This paper analyzes practice of Jurong economic forest and fruit industrial branch and presents recommendations for building Jiangsu rural sci-tech service supermarket.

Construction and Establishment of Sci-tech Platform for Agricultural Scientific Research Institutions: A Case Study of Tropical Crops Genetic Resources Institute of Chinese Academy of Tropical Agricultural Sciences

Taking Tropical Crops Genetic Resources Institute( TCGRI) of Chinese Academy of Tropical Agricultural Sciences( CATAS) as an example,this paper discussed current situation of construction of sci-tech platform,analyzed existing problems,and finally came up with pertinent recommendations.

Design and Realization of Information System for Ningxia Sci-tech Special Commissioners

The information system for Ningxia sci-tech special commissioners is an application system for realizing information collection,management and sharing in the entrepreneurial process of sci-tech special commissioners. This paper introduces overall design ideas,system functions,key technologies and realization methods of the information system for Ningxia sci-tech special commissioners. Completion of construction and coming into operation of the information system bring new breakthrough for information management and data statistics of sci-tech special commissioners.

Construction of Innovative Rural Sci-tech Service System in China

At the background of structural regulation of agriculture and industrialized development of rural areas,systematic thought and constructive recommendations are put forward on building innovative rural sci-tech service system in China from following 5 aspects. (1) In organizational system,rural sci-tech service associations should become nonprofit organizations that have independent legal entities. (2) In service object,it should take farmers as subject,new rural economic organizations as carrier,agricultural leading enterprises as handle,little village officials as joint,sci-tech special commissioner as link,and agricultural brokers as medium. (3) In information resources,it should enhance practicality construction and sharing. (4) In service methods and reform measures,it should combine information technology,expert technical consulting service,and sci-tech model base. (5) In policy support and input mechanism,it should follow the principle of diversification,set up government special funds,and formulate preferential policies to attract sci-tech talents to join in rural sci-tech services,and protect legal rights and interests of sci-tech personnel in rural sci-tech services.

Current Situations of Agricultural Sci-tech Innovation and Development Path in Nantong

Nantong is a typical region of large population and little land.The conflict between resources and environment is growing.Thus,the improvement of independent innovation ability based on current situations,oriented towards the future and relying on scientific and technological force directly decides the effect of strong economic city construction.Through analysis on achievements of agricultural sci-tech innovation works,existing problems and demand for developing modern agriculture in Nantong,we present development ideas,target orientation and basic principles of agricultural sci-tech innovation works in Nantong,and put forward eight paths.

Study on Management System for Agricultural Sci-tech Achievement Transformation Funding Project

Relying on the management system for agricultural sci-tech achievement transformation funding project in Zhejiang Province, on the basis of current situations and demand of agricultural sci-tech achievement transformation funding project management system, we present a B/S-structured and J2EE platform-based system which adopts MVC mode and integrates mainstream open-source frame technologies such as Spring, Struts2, ExtJs, TopLink and FreeMarker, etc. Practice has shown that this system provides an original model for management of sci-tech project application, and various projects can be expanded on this model. With the aid of this system, sci-tech project management personnel can be relieved from trivial manual works, so as to increase working efficiency and improve management level of sci-tech project management.

Evaluation and Comparison of Marine Sci-tech Innovation Ability of 11 Coastal Provinces in China: A Case Study of Guangdong

Through building an indicator system for evaluating the marine sci-tech innovation ability of China's coastal provinces,this paper made a comparative analysis on marine sci-tech innovation ability of 11 coastal provinces in 2011-2013 by the principal components analysis( PCA) method. It found these coastal regions can be divided into three levels. Guangdong Province belongs to the first level because its marine sci-tech innovation ability is relatively high. On this basis,it analyzed changes in marine sci-tech innovation ability of 11 coastal provinces with the aid of DEA's Malmquist productivity index model. Results indicate that the overall marine sci-tech innovation ability of 11 coastal provinces is rising,but there is significant difference between provinces and the influence of regional economic development level is not considerable.Technical progress is main driver for promoting marine sci-tech innovation ability of Guangdong Province and major factor influencing ranking of total factor productivity.

