With the rapid development of the economy,China’s economic form has also undergone significant changes.In this case,the requirements for talents are getting higher and higher.In the process of cultivating talents,schools must constantly change their educational concepts and cultivate more application-oriented talents for the society.In this context,the reform of university and college English is of great necessity.Based on the importance of application-oriented talent training,this paper analyzes the current situation of English teaching in universities and colleges under the application-oriented talent training mode,and puts forward some specific measures for the reform of English teaching in universities and colleges.

Research on bidding and procurement of school of pharmacy based on blockchain technology in colleges and universities

Under the principle of fairness and justice,it has always been a difficult problem for the procurement department and the school of pharmacy to realize integrity and efficiency in colleges and universities,and blockchain technology provides a new idea and feasible path to solve the above-mentioned problems.In the present study,we analyzed the current situation and characteristics of procurement in the school of pharmacy with blockchain technology and pointed out that blockchain technology faced challenges in equipment,system,talent,technology,and so on.By all means,such as the information security trust mechanism to improve the market trust and to solve the procurement problems,the trace-ability and openness mechanism to ensure the college’s procurement compliance,the intelligent contract mechanism to help the college’s bidding and procurement standardization construction,and the jointly blocks to maintain the information transparent process and effectively to prevent the agency anomie and integrity risk,we could explore a new path to the application of blockchain technology to solve the bidding and procurement of school of pharmacy in colleges and universities.

新质生产力视域下中国高校科技创新力评价及影响因素研究

习近平总书记立足于我国经济发展时代特征提出新质生产力概念,并作出一系列重要论述。新质生产力是在新技术革命推动下,以信息技术、人工智能为引擎,以科技创新为驱动力的生产力形态,是高质量发展的强劲推动力、支撑力。高校作为国家创新体系的重要组成部分,在基础研究、应用研究、成果转化等方面发挥着重要作用,取得了一批重大科技成果,但还存在着诸多不足,面临不少困难和问题。在习近平总书记关于新质生产力重要论述的指引下,准确把握高校科技创新的重要地位和独特优势,客观评价我国不同地区高校科技创新力发展水平,分析存在的问题,提出对策建议,具有极其重要的意义。文章采用TOPSIS法测算我国31省(自治区、直辖市)高校科技创新力指数,基于空间自相关理论探究我国高校科技创新力指数的空间关联特征,运用泰尔指数分析我国高校科技创新力指数的空间差异性,运用地理探测器原理研究我国高校科技创新力的影响因素及其交互作用。研究结果发现:我国31省(自治区、直辖市)高校科技创新力整体还不强,创新力指数的空间分布不均衡,东部地区明显高于中部和西部地区;空间自相关性显著,上海、江苏、广东、浙江等指数较高省份呈现“高-高”集聚特征,甘肃、海南、新疆、西藏等指数较低省份呈现“低-低”集聚特征;区域间差异明显,东部和西部地区域内差异较中部地区显著,东部地区内部差异逐渐缩小,中部地区内部差异先增大后缩小,西部地区内部差异有所增大;影响我国高校科技创新力发展的主要因素是人力资源、经费投入等,且区域间投入存在明显差异,中部和西部地区投入不足,同时还受区域对外开放和技术需求等因素影响;内部因素交互作用强度大于外部因素,交互作用强度较大的是教学与科研人员数、科技经费当年拨入、成果应用及科技服务项目数、R&D成果应用及科技服务项目经费当年拨入、信息化水平,且信息化水平发挥的作用越来越大。根据研究结论,以习近平总书记关于新质生产力重要论述为指引,从创新投入、资源配置、资源共享、政产学研合作等方面提出对策建议。

新媒体技术融入高校思政课教学的改革挑战及其应对策略

新媒体技术的迅速发展,为高校思想政治理论课的改革创新带来了全新的环境,创造了便利的条件。将新媒体技术有效融入高校思想政治理论课,让思想政治理论课教学活起来,不仅是高校思想政治理论课顺应信息时代发展的需要,而且也是高校思想政治理论课改革“提质增效”的重要一环。然而,新媒体技术是一把双刃剑,在推动高校思想政治理论课改革创新的过程中,将新媒体技术融入思想政治理论课教学过程中也出现了困境与挑战,主要表现在新媒体技术手段与思想政治理论课教学目标脱节、新媒体教学形式与思想政治理论课教学内容融合度不高、新媒体技术运用需要与思想政治理论课教师媒介素养不足之间的矛盾等三个方面。为此,思想政治理论课教师应从明确融合目标,秉持技术赋能内容教学理念;拓展教学渠道,构建“线上线下”融合互动模式;提升新媒体技术能力,提高自身媒介素养三方面着手努力,助力新媒体技术有效融入高校思想政治理论课。

高校思政教育数智化发展的趋势、回应与把控

数智技术的内涵和特征不仅与高校思政教育的原则、目标、方法高度契合,而且对于自主意识和可塑性较高的大学生而言,更能利用数据和算法创造或还原虚拟现实的教育场景、虚实融合的数字人设、亦幻亦真的交互体验和超越内禀属性的主观存在,进而提高思政教育质效。梳理数智技术的演进历程与特征,深入把握数智化发展的复合命体演进趋势、“超级语径”交互趋势和虚拟现实趋势,需要锻铸多模态数据融合的思政教育“新命体”,培育面向未来教育的教师“数商”,强化应对数字化转型的“关键能力”。通过把控、优化对高校思政教育“教学原料”“大数据情境”“未来既视感”的算法拓展和算力支撑,保持技术创新与高校思政教育发展的精准契合,从而更好地实现高校思政教育立德树人的根本任务。

基于ISM的高校科技创新人才培养影响因素与作用机制分析

文章通过文献梳理和德尔菲法确定了高校科技创新人才培养的18项重要影响因素,应用ISM模型建构出高校科技创新人才培养影响因素的九层三阶解释结构模型,并解析了影响因素间的逻辑关系与作用机制。研究发现:学生认知、奖励制度等表层依赖因素对高校科技创新人才培养及其效果发挥直接作用,高校重视与人才培养目标等作为中间联动因素的关键环节发挥高校科技创新人才培养的中介作用,国家战略急需等根源推动因素通过中间联动因素发挥高校科技创新人才培养的本源作用。在此基础上,提出高校科技创新人才自主培养要凸显鲜明外部逻辑、突出关键因素作用、健全多元作用机制等政策建议。

本文以上海市、江苏省和浙江省地方高校为研究对象,根据2018—2022年《高等学校科技统计资料汇编》,通过分析、比较三省市地方高校的科技成果投入产出情况,归纳总结浙江省地方高校的科技成果转化现状及存在问题,旨在加深对高校和科研院所创新成果转化问题的理解,最终提出促进科技成果转化制度改革的政策建议,为促进浙江省经济高质量发展提供决策参考。
