In the context of common prosperity, the key to achieving rural revitalization is to strive for the year 2050 long-term objectives of “robust agriculture, beautiful countryside and well-off farmers”, while also accelerating efforts to meet the mid-term targets of “improving the quality and efficiency of agriculture, making rural areas suitable to live and work, and ensuring farmers are affluent and well-off”. In terms of a strategic path, it is vital to combine endogenous growth with a sharing mechanism, with the former aiming to stimulate the internal vitality of rural areas and unleash their growth potential, and the latter to ensure that wealth is shared among all people and access to basic public services is made equal. According to the Report to the 20^(th) CPC National Congress,delivering common prosperity for all the people is an intrinsic requirement of Chinese modernization.Based on China Household Finance Survey(CHFS)data from ...According to the Report to the 20^(th) CPC National Congress,delivering common prosperity for all the people is an intrinsic requirement of Chinese modernization.Based on China Household Finance Survey(CHFS)data from 2015 to 2019,this study examines the effects of inclusive finance on China’s household income disparities and demonstrates how inclusive finance contributes to shared prosperity.Our empirical research reveals that inclusive finance has significantly decreased the income disparities between Chinese households.Inclusive finance has significantly increased the income levels of households below the 40^(th) percentile,making it more likely for them to move above the 40^(th) percentile of incomes,which is conducive to delivering common prosperity.Our analysis indicates that inclusive finance will reduce income disparities by assisting low-income households in starting a business and by promoting rural household employment.Reflecting its inclusive nature,further investigation reveals that inclusive finance has a greater positive impact on the income level of vulnerable households.Our research offers new evidence for comprehending the role of inclusive finance and a new interpretation of income disparities,with policy implications for accelerating Chinese modernization.展开更多
Common prosperity,an important goal of human development,increasingly has to be achieved through the common prosperity of cities.The research into and discovery of the determinants which create differences in urban ec...Common prosperity,an important goal of human development,increasingly has to be achieved through the common prosperity of cities.The research into and discovery of the determinants which create differences in urban economic competitiveness is of great signi ficance as,thereby,the research and expected discovery can help with the formulation of relevant policies for development,competition,and cooperation to promote win-win conditions among cities.However,such research is still rare.Based on the economic competitiveness data of 1,007 cities,this paper uses OLS regression and Shapley-value based decompositions regression to analyze factors affecting the economic competitiveness of global cities and differences that the cities made.Combined with quantile regression,studying the law of changing of each factor's effect on cities with different levels of economic competitiveness is of theoretical and practical signi ficance.The study findings are as follows.(1)The variability of global urban economic competitiveness is quite large.Cities in North America and Europe are still the benchmarks of global urban economic prosperity.(2)Financial services,technological innovation,industrial system,business environment,institutional environment,infrastructure,among other factors,have signi ficant impacts on the economic competitiveness of cities.(3)The primary factor that in fluenced the variability in economic competitiveness is technological innovation.(4)The ranking of the main in fluencing factors varied slightly between cities at different levels of economic competitiveness.These indicate that the international community should promote innovation in and diffusion of science and technology to achieve common prosperity by narrowing the gap between cities.The relevant decision-making departments,e.g.urban planning departments with strong economic and finance expertise of the cities in different development zones should adopt different measures in accordance with their actual situations.展开更多

From the era of the planned economy to the development,consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress.展开更多

Achieving common prosperity is the essential requirement of Chinese modernization,and the integration of culture and tourism is of great significance as an important path to narrow the regional gap,and effectively“im...Achieving common prosperity is the essential requirement of Chinese modernization,and the integration of culture and tourism is of great significance as an important path to narrow the regional gap,and effectively“improve quality”and“increase income”.This study used the panel data of 30 provinces in China from 2010 to 2019,and conducted empirical tests by using the panel fixed effects model and the mediation effects model.The results indicated that the integration of culture and tourism can significantly promote the realization of common prosperity.This integration can promote common prosperity by increasing the income and consumption level of urban and rural residents,the degree of equalization of basic public services and the capacity for sustainable development.Spatial analysis shows that there are regional differences in the promotion of common prosperity by cultural and tourism integration,which is particularly obvious in ethnic and non-ethnic areas.Finally,in response to the existing problems identified in the above analyses,countermeasure recommendations that align with the actual development are put forward.展开更多

