Research and Analysis of Transformation and Development of China's Green Economy under the New Normal

In May 2014,Chairman Xi Jinping mentioned the "new normal" for the first time during his inspection of Henan,and proposed that China's development is still in an important period of strategic opportunity. It was advocated to promote the transformation and development of China's green economy and to go out an ecological path of green innovation,green production and green consumption. This paper mainly explains the current situation,problems,corresponding countermeasures and suggestions of the transformation and development of China's green economy under the new normal to let readers understand the necessity of the transformation and development of China's green economy.

Human Rights Protection under the New Normal State of Economy

The new normal state of economy is not only the overall trend of China's current economic development stage, but also the strategic choice of China for the future economic development, the anticipation for the economic development and its outcome under the new strategy. It is of great strategic significance for the long-term development of China's human rights as a whole, yet it makes a short-term challenge to the realization of the rights of vulnerable groups. Under the new normal state of economy, it should be targeted to strengthen the protection of the rights of vulnerable groups, which is very important not only for the overall development of China's human rights causes, but also for China to cross over 'the middle-income trap' and to achieve sustainable development of economy.

The New Normal of China's Macroeconomic Policy

This paper summarizes the theoretical background and realistic considerations for the emergence of the new normal of macro policy. The characteristics of the new normal of macro policy are as follows: 1) a supply-side approach in response to growth slowdown; 2) understanding economic heterogeneity and growth disequilibrium and paying attention to structural regulation; 3) highlighting strategic planning and broadening the horizon of macro policy; 4) re-establishing a benchmark of macro policy and re-initiating local competition; 5) balancing the interests of various stakeholders and understanding the political economy of macro policy; 6) respecting the spillover effects of major countries and implementing responsible macro policies; 7) respecting "market determinism" and recognizing the limitations of macro policy; and 8) propelling institutional developments and creating a basic framework of macro policy. This paper concludes that the new normal of macro policy is not simply a passive adjustment to the new normal of economy but represents an initiative of proactive response that steers the economy towards a more advanced form. In particular, the following issues should be clarified in current macro policy: some of the characteristics will be corrected or phased out, some that coincide with the new normal will be abreast with the times, and some require that a new trail be explored through innovation of macro policy. These components will constitute the basic framework for China's macro policy to transition towards the new normal.

新质生产力推进中国式现代化的战略重点、任务与路径

在历史唯物主义的框架下,生产力是人类社会现代化的重要动力。新质生产力作为新科技革命背景下的先进生产力,以创新驱动作为核心,代表着传统生产力发生了重大跃迁,能够为中国式现代化提供新的生产力基础要素、新的生产模式以及新的发展动能。新质生产力推进中国式现代化的战略重点是以新质生产力推动共同富裕、绿色发展以及开放发展的中国式现代化。在这个过程中,新质生产力推进中国式现代化的战略任务是建设现代化产业体系、发展新型工业化、推进经济高质量发展。新质生产力推进中国式现代化的战略路径是以新质生产力实现包括人口规模巨大的现代化、全体人民共同富裕的现代化、物质文明和精神文明相协调的现代化、人与自然和谐共生的现代化、走和平发展道路的现代化在内的中国式现代化。

如何辨识中国式现代化新征程上的战略新机遇

当前国际上出现一些“看淡中国发展前景”“唱衰中国经济”的论调,这反映了一些西方国家对世界发展大势和中国发展优势缺乏准确认知,无法辨识中国式现代化新征程上的战略新机遇。事实上,从历史维度看,国际体系转型蕴含着双重战略机遇。一是国际秩序整体上从殖民秩序、霸权秩序不断向更加公正合理的国际新秩序转型;二是中国式现代化顺应了世界多极化、经济全球化、发展模式多样化、国际关系民主化的潮流,体现了中国发展的历史主动性和不断上升的塑造能力。从空间维度看,随着技术和产业的深刻变革,中国在推动开放型经济发展过程中蕴含着重要的战略机遇,尤其是超大规模市场和生产性权力结构所形成的市场空间整合效应,铁路物流和数字贸易的发展,数字化转型和绿色化产业变革等,都为中国带来了战略新机遇。从关系维度看,中国以人类命运共同体理念为引领,超越西方国际关系理论的传统逻辑,推动构建新型国际关系范式,促进全球治理机制改革创新,合力应对全球性挑战,为大国关系总体稳定及巩固和拓展中国的全球伙伴关系提供了战略新机遇。

