Panel Discussion on“Development Trends of Computer Science in the New Era”

At the panel session of the 3rd Global Forum on the Development of Computer Science,attendees had an opportunity to deliberate recent issues affecting computer science departments as a result of the recent growth in the field.6 heads of university computer science departments participated in the discussions,including the moderator,Professor Andrew Yao.The first issue was how universities are managing the growing number of applicants in addition to swelling class sizes.Several approaches were suggested,including increasing faculty hiring,implementing scalable teaching tools,and working closer with other departments through degree programs that integrate computer science with other fields.The second issue was about the position and role of computer science within broader science.Participants generally agreed that all fields are increasingly relying on computer science techniques,and that effectively disseminating these techniques to others is a key to unlocking broader scientific progress.

The Development Trend of Enterprise Business Administration and the Innovation of Management Mode

In the context of the new period,the continuous growth of social and economic levels and the rapid update of information technology have significantly impacted the business management of Chinese enterprises,presenting substantial challenges.The intensification of market competition exerts development pressure on many enterprises,and coupled with the unstable strength of some businesses,numerous problems in business management arise.These issues hinder the smooth execution of various business activities.Therefore,it is crucial to ensure effective business administration to conduct different business activities in an orderly manner,promptly avoid adverse risks,and strengthen control over multiple factors.The innovation and improvement of business administration are of great significance for enhancing the management level and market competitiveness of modern enterprises,accelerating their healthy development,and creating numerous opportunities.Consequently,this paper analyzes and explores the development trends of enterprise business administration and the innovation of management models for reference.

An Exploration of Organizational Development in the Process of Innovation and Transformation of Pharmaceutical Enterprises-Taking X Pharmaceutical Enterprise as an Example

Objective To study how to promote the smooth innovation and transformation of enterprises and enhance the market competitiveness of enterprises from the perspective of human resources organization development.In the wave of pharmaceutical industry reform,some entrepreneurs realize the importance of innovation and technology in the future.However,domestic pharmaceutical enterprises are still in the production-oriented stage.In the process of transformative innovation,pharmaceutical enterprises should not only rely on the support of scientific and technological and economic forces,but also need a suitable organizational change and many excellent talents as the source of development.Methods Through retrieving relevant literature and combined with the organizational development practice of X pharmaceutical enterprise,the organizational development model was explored in this paper.Results and Conclusion By forming a system of strategy,organization,talent,culture and mechanism,and building an organizational development model,we can improve the organizational atmosphere and organizational efficiency in the process of enterprise innovation and transformation,so as to enhance the competitiveness of enterprises in the market.

Study on the technologies development trend of high speed EMUs

High speed railway technologies are rapidly development in the world.The total distance of the high speed railway is more than 40,000 kilometers in China,and many types of high speed Electrical Multi-Units(EMUs)are operated.The top operation velocity of the train reaches 350 km/h.New science and technologies are developing rapidly.New generation technologies such as the information technology,intelligent manufacturing,new material and processing,innovating design philosophy have revolutionary influence on the high speed train.It promotes the high speed train performance such as intelligence,reliable operation and environment-friendly.Based on many years investigation of the trend of the technology development and requirement of general public,the trend of technology development in five aspects are presented in this paper.The five aspects include economic applicability,high speed and high efficiency,green and low carbon,intelligent safety,comfortable and high quality.

Impact of taxes on the 2030 Agenda for Sustainable Development:Evidence from Organization for Economic Cooperation and Development(OECD)countries

Multiple ecological and socioeconomic problems have occurred worldwide,raising the awareness of sustainability.This study aims to examine the impact of taxes on Sustainable Development Goals(SDGs)in the context of Organization for Economic Co-operation and Development(OECD)countries.This research used effective average tax(EAT),tax on personal income(TPI),tax on corporate profits(TCP),and tax on goods and services(TGS)as the variables of taxes,and employed secondary data from 38 OECD countries covering 2000–2021.The study also used Breusch-Pagan Lagrange Multiplier(LM),Pesaran Scaled LM,Bias-Corrected Scaled LM,and Pesaran Cross-sectional dependence(CSD)tests to analyze the existence of crosssectional dependency.Then,we established the stationarity of variables through second-generation panel unit root tests(Cross-sectional Augmented Dickey-Fuller(CADF)and Cross-sectional Im,Pesaran,and Shin(CIPS)),and confirmed the long-run cointegration of the variables by using secondgeneration panel cointegration test(Westerlund cointegration test).The results showed that EAT,TPI,TCP,and TGS are positively associated with SDGs.However,the change in TPI has a smaller effect on SDGs than the change in EAT or TCP or TGS.The result of panel causality indicated that EAT,TPI,and TGS have a unidirectional causal relationship with SDGs.The study also found that TCP has a bi-directional causal relationship with SDGs.Moreover,the finding indicated that the OECD countries need to focus on tax policies to achieve the 2030 Agenda for Sustainable Development.This study is based on the theory of optimal taxation(TOT),which suggests that tax systems should be designed to maximize social welfare.Finally,we suggests the importance of taking a comprehensive approach for the managers and policy-makers when analyzing the impact of taxes on SDGs.

