The Revelation of Foreign Disabled People Basic Public Service System to China

Disability is an inevitable phenomenon in the development of human society. Creating a good environment for disabled people is not only an important condition of disabled people to fully participate in social life, but also the performance of the social civilization and progress. This article describes some oftbe specific practices of foreign disabled basic public service system including the legislative level, the level of life care and social welfare, etc. Based on the analysis of China system construction of the disabled people public service, proposing build the government＇s macroeconomic, social middle and personal microcosmic basic public service system for disabled people and advocating shared responsibility, which the government should play a leading role, society do good service, the disabled do self-help.

Correlation Analysis on Environmental Factors Influencing the Development of Urban and Rural Public Sports Equalization Service in South Jiangsu Province

In order to understand the related factors that affect the development of the Equalization Service of public sports in the urban and rural areas of South Jiangsu, the status of the equalization service has been analyzed. There are still obvious inequalities between urban and rural public sports services in South Jiangsu, which are mainly influenced by macro factors such as culture, economy, politics, urban and rural population, urban-rural disparity and social gap of wealth.

Analysis of Coordination between the Public Service in Rural Areas and Socio-economic Development——A Case Study of Sichuan Province

Taking Sichuan Province as an example,by using the overall evaluation function of Sichuan's rural public service equalization development level and rural socio-economic development level,we conduct profound analysis on coordination between public service in Sichuan's rural areas and socio-economic development from 2003 to 2008.The results show that the coordination between rural public service and socio-economic development in Sichuan Province is not high,and the equalization phenomenon of rural public service construction and socio-economic development is very prominent.The equalization development of public service in rural areas of Sichuan Province from 2003 to 2008 lags behind socio-economic development.The coordination between public service equalization system in rural areas of Sichuan Province and socio-economic development system abates continuously;the coordination between infrastructure and socio-economic development increases slowly;the coordination between education and socio-economic development declines sharply;the coordination between public culture and socio-economic development tends to decrease;the coordination between ecological environment construction and socio-economic development decreases continuously with great amplitude;the coordination between public health and socio-economic development decreases continuously;the coordination between science and technology and socio-economic development lingers at low level;the coordination between social security and employment,and socio-economic development increases in fluctuation,but with small amplitude.

Diversity,Equality and Inclusion:Study on the Planning Concept of Public Service Facilities in Greater London

As China’s urbanization enters a transitional period,diversified supply of public service facilities and the improvement of public service facilities from the level of social equity are important themes of urban planning.The core policies and concepts of the planning of public service facilities in Greater London under the framework of the statutory urban planning system were analyzed,and the characteristics were summarized to seek possible references.Greater London takes development planning as the core,and integrates the planning of public service facilities into economic growth,overall spatial development,community construction,and the improvement of residents’ welfare from the regional to the local level under the guidance of the national policy planning framework.Among them,providing diversified infrastructure and services,focusing on diverse population needs and equal choices of different social groups,ensuring the accessibility of facilities and services,and emphasizing barrier-free design are worthy of reference for urban planning in China.

Study on The Basic Public Health Service in Shanghai

It is increasingly found that medical investment is not the only effective means to improve the national health level. The basic public health service, which is dominated by disease control and prevention, is paid more and more attention.This paper analyzes the relationship between the migrant population and the population of the city＇s household registration to the basic public health service. Access to basic public health services and satisfaction of the system, analysis of the factors affecting the satisfaction of the basic public health services in Shanghai revealed the problems and causes of development. Finally, putting forward the concrete countermeasures and suggestions for perfecting and improving the basic public health service in Shanghai.

On Financial Transfer Payment System from the Public Service Equalization Perspective

The Equalization Gap of Basic Public Services Supply in China:An Empirical Study on Education,Health Care and Social Security

The equalization of basic public services which helps to meet people’s ever-growing needs for a better life is an important component of the supply-side structural reform under the new normal.This paper constructs the mechanism model and index of basic public services equalization,measures the equalization of education,health care and social security in China during the period of 2005-2016,and empirically tests the contributory factors with regional panel data.It is found that the equalization of basic public services has not been significantly improved by the last 12 years of urbanization;people tend to seek high-end consumption beyond basic public services with the increasing per capita disposable income;while the population structure and the gap between urban and rural areas constitute the main impediments,local governments’revenues and fiscal efficiency can significantly improve the equalization of basic public services.Therefore,the key to the supply-side structural reform of public services lies in enhancing the matching capability of public services in urbanization,reducing the consumption gap between urban and rural public services,and improving the efficiency of government’s public services expenditure.

基本公共体育服务标准化推动健康国家建设:域外经验与本土镜鉴

对美、英、日三国基本公共体育服务标准化推动健康国家建设的政策、特征及经验进行研究,认为:美、英、日等发达国家率先开展了以基本公共体育服务标准化推动健康国家建设的顶层设计并各具政策特色,呈现权益保障均等化、治理主体多元化和校社资源一体化等共性特征,形成定性表述与定量要求相结合的标准化指标制定、政府主导与社会参与相结合的标准化政策实施、客观测量与主观评价相结合的标准化绩效评价、宏观调控与微观规制相结合的标准化治理架构等共同经验。结合域外经验及本土问题提出建议:细化标准指标制定,推动健康服务高质量发展;强化标准协同实施,推进健康保障持续性完善;规范标准绩效评价,促进健康监督全方位升级;优化标准执行架构,助力健康公平精细化治理。

Towards equal and universal access to public library services in China:Consolidation of local public library systems in the context of cultural services for all

This paper reports on a LSC(Library Society of China) funded project 'Library Service Network Development' and its major findings.The primary objective of the project was to investigate the work that Chinese local governments and the library profession has devoted to consolidating regional and local library systems for equitable access since the beginning of this Millennium.The study shows that in the past few years,local governments and library professionals have proactively sought ways to establish community based libraries,build contract based main-branch relations and develop regional library service networks.The study also shows that although these endeavors have produced visible improvement to local public library systems and have accumulated valuable experience for promoting equality of access,a true and sustainable equality of public library access requires radical changes to the governing structure of Chinese public libraries:it requires a redefinition of their development agents and administrative unit.