全球数字经济浪潮下中国式现代化发展基础的多维转变

新型农村集体经济的理论内涵、现实困境与实践路径

新时代发展新型农村集体经济对于促进农村共同富裕具有重要作用。高质量发展下新型农村集体经济是增进民生福祉、实现共同富裕的重要途径,是激发内生动能、实现乡村产业振兴的重要抓手,是巩固基层政权、增强制度自信的重要保障。新型农村集体经济发展至今,已取得一定阶段性成果,但仍存在诸多问题,如部分基层干部群众思想认知有待提升、新型农村集体经济相关政策支持力度有待增强、与新型农村集体经济相关联领域改革的协调性有待提高、与乡村振兴战略实施匹配度有待提高、对实现农村共同富裕建设的支撑力度有待加大等。因此,在中国式现代化发展进程中实现新型农村集体经济高质量发展,需要从普及常态化的农村现代化培训;加快综合性政策出台,优化资源配置;强化相关改革的协同效应;因地制宜探索内外联动发展新模式;构建共同富裕原则下治理新格局等方面入手,有针对性地优化其发展,促进新型农村集体经济发展提质增效,最终实现农村农民共同富裕。

新常态下海洋经济新旧动能转换测评与影响因素分析

海洋经济新旧动能转换是坚持新发展理念、深化海洋供给侧结构性改革、推动海洋经济转型升级的重要标志,对实现海洋经济高质量发展有重要意义。基于海洋经济新旧动能转换内涵与机理,从需求侧、供给侧、结构转换动能三个维度构建综合评价指标体系;运用主客观赋权法、TOPSIS模型和核密度估计,对中国2006—2020年海洋经济新旧动能转换进行测算与评价;引入GWR模型探讨中国沿海11个省份各影响因素的空间异质性。结果表明,中国海洋经济新旧动能转换综合指数总体呈现波动上升趋势。其中,结构转换动能提升最为显著,需求侧动能总体呈波动上升态势,供给侧动能转换指数整体发展水平不高,对海洋经济新旧动能转换贡献力度较小;2006—2020年,中国海洋经济新旧动能转换指数差异呈先缩小后扩大继而再缩小的变化过程;陆域经济发展水平、海洋产业结构水平、海洋科技创新水平对海洋经济动能转换的提升起正向作用,各因素影响效应具有空间异质性。

A Dynamic Computable General Equilibrium Simulation of China's Innovation-Based Economy Under the New Normal

Researching China's innovative economic and financial innovation issues under the background of the New Normal, we need to carefully analyze the internal structure and interaction of China's macroeconomics.The computable general equilibrium(CGE) model has outstanding advantages on predicting the external shock influences on economic system, but previous studies on forecast for China's future economy mostly considered a high growth rate which is hard to comply with the New Normal scene. By constructing China's macroeconomic dynamic CGE(DCGE) model and anticipating the economic impact of the New Normal, this paper finds that the New Normal has a certain extent inhibition on China's macro-economy and innovation. However, after adding the research and development(R&D) subsidy policy, the negative impacts of the New Normal on macro-economy can be eliminated to realize the optimization of economic structure. In addition, after combining the financial innovation promoting policy and the Ke Qiang index through the simulation of macro-economy, we find that the quality of economic growth is improved. Finally, we provide the policy recommendations for the realization of an innovative economy under China's New Normal.