文摘Achieving common prosperity for all is an important feature of Chinese modernization and an essential requirement of socialism with Chinese characteristics,with the core value orientation of promoting the people’s well-rounded development.This reflects the close relationship between people’s well-rounded development and common prosperity and implies that common prosperity is not just an economic issue,but also a political matter,a moral subject,and a human rights goal.Being“people-centered”is the core positioning of common prosperity,with its inherent collective and individual attributes.In terms of the object dimension of prosperity,it encompasses a wide range of rights such as material and spiritual well-being,which are advanced in a coordinated manner,and a deepening level of guarantee gradually improving.In the practical concept of“shared development,”it emphasizes the unity of state obligations and individual responsibilities,as well as the phased approach and promotion of common prosperity through the rule of law.Therefore,the essence of common prosperity lies in shifting from a“material-centered”perspective to a“people’s well-rounded development-centered”perspective.It combines the principles of fairness and inclusiveness with the recognition of diverse developmental needs.The focus is on enhancing the subjective initiative of the people,aiming to truly achieve the happiness of the people and promote people’s well-rounded development through the realization of“common prosperity.”
文摘The concept of common prosperity embodies the right of the people to a happy life,which is in line with General Secretary Xi Jinping’s proposition that“the people’s happiness is the greatest human right.”Its rights structure has the attributes of collective rights,reflecting the people’s pursuit of material civilization,spiritual civilization,harmony,beauty,and other social values.The realization of these rights is based on individual diligent labor and also entails human rights responsibilities of the state and society.Since the Third Plenary Session of the 11th Central Committee,China has pursued the basic policy of reform and opening-up,dismantling institutional barriers that hindered the development of productivity and the full realization of rights.This has stimulated the initiative,enthusiasm,and creativity of the people in their endeavors and entrepreneurship,leading to a historic leap from standing up to becoming prosperous.The living standards of the people have greatly improved.In the new journey toward achieving the second centenary goal,China should follow the important discourse of General Secretary Xi Jinping on respecting and protecting human rights,take the path of socialist human rights with Chinese characteristics,and better meet the growing aspirations of the people for a better life in the pursuit of high-quality economic development.

文摘Relative poverty alleviation is explicitly consistent with common prosperity.Relative poverty alleviation,which is part of the modernization of national governance capacity,is both an objective requirement of effective poverty alleviation and an inevitable approach to the realization of common prosperity.The alleviation of relative poverty and the realization of common prosperity are intrinsically coupled because they feature overlapping time sequences,monistic values,superimposed fields,similar systems,and homogeneous elements.The relationship between the two is essentially symbiotic,coexistent,and synergistic.Consequently,how to effectively alleviate relative poverty and build a dynamic long-term mechanism for relative poverty alleviation will be one of the major challenges for China to tackle before it can make more obvious and substantial progress toward common prosperity for all by 2035.This paper proposes relevant countermeasures and suggestions,which mainly concern the building of a dynamic,multi-dimensional mechanism for relative poverty alleviation and a coordinated mode for the two missions.The aim is to achieve a balanced integration of the academic logic,social logic,and policy logic.

文摘Urban-rural integration serves as a pragmatic strategy for developing social security in China,while promoting common prosperity represents a value-driven choice.Moving from urban-rural integration toward promoting common prosperity,the social security system faces several practical challenges,including limited medical and healthcare resources,disparities in social insurance benefits,inadequacies in socialassistancelevels,and deficiencies in social welfare expenditures.To overcome these challenges,a gradual practical approach has been formed based on three institutional logics:the institutional integration logic for bridging the gap,the institutional adaptability logic for enhancing resilience,and the institutional enhancement logic for empowering prosperity.This approach involves a progression from management integration to institutional alignment and system integration.Promotion of common prosperity through urban-rural integration not only provides a practical perspective and realistic depiction of China's unique social security system but also encompasses the institutional civilization and value implications associated with the development of social security in China.
文摘Rural revitalization is not only an important development goal for the Chinese government, but also a path to development. It is a crucial strategic choice of socialism with Chinese characteristics in a new epoch that to achieve both urban-rural and intrarural prosperity in the course of promoting rural revitalization. In the context of common prosperity, the key to achieving rural revitalization is to strive for the year 2050 long-term objectives of “robust agriculture, beautiful countryside and well-off farmers”, while also accelerating efforts to meet the mid-term targets of “improving the quality and efficiency of agriculture, making rural areas suitable to live and work, and ensuring farmers are affluent and well-off”. In terms of a strategic path, it is vital to combine endogenous growth with a sharing mechanism, with the former aiming to stimulate the internal vitality of rural areas and unleash their growth potential, and the latter to ensure that wealth is shared among all people and access to basic public services is made equal. To implement the strategy, it is suggested to take a regionally differentiated approach and a classification differentiated approach by scientifically grasping rural differences and identifying policy priorities, and explore innovative and diversified mechanisms of rural common prosperity.

