Research on the Construction of Pharmacy Organization and the Development of Pharmaceutical Services in China’s Primary Medical and Health Institutions—Based on the Survey of 5 Provinces

Objective To explore the current situation and problems of the pharmacy organization and pharmaceutical services in primary medical and health institutions so as to provide a reference for improving relevant policies.Methods Multi-stage stratified random sampling was used to collect questionnaires from primary medical and health institutions in 5 provinces,and 102 questionnaires were distributed.Then Excel 2016 and IBM SPSS 21.0 software were applied for descriptive statistical analysis,chi-square test and multiple response analysis.Results and Conclusion A total of 92 primary medical and health institutions participated in the survey,and 92 valid questionnaires were recovered.The survey shows that 54.1%of the institutions have established more than 8 pharmaceutical administration regulations.63.5%and 31.8%of the institutions have formulated pharmaceutical administration and pharmacotherapy team charters(or management systems).29.7%of institutions have pharmacy personnel in accordance with relevant regulations.The higher proportion of pharmacy services are prescription review and adjustment,medication guidance,collecting and reporting adverse reactions,medication errors and medication hazard information.Primary medical and health institutions still need to further improve their pharmaceutical administration system,organizational structure,pharmacy professional training and clinical pharmacy service.

Abusive supervision and turnover intention: Mediating effects of psychological empowerment of nurses

Objective: This study aims to determine the mediating effects of psychological empowerment on abusive supervision and turnover intention as perceived by nurses to provide information to change the status of nurse turnover.Methods: A cross-sectional survey (a questionnaire examining perceptions of abusive supervision,measurement of psychological empowerment,and questionnaire for turnover intention) was used to collect data.A total of 1127 clinical nurses,who were recruited through convenience sampling,participated in the survey.Results: Nurses' average perceived abusive supervision,psychological empowerment,and turnover intention scores were 1.62 ± 0.95,3.24 ± 0.83,and 14.17 ± 3.78,respectively.Psychological empowerment was found to mediate the relationship between abusive supervision and turnover intention (P< 0.01).Turnover intention tends to be stronger and psychological empowerment reduced when nurse managers adopt an abusive leadership style.Conclusions: Nurses' psychological empowerment is an intermediary variable that predicts the relationship between abusive supervision and turnover intention.Nurse managers should manage abusive supervision to increase nurses' psychological empowerment and decrease turnover intention.

Promoting Government Supervision and Optimizing Government Service Innovation

Decentralization and strengthening supervision are the two wings of the reform of administrative examination and approval system. At present, in the supervision process of Chinese government, the phenomenon of strict approval and slack supervision still exists in some local governments. And the dynamic supervision mechanism and supervision restriction mechanism of some local governments are still not perfect. These problems directly lead to"regulatory vacuum"and service absence and other circumstances. The existence of these circumstances will block the process of China's administrative examination and approval system reform. As a result to explore how to promote government supervision innovation and optimize government services is the first important thing, and then to create conditions for the rapid, stable and orderly progress of the administrative examination,what's more to approval system reform.Based on this thesis, the author realizes legal supervision, implement informatization supervision.It not only has increased normalized supervision, improve the administrative examination and approval all-round supervision mechanism, but also established the third party assessment normalization mechanism, and optimize the administrative examination and approval policy advocacy mechanism as well.

The Maintenance of Peace in Mozambique: From GPA to the First Multiparty Elections, 1992-1994

After sixteen years of civil war the Mozambican government led by the Mozambique Liberation Front (FRELIMO) and the Mozambican National Resistance (RENAMO) have signed the General Peace Agreement (GPA) in Rome, Italy, on 4th October 1992. The agreement that ended the war resulted from a negotiation process initiated following the hurting stalemate situation between the two conflicting parties. In the context of the implementation of such agreement the country experienced, successfully, the first multiparty elections in 1994 with the participation of FRELIMO and RENAMO - former military enemies as well as other political parties without any case of war resumption. This article seeks to identify the determinants factors for peace maintenance in Mozambique from the General Peace Agreement (GPA) to the first multiparty elections. Besides the important support provided by the international community, this article argues that the implementation of power sharing arrangements established in the context of GPA, namely,(1) military power sharing,(2) administrative and territorial power sharing, and (3) power sharing within the electoral institutions played an important role for peace maintenance in Mozambique during the period mentioned above.