基于SCI-E的世界油棕科研论文统计分析

以SCI-Expanded（SCI-E）数据库为基础,对1994-2012年世界油棕被SCI-E收录论文的出版年、被引用情况、国家/地区、文献类型、语种、发文机构、基金资助机构和学科等进行统计分析。结果表明,截止到2013年7月8日,1994~2012年SCI-E收录油棕相关文献记录6 851篇,被引频次总计80 161。自2007年文献收录和被引频次均呈快速上升趋势;所收录文献中,以马来西亚发文量最多,占总记录30.93%;学术研究型文献占91.55%;英语语种占96.23%;文献基金资助率为30.27%;食品科学领域占25.26%。综上所述,近年来世界SCI-E收录油棕文献有了大幅度提升,我国的油棕研究还有待加强。

基于SCI-E收录论文的胡椒学科发展研究

以Web of Science平台的SCI-EXPANDED数据库为统计源,采用文献计量学方法,从国家、研究机构、期刊、研究方向等方面统计分析2004～2013年有关胡椒科技论文被SCI-E的收录情况,其中反映了世界各国胡椒论文数量变化和所涉及的研究方向,旨在把握国际上胡椒研究热点的现状、科研动态及发展趋势。

基于AHP-DEA法的浙江省科技金融绩效评价及对策研究

科技与金融的有效结合可以有力促进科技创新发展。运用AHP-DEA(层次分析法-数据包络分析法)对2007—2021年浙江省科技金融绩效进行分析。结果表明:浙江省科技金融结合效率呈W形,2013—2019年总体效率较低;科技金融绩效逐年稳步上升,2012—2013年出现停滞,主要因为科技金融投入与产出多个要素下降或增长放缓,且科技金融结合效率较低。浙江省需进一步加大科技金融投入,优化投入结构,更合理、高效配置科技金融资源,以提升科技金融绩效。

科技金融发展能提升绿色全要素生产率吗?--基于空间杜宾模型分析

利用2010-2018年我国30个省份的面板数据,采用非期望产出的SBM-GML模型和熵值法测算各省份绿色全要素生产率(GTFP)和科技金融发展水平,实证检验了科技金融对GTFP的影响机制及其空间溢出效应。研究发现:在空间布局上,我国科技金融与GTFP均存在空间相关性与空间非均衡性,从时序特征看这种非均衡性愈加明显;科技金融对中心地区GTFP具有显著的促进效应,对外围地区具有空间溢出效应,且不同区域的空间溢出效应存在差异,东部地区具有显著的空间溢出效应,而西部地区科技金融与外围地区GTFP具有显著的负相关性。影响机制研究发现,加大研发投入是科技金融影响GTFP的重要路径。基于此,提出建立区域协作联盟,加大中部、西部与东北部地区的科技金融政策支持,大力发展科技金融等措施助力经济绿色转型。

基于C-D生产函数的全要素生产率的测度及应用

科学测度全要素生产率,对于引导企业健康成长和经济高质量发展具有重要意义。基于主动性决策理论,运用势分析方法,将势效系数引入Cobb-Douglas生产函数,导出全要素生产率测度模型及分析框架,即全要素生产率等于单要素生产率的加权几何平均数;在此框架下,对河北省2018—2022年连续在册的517家科技型中小企业进行了实证分析。研究结果发现,无论是从河北省科技型中小企业总体概况还是基于地区分布、行业分布,全要素生产率普遍呈现增长趋势,而资本产出率增速较低是限制企业全要素生产率增长的重要原因。提高经济发展质量,关键是要提高全要素生产率,编制全要素生产率指数,建立京津冀数字技术协同创新共同体,依法规范资本行为等。