数字经济对基本公共服务的影响研究

数字经济是中国经济发展的重要引擎之一,数字技术赋能公共服务,有助于改善基本公共服务供给,推动基本公共服务均等化。本文基于2010—2020年中国31个省份面板数据,构建基本公共服务供给水平指标体系,实证检验了数字经济对基本公共服务供给水平及基本公共服务均等化的影响。研究结果表明,数字经济能够显著提升基本公共服务供给水平,这一结论在进行内生性处理和一系列稳健性检验后依然成立。机制分析结果表明,数字经济可以通过提高地方政府财政收入和减少财政纵向失衡提升基本公共服务供给水平。异质性分析表明,与东部地区和西部地区相比,数字经济对中部地区基本公共服务供给水平的促进效果更为明显。进一步研究表明,数字经济能够提升基本公共服务均等化水平。上述结论能够为更好地发挥数字经济特性、提高基本公共服务供给水平、促进基本公共服务均等化提供理论依据。

迈向共同富裕的基本公共服务均等化:理论逻辑与实践进路

将农民工市民化与城乡融合发展纳入统一分析框架,在构建城乡融合发展进程评价指标体系和计算农民工城市融入工资测算农民工市民化程度的基础上,基于2009—2021年省级面板数据,构建双向固定效应模型,实证检验农民工市民化对城乡融合发展的影响。研究发现:推进农民工市民化能够显著促进城乡融合发展;分区域看,农民工市民化对城乡融合发展的促进作用在中西部地区更加明显;通过加快农业现代化、加快农村现代化、促进基本公共服务均等化以及提高新型城镇化质量等作用渠道推进农民工市民化促进城乡融合发展。

以提高人民生活品质为核心健全基本公共服务体系的意义、现状及未来路向

人民生活品质是指全体人民群众享有的一种高质量、优品位的生活方式,以及对这种生活状态的满意感与幸福度。提升人民生活品质,要求推进基本公共服务的质量优化、水平提升、全面覆盖、均等可及,使人民群众过上高品质生活。党的十八大以来,我国基本公共服务体系日益健全,质量不断提升,覆盖面逐步扩大,人民生活品质全方位改善。但我国基本公共服务体系建设还存在着一些突出问题,基本公共服务体系中仍存在短板弱项,水平与标准亟待提高,一体化、均衡化、可及化进程有待加速。为此,就要求政府围绕提高人民生活质量,稳步推进基本公共服务优质化;围绕提升人民生活品位,不断提高基本公共服务水平与标准;围绕提高人民群众满意感,不断推进基本公共服务的全面覆盖与全面保障;围绕提高人民群众幸福感,不断增强基本公共服务均等化可及性。

现阶段建立基本养老服务制度是在新时期我国转变政府职能和提升政府民生治理能力的背景下,进一步划分政府、家庭、市场等养老主体在养老服务中的责任边界,强化政府“兜底线、保基本”的养老保障职责,增强老年人的普遍幸福感和获得感的制度探索。然而,当前基本养老服务政策内容较为薄弱,相关理论研究也较为匮乏,本文以系统梳理基本养老服务发展脉络为出发点,深入挖掘基本养老服务制度形成的政策逻辑,详细阐释基本养老服务制度的内涵与特征,为基本养老服务制度完善提供思路。

共同富裕背景下公共服务均等化对城乡居民收入差距的作用机制与实践检验

基于2011—2020年省级面板数据,运用固定效应模型、中介效应模型检验了公共服务均等化对城乡收入差距的影响、作用机制及空间差异。结果表明:第一,公共服务均等化水平的提升能够有效降低城乡居民收入差距;第二,公共服务均等化对城乡收入差距的影响存在空间异质性,在西部地区、人口净流出较多的地区,公共服务均等化对城乡收入差距的影响更为显著;第三,公共服务均等化可以通过促进劳动力流动与人力资本积累两个渠道影响城乡收入差距。研究结论为国家和政府在新时期推动经济持续稳定发展、保障和改善民生、全面推动社会建设、促进共同富裕提供了参考。

西南地区基本养老服务均等化测度与区域差异

基本养老服务均等化是老年人共享改革成果和社会公平正义的重要体现。文章从“物质帮助-照护服务-关爱服务”三个维度对西南地区基本养老服务均等化水平进行测度、分析与预测。研究发现:时间演变上,2012—2022年西南地区水平整体稳步上升,各子维度波折上升;区域差异上,西南总体呈现两阶段变化趋势,以区域内差异为主,子维度区域差异为照护服务>关爱服务>物质帮助;未来趋势上,2023—2025年基本养老服务均等化水平持续上升且区域差异不断缩小。据此,提出了保障物质、持续照护、重视关爱的养老服务举措。