The core objective of this study is to conduct precise and real-time monitoring of the industrial area Dammam located in the Kingdom of Saudi Arabia (KSA) which consists of a number of various chemicals, minerals and petrochemicals along with administrative blocks. The objective of this study is to monitor possible outdoor and indoor air pollutant in the industry working environment. This study shall help us to enable decision to be made on appropriate control measures as may be required to protect the health of employee and occupant who may be exposed to air contamination at workplace. Air pollution monitoring in ambient air environment finding shall be compared with national ambient air quality environmental standard while parameters monitoring in indoor air environment is compared with international standards such as occupational health and safety administration (OSHA), National institute for occupational safety and health (NIOSH) and Australian national health and medical research council (NHMRC). This environment review study for ensuring industry regulatory compliance for the facility and general authority of meteorology and environmental protection (GAMEP) previously known as presidency of meteorology environment (PME). This study shall be comprehensive in nature and cover two major types of monitoring and assessment such as ambient air quality monitoring and indoor air quality monitoring.

Impact of Punitive Supervision on Corporate Financial Performance

Financial performance is an indicator to measure the strength of a company’s business operation capability,which is of great concern to enterprise managers,external investors,and government regulators.Based on the data of Chinese listed companies from 2012 to 2016,this paper included government administrative penalties regulation into the study of factors influencing corporate financial performance and conducted an empirical analysis.The research shows that punitive supervision has a significant negative impact on corporate financial performance;rectifying the effect on financial performance would increase the operating cost.Simultaneously,the degree of punitive supervision will also affect corporate financial performance,with the financial performance of listed companies subjected to severe punitive supervision being poorer.

Cosmetic Safety and Risk Assessment Under the “New” Regulations

Regulations for the Supervision and Administration of Cosmetics was promulgated by the State Council on June 29,2020 and will take effect on January 1,2021.Compared with the previous Regulations on Health Supervision of Cosmetics,there are more items proposed for the safety of cosmetics.In this paper,the main changes of the safety supervision of cosmetics by comparing the“new”and“old”regulations were summarized with the potential influences on different groups(government,cosmetic enterprises and consumers)discussed.The important laws and regulations on cosmetic safety and risk assessment in China with recently added in vitro testing methods were summarized and the principal theory of cosmetic quantitative risk assessment was introduced.

China’s New Cosmetic Regulations and Their Impact on Cosmetic Registration Person and Notification Person

Regulations on the supervision and administration of cosmetics(hereinafter referred to as“CSAR”)will be formally implemented on January 1,2021,and there are more than 10 related regulations and normative documents draft has been issued,these new rules will be built to form a new cosmetics regulatory system,the CSAR for the first time put forward the"cosmetic notification person and registration person system",improve the barriers to entry for cosmetic notification person and registration person.This paper summarizes and analyzes the new regulations on cosmetics issued in 2020,and briefly discusses the new requirements and suggestions on setting up quality management system,quality safety responsible person,adverse reaction monitoring and evaluation system,cosmetic efficacy evaluation and other new requirements for cosmetics notification person and registration person after the implementation of the new regulations.

国家安全战略视域下的美国对华制度制衡及影响

形成于21世纪初的制度制衡理论,实际上已成为后冷战时期美国外交政策特别是对华政策的主导理论之一。从美国国家安全战略的角度,可以发现自2001年以来美国历届政府制约中国的因素不断上升,其对华实施的制度制衡方略经历了从包容性向排他性的转变。小布什政府采用试图将中国纳入美国主导的国际体系的包容性制度制衡方略,奥巴马政府则采用两面下注的混合型对华包容性制度制衡方略。特朗普政府主要利用美国国内法律和制度对华进行排他性制度制衡,而拜登政府采用“小圈子”对华进行排他性制度制衡。拜登政府在高科技领域对华实行制度制衡,企图在某种程度上迟滞中国高科技发展,客观上却促使中国自立自强形成尽可能完整的高科技生产链,对美国自身高科技产业和国内经济也产生“反噬”效应,无法从根本上改变经济全球化大趋势。

