Central environmental protection inspection and carbon emission reduction: A tripartite evolutionary game model from the perspective of carbon neutrality

Since the carbon neutrality target was proposed,many countries have been facing severe challenges to carbon emission reduction sustainably.This study is conducted using a tripartite evolutionary game model to explore the impact of the central environmental protection inspection(CEPI)on driving carbon emission reduction,and to study what factors influence the strategic choices of each party and how they interact with each other.The research results suggest that local governments and manufacturing enterprises would choose strategies that are beneficial to carbon reduction when CEPI increases.When the initial willingness of all parties increases 20%,50%—80%,the time spent for the whole system to achieve stability decreases from 100%,60%—30%.The evolutionary result of“thorough inspection,regulation implementation,low-carbon management”is the best strategy for the tripartite evolutionary game.Moreover,the smaller the cost and the larger the benefit,the greater the likelihood of the three-party game stability strategy appears.This study has important guiding significance for other developing countries to promote carbon emission reduction by environmental policy.

The evolution analysis of agricultural global value chains

With the Uruguay Round bringing agricultural trade into multilateral regulation,the major countries have actively participated in agricultural global value chains(AGVC)and occupied an important position according to their comparative advantages.Utilizing bilateral agricultural trade data of 66 countries based on the OECD Inter-Country-Input-Output Tables(OECD ICIO)from 2010 to 2018,this study applies social network analysis indicators to measure each country’s eigenvector centrality within AGVC and to examine the current global agricultural trade patterns,with particular attention to the changes in the status of world powers within AGVC.The main findings are as follows:first,with the multilateral and regional trade liberalization,growing numbers of developing nations,including China and India,are engaging in international agricultural trade,which contributes to its diversification;second,as AGVC develops,the structure of global agricultural trade networks has become more decentralized and balanced.This is evidenced by the emergence of additional central nodes,and large nations like the United States,which formerly held the most central position as indicated by a drop in its centrality,are becoming less dominant.

The Research about the Trans-provincial Centralized Bidding Trading Market of East China Power Grid --I:Empirical Analysis

The clearing price and bidding price in electricity market are two key indicators to measure whether it is reasonable or not. Based on the grey incidence analysis, this paper studies the correlation coefficient between the clearing price and bidding price with the generation cost, the supervision and rules of the market, the supply and demand situation, the behavior of market members over the same period, which is based on the actual data of the trans-provincial centralized trading market of East China Power Grid. The results show that the factors affecting the clearing price and bidding price from largest to smallest are generation cost, supervision and rules of the market, the supply and demand situation, the behavior of market members. The conclusion is that the trans-provincial trading platform of East China Power Grid is a reasonable regional market which can discover the market cost, and regulate the market supply and demand balance, and promote healthy competition.

Under the influence of the great power strategy, China and India have increased their economic cooperation scope, widening the forms of public diplomacy, with an obvious geopolitical collision; India is taking more measures to check China.

The Research about the Trans-provincial Centralized Bidding Trading Market of East China Power Grid --II:Model Analysis

In this paper a novel cost function based on the relationship between operation cost of unit and generation load rate is employed in an agent-based model of Trans-provincial Centralized Bidding Trading Market of East China Grid. Simulation results are compared to real data to prove that the model is correct. Further analysis on simulation results point out the way to achieve an all-win game for power market members: generation companies improve their average load rates of the units by selling their electricity in the market, which makes units' cost drop and settlement price stay lower than benchmark price. Consequently electricity-demand provinces saved expenses, and units increase their profits. In conclusion, the trans-provincial electricity market of East China Power Grid is a successive case which improves the efficiency of the electricity industry by market-oriented measures.

A Lecture of the Taylor Rule from the Sandpile Model

Sandpile phenomena in dynamic systems in the vicinity of criticality always appeal to a sudden break of stability with avalanches of different sizes due to minor perturbations. We can view the intervention of the Central Banks on the rate of interest as a perturbation of the economic system. It is an induced perturbation to a system that fare in vicinity of criticality according to the conditions of stability embedded in the equations of the neoclassical model. An alternative reading of the Taylor Rule is proposed in combination with the Sandpile paradigm to give an account of the economic crisis as an event like an avalanche, that can be triggered by a perturbation, as is the intervention of the Central Bank on the interest rate.

Generalized Trigonometric Power Sums Covering the Full Circle

The analytical calculation of the area moments of inertia used for special mechanical tests in materials science and further generalizations for moments of different orders and broader symmetry properties has led to a new type of trigonometric power sums. The corresponding generalized equations are presented, proven, and their characteristics discussed. Although the power sums have a basic form, their results have quite different properties, dependent on the values of the free parameters used. From these equations, a large variety of power reduction formulas can be derived. This is shown by some examples.

Government Management Innovation in the Age of Big Data

Both opportunities and challenges are currently faced by government management innovation in the age of ＂big data＂. Traditionally, relative studies view the management of governments as the effective means to improve governmental services, without really understanding the structural influence of big data and network technology on governmental mode of thinking. Against such backdrop, this paper tries to conduct critical analysis based upon traditional outcomes in this regard, trying to make full use of the function of big data technology. With these efforts, this paper contributes to the building of an interaction theory that could promote transparency of information and customization and segmentation of the policies. By constructing a mode in which management could be carried out based on the law of big data, by building an information management system in which balance could be achieved between responsibility and freedom, by promoting the rebalancing among public power, online civil society and civil rights, the innovation of governmental management would be achieved.