文摘According to the Report to the 20^(th) CPC National Congress,delivering common prosperity for all the people is an intrinsic requirement of Chinese modernization.Based on China Household Finance Survey(CHFS)data from 2015 to 2019,this study examines the effects of inclusive finance on China’s household income disparities and demonstrates how inclusive finance contributes to shared prosperity.Our empirical research reveals that inclusive finance has significantly decreased the income disparities between Chinese households.Inclusive finance has significantly increased the income levels of households below the 40^(th) percentile,making it more likely for them to move above the 40^(th) percentile of incomes,which is conducive to delivering common prosperity.Our analysis indicates that inclusive finance will reduce income disparities by assisting low-income households in starting a business and by promoting rural household employment.Reflecting its inclusive nature,further investigation reveals that inclusive finance has a greater positive impact on the income level of vulnerable households.Our research offers new evidence for comprehending the role of inclusive finance and a new interpretation of income disparities,with policy implications for accelerating Chinese modernization.
文摘Common prosperity,an important goal of human development,increasingly has to be achieved through the common prosperity of cities.The research into and discovery of the determinants which create differences in urban economic competitiveness is of great signi ficance as,thereby,the research and expected discovery can help with the formulation of relevant policies for development,competition,and cooperation to promote win-win conditions among cities.However,such research is still rare.Based on the economic competitiveness data of 1,007 cities,this paper uses OLS regression and Shapley-value based decompositions regression to analyze factors affecting the economic competitiveness of global cities and differences that the cities made.Combined with quantile regression,studying the law of changing of each factor's effect on cities with different levels of economic competitiveness is of theoretical and practical signi ficance.The study findings are as follows.(1)The variability of global urban economic competitiveness is quite large.Cities in North America and Europe are still the benchmarks of global urban economic prosperity.(2)Financial services,technological innovation,industrial system,business environment,institutional environment,infrastructure,among other factors,have signi ficant impacts on the economic competitiveness of cities.(3)The primary factor that in fluenced the variability in economic competitiveness is technological innovation.(4)The ranking of the main in fluencing factors varied slightly between cities at different levels of economic competitiveness.These indicate that the international community should promote innovation in and diffusion of science and technology to achieve common prosperity by narrowing the gap between cities.The relevant decision-making departments,e.g.urban planning departments with strong economic and finance expertise of the cities in different development zones should adopt different measures in accordance with their actual situations.
文摘Coordinating regional development is a key step for China to achieve the goal of common prosperity for all. From the era of the planned economy to the development,consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress.

文摘Achieving common prosperity is the essential requirement of Chinese modernization,and the integration of culture and tourism is of great significance as an important path to narrow the regional gap,and effectively“improve quality”and“increase income”.This study used the panel data of 30 provinces in China from 2010 to 2019,and conducted empirical tests by using the panel fixed effects model and the mediation effects model.The results indicated that the integration of culture and tourism can significantly promote the realization of common prosperity.This integration can promote common prosperity by increasing the income and consumption level of urban and rural residents,the degree of equalization of basic public services and the capacity for sustainable development.Spatial analysis shows that there are regional differences in the promotion of common prosperity by cultural and tourism integration,which is particularly obvious in ethnic and non-ethnic areas.Finally,in response to the existing problems identified in the above analyses,countermeasure recommendations that align with the actual development are put forward.
文摘At the end of Qing Dynasty(1864-1911),the traditional concept of"national language"underwent a modern transformation,which began to refer to the common language of the nation-state.This conceptual change was stimulated by both Japanese thought and practice.The construction of the national common language formally started with the promulgation and implementation of the"Gui-Mao school system,"accelerated by the opening of the preparatory constitution,and began in its early practice through the enactment of the Statutes for the Establishment of Schools in the Mongolian,Tibetan and Hui Areas and the Decision of the Central Educational Conference of the Ministry of Education on the Unification of the State Language.This construction was always led by the court,jointly promoted by people from the government and the folk,and Manchu,Mongolian,and Han officials inclining the new.It not only can be regarded as one of the important contents of the New Deal and Constitutional Movement at the end of Qing Dynasty that has been neglected,but also the result of the long-term implementation of the official language by the Qing court and the increasing role of the Chinese language in the country's domestic and foreign affairs.It had an important impact on the emergence and early development of the consciousness of the modern Chinese nation.
文摘The concept of common interests of mankind in the environmental protec-tion spurred -by the internationalized and globalized environmental problems are discussed in this paper. While making challenges for many principles and rules of international law and the traditional conception of national security, the concept does play its role in strengthening the environmental protection. However, it cannot be neglected that diflerent national interests pose an obstacle to the realization of the common interests of mankind in the envirormental protection. The article concludes that whether the concept plays its greater role in the environmental protection will depend on many factors, such as the spread of environmental awareness, the revision of the traditional conception and the balanced development of the world economy.