Analysis of the Development Environment and Trend of Cross-Border E-commerce in China

With the conclusion of the novel coronavirus pandemic and the increasingly complex market environment,China’s cross-border e-commerce has entered a new phase of development.The external landscape is evolving rapidly,and there is a gradual improvement in laws and regulations governing cross-border e-commerce,coupled with increased government support.Despite the impact of the COVID-19 pandemic on the market economy,overall development has been steadily improving.The Internet population is expanding,the online retail market is experiencing rapid growth,the consumption structure is undergoing transformation and upgrading,and the e-commerce market is demonstrating significant potential.The advancement of technologies such as big data,artificial intelligence,blockchain,and supply chain has provided more efficient operational support for the cross-border e-commerce industry.Against the backdrop of the emergence of new forms of cross-border e-commerce in China post-pandemic,this paper utilizes the PEST model to analyze the macro environment of cross-border e-commerce in China and project its future development trends.

Reform of Theory-practice Alternating Teaching of the Introduction to Architecture Course Oriented to“Employment Priority and Integration of Industry and Education”

In the new era of building a socialist modernization country with the goal of promoting high-quality development,we deeply analyze the knowledge system of the Introduction to Architecture course.This analysis is based on the cross-disciplinary specialties of local applied universities and the orientation of prioritizing employment and integrating industry and education.We propose the teaching reform of“theory-practice alternation”which is adapted to the current times and societal needs.Finally,we comprehensively summarize the effectiveness of curriculum construction,in order to provide theoretical references for the implementation of fostering character and civic virtue and deepening the reform of collaborative education mechanisms.

Research on the Current Situation of China’s Higher Education Students Studying Abroad in the Context of Higher Education Internationalization

In the context of education internationalization,the internationalization of higher education has become a major trend in the field of education in most countries,with international student education as the core.This phenomenon promotes cultural exchanges and integration among countries as well as higher education reform,which is of great significance in enhancing the international influence of higher education in each country.However,there are also some challenges faced by higher education students when studying abroad.The article digs into the origin and history of studying abroad,analyzes the current situation and reasons for higher education students in China to study abroad,discusses the opportunities and challenges faced by higher education students in China when studying abroad,and analyzes the trend of studying abroad in China.

The situation and development trend of health industrial park construction in China

[目的] 描述我国健康产业园区基本现状,总结园区发展模式,为园区未来发展提供理论基础. [方法]利用百度搜索、CNKI和万方数据库全面搜索国内健康产业园区的相关信息和文献资料,基于文献内容 分析法和案例分析法对园区信息进行归纳与分析.[结果]共检索到健康产业园区3 5 个,涉及 1 8个省市,最 早的园区于1994年创办,园区平均面积为16.82 km2,平均投资金额为140.9亿元.从管理运营、投融资、产 业类型、研发方面归纳了园区的不同发展模式,发现园区建设中的问题并提出未来发展趋势.[结 论 ]我国健 康产业园区正在蓬勃发展,但是仍然存在重复建设缺乏特色,监管机制尚不完善等问题,还需政府进-步完善 审批、优惠等政策,引导园区健康发展.

China is one of the biggest countries in cigarette production and sales,therefore it is important to improve the quality and efficiency of cigarette production.As cigarette packaging is an important part in cigarette production,therefore,it is important to strengthen research on improving the quality of cigarette packaging.This article summarizes the development process of cigarette packaging in China,introduces the development of printing technology in the era of intelligence,summarizes the application of printing technology in cigarette packaging,analyzes and explores the development trend of cigarette packaging in the era of intelligence,with the hope to provide reference for practitioners.