我国高校院系治理的演进、困境与进路探赜

院系治理是大学治理能否实现现代化的关键。在协调党政关系主基调下,我国高校院系治理大致历经了“探索初创期”、“调适定型期”和“提质增效期”等三个演进阶段。当前,我国院系治理面临领导体制不健全、制度体系不完备、运行机制不通畅、治理主体权责失衡、党组织功能“悬浮化”等瓶颈和困境。推动院系治理现代化,应在遮蔽与澄清、守正与创新的动态调适中科学规避“制度移植陷阱”,创造性地推进党委领导下的校长负责制向院系层面的制度移植。在实践中,明晰院系党政共同领导下的分工负责制、完善党政联席会议制度、构建党政学协商共治模式、充分发挥党组织功能作用,是加快推进院系治理现代化的应然路径。

《抗肿瘤药物临床应用管理标准》制订与解析

抗肿瘤药物是指通过细胞杀伤、免疫调控、内分泌调节等途径,在细胞、分子水平进行作用,达到抑制肿瘤生长或消除肿瘤的药物,一般包括化学治疗药物、分子靶向治疗药物、免疫治疗药物、内分泌治疗药物等。医疗机构对抗肿瘤药物的管理及合理应用,关系到肿瘤患者的治疗安全。《抗肿瘤药物临床应用管理标准》由中国医院协会药事专业委员会牵头编制,对医疗机构抗肿瘤药物管理工作中涉及的组织管理与制度、用药管理、药品监测与评价三个环节中的18个关键要素进行了规范要求,适用于开展肿瘤诊疗的各级各类医疗机构。该文阐述了该标准制定方法和基本内容,以期为医疗机构开展相关工作提供参考和借鉴。

《药房自动化与信息技术标准》制订与解析

医疗机构药学部门以患者为中心的药事管理与药学服务能力的提升,离不开自动化与信息化。《医疗机构药事管理与药学服务》第4-4部分:药房自动化与信息技术标准是中国医院协会团体标准之一,对医疗机构自动化建设的基本要求、自动化硬件设备建设、智慧化信息平台建设、质量管理与持续改进4个方面32个关键要素进行了规范,可用于指导各级各类医疗机构对药房自动化设备与信息平台的选型与优化。该文介绍了《药房自动化与信息技术标准》的构建方法和内容,以加深同行对该标准的理解,促进该标准的落地执行。进一步推动医疗机构药学服务现代化、信息化与智慧化,提高整体医疗药事管理与服务的质量和效率。

广东省药物临床试验机构备案情况及监管现状分析

目的:了解广东省药物临床试验机构备案形势、临床试验开展情况和临床试验机构监管现状,为监管相关工作提供参考。方法:从药物临床试验机构备案管理信息系统提取药物临床试验机构备案信息,通过电子调查问卷收集药物临床试验项目数量,梳理汇总药物临床试验机构监督检查情况,并从多个维度统计分析相关数据。结果:截至2023年12月31日,广东省共备案140家药物临床试验机构,主要为三级甲等公立医院,累计备案118个专业。备案药物临床试验机构分布于19个地级市,其中位于广州市的药物临床试验机构(占比32%)承接了广东省78%的药物临床试验。监督检查中发现一些机构在组织管理、责任意识和伦理审查方面尚存在问题,新备案机构尤为突出。结论:药物临床试验机构备案制的施行促进了广东省药物临床试验资源的释放,但凸显了技术层次不齐、专业布局不合理和区域发展不均衡等制约资源有效利用的问题。建议监管部门从加强指导服务力度方面完善监管机制,助力提升药物临床试验资源的利用效率,进而推动广东省药物临床试验机构健康发展。

上海养老服务机构安全监管问题及其对策

目前,上海养老服务机构安全监管存在法律法规不健全、监管机制不完善、监管职能模糊、考核内容单一及市场规范缺乏等问题。可借鉴日本、美国、德国等国养老服务机构安全监管的经验,在从业标准、监管执法效能和风险管理、完善准入和退出机制、明确监管主体、强化养老服务机构安全监管、探索“互联网+监管”等方面,优化上海养老服务机构安全监管机制。