Study on the Escape of the Portuguese Leasing in Macao from Chinese Criminal Law and the Governance by the Government of the Qing Dynasty

After the Portuguese leased in Macao in the mid-period of Ming Dynasty, the Portuguese officials here were asked to comply with the law of China more than once. To the Qing dynasty, the Portuguese still stubbornly refused to obey the law of China and often escaped from Chinese criminal law using briberies. In the case about Huiqian CHEN and the processing in the end of 1743, the fact that the Portuguese often escaped from the law of China was changed, and the principle of the Chinese judicial officials about processing the murders about Chinese killed by foreigners was explicitly defined. In this principle, Chinese significant compromises and concessions to the Portuguese were also included, but the criminal jurisdiction was ultimately controlled by the Government of the Qing Dynasty. Thus, the foreign-related criminal procedures conforming to foreign conditions were revised by the government of the Qing Dynasty according to the actual circumstances of Macao. However, the foreign-related criminal procedures revised by the government of the Qing Dynasty were not honestly observed by the Portuguese. After several major cases occurred in Macao, security rules and regulations were further issued by the government of the Qing Dynasty, in which the judicial control power of the government of the Qing Dynasty in Macao was unequivocally stated.

A Steady State Voltage Stability Analysis of Wind Power Centralized System

It is significant to research the voltage stability of the wind power centralized system (WPCS) for the effective development of the large scale clustering wind energy resources. A steady state voltage stability analysis of the WPCS by employing the PV curve and model analysis is proposed to reveal the voltage stability influence from different aspects. The PV curve is utilized to trace and indicate the voltage collapse point of the WPCS when the small disturbance of wind power is increased gradually. Then the steady state voltage instability modes of the WPCS are analyzed by calculating the bus participation factors of the minimum eigenvalue model at the collapse point. The simulation results of an actual WPCS in North China show that the static state voltage instability mode of the WPCS is closely related to the operating features and control strategies of different reactive power sources. In addition, the implementation of the doubly-fed induction generator wind turbine generator voltage control is beneficial to improve the WPCS voltage stability.

Making the World More Sustainable: Enabling Localized Energy Generation and Distribution on Decentralized Smart Grid Systems

Smart grid is an idea of upgradation of the traditional electric grid infrastructure. The efficiency of the existing electrical grid can be automated by integrating with innovative technical equipment such as:?high-tech forecasting system, digital sensors, advanced two-way communication and two-way power flow systems. Smart grid establishes an interface between utility and consumer which helps to use energy, based on the preferences of price, eco-friendly and without technical system issues. It empowers the grid to be more secure, reliable and efficient. The peer-reviewed articles and published government reports have been reviewed, based on the analysis of technical characteristics of power generation systems, eco-friendly sources of power generations, cost reduction, functionality and design of traditional grid versus smart grid. Furthermore, the innovative technologies that enable the grid to integrate with decentralized power generation system efficiently have been considered. This paper claims that in this modern era, it is arduous for traditional grid to fulfill the rising demand of electricity, along with sustainable, eco-friendly and stable power supply, as it cannot be efficiently integrated with decentralized and localized power generation systems and renewable energy sources. The result of this paper shows that decentralized and localized power generation systems are located close to end-users which decrease the transmission and supply cost of electricity. Innovative technologies allow the decentralized and localized power generation systems to be integrated with renewable energy sources which help to reduce the cost of utility services and provide clean energy. Moreover, technological advancement played a decisive role in enabling the electrical system to be more efficient. Electrical reliability can be improved,?greenhouse gas emissions can be reduced, renewable energy sources can efficiently be integrated,?and?rising demand for electricity can be met by embedding advanced applications and technological equipment in the electrical grid.

An Overview about the Brazilian Photovoltaic Market Development

There are five main institutions that develop research and provide data regarding photovoltaic energy generation in Brazil, they are: Brazilian Electricity Regulatory Agency (ANEEL);Energy Research Office (EPE);International Renewable Energy Agency (IRENA);Institute for the Development of Alternative Energies in Latin America (IDEAL);and Greener (a research and consultancy company specialized in the photovoltaic solar energy sector). The reports provided by these institutions present a large volume of data and information, this factor makes hard task of understanding the Brazilian photovoltaic market. Therefore, this paper purposes to present an overview about the development of photovoltaic generation in Brazil, through of an unpublished compilation and analysis of the data provided by the institutions previously cited. For this, initially the factors that contributed to the implementation and expansion of this sector are presented. Following, it is presented the main resolutions for the implementation of distributed generation, as well as organizations responsible for the standardization, operation, testing and expected requirements for connection of renewable sources in the electrical system. Quantitative data about energy installed, number of installations approvals, distribution of installations by sector of society, number homologations by power range and cost distribution for the implementation of these systems are provided. Finally, the incentive policies, credit lines and future perspectives for the development of the photovoltaic sector in Brazil are presented.

Financial Reporting Dilemmas for the Maltese Local Government

Maltese Local Councils are required to prepare financial reports compliant with International Financial Reporting Standards （IFRS）. Through documentary research, this study examined the suitability of this requirement and implications for institutional relationships. This study showed that IFRS statements are problematic to produce and interpret at the local level of government, and that, on their own, they are undermining the control needs of the Central Government. This study highlighted the important role of financial reporting for accountability by showing that the use of financial reporting systems that do not fit the reporting entity may actually lead to avoidance of accountability by mystifying reality.

This paper will apply a politically oriented description-critique paradigm developed from the works of Whitehall and Grewell that offers a way to examine works of popular culture, particularly Mars-based science fiction films. Because of the unique nature of these films, primarily which they are set in a future and distant world, they allow us to explore the socio-political landscape in which they were created from a remove that does not exist in ＂real-world＂ based works. Specifically we will be examining the governing power （in any particular Mars-based science fiction film） that might be either wielded by business interests or governmental interests. Although it is possible to have both a strong government and a strong business in a society, in many Mars-based science fiction films, government and business seem to represent two sides of a continuum. The stronger the business power structure in the film, the weaker the governmental power structure, and vice-versa.