Status and development trend of the welding consumables industry in China

We analyzed the status and development of the welding consumables industry in China during the 12th Five-Year Plan （2011 -2015） period, and identified the major problems in the industry. We predicted the development trends that are expected for the ／3th Five-Year Plan （2016 -2020） period. We suggest some specific countermeasures and practices, which the Chinese welding industry should accelerate the transformation-upgrading and coordinated development of the industry and its firms , should work on improving their overall quality to improve the brand,s influence, enlarge their input into research and technology upgrading,and develop a low-carbon green production mode that could be put in place to promote the development of the Chinese welding consumables industry.

Analysing the Trend of UK’s Rural Development

Rural development is an important indicator of a country’s integrated development.It apparently seems there are small amount of direct stakeholders in rural development,but it is one of the ribs of national industry development,the last mile for improving the people’s life quality in most developing counties.Though the issues of new land reform enforcement,unemployment,degraded ecosystem and low productivity on agriculture are nerve-racking for UK’s government,the rural development has undoubtedly been setting an example for the world,especially for developing countries.The paper,on the basis of author’s personal observing in dozens of UK’s rural areas and exchanging ideas with some experts there in 2017,starts with a drawing of UK rural outlook from demographic point of view;then follows the present challenges of rural development;and ends up with analysing the models of rural development.

Foreign Cooperation and Development Trends of the Russian Petroleum Industry and Prospects of Sino-Russian Cooperation in Oil and Gas

This article is focused on the analysis of the international cooperation of the Russian petroleum industry and its development trend. Also discussed here are the patterns that the foreign oil companies used in acquiring Russian petroleum assets, and the cooperation models of petroleum exploration and production in Russia. The Russian government encourages foreign oil companies to establish strategic alliances with domestic companies that keep good relations with the government. To achieve this goal, the government provides foreign companies with the space for cooperation in such aspects as advanced technology and management culture. International cooperation in petroleum industry will be further developed under the macro-control of the Russia State energy strategy. The energy cooperation between China and Russia will enter a new phase full of hopes and challenges after the past unfavorable situation is gradually overcome.

Development of business capacity and organization of commercial business of farmer based organizations in the northern intervention zone in Ghana: A case study of nine-farmer based organizations

The Agricultural Component of the Millennium Challenge Account Ghana Compact was to alleviate poverty and improve livelihoods of farmers through commercial development of farmer organizations in the intervention zones in Ghana. In Ghana, there were three intervention zones as Southern Horticultural Zone, Afram Basin Zone and Northern Horticultural Zone. Nine Farmer Based Organizations (FBO’s) of 450 farmers consisting of 65.1% males and 34.9% females in the West Mamprusi district of the Northern Horticultural Zone were trained by authors under the Millennium Development Authority (MiDA) Agricultural Project. Farmers of the FBO’s were trained on nine modules on Business Capacity Building and five modules on Organization of Commercial Business over a period of six weeks. Age range of trainee farmers was 30-39 years for males representing 37.54% and 40-49 years for females representing 29.94%. Educational level of trainee farmers was 9.90% males and 1.91% females who completed primary school. Trainee farmers who completed senior high school were 2.73% and 0.64% for males and females, respectively. There were no university graduates among the trainees of the nine farmer groups trained. Among the educated trainee farmers was 81.91% male illiterate and 91.72% illiterate. Trainees’ farm size was 0.4-2.0 hectares representing 57.43% males and 66.45% females. Attendance of male trainees over the period of six weeks was 89.76% and 10.24% absentees, whereas attendance of females over the same period was 88.96% and 11.04% absentees. Nine Action Business Plans were developed for the nine FBO’s to access financial support from the MiDA participating financial institutions in the horticultural zone for the commercial development of farmers’ organizations. This paper presents a case study analysis of Business Capacity Building and Organization of Commercial Business modules provided in the Northern Horticultural Zone to nine Farmer Based Organizations (FBO’s).

Exploration of Development Status and Trend of Three Elements of Rural Areas in the New Era to Protect Achievements in Poverty Alleviation

The three rural issues of agriculture, rural areas, and farmers are important strategic issues in China’s development, are an important foundation for the agricultural country to realize the modernization of agriculture and rural areas and realize the great rejuvenation of the Chinese nation. Under the new situation of great victory in poverty alleviation, it is necessary to protect the fruits of victory and strengthen the construction of new countryside in the new era. From the current development situations of agriculture, rural areas, and farmers, this paper explored the development trend of three elements, to provide a feasible path for protecting the achievements in poverty alleviation, and provide certain ideas for workers engaged in agriculture, rural areas, and farmers.