中国式老龄化:新结构经济学的新见解

中国式老龄化是中国式现代化的重要组成部分,文章采用新结构经济学的分析方法,提出了关于中国式老龄化六方面的新见解。第一,中国式老龄化彰显的是人口老龄化的中国之问与中国之治。中国成功拓展了人类老龄化可能性边界,中国式现代化能与中国式老龄化齐头并进,老龄事业高质量发展应是中国式老龄化的首要任务。第二,中国式老龄化的成因主要源于中国的预期寿命革命。新中国建立的社会主义制度创造了健康奇迹,由此引起的预期寿命革命产生了中国目前数量巨大的老龄人口,新时代的健康中国战略将使中国进入长寿时代并进一步加速老龄化。第三,中国式老龄化的影响并不会如流行观点认为的那样悲观。中国式老龄化是人类发展的奇迹而非拖累,不会拖累中国的经济增长,但会引发经济结构的系统性变革。第四,中国式老龄化的治理需要符合国情。只有立足于反映国情的禀赋结构,才能走出一条中国特色积极应对人口老龄化的道路;只有立足老龄人口禀赋结构,才能实现老龄事业高质量发展;只有重塑适宜的养老体系,才能创造中国的养老奇迹。第五,中国式老龄化有可供世界借鉴的经验。创造中国预期寿命革命的初级卫生保健经验就写入了《阿拉木图宣言》,中国的经验(尤其是在老龄化进程中保持经济增长的经验)更适合发展中国家应对“未富先老”的挑战。第六,中国式老龄化有可供世界分享的机遇。中国共同富裕进程中将形成规模巨大的银发经济,但需要有效市场和有为政府更好地结合,产业按比较优势适老化转型,才能壮大银发经济。总之,中国式老龄化既有各国老龄化的共同特征,更有基于自身国情的中国特色,可以借鉴但不可模仿发达国家的老龄化制度与政策。

新文科视野下高校中文专业语言类新型课程群建设研究

新文科建设对高校中文专业语言类课程群的交叉融合和系统协同提出了更高的要求。在深入剖析语言类课程设置现状基础上,提出新型课程群的核心理念及导向,基于此构建课程群模式,即基础知识层级、交叉素养层级和实践能力层级,进而提出建设跨学科教师团队、转变教学方法和教学理念、策划语言实践活动等具体实现路径。整体思路以培养能力复合型人才为导向,明确了系统性的知识结构串联、课程耦合和协同机制、多学科交叉融合等理念,为新文科背景下新型课程群建设和落地实践提供了有力支撑。

新型工业化的历史演进、时代特色与推进路径

工业化是现代化的基础和前提,推进新型工业化是实现中国式现代化的必然要求。从历史维度看,新型工业化最初萌芽于社会主义工业化构想中,曲折演进于中国工业化的道路探索中,成熟于中国特色新型工业化道路建设中。从理论维度看,新型工业化相较于西方工业化实现了五方面突破创新:价值基础是以人为本而非资本驾驭人本;动力机制是技术与制度协同创新而非技术创新单线引领;目标理念为区域和产业协同推进而非利润引导的失衡发展;发展模式为并联式协调发展而非串联式单维发展;对外关系为开放合作、互利共赢而非内向自利、零和博弈。从现实维度看,加快推进新型工业化,应在需求侧扩大人民有效需求,在供给侧培育壮大自主创新增长引擎,以“四化同步”畅通国内循环,以高水平开放推动国内国际双循环相互促进。

数字中国建设的现实挑战、战略内涵和实现路径

数字中国建设是推进中国式现代化的重要引擎。目前数字中国建设仍然面临数字经济发展受限、数字治理模式滞后、跨界危机频繁发生、大国竞争持续加码等现实挑战。从顶层设计看,推进数字中国建设具有加快培育新质生产力、提升国家数字治理水平、提高国家国际竞争韧性等重大战略意涵。为此,应健全和完善国家数字治理法律和政策体系,强化数字领域发展所需各类基础设施,增强国家数字规则主导能力以推动数字中国建设。
